Two years into the COVID-19 pandemic, women have made important gains in representation, especially in senior leadership. Women have been at the forefront of solutions for managing societal crisis.  Most peace processes are premised on the assumption that the actors who pursued war, primarily men, will also act as the main agents for peace. Is this a moment of reckoning for the west, Europe in particular? That Europe is not at the heart of global geo-strategy today. The Russian invasion, and Ukrainian pushback, have contributed to a new kind of geopolitical complexity. The spillover effect is already being experienced on a global level, especially by the neighbouring European countries. Unlike the West, India has made it very clear that it does not see itself either marginalising, isolating, or sanctioning Russia. India has also had to maintain a tough balancing act, as it faced a lot of pressure from QUAD members. Dramatic developments in Pakistan and Sri Lanka have taken place. The vulnerability of Pakistani democratic institutions poses challenges for India in managing its relationship with Pakistan.

Peace talks in Istanbul bring a glimmer of hope as both Ukrainian and Russian delegates meet face to face in Istanbul. Is there hope of scaling down? The talks just commenced on 28 March, and face to face talks in Turkey are definitely a clear positive. There was news of some proposals being tabled for the first time by Ukraine. Some positive signalling emerged about accepting neutral status, about being demilitarised i.e. not joining a security alliance like NATO. Unfortunately, good diplomacy needs space — something not available in the trench wars on Twitter. There is the whiff of consensus perhaps. But, let us appreciate that these negotiations are going to be difficult.

The bigger war is in a stalemate. Western nations will not commit their troops in this war, but they have nevertheless declared an ‘economic war' on Russia. Whatever the modes of warfare, this confrontation, at the end of the day, is not between Zelensky and Putin, but between Russia and the West. Russia is trying to reduce the impact of these measures and announcing countermeasures of its own. The problem is that these economic weapons do not just hurt the intended victim, they impact the user too. Many other nations across the world also have to pay the price of such a war. Sanctions like military campaigns are easy to start, but difficult to end. The bureaucracy of sanctions (banking and financial institutions) moves at its own pace. Stepping down is going to be the more difficult part. And diplomacy must intervene — be it international organisations like the UN, or other powers. This should be the time for intelligent, sensitive diplomacy — not for escalation, for this is not a conflict that can be dealt with as binary. Seen as a binary, it will have only one solution — a World War III.

War Vs Peace - Choosing The Right Side Of History

To give diplomacy room to breathe, Twitter wars and propaganda battles must hold back. Negotiations between Ukraine and Russia are continuing. On the one hand we see some hopeful messaging hinting towards a solution, on the other, we hear a lot of posturing aimed at domestic and international audiences. It is important that there be an immediate ceasefire in Ukraine — the finer points of negotiations can continue. If a solution to the Ukraine conflict is not found soon, the focus of Europe and of NATO powers will certainly shift there. If Europe becomes victim to the kind of chaos we have seen develop in Syria or West Asia, where would European Unity be? Therefore, it is imperative that this war must stop, or this conflagration will leave none unaffected. India's stand is a mature stand which it needs to maintain. Both sides in this conflict have a lot to answer for. The implementation of the ‘universal order' which is being touted today needs to be examined for how truly ‘universal' it really was. And indeed, if we are true democracies, we must respect mutual differences in outlook and perceptions, rather than label those who do not agree as being on the wrong side of history.
