In this episode we speak to a company at the heart of a major operation to transfer more than a million barrels of oil from a decaying floating storage and offloading unit (FSO) off the coast of Yemen. The operation to remove the oil from the FSO Safer was sanctioned by the United Nations and took place to prevent a major environmental disaster. It meant months of planning, as well as negotiations with the local Houthi leaders, to ensure the transfer could take place safely.A team from SMIT Salvage, part of Boskalis, led the operation. We hear from Operations Manager Paul Van ‘t Hof and Robert Meijer, who is Manager of Projects, who were both in Yemen as the transfer took place. We are also joined by Joseph Divis, Underwriting Director, Offshore & Renewables at NorthStandard, to look at how NorthStandard helped ensure this operation could take place.

Explosion?

The Voice of Insurance podcast was very much made with guests like Richard Brindle in mind. A lot of people talk about being independent, but very few live it in the way today's guest has done. And by that I mean independence of mind, thought and action, sometimes including independence from your reinsurers. Mr Brindle has always spoken his mind but he has also backed up his strong opinions with equally strong conviction and financial support for his views. Today's market was made for underwriters like him, willing to do deals while others aren't sure, and able to move quickly and give meaningful support to clients willing to trade on his terms. And now that Fidelis MGU is formally separated from its balance sheet Richard is even more energised and intensely focused on the world's underwriting opportunities than at probably any time since his early days in Lloyd's. So we have the ideal guest in an ideal situation, in a fascinating market in a real world that is presenting unique challenges almost daily. The result is one of the best podcast interviews the Voice of Insurance has managed so far. There's no need to list out everything we talk about because it's all here. We recorded this down in Monaco on September the tenth. We often moan about the Reinsurance Rendez-Vous in Monte Carlo and whether it is still relevant in the 21st century, but when it throws up opportunities to spend valuable time with some of its most singular industry leaders, it becomes obvious that it is easily worth the effort. If we didn't have a world forum like this we would surely have to reinvent it, but if we needed to reinvent another Mr Brindle, I'm not quite sure we could. Listen on to see what I mean. NOTES: Richard mentions Fidelis involvement in the Howden-brokered insurance programme covering the UN-sponsored plan to clean up and secure the FSO Safer supertanker decaying off Yemen's Red Sea coast. For the last eight years a decrepit old oil tanker off the coast of Yemen has been like a ticking time bomb, threatening to unleash unprecedented disaster in the Red Sea. The 47 year old oil tanker, the FSO Safer, was fraying and decaying -- and filled with one million barrels of oil. For reference, this is about four times the amount that the Exonn Valdez spilled in 1989. The UN estimated that a spill from the SFO Safer would cause an ecological, environmental and humanitarian disaster acroess the Red Sea region, destroying pristine reefs, and imperling costal fishing communities in Yemen, Somalia, Djbouti, Eritrea and beyond. It would take 25 years for fish stocks to replenish. The cleanup alone would cost $20 billion. But today's epsiode is about how that disaster was averted. On Friday, August 11th the United Nations announced that the FSO Safer's 1 million barrels of oil had been offloaded. This was the culmination of a massive political, diplomatic and logistical undertaking and my guest is the person who was at the center of it all, the UN's top offical in Yemen David Gressly.  David Gressly is an Assistant UN Secretary General, with whom I spoke from Aden just hours after the last oil had been pumped out of the FSO Safer. We kick off discussing the circumstances in which the oil became trapped in the old vessel, which is very much part of the story of Yemen's civil war. But this is a good news story of a crisis averted.

Press briefing by Achim Steiner, Administrator of the UN Development Programme (UNDP), and David Gressly, UN Resident and Humanitarian Coordinator in Yemen, on the FSO Safer tanker. The United Nations has started pumping oil off the decaying vessel FSO Safer, moored off Yemen's Red Sea coast, averting a potential spill and environmental disaster, Steiner and Gressly informed. Briefing journalists in New York on Tuesday (25 July) via video, Steiner and Gressly marked the milestone but warned it's the beginning of a long process. Steiner said, “Years and months of preparation for the salvage operation of the FSO Safer lay behind us. Many challenges and hurdles. But, as of this morning, we are pleased to report that the pumps are on. The pipes have been laid between the FSO Safer and Yemen, the replacement tanker, and the first gallons of oil have been pumped off the SAFER onto Yemen.” The UNDP Chief said the team involved was “very relieved” that “the operation of pumping oil has finally begun.” But, Steiner warned, “This is just another step in this highly complex operation that ultimately will lead to the emptying of the tanks, then the cleaning of the tanks, then the towing away, and the sound and ecologically and socially responsible scrapping of the FSO Safer, and the delivery of a convoy.” Speaking to journalists from a ship supporting the operation, Gressly said, “As you know, there are over a million barrels of oil on board, so this is going to take some time to finish. We will know shortly how much we have moved today. They're taking the sounding readings as we speak to see what quantity was moved. But we do expect that this will take approximately 19 days to move the 1.1 million barrels off of the vessel.” The Resident Coordinator noted that “the broader coalition working to prevent the catastrophe includes countless individuals and organizations that provided invaluable expertise and in-kind support.” Gressly added, “It includes environmental groups like Greenpeace and private companies like the Fahem Group that propose the initiative that was the basis for the plan we're implementing today. I think this also shows the breadth of knowledge of the operation of the concern and the threat that this vessel presented.”

Decaying oil tanker could trigger an environmental and humanitarian disaster. The FSO Safer is marooned off the coast of Yemen in the Red Sea, close to one of the world's biggest shipping lanes. A massive oil spill or explosion from it could disrupt global trade for months and lead to an environmental and humanitarian catastrophe. It's loaded with hundreds of tons of crude oil, its hull is rusting and it hasn't moved in years. So why isn't anybody doing anything about it? Nominally the Safer is the property of the Saudi-backed Yemeni government. Right now though, both it and its multi-million dollar cargo are controlled by the Houthi rebels in Yemen. UN officials say the Houthis have broken an agreement to allow an inspection of the vessel. The Saudis accuse them of holding the world to ransom over the potential disaster. The Houthis disagree. Acht tá siad ag seasamh ar an ról eadránaithe atá ag Cúirt Bhreithiúnais an Aontais Eorpaigh ar an bPrótacal, rud a bhfuil rialtas na Ríochta Aontaithe go tréan ina choinne. Dár le páipéar a foilsíodh Dé Luain san iris Nature Sustainability, tá baol mór ag fás de thubaiste uafásach timpeallachta sa Mhuir Rua. Tá tancaer ola ann, an FSO Safer, atá faoi smacht na réabhlóidí Houthi in Éimín, le breis agus milliún bairille d'ola ar bord, agus atá ag titeamh as a chéile. Má dhoirtear an ola, scriosfar beatha muirí sa cheantar go hiomlán, agus cuirfear gorta agus ganntanas uisce ar na milliúin duine. Tá na Náisiúin Aontaithe i mbun idirbheartaíochta leis an ngluaiseacht Houthi agus rialtas Éimín faoin tancaer, acht níl aon réiteach bainte amach acu go fóill. Tá Paddy Moloney, an ceoltóir mór le rá, píobaire den scoth agus ceannaire ar an ngrúpa ceoil na Chieftains, tar éis bháis. Bhí sé ceithre scór is trí bliana d'aois. Bhí sé ag taisteal agus ag ceol ar fud an domhain leis na Chieftains ar feadh beagnach seasca bliain. Is iomaí gradam, Grammys san áireamh, a bhain siad amach, agus is mór an tionchar a bhí acu ar cheoltóirí traidisiúnta ar fud an domhain. Ar dheis Dé go raibh a anam. * Léirithe ag Conradh na Gaeilge i Londain. In this podcast we summarize a discussion we recently moderated on a looming environmental catastrophe off the coast of Yemen, which, if it was to occur, would lead to an oil leak 100 times the size of the recent Mauritius spill. The source of this threat is the FSO Safer, an offshore storage vessel near the Yemeni coast, which carries over 1.1 million barrels of oil, but has not been maintained properly for years. Given this lack of maintenance, it is now at risk of either leaking or exploding. Any preventative action is complicated by the current civil war in Yemen. In this podcast, we discuss these challenges as well as potential solutions.

On this edition of The Critical Hour, co-hosts Dr. Wilmer Leon and Garland Nixon talk to Attorney John Burris about Jacob Blake, a Black man from Wisconsin who was shot multiple times in the back by police with his kids present."Two Wisconsin police officers were on leave Monday as state authorities investigate why an African American man was shot multiple times in the back as he entered the driver's side door of an SUV, officials said" CNN reported Monday. "The man's three children - 3, 5 and 8 - were in the car, a family attorney said. Identified by the governor as Jacob Blake, the man is in serious condition and fighting for his life." Where should we be focusing our analysis right now?The New York Times reported Monday, "After Coronavirus cases surged in June and July, the number of new reported cases in the US began to level off, then drop, though the infection rate remains one of the world's highest." Is this an accurate statement?"Tennessee protesters will face harsh penalties, including losing the right to vote, as punishment for participating in protests under a law enacted by the Tennessee GOP-dominant General Assembly," Common Dreams reported on Saturday. "Right-wing Governor Bill Lee quietly signed off on the bill Thursday, AP reported." How concerned should we be about Americans' First Amendment right to peaceably assemble, and to petition the Government for a redress of grievances? There's a great piece in The Grayzone by Aaron Mate entitled "Crushing US Sanctions Devastate Syria's People and Post-War Reconstruction." It's an interview with leading Syria scholar Joshua Landis on how "crippling US sanctions are devastating Syria's people and hindering post-war reconstruction." International journalist Caleb Maupin gives his thoughts on this controversial issue. There's a piece at Antiwar.com entitled "Catapulting Russian-Meddling Propaganda," whose subhead reads, "The New York Times is leading the full-court press to improve on what it regards as Special Counsel Robert Mueller's weak-kneed effort to blame the Russians for giving us Donald Trump." What are we to make of this article?"Chinese Foreign Minister Wang Yi says US demand for Iran sanctions is ‘completely unreasonable,'" read a Saturday headline in the South China Morning Post. The outlet reported, "On Thursday, the US formally asked the UN to trigger the 'snapback,' a mechanism under the 2015 nuclear accord that allows a participant to restore pre-2015 sanctions on Iran, on the grounds that Tehran has significantly violated the agreement." What are we to make of this? The South China Morning Post reported Saturday that "on Friday the USS Ronald Reagan and its carrier strike group returned to the South China Sea for a series of air defense exercises after a joint drill with Japan. The US Navy also sent a destroyer, the USS Mustin, through the Taiwan Strait following the exercise with Japan in what America said was a demonstration of its commitment to a 'free and open Indo-Pacific.'" The People's Liberation Army's Eastern Theater Command, which covers the Taiwan Strait, said after the Mustin's passage that the military was monitoring US activity and was on “high alert” to protect China's territorial integrity and sovereignty, the Post noted."In the wake of the deadly port explosion in Beirut, Lebanon on August 4, many in Yemen are hoping that the world, and the United States and Saudi-led Coalition, in particular, will have gained a renewed sense of urgency in working to avoid a similar disaster off the coast of Yemen in the heavily traveled Bab al-Mandab Strait, one of the worlds' busiest international shipping lanes," MintPress News reported on August 21. "There, the FSO Safer sits roughly 25 miles northwest of Yemen's port city of Hodeida, not only threatening the poorest country in the Middle East but also posing a very real threat to all countries bordering the Red Sea and to international navigation in general." Is this hope a reality?GUESTSJohn Burris - Civil rights attorneyDr. Yolandra Hancock - Physician David Schultz - Professor of political science at Hamline University and author of "Presidential Swing States: Why Only Ten Matter"Caleb Maupin - Journalist and political analystRay McGovern - Former CIA analyst and co-founder Veteran Intelligence Professionals for PeaceScott Ritter - Former UN weapons inspector in Iraq Danny Sjursen - Retired US Army major and author of "Patriotic Dissent: America in the Age of Endless War"Elisabeth Myers - Lawyer, former editor-in-chief of Inside Arabia and democracy lead for Democrats Abroad
