Les innovations autour des papiers d'identité nouvelle génération évoluent rapidement et plusieurs pays en Afrique sont leaders en la matière. Au Ghana, il sera bientôt possible de payer avec sa carte d'identité. Un outil efficace pour améliorer l'inclusion financière des citoyens et leur accès au service public. Après la carte d'identité biométrique, voici la carte d'identité « portefeuille ». Au Ghana, l'Autorité nationale d'identification (INA) est sur le point de fabriquer une carte d'identité qui permettra aux citoyens d'effectuer des paiements en magasin et en ligne dans plus de 200 pays, ainsi que de retirer de l'argent. Une innovation présentée comme un outil clé pour lutter contre la fraude et formaliser une économie où les transactions se font encore majoritairement en liquide ou via le paiement mobile. Selon Patrick Asuming, économiste et professeur à l'université du Ghana, ce dispositif pourrait transformer le paysage économique du pays. « Ça permettrait de réduire l'argent liquide en circulation. Ça peut aussi aider à mieux piloter la politique monétaire. Moins il y a de cash qui circule en dehors du système, plus l'activité économique devient visible. Et ça permet à l'État de mieux cibler ses politiques et de mieux collecter l'impôt », explique-t-il. Cependant, cette avancée soulève une préoccupation majeure : la protection des données financières et biométriques contre les cyberattaques et les abus. « Les normes de sécurité ne sont pas encore au niveau requis. Des intrusions sont possibles, et les protections restent insuffisantes, notamment face à un usage des données par les autorités », avertit Patrick Asuming. Renforcer le cadre légal apparaît donc indispensable pour obtenir la confiance des usagers. Des négociations sont en cours entre l'INA, les banques et les autorités publiques afin de répondre à ces enjeux. Des retombées économiques majeures Au-delà des défis sécuritaires, les retombées économiques potentielles de cette initiative sont considérables. Selon un récent rapport publié par IN Groupe, le groupe public français spécialiste des solutions d'identité numérique, l'investissement dans ces nouveaux systèmes pourrait générer entre 3 et 13 % de PIB supplémentaire, en permettant aux pays de « sauter des étapes » technologiques. « Il y a une opportunité d'investissement qui est extrêmement forte », souligne Agnès Diallo, présidente-directrice générale d'IN Groupe. Il y a une possibilité de faire un grand bond en avant, un phénomène de "leapfrog" (« saut de grenouille », en anglais) qui permet finalement de se libérer des contingences de ressources contraintes, de capacités techniques contraintes, et d'aller chercher à libérer ce potentiel de croissance économique et d'inclusivité à travers l'identité numérique et, d'une manière générale, les infrastructures numériques qui permettent de porter l'économie », précise-t-elle. IN Groupe collabore déjà avec plusieurs États africains, dont le Kenya, le Maroc, le Rwanda et Madagascar, pour développer leurs systèmes d'identité numérique. Selon le groupe, 35 % des pays du continent en sont déjà équipés, et plus d'un tiers sont en train de les mettre en place. Parmi les pays leaders dans ce domaine figurent l'Afrique du Sud, l'Éthiopie, le Kenya, le Nigeria et l'Égypte, qui ont chacun déployé des solutions d'identité numérique à grande échelle. Le 15 novembre 2023, la Sécurité routière a lancé une nouvelle campagne de prévention contre la drogue au volant. Celle-ci serait responsable d'un accident sur cinq. L'occasion de revenir sur l'une des nouvelles drogues de synthèse qui a fait son apparition depuis les années 2010 : la 3-MMC. Cette drogue fait partie des NPS, les nouveaux produits de synthèse, des substances qui tentent de reproduire les effets d'autres produits illicites comme la cocaïne ou la MDMA. L'Observatoire européen des drogues et toxicomanies note que, chimiquement, la 3-MMC est similaire aux amphétamines. De plus, elle est désormais vendue sous plusieurs formes autre que la poudre, on la trouve sous forme de cristaux et de comprimés.  Quels sont les effets de la 3-MMC ?
