For the past few years, Germany has begun to look like the ‘sick man of Europe' again. Its economy has barely grown since 2019, while its famous manufacturing sector has shrivelled. But earlier this month, financial markets were buoyed by a vote in the German parliament to relax the constitutional limit on government borrowing, the so-called debt brake. It means that Germany's likely new conservative-led coalition government will be free to borrow unlimited amounts to fund a defence sector build-up, and can also draw on a €500bn fund to spend on infrastructure over the next 10 years. But will more government spending be enough to address Germany's structural economic problems? The FT's Martin Sandbu speaks to economist Ulrike Malmendier of the University of California, Berkeley, who is a member of the German Council of Economics Experts, which evaluates the government's economic policies.Martin Sandbu writes a regular column for the Financial Times, which you can find here. Russia's federal censor has been throttling YouTube playback speeds for the last month or so, just like it slowed Twitter data transfer speeds back in 2021. Throughout August, Russian Internet users have reported sudden and widespread outages in access to popular apps and services like Telegram, WhatsApp, Skype, Wikipedia, Steam, Discord, and more. While the RuNet crackdown has become a familiar feature of the Putin regime, its technical side is hard to understand. The episode was recorded on 28 November 2023 in cooperation with Ponto. Georgia has long been one of the most eager EU-aspirant countries in the European Neighborhood. It has, however, faced a significant setback as a result of an authoritarian turn under its current government – led by the Georgian Dream party. Putting forward twelve conditions related to democracy and the rule of law for the country, the EU only granted Georgia a membership “perspective” in 2022, even while Moldova and Ukraine received official candidate status. The European Commission (and subsequently the European Council) did eventually grant Georgia candidate status in 2023. However, progress on deoligarchization, political depolarization, media freedom, and rule of law matters remains to be seen – and may depend on whether the Georgian government is as committed to EU integration as the country's population. We start our discussion with an assessment of Georgia's EU's integration process and then move on to other topics relevant to Georgia's geopolitical orientation, including Russia's role in its economy and security, the protracted conflicts with Abkhazia and South Ossetia, Tbilisi's relations with Beijing, as along with the country's economic and transit potential (as well as bottlenecks), given its location at a geographical (and political) crossroads between Asia and Europe. Guests: Stefan Meister is Head of the Center for Order and Governance in Eastern Europe, Russia, and Central Asia at the German Council on Foreign Relations (DGAP). From 2019 until 2021, he worked as director of the Heinrich Böll Foundation's South Caucasus Office. From 2017 to 2019, Meister was head of the Robert Bosch Center for Central and Eastern Europe, Russia, and Central Asia at DGAP. Before that, he was a senior policy fellow in the Wider Europe Team at the European Council on Foreign Relations (ECFR) in Berlin and London. In the 2015/16 term, Meister was a visiting fellow at the Transatlantic Academy in Washington, DC, where he wrote on Russian disinformation and propaganda. He has served as an election observer for the OSCE in post-Soviet countries several times and worked on conflict transformation and institution building in post-Soviet countries. Stefan Meister is co-author of Geopolitics and Security: A New Strategy for the South Caucasus (KAS/DGAP/GIP, 2018), The Russia File (Brookings, 2018), Eastern Voices (Center for Transatlantic Relations/DGAP, 2017), and The Eastern Question (Brookings, 2016).  Tinatin Akhvlediani is a Research Fellow in the EU Foreign Policy Unit at the Center for European Policy Studies (CEPS), specializing in the EU's enlargement, neighborhood, and trade policies. Her regional expertise is focused on the EU's Eastern neighborhood and Ukraine. She has published extensively in these areas, actively engages in high-level policy debates, and frequently offers insights through major media outlets, including BBC, Euronews, and Bloomberg. In 2023, she was recognized among the most prominent and promising women in the EU and in 2020, she earned a place on Forbes Georgia's “30 Under 30” list. Tinatin Akhvlediani teaches European Economic Integration at the International School of Economics at Tbilisi State University (ISET). Additionally, she maintains affiliations with several major think tanks in Georgia and frequently provides expert commentary on major Georgian TV channels. Giselle, Iulia, and Dalibor are joined by Dr. Benjamin Tallis, Senior Research Fellow at the German Council on Foreign Relations, to discuss all things germane to Germany's "zeitenwende" and the concept of European "neoidealism" (a term coined by Tallis). Tallis outlines where zeitenwende stands today, a year after its announcement. Tallis notes that Germany has "moved at the speed of shame" by making impressive strides in changing its energy policy towards Russia, yet Germany still has a long way to go in mobilizing defense resources to aid Ukraine. Tallis also discusses Germany's view towards Central and Eastern European states, like Poland, which are leading support efforts for Ukraine - although historically have not been considered the "core" of Europe" - and the different threat perceptions of Russia within Europe informed by countries' historical experiences. On May 15 and 16, the United States and European Union hosted the second Trade and Technology Council Meeting in Paris-Saclay, France. Since the inaugural TTC meeting, the TTC has emerged as an important venue for transatlantic coordination on export controls directed against Russia, providing a window for further transatlantic cooperation on technology policy. Capitalizing on this momentum, the joint statement from this meeting highlights shared initiatives the working groups have been advancing in the past months and plan to work on moving forward. In late February, German chancellor Olaf Scholz described Russia's invasion of Ukraine as a ‘Zeitenwende' - turning point - sparking the biggest shift in German foreign policy since the Cold War. The highlights included a 100bn euro package to boost the military and meet Nato's 2 per cent of GDP defence spending obligation, send weapons to Ukraine and end his country's dependency on Russian energy. A surprisingly bold plan from a man many had thought was - like many of his predecessors - naturally cautious. Russia's currency, the rouble, has recovered from the extreme lows seen in recent weeks and is now trading at levels that haven't been seen since before Russia invaded Ukraine in February. Elina Ribakova, Deputy Chief Economist at the Institute of International Finance, explains why. At the same time EU sanctions on Russian coal are looming, and we ask Monika Schnitzer of the German Council of Economic Experts how that might impact things. We also speak to Maksim Timchenko, chief executive of Ukraine's largest private power producer, DTEK, about the challenge of keeping supplies flowing during a war. Also in the programme, Theo Leggett heads to northeast France for a special report on high youth unemployment in the region. And finally, a shirt worn by the Argentinian football star Diego Maradona during a famous 1986 World Cup match is now up for auction. Sotheby's auction house hopes it will bring in a staggering $5 million. Argentinian sports writer Marcela Mora y Araujo tells us if she thinks the shirt will fetch such a sum.

In response to the escalating crisis in Ukraine, Germany recently announced several historic policy shifts over the past few days. German Chancellor Olaf Scholz indicated that Germany would deliver weapons to Ukraine, reversing Germany's long-held refusal to deliver weapons to a conflict zone. Furthermore, Scholz announced that Germany would plan to spend more than 2% of GDP on defense spending year on year and would create a €100 billion investment fund for the armed forces. Claudia Major and Daniela Schwarzer join Andrea Kendall-Taylor and Carisa Nietsche to assess this monumental shift in German foreign policy. Dr. Claudia Major is head of the International Security Division at the German Institute for International and Security Affairs in Berlin (SWP). Her research, advisory work and publications focus on security and defense policy in Europe and in a transatlantic context, including NATO, EU, Germany, UK, and France. Previously, Claudia held positions at the Center for Security Studies at ETH Zurich, the German Council on Foreign Relations (Berlin), the EU Institute for Security Studies (Paris), the German Foreign Office (NATO desk) and Sciences Po Paris. Claudia is member in various boards, such as the Advisory Board for Civilian Crisis Prevention at the Federal Foreign Office and the German-British Koenigswinter Conference. Dr. Daniela Schwarzer is executive director for Europe and Eurasia of the Open Society Foundations. Schwarzer is a renowned expert in European affairs and transatlantic and international relations. She is an honorary professor of political science at Freie Universität Berlin and a senior fellow at the Harvard Kennedy School's Belfer Center. She has been a special advisor to European leaders such as EU High Representative Josep Borrell and to countries including Poland and France during the preparation of their EU Council presidencies.
