In this episode of the Defence Connect Podcast, host Robert Dougherty is joined by Salvatore R Mercogliano PhD, Campbell University professor of history in North Carolina and What's Going on With Shipping host, as they discuss US operations in Venezuela, the capture of leader Nicolás Maduro and international maritime implications for "dark fleet" shipping. Mercogliano, a former merchant mariner, holds degrees in military and naval history, maritime history and nautical archaeology, and marine transportation. He previously authored the 2017 book Fourth arm of defense: Sealift and maritime logistics in the Vietnam War. The pair discuss a range of topics, including: An overview of "dark fleet" or "shadow ships" operating outside the rule of law to avoid international sanctions. Implications on global shipping following US operations and the capture of commercial shipping vessels near Venezuela. Historical precedent for the capture of "dark fleet" ships as well as the flight of oil tankers and commercial maritime vessels from Venezuela after US military operations. "Dark fleet" ships operating in other regions, such as the Indo-Pacific, where trade abuses and maritime smuggling activities have previously been linked to North Korea and other actors. Advances being made in military technology mounted on commercial shipping, such as containerised missile systems, containerised drone systems and close-in support weapon systems. The value of these systems in a wartime or blockade settings, with emphasis on the possible invasion of Taiwan by the People's Liberation Army Navy in the South China Sea. Sharon is a South African qualified lawyer who has built up her experience as a practising attorney where she worked at law at firms specialising in various aspects of shipping law, both in South Africa and London.Her experience also includes working as a legal advisor for a Transport and Logistics company in South Africa, as well as a Claims Executive for a Transport and Logistics Insurance Company in London.She obtained her LLB (cum laude) from Wits University, and a Masters in Shipping Law from UCT. Orjanel served as an Associate Attorney for nearly four years at a small boutique firm located in Houston, Texas practicing in various areas of civil litigation including but not limited to consumer, estate, personal injury and business. Ms. Lewis was previously promoted to Policy Advisor, after serving as in-house counsel in the litigation department, for a consumer debt buyer company, while simultaneously serving as a member of the adjunct faculty of Houston Community College teaching Civil Litigation I and II, Wills and Probate Administration, Law Office Management and Contracts. The world economy is still globalised, at least for the moment. But superpower rivalry and the decay of global rules and norms mean that geopolitical tensions are deepening and global maritime trade is being caught in the crossfire, both literally and figuratively. Some of this is happening in plain sight. In the Red Sea, the Houthis redirected maritime trade and the combined naval forces of Europe, the US, UK and Israel were unable to convince the majority of global shipping that freedom of navigation had been maintained. In the Baltic, coastal states are publicly threatening to detain ships considered to be an environmental or security threat as a shadow-war of pipeline and cable sabotage plays out beneath the waves. Strategic choke points from the Arctic to the Panama Canal are subject to daily diplomatic spats, and harassment of merchant shipping in the Taiwan Strait, the Black Sea and the South China Sea is now considered so routine that incidents are barely reported. Behind closed doors, meanwhile, a legal and diplomatic war is being waged to redefine the very concept of international rules that allow ships to trade internationally. Trade lanes on the oceans are a contested zone for the first time since the Cold War. The very concept of freedom of navigation — a legal principle that states that ships from any country have the right to sail freely in international waters — is under attack. Aristyo explains how a rules-based international order ensures equal footing for all countries, and unpacks the history and significance of the UN Convention on the Law of the Sea (UNCLOS)--particularly from an Indonesian perspective. They also discuss the challenges and limitations of the ASEAN-China Code of Conduct negotiations, and whether they will ever result in an actual agreement or whether they are being used by Beijing as a delaying tactic while it consolidates control. Specifically, Aristyo answers the question of whether ASEAN is able to address the actual security concerns of a nation under direct threat such as the Philippines currently faces from China. The conversation concludes with a comparison of Canberra and Jakarta as capital cities, and then Jim tells the story of how his family weathered severe flooding during his tour in Indonesia.

Privilege, Economy and State in Old Regime France: Marine Insurance, War and the Atlantic Empire Under Louis XIV (Boydell Press, 2023) closely analyses the rise and fall of Louis XIV's marine insurance institutions in Paris, which were central to the French monarchy's efforts to stimulate commerce, colonial enterprise and economic growth. These institutions were the projects of two leading ministers, Jean-Baptiste Colbert and his son, the Marquis de Seignelay. While both men recognised that marine insurance was crucial for protecting commercial investment in French maritime endeavours, Colbert looked to private enterprise to lure capital away from passive investments in state debt towards the marine insurance industry. Seignelay, by contrast, leveraged the tools of privilege on which the French economy was built by creating the first chartered company in the history of marine insurance. In exploring the global insurance portfolios of the men and women who joined these institutions - and the conflicts that arose when maritime incidents came into dispute - the book identifies the absolute monarchy itself as the source of the institutions' struggles. While the markets of Amsterdam and London thrived in the long run, Parisian insurers were made to bear the burden of maritime and colonial losses during Louis XIV's costly wars to make up for the state's inadequate protection of French shipping, the French Atlantic empire and the Parisian market. This encapsulates, the book argues, the overarching system of risk management that lay at the heart of absolutism itself. Eleanor of Aquitaine or Aliénor d'Aquitaine as we call her in French is a woman who wanted to rule. She lived through pretty much all the of 1100s and to be both a woman and a ruler, she had to go against the grain at every turn. By birth she was a Duchess, which is as high as any woman could get. But she wanted to more. How did she become a Queen of both France and England? What surprising decisions did she have to make? Find out by listening to this episode of the podcast. Eleanor spent a lot of her life in Poitiers, the city most associated with her name. She is buried at the Abbaye de Fontevraud where she lays next to Richard the Lion Harted, her favorite son. Because of her marriage to Henri II who became King of England, she brought a lot of the western half of France into the possession of the English King, which is one of the things that led to the Hundred Year War. She inherited Aquitaine because her brother died and in the custom of the south of France she was next in line. Eleanor of Aquitaine marries Louis VII Eleanor's life had a rocky start. Before he died, her father married her off to Louis VII of France because they were close in age and she needed to be spoken for before his death. But Eleanor and Louis were a bad match. She was too flamboyant for him and they did not get along. It took her 8 years to get pregnant with her first daughter. Soon after the birth of this first child, the couple went on a crusade together and during that crusade she wrote to the Pope to ask for an annulment. The Pope did not grant the annulment and asked them to work things out. She got pregnant again and had a second daughter and then Louis VII also wanted an annulment because she was not giving him a son. The annulment was granted after 15 years of marriage and two daughters. Marriage to Henry II of England Eleanor had met Henry II while she was still married to Louis VII and had fallen in love with him. After her annulment she decided to marry him despite the fact that he was 10 years younger than her. They were married 8 weeks after the annulment, proving once again that she knew what she wanted. This is a period in her life where she gave birth to a lot of children, only 1 of 10 died at a young age which was impressive at the time. These were also the days of troubles with Thomas Becket and the terrible turmoil this caused in English history. Imprisonment and outliving her husband Henry II had Eleanor imprisoned at various chateaux towards the end of his life. He was trying to get her to stop plotting against him, but it didn't work very well. He got sick and died and Eleanor of Aquitaine finally got to rule parts of England and France late in life. Her son Richard was only preoccupied with the crusade and left his mother to make many decisions. But Richard died soon after coming home from a crusade and Jean sans Terre (John, King of England) became the King. He was her least favorite child and she wasn't happy that he became king, but in the end she supported him. Despite her tumultuous life, Eleanor of Aquitaine was the mother, grandmother, or great-grandmother of all ruling families in Europe. She left an enormous life on the history of England and France.
