Under a waiver program, states can test new ways to offer Medicaid services. For Oregon, that means some people on the Oregon Health Plan can get help with housing costs. Oregon is the first in the nation to roll out rental assistance as a statewide Medicaid benefit for eligible OHP members, according to the Oregon Health Authority. People would need to have a qualifying risk factor to be eligible for the aid, which could include rental assistance for up to six months and help paying utility bills. Steph Jarem is the 1115 waiver policy director for OHA. Andrea Bell is the Executive Director of Oregon Housing and Community Services. D.C. Mayor Muriel Bowser says the city will provide funding for additional SNAP benefits, ending a month-long saga between her administration and D.C. Council. Last month, Mayor Bowser argued the extra revenue from city taxes to increase SNAP benefits was needed for other city services. This decision went against D.C. Council-passed legislation that required her to do so. Then, earlier this week, a resolution supported by several Council members started kicking around that suggested the D.C. Council could sue the Mayor for not adhering to the law. After Legal-Aid D.C. also threatened suit this week, Bowser's administration changed course. At-large D.C. Councilmember Robert White joins the show to walk us through what happened and why he supported a potential lawsuit against the Mayor. www.commsolutionsmn.com- Our fantastic legislature passed a 1% increase in the sales tax this year that just took effect. This pushes Minneapolis' sales tax up over 9% and St. Paul is almost at 10%! Of course, the DFL wants to claim that this increase is "for the kids", yet the kids never seem to be any better off. Our taxes keep going up, and it's getting harder to keep up with the increases. Part of this money is set aside for "affordable housing" and the rest is for transportation. They want to build affordable homes, rental units, and provide rental assistance. It's part of the $0.50 tax on deliveries and pegs the gas tax to inflation. As if that wasn't enough, Golden Valley wants to go over and above that to implement another 1.25% sales tax (along with further bonding) to go toward public buildings because they haven't saved a single red cent. If the sales tax isn't approved by voters, Golden Valley says they will find another way to make you pay it. The cost for these projects is $190 million over 30 years, but inflation will push that number. Just for a comparison, Hudson, WI has a 5.5% sales tax. Pretty sweet, huh? The state of Montana has returned roughly $53 million from its emergency rental assistance program to the U.S. Department of the Treasury. The commerce department says it still has money for rental assistance and encourages those in need to apply.

The state of Oregon is halting its rental assistance program, despite receiving thousands of applications weekly from people seeking the state's help to stay in their homes as winter approaches. Margaret Salazar, the director of Oregon Housing and Community Services, said the state is pausing the federal emergency rental assistance program for six weeks starting December 1. She says the pause is necessary because, without more federal money, the state cannot continue to offer rental assistance. The pause will also allow the agency to work through a backlog of applications. We hear from Salazar.
Anna Zamarripa is trying to help dozens of people with their applications for rental assistance. She's the accounts receivable administrator for Capital Property Management in Portland. She's the person that tenants in 140 different properties call when they realize they can't pay their rent. She says the rental assistance process is just as obtuse from her perspective as it is for the renters she's working with. We hear from Zamarripa about how her job has changed during the pandemic.
