Sección en el programa El Remate de la Diez Capital radio con nuestro abogado particular, Juan Inurria. Esta tarde estaré en el Taoro escuchando al ministro Torres, lo he saludado tres veces siempre muy amable -si me dejan entrar, que con los tiempos que corren uno nunca sabe. Ángel Víctor Torres tiene cara de bueno, y me cae bien, que ya es decir algo en un paisaje político donde la simpatía espontánea se ha convertido en especie protegida. Fue presidente de Canarias cuatro años, le tocó de todo- pandemia, volcán, migración, y encima el PSOE-, y no lo hizo mal. Está aquí en calidad de ministro, y en Canarias, su tierra, lo quieren y se nota. El Taoro es un escenario bonito para eso, aunque a mí no me invitaron a la inauguración -entiendo por qué-. Lo escucharé con atención y con el respeto que merece cualquier hombre público que llegó, aguantó y no dejó demasiados cadáveres en la cuneta, aunque siguen escarbando a ver si encuentran. Pero hay un asunto que me resulta imposible dejar pasar esta semana, y que tiene bastante que ver con lo que los ministros de cualquier gobierno -el suyo incluido- que es el de Sánchez. Platón cuenta en La República que los habitantes de la caverna tomaban por realidad las sombras proyectadas en la pared. No habían visto nunca la luz, de modo que las sombras eran, para ellos, el mundo. Cuento esto porque hay un tópico que lleva décadas proyectándose en la pared de la opinión pública con idéntica terquedad y es eso que dicen que España es un país de impuestos bajos. Lo repite el ministro sanchista, lo ilustra el periodista adulón, lo asume el contribuyente resignado, en fin. El problema es que la sombra – como decía Platón- no es la realidad, porque llevamos décadas contemplando la pared equivocada. Desde Montoro. La OCDE acaba de publicar su informe Taxing Wages 2026, y el economista Juan Ramón Rallo lo ha desmenuzado – que no sabía quién era hasta que me lo desveló un excolaborador de este medio- y lo hace con la paciencia de quien lleva años intentando sacar a la gente de la caverna. La conclusión a la que llega y yo entiendo es que el porcentaje del coste laboral que el Estado central se apropia en forma de cotizaciones sociales e IRPF antes de que el trabajador vea un solo euro ha pasado del 38,6% en el año 2000 al 41,4% en 2026. Zasca!! Vaya extracción silenciosa. El dato no ruborizará a nadie porque en este reino los datos que molestan tienen una esperanza de vida parlamentaria de aproximadamente cuatro horas, pero es que esa cuña del 41,4% supera ya la de Dinamarca (35,8%) y la de Noruega (36,4%). Los mismos países nórdicos que la izquierda española lleva décadas señalando como el horizonte moral al que debemos aspirar. Pues bien: les hemos adelantado. No en calidad de vida, no en eficiencia administrativa, no en sanidad, educación ni infraestructuras. Les hemos adelantado en lo único que hacemos con verdadera convicción: en quitarle dinero al que trabaja. Aristóteles, que era un hombre práctico y desconfiaba de las abstracciones sin consecuencias, advertía que la justicia distributiva exige proporcionalidad entre lo que se da y lo que se recibe. Era su manera de decir que no basta con cobrar hay que entregar algo a cambio. Aquí es donde el argumento se vuelve verdaderamente hiriente. Porque el trabajador danés que entrega al fisco el 35,8% de su coste laboral recibe, a cambio, un sistema sanitario que funciona, una educación pública de referencia internacional y una administración que no le hace perder la mañana en una ventanilla, ni aguanta a un funcionario que esta desayunando, ni con el ordenador colgado. El trabajador español, que entrega el 41,4%, recibe listas de espera, tuiteros en el Congreso y la satisfacción de haber contribuido al sostenimiento de un reino que lo tratará con indiferencia cuando necesite algo de él. Pero hay un matiz que merece subrayarse, porque afecta especialmente a quienes han tenido la temeridad de reproducirse. De tener descendencia, vamos. En los hogares con dos progenitores que trabajan y dos hijos, la cuña española alcanza el 38,7%, mientras la media de la OCDE se queda en torno al 29%. Nueve puntos de diferencia. Esos nueve puntos, aplicados a un salario medio, representan varios miles de euros anuales que no van a la cuenta corriente de la familia sino a financiar el aparato público. Rallo es prudente al sacar conclusiones demográficas, y yo también lo seré. Me limitaré a observar, con Hume, que la causalidad a veces se disfraza de coincidencia. España tiene una tasa de natalidad en caída libre y una cuña fiscal que aplasta especialmente a las familias con hijos. Que cada cual extraiga las suyas, las consecuencias digo. La objeción habitual no tardará en llegar, porque siempre llega: los países nórdicos tienen mayor presión fiscal sobre el PIB que España. Cierto. Nadie lo discute. La diferencia, sin embargo, no está en la tributación sobre el trabajo -ahí ya les hemos alcanzado y en algunos casos superado-, sino en los impuestos indirectos. Dinamarca aplica un IVA del 25% sin excepciones y tiene los impuestos sobre la electricidad más altos de Europa. Es decir, cuando un responsable político español proclama que hay que equipararse fiscalmente con Europa, está diciendo, en lenguaje llano, que hay que subir el IVA. No que haya que apretar a los ricos, no que haya que perseguir fortunas offshore, no que haya que reformar el IRPF de las rentas del capital. Subir el IVA. Lo que paga el mismo ciudadano que ya soporta la cuña al 41,4%. El círculo se cierra con elegancia casi socrática: preguntamos qué significa equipararse con Europa y la respuesta es que significa cobrarle más al que ya está pagando más que Europa. Aquí en Canarias tenemos el IGIC y el REF. Esa es otra. El mecanismo es siempre el mismo incrementos de bases máximas de cotización, el Mecanismo de Equidad Intergeneracional, y sobre todo ese fenómeno que los economistas llaman fiscal drag y que en castellano viene a significar que cuando la inflación sube los salarios nominales y el legislador no deflacta los tramos del IRPF, el contribuyente escala de tramo sin haber ganado un céntimo de poder adquisitivo real. El fisco recauda más sin haber aprobado un solo punto de subida. Es, si se me permite, el método de hervir cangrejos: el agua se calienta tan despacio que el pobre no nota el momento en que ya no puede salir. Zenón de Elea -ese incordio filosófico que demostró que Aquiles nunca alcanza a la tortuga- tenía razón en una cosa: a veces los problemas que parecen un movimiento continuo son en realidad la acumulación de pasos infinitesimales en la misma dirección. La cuña fiscal española de 2026 no es el resultado de un asalto visible sino de veinticinco años de pasos microscópicos hacia el mismo destino. Y como en la paradoja de Zenón, el trabajador español lleva un cuarto de siglo corriendo sin conseguir alcanzar el punto de partida. Si el Taoro me abre sus puertas, escucharé al ministro Torres con el respeto que le tengo y con el mismo interés de siempre. No espero que mencione la cuña fiscal. Los ministros no suelen mencionar las cosas que los datos de la OCDE hacen difíciles de defender. Pero uno puede escuchar, tomar notas, y reservarse la columna de la semana siguiente para lo que no se dice en los estrados. Que es, a fin de cuentas, para lo que sirve este oficio.

After 27 years, Melvyn Bragg has decided to step down from the In Our Time presenter's chair. No contentos con eso y por aquello de no bajar el listón, José Antonio Marina pone sobre la mesa otro de los grandes nombres de la literatura, el del poeta y ensayista francés Paul Valéry. El literato, menciona en una de sus piezas poéticas de naturaleza muy sentimental al filósofo griego Zenón de Elea. Esta científica titular del CSIC está al frente del Grupo de Investigación sobre el Libro Académico, del proyecto de investigación Cartografía de la Edición Académica Iberoamericana, del Comité Científico de la Infraestructura Europea sobre Comunicación Científica en Abierto y de TERESIA, el metabuscador que nos facilitará el acceso a la terminología científica en español. Quizá por eso a Elea Giménez le apena que se repita una y otra vez que el nuestro es un idioma de segunda en el mundo de la ciencia.
