Kuru ISLAM, AUTHORITARIANISM AND UNDERDEVELOPMENT A Global and Historical Comparison Why are Muslim-majority countries often associated with authoritarianism and underdevelopment? Ahmet T. Kuru delves into this question, challenging conventional explanations and uncovering fascinating historical insights. Kuru argues that the roots of today's challenges lie not in Islam itself nor in Western colonialism, but in a pivotal shift during the 11th century. The alliance between orthodox Islamic scholars (ulema) and military rulers marginalized intellectuals and economic innovators, stifling creativity and progress—a legacy that still shapes politics and development in Muslim societies. Ahmet T. Kuru, Director of the Center for Islamic and Arabic Studies and Professor of Political Science at San Diego State University. Kuru is the author of Secularism and State Policies toward Religion: The United States, France, and Turkey (Cambridge University Press, 2009). He is also the co-editor (with Alfred Stepan) of Democracy, Islam, and Secularism in Turkey (Columbia University Press, 2012).  His recent book, Islam, Authoritarianism, and Underdevelopment: A Global and Historical Comparison (Cambridge University Press, 2019) won academic awards and was included in Times Literary Supplement's Books of the Year. It has been translated into thirteen languages, most recently into German by Springer VS.   Cengiz Günay, Director of the Austrian Institute for International Affairs (oiip), lecturer at the University of Vienna. So what happens to the vast quantities of batteries that will no longer be functional in just a few years? And are we not creating a new environmental problem? Damian Cupid is a battery researcher at the Austrian Institute of Technology in Vienna and is working on producing sustainable batteries. - Die Batterietechnologie wird als Heilsbringer für die Energiewende gefeiert. The Russian war of aggression against Ukraine entered its 3rd year and an end still seems to be far away. While the destruction of infrastructure is ongoing, millions of people were forced to flee, the population is traumatized and, on the battlefield, there seems to be a stalemate. Yet, the EU - countries are still voicing their support for Ukraine. However, in the US the narrative is slowly shifting towards the necessity of entering negotiations in light of US elections later this year. On the other hand, the sanctions regime is still upheld and, at least in the short-term, the expected results have not materialized. How could an end to the war look like? Who could be negotiating considering Russia still didn`t abandon its maximalist demands. What role has the so-called global South and how is the economic relationship between Russia and China developing? What does the destruction and the loss of population mean in the long-term for Ukrainian economy and what role does the EU-perspective man in this context? With the global shift of attention towards the war of Israel against Hamas in Gaza, is peace still possible in Ukraine? Guests: Gerhard Mangott is Professor of Political Science at the Department of Political Science at the University of Innsbruck since October 2015. Specialization on International Relations and Security in the Post-Soviet region. He is scientific Adviser on Post-Soviet Affairs at the Austrian Institute for International Affairs (OIIP) in Vienna February 2009-2015 October and from1991–June 2008 served as Permanent and Senior Research Fellow on Eastern Europe and the former USSR at the Austrian Institute for International Affairs (OIIP) in Vienna. He is also a Lecturer at the Diplomatic Academy in Vienna since 1995 and a Lecturer at the University of Applied Sciences in Vienna since 2004. Richard Grieveson is Deputy Director at the Vienna Institute for International Economic Studies (wiiw) and a member of the Balkans in Europe Policy Advisory Group (BiEPAG). He coordinates wiiw's analysis and forecasting of Central, East and Southeast Europe. In addition, he works on European policy analysis, European integration, EU enlargement, economic history, and political economy. He holds degrees from the universities of Cambridge, Vienna and Birkbeck. Previously he worked as a Director in the Emerging Europe Sovereigns team at Fitch Ratings and Regional Manager in the Europe team at the Economist Intelligence Unit. In der heutigen Episode freue ich mich Dr. Titus Gebel begrüßen zu dürfen. Wir sprechen über sein Konzept der »Freien Privatstädte«. Titus Gebel ist Unternehmer und promovierter Jurist. Er war Mitgründer der Deutsche Rohstoff Gruppe  sowie des Startups Dual Fluid, deren CFO Björn Peters, in Episode 73 zu Gast war. Dr. Gebel spielt auch eine wesentliche Rolle in der Etablierung einer ambitionierten Sonderentwicklungszone mit dem Namen Prospera in Honduras und berät andere Sonderwirtschaftszonen weltweit. Aber das Thema des Gesprächs ist breiter: wir beginnen mit der Frage, was modernes Staatswesen ausmacht, was Freiheit bedeutet, was die Rolle von Bürger und Staat sind, wo die Ursprünge und philosophischen Ideen liegen und was bis zum heutigen Zeitpunkt in verschiedenen Nationen daraus geworden ist. Wir beginnen mit einem Blick in die Geschichte, was ist die Rolle des Staates nach Thomas Hobbes und John Stuart Mill? Was ist der Begriff der Freiheit?  »Struggle between Liberty and Authority« »By liberty, was meant protection against the tyranny of the political rulers.«, John Stuart Mill Wie hat sich die Rolle des Staates verändert?  »Der moderne Staat hat sich etabliert, um seinen Bürgern vor allem zwei Grundpfeiler des Lebens zu garantieren: Freiheit und Sicherheit.«, K. P. Liessmann Wie kommt es zu einem Mehr an Freiheit? Aus philosophischen Überlegungen und Ideen, oder aus pragmatischeren Aspekten? Führt der Weg von der göttlichen Bestimmung zur Freiheit? Wie wird der Wille des Volkes überhaupt bestimmt und was bedeutet dies für Minderheiten? Wir beide stimmen darin überein, dass wir eine beginnende, schwere Krise in den westlichen Demokratien, beziehungsweise Verwaltung erkennen. Die Frage ist: wie ist diese zu erklären und wie könnten Wege heraus aussehen?  »Heute haben wir es mit einer Überdehnung des modernen Staates zu tun, und zwar sowohl wohlfahrtsstaatlich wie ökologisch. Mit dem Wohlfahrtsstaat, der eigentlich schon in der traditionellen Gemeinwohlformel angelegt ist, kehrt das summum bonum zurück: das größte Glück der größten Zahl; der gehobene Lebensstandard wird als politisches Recht definiert.«, Norbert Bolz Bismarck gilt als Erfinder des Sozialstaats, was war die damalige Motivation? Wie hat sich der Sozialstaat seit damals entwickelt? Führen falsche Anreizsysteme für Politiker in die Krise, denn Gratisleistungen des Staates erscheinen nur gratis, sind es aber natürlich nicht? »Es gibt in westlichen Demokratien keine klassisch liberalen Parteien mehr, das sind alles Umverteilungsparteien geworden«  »Die Gruppe der Menschen, die tatsächlich produktiv und wertschöpfend tätig ist, wird immer kleiner.« Dazu passt auch der Gedanke des mittlerweile 93 jährigen Thomas Sowell: »You have people making [political] decisions, for which they pay no price when they are wrong. No matter how high a price other people pay.« Dr. Gebel hat ein Konzept entwickelt, das er Freie Privatstädte nennt und wir diskutieren über das Konzept, welche Rolle Verwaltung und Regierung einnehmen sollen, wie Anreizsysteme verbessert werden können und vergleichbare andere Ansätze, die in eine ähnliche Richtung gehen. Kann es so etwas wie Verwaltung als Dienstleistung geben? » Der Staat sollte aus meiner Sicht theoretisch kein Monopol auf das Staatsgebiet haben. In Liechtenstein haben wir das verwirklicht. So zwingt man den Staat, ein guter Dienstleister zu sein.«, Hans Adam II von Liechtenstein Wir sprechen dann über die zwiespältige Entwicklungen des 19. Jahrhundert, Engels und den Manchester-Kapitalismus. Welche Rolle spielt Solidarität, Menschwenwürde? Wer soll diese Gewährleisten, und in welcher Form? Welche Rolle spielt Selbstorganisation (bottom up) im Gegensatz zu staatlichen Top Down Mechanismen?  Ab wann gleitet ein Sozialstaat in einen »Nanny-State« ab, ganz nach dem alten sozialistischen Motto »Von der Wiege bis zur Bahre« in der Hand des Staates? Gibt es in Deutschland nur mehr vier Grüne und eine rechte Partei, und sind letztlich alle auf dem Pfad des »Rent Seeking«? »Aus dem Recht der Bürger, nach ihrem Glück zu streben, wurde längst die Pflicht des Staates, für dieses Glück zu sorgen. Dass in einer Demokratie die Bürger diesen Staat ausmachen und deshalb solche Forderungen an sich selbst adressieren müssten, wird gerne vergessen«, Konrad Paul Liessmann Machen wir den Fehler einen vermeintlichen Idealzustand mit dem Ist-Zustand zu vergleichen? Warum gelingt es auch nicht mehr — nach Cicero — dass die Begabtesten in die Politik gehen, sondern wir heute eher eine negative Auslese erleben? »Wenn man merkt, dass man ein totes Pferd reitet, sollte man absteigen.« Titus Gebel erklärt dann sein Konzept der freien Privatstädte genauer, auch die Abgrenzungen zu Charter Cities und Sonderwirtschaftszonen im Allgemeinen. Warum sind seiner Ansicht nach die Anreizsysteme in diesen Konzepten besser? Welche Rolle spielt der Markt — als Entdeckungsverfahren — und wie können wir evolutionäre Prinzipien auch in Verwaltung und Staatswesen etablieren mit Mutation, Nachahmung, Reproduktion, beziehungsweise dem »Seed, Select, Amplify« (Meyer, Davis) Prinzip? Probieren und Scheitern sollte wieder möglich werden, sonst gibt es auch weiterhin keinen Fortschritt. »Es wäre besser, wir würden in einer Welt von 2.000 Liechtensteins leben, die alle ein veschiedenes System haben als in 200 Staaten.« Aber ist es realistisch, dass sich Koordination von viele kleine Einheiten global bei wesentlichen Fragen umsetzen lässt? Wie könnte ein solches System überhaupt umgesetzt werden, wo doch alle Landflächen von existierenden Nationen kontrolliert werden? Gibt es eine reale Chance der Umsetzung? Oder gibt es schon exisitierende Beispiele? Dr. Gebel spricht über Beispiele in China, dem Nahen Osten, Saudi Arabien und Südamerika? Sind diese Ansätze nicht nur Gated Communities für die Elite? Was macht ein Gemeinwesen? Ich fühle ja auch keine Gemeinschaft zu anderen Gästen in einem Hotel? »Es gibt zwei Arten von Menschen: die einen, die ihre Meinungen anderen aufzwingen wollen, und die anderen, die das nicht wollen und die sagen, Leben und Leben lassen. FITGEN, a Horizon Europe project, aims at developing a functionally integrated e-axle ready for implementation in third-generation electric vehicles and therefore ready for mass-market production. During the EU Project Zone Podcast discussion with Michele de Gennaro, team leader of FITGEN and senior scientist at Austrian Institute of Technology, he emphasises how busy the sector is nowadays. “First and second life of battery cells, linking the automotive to the energy sector, as well as the reuse and recycling of red hearts from electric motors magnets. So a lot is happening. And we have also to give the time to regulation to develop,” he says. Moreover, retail prices get a prominent role. As Michele says: “The two elements that influence the retail price the most are the cost of the energy storage system, so, the cost of the battery, as well as the cost of the traction system”. And both of them are exacerbated by the relatively low production volume feature and work on the traction system. “It is designed to have a production cost of 2000 euros per unit at scale, and this is very close to the actual production cost of a midsize gasoline engine,” Michele adds. When discussing e-vehicles and the infrastructure needed to integrate them into the power grid, Michele emphasises the fact that “super fast charge is not a need”. Contrary to what people think. “The only scenario where super fast charge is needed,” he adds, “is in the case of long road trips. That's the argument that Professor Michael Tanchum makes in his latest policy paper for ELIAMEP, the Hellenic Foundation for European and Foreign Policy. Auf dem Europäischen Forum Alpbach haben WissenschafterInnen mit PolitikerInnen über eine Welt mit Corona diskutiert. Im Wissenschaftsradio hört ihr die spannendsten Köpfe der Technologiegespräche. Komplexitätsforscher Stefan Thurner ist gerade einer der gefragtesten Wissenschafter in Österreich, wenn es um Maßnahmen zu Corona geht. Von seinem Institut stammt etwa die erste Corona-Ampel für Österreichs Bezirke. Auf eine zweite Welle fühlt er das Land trotzdem nicht genügend vorbereitet. "Ich vermisse eine Debatte über das elektronische Contact-Tracing (wie es etwa über die Stopp-Corona-App geht Anm. d. Red.)." Die Schweizer hätten etwa eine App entwickelt und - was laut Thurner gleich wichtig ist - zwei Monate eine Debatte darüber im ganzen Land geführt. In Österreich sei die Diskussion versandet. Bei der Wahl zwischen einer verpflichtenden Nutzung der App auf Zeit und einem Lockdown, hätte die Schweiz die Möglichkeit eine Contact-Tracing-App einzuführen. Österreich bliebe nur noch der Lockdown. Wie kann eine Gesellschaft bestmöglichst mit der derzeitigen Situation umgehen? Im Wissenschaftsradio präsentieren wir die spannendsten Köpfe der Alpbacher Technologiegespräche. Außerdem erzählt Philippe Narval, Generalsekretär des Europäischen Forum Alpbach wie viel Verlust das Forum in diesem Jahr machen wird. Anna Wallner nimmt an der digitalen Morgen-Mediation des Forums teil und besucht auch Eva Lederer, die Wirtin Alpbacher Pension Fürstenhäusl und ihre Hühner. Lederer sieht die aktuelle, stillere Sommersaison mit deutlich weniger Gästen als sonst durchaus positiv. „Das bringt die Wertschätzung füreinander zurück." Nach diesem Sommer mit weniger Einnahmen und vor allem viel weniger persönlichen Begegnungen würden sowohl die Alpbacher als auch die Forumsgäste wieder mehr schätzen, was sie aneinander haben, ist sie sicher.Am Ende der Episode trifft Anna Wallner auch Cesy Leonard, die Chefin des Planungsstabes des Zentrum für Politische Schönheit und Co-Gründerin der Demokratieförderplattform „Radikale Töchter“. But the fact of the matter is that burden sharing has been an area of concern since the inception of NATO and throughout it's development. A BETTER PEACE welcomes Stanley Sloan to the studio to discuss the current state of NATO and a way ahead for the organization. Sloan, a subject matter expert on NATO and transatlantic relations, joins podcast host Ron Granieri to examine the history of U.S./NATO relations, the growth in membership and the current and future implications for all of its member nations as well as Russia. Stan Sloan is a Visiting Scholar in Political Science at Middlebury College, a Non-resident Senior Fellow in the Scowcroft Center of the Atlantic Council of the United States, and an Associate Fellow at the Austrian Institute for European and Security Policy and is the founding Director of the Atlantic Community Initiative. The dream of becoming a chemical engineer was actually that of her father, who due to his color blindness cannot live it himself. Anies Mutiari from Indonesia lives it for him. She started her bachelor's degree in chemical engineering when she was just 18 years old. Right after finishing it she was recruited by the Ministry of Industry, Center of Material and Technical Product - like many young researcher in Indonesia. Due to the limited number of places, she waited 4 years before starting her master’s degree - with a focus on biogas purification. Renewable energies have been with her from the beginning of her studies until today, up to her PhD studies about photovoltaic, which she is currently completing at the Vienna University of Technology and the Austrian Institute of Technology.There she conducts research on carrier inks and mineral compositions for second-generation photovoltaic systems. Namely those whose solar cells no longer consist of centimeter-thick mineral layers, but move in the microscopic range - liquid enriched with the mineral kesterite is applied to a carrier medium such as glass. Kesterite consists of non-toxic minerals such as Copper and zinc.Renewable energies have arrived in Indonesia but on a very small scale - only a few percent of the total power supply comes from renewable energy sources, with hydropower and geothermal energy still being pioneers. The extent to which photovoltaics can play a greater role here is not yet predictable, not even for Anies Mutiari as she states in this podcast.

„Funkelnde Partnerschaften“ zwischen Wissenschaft und Schule

Vor 11 Jahren starteten die ersten Projekte im Rahmen von Sparkling Science – heuer gehen die vorläufig letzten zu Ende. Seit 2007 fanden sich Forscher/innen, Schüler/innen und Pädagog/innen in insgesamt 299 Forschungs- und Schulforschungsprojekten zusammen, um gemeinsam zu forschen und voneinander zu lernen.Offen war das Förderprogramm Sparkling Science für alle wissenschaftlichen Disziplinen und diese Offenheit wurde auch redlich genutzt. Von Natur- über Geisteswissenschaften, bis hin zu Technik und Medizin. 137 österreichische und 63 internationale Forschungseinrichtungen haben sich beteiligt, dazu 483 österreichische und 46 internationale Schulen.Martha Keil, Direktorin des Instituts für jüdische Geschichte in Wien erforschte in 4 Projekten jüdische Regionalgeschichte in der NS-Zeit. Im jüngsten Projekt erarbeiteten 2 Klassen der Fachschule Amstetten das individuelle und kollektive Gedächtnis rund um die Heil- und Pflegeanstalt Mauer-Öhling bei Amstetten, in der die Nationalsozialisten der NS-Kategorie „lebensunwert“ zugeordnete Menschen ermordeten. Auch wurden von dort aus Deportationen nach Tötungsanstalten organisiert. Doreen Patry war als Schülerin an diesem Projekt beteiligt.Der Pädagoge Erich Schmid hingegen entwickelte im letzten von 5 Projekten mit seinen Schüler/innen des Bundes-Blindenerziehungsinstituts neuartige, teambasierte Bewegungsspiele. Kooperationspartner war das Austrian Institute of Technology (AIT). Diese Spiele sind insbesondere auf Menschen mit unterschiedlichen speziellen Bedürfnissen zugeschnitten und auch die reale Entwicklung der dafür notwendigen Spielgeräte war Teil des Projekts.In der aktuellsten von fünf Programmevaluierungen wurde Sparkling Science eine hohe Wirkung in den beteiligten Institutionen zugestanden. If you live to 75, and I do hope you live a lot longer than that, you will have spent about 25 years of your life sleeping. 25 years. Not only that, but the quality of your sleep will have a huge impact on the quality of your life. Lack of sleep can lead to poor mental performance, low sex drive, and even serious health problems like strokes and heart disease. An investment in your sleep is an investment in your health and your wellbeing.  Sleep is something that my guest for this episode number 209, Claus Plummer, takes very seriously. Claus is president of SAMINA North America, which in my words, is a biohacker’s dream bed. It was through the original biohacker Dave Asprey, founder of Bulletproof and past guest on this show, episode 38, that I learned of SAMINA and Claus. In fact, Claus taught a sleep workshop hosted by Bulletproof and Upgrade Labs that I attended, and it was excellent, which is why I invited him onto the show. Claus' involvement with the business of sleep began many years ago with a woodworking business he founded that designed and built beds. From there, his interest in sleep grew, he studied the science of sleep and he became an accredited sleep expert through the Austrian Institute for Sleep Psychology.  Achieving the perfect night's sleep can take a lot of work. It's all about creating the right routine and paying attention to details in your environment, including light sources, background noise, and temperature. Mein heutiger Gast ist Startup Experte und Leiter des Gründungszentrums der Wirtschaftsuniversität Wien, Rudolf Dömötör. Im Jahr 2016, das von den Vereinten Nationen zum internationalen Jahr der Hülsenfrüchte erklärt wurde, tritt die globale Debatte um die Nutzpflanzenzucht verstärkt in den Vordergrund. Auch bei der sogenannten „Grünen Revolution“ spielte diese eine große Rolle. Diese „Revolution“ läutete in den 1960er Jahren in Entwicklungsländern eine Umstellung der Landwirtschaft auf moderne Produktionsmethoden ein. In deren Folge wurden die Erträge in so großem Maße gesteigert, dass damit die Ernährung der stark wachsenden Weltbevölkerung sichergestellt werden sollte. Mendel forschte bereits vor 150 Jahren an Pflanzenhybriden und seine Erkenntnisse in der Naturforschung legten den Grundstein für die Zucht moderner landwirtschaftlicher Hochleistungs- und Hochertragssorten. Diese sind heute erfolgreich in Afrika, Asien und Lateinamerika verbreitet, aber nicht unumstritten.Im zweiten Teil der Sendung widmen wir uns den negativen Auswirkungen der „Grünen Revolution“.
