Has far-right thinking entered mainstream politics in the UK?  In 2025, Britain saw its largest-ever far-right rally, following a summer of flag-waving protests. Then, in May 2026, local elections reshaped England's political landscape: Labour and the Conservatives suffered heavy losses, while Reform UK surged in popularity. In this episode, author and journalist Daniel Trilling joins academic Sophie Scott-Brown to examine the rise of populist rightwing nationalism and its growing influence on mainstream politics. While Reform UK remains more moderate than parties like Germany's AfD or Viktor Orbán's movement in Hungary, Trilling explores its shift to the right on issues such as immigration — and how populist movements tap into feelings of national decline, humiliation, and the desire for strong, authoritarian leadership. Seit ein paar Jahren ist die Diagnose populär, oft soll sie auch die Krise unserer Gesellschaft erklären – und vor Narzissmus-Warnungen kann man sich kaum retten. Tout juste nommé à la tête de l'Agence française de développement (AFD), Christophe Lecourtier participait au sommet Africa Forward à Nairobi, consacré aux partenariats économiques entre la France et les pays africains. Dans un contexte de restrictions budgétaires et de remise en question de l'aide publique au développement, il défend une nouvelle approche fondée sur les « intérêts mutuels », l'impact concret et la pédagogie de son action.  Propos recueillis à Nairobi (Kenya) par Bruno Faure  RFI : Quel est votre état d'esprit pour ce sommet Africa Forward, assez inédit dans sa forme, dans son message, alors que vous venez à peine d'être nommé à la tête de l'AFD ?  Christophe Lecourtier : Je crois que c'est vraiment une grande chance de prendre mes fonctions aujourd'hui, parce que ce sommet arrive au terme de beaucoup d'années où l'on a réfléchi à tous les niveaux de l'État à ce que devait être une nouvelle relation avec le continent. Et aujourd'hui, par le foisonnement des événements, des initiatives, des rencontres, on a vraiment l'impression qu'on a là, dans nos filets, quelque chose qui a de la substance.  La particularité, c'est que les entreprises et l'économie sont au centre du jeu. Le président Macron a annoncé un chiffre de 23 milliards d'euros d'investissements à la fin de cette journée.  Le président kényan et le président Macron ont posé un cadre à l'intérieur duquel tous ces projets s'élaborent et tous ces contrats se signent. La deuxième chose, c'est que je suis extrêmement fier de ce que le groupe AFD, dans toutes ses composantes, ont joué un rôle très important dans la conception de ce sommet et dans toute une série d'événements, de signatures qui lui donnent de la substance. Donc non seulement c'est intéressant comme citoyen, par rapport à ma carrière de haut fonctionnaire, mais c'est extrêmement stimulant en arrivant dans les fonctions qui sont désormais les miennes.  Est-ce qu'on fait des affaires un peu différemment avec le monde anglophone, puisqu'on est ici au Kenya, par rapport à ce que la France fait depuis des décennies avec les pays francophones ?  Je ne voudrais pas tirer des conclusions hâtives d'une expérience qui est encore très fraîche, mais j'ai l'impression que l'AFD promeut la montée des coalitions associées sur des enjeux absolument critiques comme la souveraineté alimentaire, la souveraineté sanitaire, un certain nombre de projets d'infrastructures, par exemple l'électrification… C'est ici le lieu où se rassemblent autour d'une table, mais aussi dans des financements qui sont mis en œuvre, des banques multilatérales, des acteurs privés, parfois des fondations philanthropiques et évidemment l'AFD qui a l'avantage d'avoir un spectre assez large à travers ses trois composantes : l'agence elle-même, Proparco pour la partie secteur privé, et puis Expertise France qui apporte ici ou là finalement la petite maille sans laquelle les projets auraient souvent du mal à démarrer. Alors est-ce que c'est l'atmosphère anglo-saxonne qui est un peu moins verticale, un peu moins étatique peut-être que ce qu'on a l'habitude de faire ici en France ? Ou est-ce que c'est tout simplement l'évolution de cette problématique des partenariats internationaux ? En tout état de cause, ce qui me frappe et ce qui me stimule, c'est que je vois notre groupe AFD, au nom de la France, en pole position pour commencer à travailler de cette manière-là.  À vous entendre, vous vous inscrivez dans la continuité de ce qu'a fait votre prédécesseur Rémy Rioux. Qu'est-ce que vous comptez apporter de plus dans un contexte de contraction budgétaire ?  Je ne suis pas et je ne serai jamais un contempteur de ce que Rémy Rioux a fait très bien dans l'état du monde des dernières années. Et d'une certaine manière, on préférerait tous que le monde n'ait pas changé et que les ressources qui vont avec n'aient pas changé. Simplement, et malheureusement, le monde a changé. Le paradigme de l'aide au développement – j'y ai travaillé il y a vingt ans – a fait long feu. Cette notion de partenariat international, c'est d'être dans une logique où l'on mesure beaucoup plus les intérêts mutuels, donnant-donnant. Cela se fait effectivement sur fond de baisse assez conséquente des moyens qui sont accordés à l'agence et plus généralement à l'aide publique au développement. Il faut faire, comme le dit la formule un peu triviale, d'un risque une opportunité. Je crois qu'on a tout à fait les moyens de retrouver à la fois une stratégie claire, parlante pour nos parties prenantes – c'est-à-dire le gouvernement, le Parlement – mais aussi pour les équipes et pour nos partenaires. Certes, il est probable que le volume d'affaires ne sera sans doute pas en croissance pour des raisons évidentes, mais on peut faire un peu moins et tout aussi bien. Peut-être même, sur certains aspects, en termes de lisibilité et de relation avec la politique intérieure et extérieure française, un peu mieux encore.  À écouter aussiSommet Africa Forward : « Les sources de financement destinées à l'Afrique menacées par la crise » Donc il n'y a pas besoin de se réinventer pour rester pertinent, même quand on fait face à une concurrence internationale, de prêteurs chinois par exemple ?  Si, parce que c'est une maison qui a 85 ans et qui s'est réinventée en permanence. Il n'y a jamais vraiment eu, je crois, de plateau où l'on se serait installé dans une situation de confort. Dans le monde avec tous ses problèmes, il faut se réinventer sans cesse. Là, il est possible que le chapitre nouveau soit un peu plus marqué dans sa spécificité, mais les bases, les fondations de cette agence, je pense que la France en a vraiment besoin. C'est un grand atout. À charge pour nous d'être capables peut-être de l'expliquer davantage, y compris de sortir peut-être d'un certain cercle d'initiés, de gens de très bonne volonté, pour aller vers des publics qui sont un peu plus dubitatifs sur l'importance, l'enjeu, la pertinence de tout ça. Moi, j'en suis convaincu et on va vraiment essayer de les embarquer avec nous dans ce nouveau chapitre.  Justement, la France, l'AFD et d'autres organismes français sont régulièrement critiqués pour ce qu'ils sont, les politiques qu'ils mènent en Afrique, dans les pays du Sahel en particulier. Comment vous positionnez-vous en tant qu'acteur avant tout économique et qui doit se démarquer de ces débats politiques ?  Je pense que les Français, à tort ou à raison, sont assez critiques sur l'ensemble des institutions, quelles que soient leurs missions.  Les Français mais les Africains aussi.  C'est un défi qui nous est posé, mais qui est aussi le même. Les Français nous demandent la même chose : davantage d'impact, d'être capables de le démontrer. On voit aujourd'hui un nouveau paradigme qui me va très bien compte tenu de mon itinéraire professionnel : c'est un accent beaucoup plus fort mis sur la croissance économique, l'industrialisation, la création d'emplois. Et à partir du moment où l'on se fixe cet objectif, il faut aller vite. Il ne faut pas être rattrapé par la vague soit des populismes, soit de la fragmentation, soit de la déstabilisation d'un certain nombre de pays. Donc on a vraiment une exigence, mais on a un chemin. Et je crois vraiment que les équipes de l'AFD, fortes de leurs acquis, de leurs convictions, de leur solidarité, sont parmi toutes les agences de développement certainement celles ou parmi celles les mieux placées pour relever ce défi. C'est stimulant pour tout le monde. Il faut faire de la pédagogie. Ça va être ce à quoi je vais m'employer pour que personne n'ait l'impression qu'on est juste sur une histoire en peau de chagrin. C'est une pédagogie aussi qu'il faut que je fasse vis-à-vis de mes autorités. Mais voilà, on va le faire.  Les agences de développement sont parfois accusées de mesurer le succès par les montants, par les volumes qui sont engagés sur le terrain, et pas forcément par les résultats. Qu'est-ce qu'on fait quand ça ne fonctionne pas ?  Je crois que ça, c'était effectivement une page qui se tourne, qui répondait à un certain nombre d'objectifs internationaux de pourcentage de l'APD (Aide publique au développement) sur le PIB. J'y ai moi-même beaucoup contribué autrefois. Aujourd'hui, plus personne ne juge que c'est l'objectif essentiel. En revanche on peut, avec un peu moins, faire beaucoup mieux. C'est la ligne qui va nous guider. Donc je n'arrive pas comme quelqu'un qui va vous déchirer le voile et d'un seul coup faire connaître la vérité révélée. Simplement, on va davantage mettre l'accent sur un certain nombre de pays, un certain nombre de secteurs, parce qu'il faut faire des choix. Et on va aussi s'efforcer d'avoir une communication plus forte, plus volontaire et peut-être parfois plus simplifiée pour embarquer avec nous le plus grand nombre – en tout cas des gens de bonne volonté – que ce soient des dirigeants de notre pays, des élus ou aussi des citoyens. J'ai vraiment la conviction – et les études le montrent – que les Français n'ont pas renoncé à l'idée d'une solidarité internationale. Ils comprennent bien que si vous prenez la santé, vous voyez bien qu'il est absurde d'ériger des cordons sanitaires. C'est vrai aussi pour l'agriculture, la souveraineté alimentaire. On est une seule planète. Sans parler du climat. Cette logique-là, elle est majoritaire chez les Français. Il faut juste arriver à leur démontrer un peu plus qu'on ne l'a fait ces dernières années en quoi cette agence unique est vraiment le bras armé de la nation française, de l'État mais aussi de la nation française, pour accompagner cette transformation et en faire quelque chose dont on soit à la fois fiers et redevables à la fois à nos partenaires et à nos citoyens.

Autorzy podcastu zwracają też uwagę na kontekst rosyjskiej propagandy i wojny w Ukrainie. Wątek rzekomego zbliżania się konfliktu do końca, nagłośniony przez część mediów, ich zdaniem został wyciągnięty z kontekstu. „Z tej wstawki między przecinkami wyciągnięto przekaz, że generalnie ta wojna ma się ku końcowi" – mówiła Agnieszka Bryc. W rzeczywistości Władimir Putin mówił o sytuacji znacznie bardziej złożonej i ciągle skomplikowanej.  Odcinek porusza także zmiany polityczne na Zachodzie. W Wielkiej Brytanii rośnie poparcie dla partii Nigela Farage'a, a tradycyjne ugrupowania tracą przewagę. Na pierwszym miejscu zawsze jest Farage, zauważono, wskazując na możliwe polityczne trzęsienie ziemi. Podobne napięcia widoczne są w Niemczech, gdzie rośnie znaczenie AfD.
