Today's episode features an informed conversation about the Inflation Reduction Act with Dr. Frances Colón, Senior Director of International Climate Policy for the Center for American Progress. Recorded April 2023 Inflation Reduction Act Overview · The Inflation Reduction Act (IRA) (poorly named but our big climate plan!) has $369 billion in funding for climate and clean energy, making it the largest investment for the clean energy transition in U.S. history. o (IRA Helps tame rising inflation by lowering the cost of energy, prescription drugs, and health insurance, and by raising the federal revenue required to both pay for these programs and reduce the federal budget deficit.) · The IRA aims to build a 21st-century economy by leveraging federal tax dollars to generate $1.7 trillion in investments over the next ten years. · It includes more than 20 new or modified tax incentives and tens of billions of dollars in grant and loan programs to supercharge our transition to a clean energy economy – creating jobs, lowering energy costs for everyday Americans, and tackling climate change by reducing emissions. · The IRA is a strong industrial policy and would finally provide the means for America to take control of our own clean energy future–one that does not rely on imports, but instead fosters a homegrown, robust clean energy manufacturing sector. It directly invests tens of billions of dollars–and encourages billions more in investment–to build out domestic clean energy manufacturing capabilities. · The IRA is projected to achieve historic reductions in greenhouse gas emissions, setting the US on course to meet President Biden's goal of reducing US GHG emissions by 50% by 2030 relative to 2005 levels. It will also achieve historic reductions in local pollutants, improving public health across the country. The US ceased being an international climate leader when President Trump had the US leave the Paris Agreement, and now with President Biden's return and with a promising plan to fulfill our emission goals, the US can once again become a leader on the international stage. Family and Household Savings The massive investments that the IRA makes in energy-efficient infrastructure and technology will lead to significant savings for Americans. · Save the average household up to $1,000 per year through reduced energy costs. · Tax credits and rebates for energy-efficient appliances which could create savings of at least $350 per year. · Savings of up to $2,600 per vehicle per year in reduced maintenance and fuel costs are supported by tax credits for electric vehicles. Targeted Investment in Low-Income and Disadvantaged Communities The IRA includes roughly $60 billion in funding to uplift underserved communities and address environmental injustice. · Disadvantaged communities and communities of color bear a disproportionate burden from pollution. A person of color is more than three times as likely to be breathing some of the most polluted air in the US than a white person. · Of the $60 billion, a Greenhouse Gas Reduction Fund will channel at least $15 billion to environmental justice and disadvantaged communities to increase renewable energy deployment, local jobs, and resilience to extreme weather and climate impacts and to decrease pollution in overburdened communities and there will be $3 billion in Environmental and Climate Justice Block Grants to support pollution reduction and climate resilience in EJ communities. Jobs The IRA has started the US clean energy economy, creating thousands of jobs. Some quick numbers of the numbers of jobs already announced and projected for the future: · Since the IRA passage, private companies have announced $64 billion in new investments in clean energy. · 32% of all EV-related jobs announced since 2015 were announced in the 6 months immediately following the passage of the IRA. · 101,036 new clean energy jobs were announced between August 16, 2022, and January 31, 2023. · Opportunity for up to 2.3 million new jobs if IRA investments are complimented by strong federal policy. · Tax credits in the IRA increase job quality in the renewable energy sector by incentivizing employers to meet prevailing wage and apprenticeship requirements. Coastal Resilience The IRA invests in climate and coastal resilience, as well as fortifies flood infrastructure to mitigate the impact of sea level rise and extreme weather events. This is particularly crucial for coastal communities, including those in Florida, who have already experienced significant damage from hurricanes and are at risk of losing properties and livelihoods due to rising sea levels. · The IRA includes $2.6 billion in funding NOAA for coastal restoration. · Additionally, there will be $500 million for grants through the Safeguarding Tomorrow through Ongoing Risk Mitigation (STORM) Act of 2020

Last week I discussed the dire situation in Ukraine and the possibility that Donald Trump was groomed to be a Russian asset. I reported on how Trump shared highly sensitive "code word" intelligence with the Russian ambassador and seriously began to damage our national security. Trump should have been impeached and removed from office on malfeasance alone but the GOP of Trump has decided to side with a questionable president instead of protecting our national security. These are serious issues that have been cast aside by a GOP more concerned with maintaining power than fulfilling their duty to the Constitution. This week I will do a deep dive into a report conducted by the Center for American Progress titled The Moscow Report. This report details how Donald Trump was feted and groomed to essentially do Putin's bidding. The report has six extensive chapters and this week I will discuss Chapter 1 - The Early Years. Going back to the eighties, the report clearly shows a systematic attempt to help an incompetent millionaire win the Oval Office. In successive weeks, I will share the other chapters. Come join us. Today we have two guests, Dr. Bradley Custer from the Center For American Progress, and Jenna Sablan from the State Higher Education Executive Officers Association. They're here to talk about student success and college completion. Right now, congress is trying to pass President Biden's bill that would include a college completion fund worth $62 billion over 10 years. The house currently has the bill down to $9billion over 7 years. This new proposal for a federal pot of money would benefit states and institutions in funding student success. The popular name for this idea is the College Completion Fund. A big part of the bill focuses on free community college, but it also goes a step further in focusing on getting through college. In a sense, we're moving from access to completion. The higher ed field should be excited because of the many options available for the funding and the spotlight on evidence-based programs. The bill calls for 30% of the funds to be dedicated to evidence-based programs. The rest of the funding can be spent on a wide range of things like comprehensive support services and emergency grant programs. Institutions and states will have to make their case as to why these programs are worthy of federal funding. The program would be run through the state, and they would be responsible for distributing funds and evaluating programs. The states would report back to the Department of Education in order to chart data and see how programs are progressing and making an impact. This bill gives priority to less resourced institutions as well as institutions with minority groups. Having the states in the driver's seat ensures a focus on replication and scale. States can decide to keep money at the state level for programs and practices, or can be distributed down to individual institutions. In order to take advantage of these funds, the state has to participate in the free community college side of the bill and in doing so would have to match funds for that. American Federation of Government Employees Local 3283 Executive Vice President Laurie Glicker and Legislative Political Coordinator Joe Graceffo were the first guests on today's edition of the AWF Union Podcast. They spoke about shortening the probationary period for federal employees, attempts to privatize VA hospitals and how unions are benefitting with President Biden in office. Also featured on today's episode was Center for American Progress Senior Fellow David Madland. He spoke about the racial wealth gap, unequal distribution of wealth causing an inability for people to invest in themselves and their family's futures and how union membership can help shrink the gap.
While Roe v. Wade may be the law of the land, abortion has always been inaccessible and a right on paper only for so many in the United States. Since the passage of Roe, there have been 1,200 abortion restrictions enacted, with 2021 on track to be one of the worst years for abortion restrictions. Jamille Fields-Allsbrook, Director of Women's Health and Rights at the Center for American Progress and Nora Ellmann, Research Associate for Women's Health and Rights at the Center for American Progress, sit down to talk with us about what actions need to be taken to ensure a proactive abortion agenda for the U.S. from their report, A Proactive Abortion Agenda: Federal and State Policies To Protect and Expand Access. First and foremost, the comprehensive right to abortion, without restriction and without political interference, must be codified at the legislative level. Championing laws like the Women's Health Protection Act would help block many of these restrictions, such as 20-week bans and targeted regulation of abortion provider (TRAP) laws. Financial support for abortion access is also critical; passage of the Equal Access to Abortion Coverage in Health Insurance (EACH) Act would permanently repeal the Hyde Amendment and prohibits political interference with decisions by private insurance companies to cover abortion. Individual states can repeal harmful legislation and pass proactively progressive legislation to expand access to medication abortion, decriminalize self-managed abortion, and remove restrictions on physicians. At the executive level, it's important that they select judicial nominees that are diverse and have backgrounds in civil rights, reproductive rights, and abortion rights. The President must also have a budget that doesn't allow for federal funding restrictions, like the Hyde Amendment, on abortion access. Finally, undue regulations on abortion-related insurance billing practices must be repealed. Already, the current administration has increased access to medication abortion during the COVID-19 pandemic. Again, it's critical that judges appointed to all levels of the U.S. court system come from diverse backgrounds and have supportive records for reproductive health, rights, and justice. For years during the 1980s and 1990s, progressives struggled to build powerful think tanks. One major milestone in changing that was the creation of the Center for American Progress (CAP) in 2005. Today, CAP has a budget of more than $50 million a year. You'll see CAP's people and policy ideas all over the place.
