We will look at all these with different guests, including the head of the United Nations Development Programme, Achim Steiner. Rice is the staple crop for more than half the world's population, but it's vulnerable to drought and flooding, impacting global harvests and prices. It's also a contributor to climate change; it uses more water than other grain crops. So, should we eat less rice? We will be joined throughout the program by two guests on opposite sides of the world: Zyma Islam, senior reporter for The Daily Star, who is in Malaysia, and Walter Todd, president and chief investment officer at Greenwood Capital in South Carolina.

Hurra – sie sind sich einig! Das ist dann aber auch schon das letzte Hurra in dieser Angelegenheit. Bei der weltweiten UN-Umfrage zum Klimawandel zeigten sich 4 von 5 Befragten sehr besorgt und fordern mehr Maßnahmen zum Klimaschutz vor allem von ihrer eigenen Regierung. Dieses starke Votum hat selbst die Macher, das UN-Entwicklungsprogramm, die Uni Oxford und GeoPoll überrascht. Und es sind nicht nur ein paar Leutchen, die da befragt wurden, sondern 75.000 Menschen in 77 Staaten. Und was auch ins Auge springt: Besonders deutlich wird die Forderung in ärmeren Ländern, die schon besonders vom Klimawandel bedroht sind: In Äthiopien, Tansania und Benin fordern 97 % mehr politischen Einsatz fürs Klima; in den Sahel-Staaten Niger und Burkina Faso sind es 96 %. Das sind nur Beispiele, Panama musste an seiner Nordküste eine neue Siedlung bauen, denn das Land hat schon mehrere Inseln verloren oder sie drohen bald zu versinken. Die Bewohner ziehen schweren Herzens um. Hier bei uns wird ja auch dem letzten sogenannten Klimaleugner auffallen, dass sich extreme Hitze, Starkregen mit Überschwemmungen und weitere Wetterextreme häufen. Im gesamten Jahresdurchschnitt sind zudem auch die Temperaturen in Deutschland schon um anderthalb Grad gestiegen. Und der Trend hält an, obwohl wir schon Einiges erreichen konnten. Aber zurück zur Umfrage: „Die breite Mehrheit der Menschen sei sich überraschend einig darüber, dass Politik und Wirtschaft schneller handeln müssten“, sagt Achim Steiner, der Chef des UN-Entwicklungsprogramm. Meteorologists issued thunderstorm warnings and tornado watches Wednesday into Thursday. Alex Sosnowski of AccuWeather said some were calling it “gorilla hail” because of its potential to be so big. Descriptions of hail ranged from the size of golf balls and apples, to softballs and baseballs. There were three unconfirmed reports of tornadoes in Wabaunsee and Shawnee counties. The National Weather Service in Topeka said quarter-size hail and wind gusts up to 60 mph were expected across northern Kansas overnight until 6 a.m. on Thursday. WASHINGTON (AP) — The House has passed a bill that would ban TikTok in the U.S. if its China-based owner doesn’t sell. Lawmakers are concerned the company’s current ownership structure is beholden to the Chinese government and poses a U.S. national security threat. A Chinese foreign ministry spokesman accuses Washington of resorting to political tools when U.S. businesses fail to compete. The House bill now goes to the Senate, where its prospects are unclear. TikTok has more than 170 million American users and is a wholly owned subsidiary of Chinese technology firm ByteDance Ltd. A TikTok spokesman is criticizing Congress for being too secretive. FORT PIERCE, Fla. (AP) — A federal judge is set to hear arguments on whether to dismiss the classified documents prosecution of Donald Trump. His lawyers say the former president was entitled under the Presidential Records Act to keep the sensitive documents with him when he left the White House and headed to Florida. Special counsel Jack Smith’s team, by contrast, says the files Trump is charged with possessing are presidential records, not personal ones, and that the statute does not apply to classified and top-secret documents like those kept at his Mar-a-Lago estate in Florida. ATLANTA (AP) — The judge overseeing the Georgia 2020 election interference case has dismissed some of the charges against ex-President Donald Trump, but others remain. The order leaves intact many other charges in the indictment. The judge wrote that prosecutors could seek a new indictment on the charges he dismissed. UNITED NATIONS (AP) — A U.N. report says many countries are bouncing back from the COVID-19 pandemic, but the poorest are not and a significant number are seeing their conditions deteriorate. The U.N. Development Program issued the report Wednesday. Agency head Achim Steiner says that after two decades during which rich and poor countries were coming closer in terms of development, they are now drifting apart. The report says the Human Development Index that UNDP has been producing since 1990 is projected to reach record highs in 2023 after steep declines during the pandemic years of 2020 and 2021. Le Programme de développement des Nations unies (UNDP) a lancé mardi 16 janvier le fonds Timbuktoo pour soutenir l'innovation en Afrique.  C'est la barre fixée par le programme de l'ONU. Un milliard de dollars investis au cours des dix prochaines années pour construire un réseau d'innovation autour de huit pôles panafricains, parmi lesquels Dakar, Nairobi, ou Lagos. Le constat établi notamment par la directrice Afrique de l'UNDP, l'Éthiopienne Eleni Gabre-Madhin : c'est que les start-ups africaines existent, mais qu'elles n'ont ni le financement nécessaire ni le réseau pour rivaliser au niveau mondial. « J'ai beaucoup travaillé avec de jeunes start-upers. Au début, ils disent toujours : "Je veux traverser l'Afrique. Je vais créer ma boîte et puis je vais conquérir le monde." Mais quand on leur demande comment ils vont s'y prendre, ils n'ont aucune idée. Ils n'ont aucun accès sauf s'ils dépensent beaucoup d'argent pour payer de grandes sociétés d'experts-conseils qui leur disent comment faire tomber ces barrières ; comment obtenir une licence d'exploitation ; comment devenir une start-up panafricaine et même mondiale. »Kigali consacrera 3 millions de dollars à ce nouveau fond et devrait en accueillir le siège. Le Rwanda en pointe sur l'écosystème start-up porté en exemple par Achim Steiner, administrateur de l'UNDP : « Lors de ma visite à Kigali en décembre, j'ai eu l'impression d'avoir un aperçu du futur de l'Afrique. Nous savons tous que l'Afrique abrite des millions d'idées, mais la grande majorité de la population ne vit pas dans des communautés qui attirent des investissements internationaux. Il y a des gens qui, avec un certain degré de possibilités d'éducation, mais aussi un écosystème qui puisse les soutenir, peuvent devenir des révolutionnaires du développement. »Présent à Davos, l'Américano-Zimbabwéen James Mannyka, vice-président de la Recherche et technologie chez Google – partenaire du fond Timbuktoo – croit en l'innovation comme voie vers la résilience. Et le guide à suivre, selon lui, c'est l'Intelligence artificielle : « Je pense que l'IA représente une formidable opportunité pour l'Afrique. Premièrement, pour aider les individus, les gens font des choses extraordinaires à partir de leurs tâches quotidiennes. Ensuite, il y a la possibilité d'alimenter les startups, les entreprises, qu'elles soient grandes ou petites et alimenter la croissance des économies. Il faut que ce soit une innovation menée par l'Afrique. C'est de capitaliser sur le potentiel de l'IA qui va être très important. »Un fond qui cherche à inciter le secteur privé à investir au démarrage des startups. Achim Steiner ist in der UNO-Hierarchie die Nummer 3, er leitet das Entwicklungsprogramm der UNO. Das Schlussdokument der Klimakonferenz sei zwar relativ unverbindlich formuliert, analysiert Achim Steiner. Aber erstmals überhaupt stehe drin, dass eine Abkehr von fossilen Energien notwendig sei. Die Weltklimakonferenz ist zu Ende mit einem Abschlusspapier, welches die Staaten auffordert, sich von den fossilen Brennstoffen abzuwenden. Der Beschluss sei in verschiedener Hinsicht bemerkenswert, sagt Achim Steiner. Im historischen Klimaabkommen von Paris 2015 stand noch kein Wort von fossilen Energieträgern. Zu gross war damals der Widerstand. Nun also sind sich die Staaten einig, dass sie sich wegbewegen müssen von Kohle, Öl und Gas, wenn sie die Klimaziele von Paris noch erreichen möchten. Doch wie verbindlich ist dieser Beschluss wirklich? Achim Steiner war Teilnehmer an der Klimakonferenz in Dubai. Er leitet das Entwicklungsprogramm der UNO.

Achim Steiner ist einer der ranghöchsten deutschen Diplomaten bei den Vereinten Nationen in New York. Der Deutsch-Brasilianer leitet das Entwicklungshilfeprogramm der UN und steht damit auf Platz 3 der Hierarchie. Zuvor war er lange Chef des Umweltprogramms und hat intensiv die weltweite Klimapolitik begleitet. Für ihn ist die weltweite politische Lage so prekär wie nie. Die Vereinten Nationen hätten mit so vielen globalen Krisen zu kämpfen wie noch nie seit ihrer Gründung im Jahr 1945. Und das, obwohl es auch deutliche Fortschritte gäbe: Die weltweite Armut zum Beispiel habe in den letzten Jahren deutlich abgenommen. The United Nations has started pumping oil off the decaying vessel FSO Safer, moored off Yemen's Red Sea coast, averting a potential spill and environmental disaster, Steiner and Gressly informed. Briefing journalists in New York on Tuesday (25 July) via video, Steiner and Gressly marked the milestone but warned it's the beginning of a long process. Steiner said, “Years and months of preparation for the salvage operation of the FSO Safer lay behind us. Many challenges and hurdles. But, as of this morning, we are pleased to report that the pumps are on. The pipes have been laid between the FSO Safer and Yemen, the replacement tanker, and the first gallons of oil have been pumped off the SAFER onto Yemen.” The UNDP Chief said the team involved was “very relieved” that “the operation of pumping oil has finally begun.” But, Steiner warned, “This is just another step in this highly complex operation that ultimately will lead to the emptying of the tanks, then the cleaning of the tanks, then the towing away, and the sound and ecologically and socially responsible scrapping of the FSO Safer, and the delivery of a convoy.” Speaking to journalists from a ship supporting the operation, Gressly said, “As you know, there are over a million barrels of oil on board, so this is going to take some time to finish. We will know shortly how much we have moved today. They're taking the sounding readings as we speak to see what quantity was moved. But we do expect that this will take approximately 19 days to move the 1.1 million barrels off of the vessel.” The Resident Coordinator noted that “the broader coalition working to prevent the catastrophe includes countless individuals and organizations that provided invaluable expertise and in-kind support.” Gressly added, “It includes environmental groups like Greenpeace and private companies like the Fahem Group that propose the initiative that was the basis for the plan we're implementing today. I think this also shows the breadth of knowledge of the operation of the concern and the threat that this vessel presented.”

Am Mittwoch startete die Konferenz für den Wiederaufbau in der Ukraine. Mitten im Angriffskrieg garantieren die Räumung von Minen, die Unterstützung von Firmen oder die Reparatur der Infrastruktur das Überleben des Landes und der Leute. Achim Steiner leitet das Entwicklungsprogramm der UNO. Vor einem Jahr fand die Konferenz zum Wiederaufbau der Ukraine (Ukraine Recovery Conference) in Lugano statt. Nun findet sie während zwei Tagen ihre Fortsetzung in London. Obwohl Meldungen zum Angriffskrieg und den Gegenoffensiven die Schlagzeilen dominieren, ist der Wiederaufbau des Landes kein Widerspruch dazu, sondern ein wichtiger Teil – gerade für Land und Leute. Since the Human Development Index was established in 1990, it has trended gradually upward, as people's health, wealth and opportunities have improved. But in 2019, it went into a decline then made worse by the COVID-19 pandemic and the fallout from the war in Ukraine. The impacts of these events on reversing human progress could be dwarfed by climate change, says Achim Steiner, head of the United Nations Development Programme. However, the solutions to the climate problem also offer the potential to build a more inclusive and fair future that allows humanity to thrive.  Bloomberg Green reporter Akshat Rathi asks Steiner about the opportunities and threats climate change poses to global development, how countries can plan for more climate refugees, and what rising inequality means for a world facing multiple crises. Jaridani Aprili 11, 2022 na Leah Mushi Kwanza ni Habari kwa ufupi- Shirika la Umoja wa Mataifa la mpango wa maendeleo duniani, UNDP limetangaza programu ya kusaidia mahitaji ya mamilioni ya watu nchini Ukraine katika kipindi cha miaka miwili ijayo.  "Vita vya Ukraine vinaendelea kusababisha mateso makubwa ya binadamu na makadirio ya awali yanaonesha kwamba karibu miongo miwili ya maendeleo ya kijamii na kiuchumi yanaweza kupotea kama vita vitaendelea huku watu 9 kati ya 10 wakiwa katika hatari ya kutumbukia katika umaskini," kwa mujibu wa Achim Steiner, mkuu wa UNDP.  == Wakati teknolojia ya Habari na mawasiliano, ICT ikiongezeka nazo taka za vifaa vya kielektoniki zinaongezeka.  Taarifa zinasema kwama kuna tani milioni 53.6 za taka za kielektoniki zilizozalishwa mwaka 2019 na idadi hii inaongezeka.  Kwa mujibu wa wataalam taka ya kielektroniki kwa mwaka itafikia tani 74.7 ifikapo mwaka 2030. Kukabiliana na changamoto hii kutahitaji juhudi za pamoja na zilizoratibiwa kutoka kwa mashirika yote na watu binafsi katika mnyororo wa thamani wa kielektroniki. Watengenezaji watahitaji kubuni mbinu mpya, na kuwajibika kwa mzunguko mzima wa maisha wa bidhaa.  ICT inasema mataifa ya Afrika yanaonyesha njia ya kukabiliana na taka za kielektroniki. Kulingana na ripoti inayofuatilia taka za kielektoniki duniani mwaka 2020, nchi 13 barani Afrika zilikuwa na sera ya kukabiliana na taka za kieletroniki, sheria au udhibiti uliowekwa. Juhudi zao zinaweza kuwa funzo kwa mataifa mengine duniani kote yanayotaka kuboresha mifumo yao ya usimamizi wa taka za kielektroniki kwa  1. Kufafanua kwa uwazi wahusika wa mnyororo wa thamani  2 Kuhakikisha ufadhili endelevu  3. Kushirikiana na sekta binafsi  4. Kutekeleza mfumo    ================================= Na Barakoa, glovu, vifaa vya kinga ya kibinafsi na shindano, vitu hivi vimeenea kila mahali wakati wa janga la COVID-19 kwa ajili ya matumizi kama kinga dhidi ya virusi yenyewe, lakini pia kama taka za matibabu, zikielemea madampo ya Afrika ambayo tayari yamejaa.  Kwa mujibu wa Shirika la Umoja wa Mataifa la afya, WHO kabla ya kuanza kwa janga hili, Afrika ilizalisha takriban tani 282,000 za taka za matibabu kila mwaka, kulingana na ripoti ya 2021 ya usimamizi wa taka iliyochapishwa na jarida la Sage. Sasa, nchi nyingi zinaripoti ongezeko la taka za matibabu hadi mara tano zaidi.  Ili kukabiliana na ongezeko hilo, WHO inazisaidia nchi za Kiafrika kubuni itifaki za udhibiti mahsusi wa taka na unaoendana na hatua zilizopo. Udhibiti huo ni pamoja na kuanzisha mbinu salama za utupaji taka ambazo zinawezekana, kwa kuzingatia uchumi na ambazo ni endelevu.  "WHO inashiriki katika juhudi za sekta mbalimbali kuleta mabadiliko katika mifumo ya udhibiti wa taka barani Afrika," anasema Claude Mangobo, Afisa wa Kiufundi wa maswala ya Chanjo na Mnyororo wa Ugavi wa Chanjo, katika ofisi ya Kanda ya Afrika ya WHO . Ameongeza kwamba, "ni mchakato muhimu ambao tumejitolea kwa ajili ya afya ya bara la Afrika na watu wake."  Huku kukiwa na zaidi ya chanjo milioni 435 za COVID-19 ambazo zimeshatolewa na kusambazwa  barani Afrika hadi sasa, ukiwa ni utolewaji mkubwa zaidi wa chanjo yoyote katika historia ya bara hilo hta hivyo kuna hitaji la muhimu na la dharura la utupaji bora wa taka za matibabu .  Katika mada kwa kina tunaangazia hatua ya Jamhuri ya Kidemokrasia ya Congo kujiunga na mmungano wa jumuiya ya Afrika Mashariki. Mashinani ni utoro shuleni, kulikoni?

Achim Steiner is UNDP Administrator. The moment has come: The Super Bowl of climate change, the Olympics of decarbonization, the Met Gala of nonbinding emission-reduction promises There are great expectations by governments, businesses, and civil society for the Glasgow Climate Conference, or COP 26, as it's known in the jargon. US Secretary of State John Kerry has labelled it “the last best hope for the world”, words echoed by UK COP President Designate, Alok Sharma. Similar hyperbole is peppered liberally throughout the global media. There are good reasons to demand much of COP 26. Time is literally running out to avoid overshooting a temperature rise of 1.5˚C, the stronger of the two temperature targets enshrined in the Paris Agreement. Although the main aim of the Paris Agreement is to level out at “well below” 2 ˚C, a 2018 report from the Intergovernmental Panel on Climate Change (IPCC) established that the risks from climate change would be substantially reduced at the lower level. Even if they won't say it in public, most serious climate-watchers privately admit that 1.5˚C is a lost cause without fantastical levels of carbon drawdown from the atmosphere using unproven technologies. But if 1.5˚C is to be kept “in reach”, – as Alok Sharma and the environmental community want, and the most climate vulnerable states need – then the emission cuts needed to achieve it must be declared in 2021, at COP 26. United Nations Development Programme (UNDP) is the leading United Nations organization fighting to end the injustice of poverty, inequality, and climate change. In Afghanistan droht die Wirtschaft zu kollabieren. Mit unabsehbaren Folgen, sagt der Chef des UN-Entwicklungsprogramms, Achim Steiner, im «Tagesgespräch». Die Uno lanciert deswegen ein Hilfsprogramm namens ABADEI. Die Uno schlägt Alarm wegen der Wirtschaftslage. Schon vor dem Abzug der USA lebten 97% der Bevölkerung in Armut. Jetzt haben viele keine Arbeit mehr und kein Einkommen, mehr noch: viele wissen nicht, ob sie in ein paar Tagen überhaupt noch zu Essen haben. Das Uno-Entwicklungsprogramm startet darum ein Hilfsprogramm, um die grösste Not der Bevölkerung zu lindern. Das Programm namens ABADEI heisst «Hoffnung», beziehungsweise «Glaube ans Überleben» auf Paschtunisch und Urdu. Es soll der Bevölkerung zu Gute kommen, direkt in Haushalte fliessen, Junge und Behinderte unterstützen oder auch Mikrounternehmen, die oft von Frauen betrieben werden. Achim Steiner ist Chef des Uno-Entwicklungsprogramms und muss die westlichen Geberländer davon überzeigen, dass sie Geld spenden. Deutschland hat bereits eine Zusage gemacht. Wie überzeugt UNDP-Chef Steiner andere Staatschefs und Präsidentinnen? Wie soll die Hilfe zur Bevölkerung kommen, ohne in dubiose Kanäle zu gelangen? Und bieten die herrschenden Taliban Hand, wenn die UNDP auch die Arbeit von Frauen finanziert?

Mit 17.000 Mitarbeitern und einem Jahres-Budget von 5 Milliarden Dollar ist er zuständig für die Umsetzung der Nachhaltigkeitsziele und damit für die Abschaffung der weltweiten Armut. “Wir müssen den wirtschaftlichen Kompass komplett neu ausrichten, die Dominanz des Bruttosozialprodukts überwinden.” Achim Steiner spricht über die angebrochene Epoche des Anthropozäns, in der schon heute der Mensch über die Natur herrscht. Wie eine Abkehr vom Wirtschaftswachstum den Krieg gegen die Natur beenden kann, ob der globale “Schulden-Tsunami" einen Schuldenschnitt zur Folge hat, weshalb durch Covid-19 Hunderte Millionen Menschen neu in die Armut abgerutscht sind und es unverantwortlich ist, dass 10 reiche Länder 87 Prozent des weltweiten Impfstoffes haben. Wir brauchen, so Steiner, "gerade jetzt einen starken Multilateralismus und einen neuen Gesellschaftsvertrag, der festlegt, wie wir in Zukunft miteinander umgehen wollen." Es wird nur im Einklang mit der Natur gehen.

How should governments respond to the pandemic? The Covid-19 pandemic has wreaked havoc both to health systems and economies. Above all it has served to expose inequalities both within nations and between them. Hardest hit are countries in the developing world, where government finances do not permit the level of support to citizens or the private sector that has been provided by richer governments. Ian Goldin, professor of globalisation and development at Oxford University, sees the crisis as marking a turning point in relations between the state and the private sector. Even so, he asks whether governments are doing enough to address the economic impact of the pandemic and the resulting inequalities. To push for the nation's economic transition and industrial upgrading, Chinese leaders have pledged greater commitment to the research and application of science and technology. In a show of unprecedented importance, both President Xi Jinping and Premier Li Keqiang addressed an event combining three top-level science conferences attended by 4,000 scientists and science officials. Xi said the central government's commitment is aimed at making China a leading power in science and technology by the middle of the century, or around the 100th anniversary of the founding of the People's Republic of China. Xi stressed the role of science and technology as bedrock that "the country relies on for its power; enterprises rely on for victories; and people rely on for a better life." The president said that "Great scientific and technological capacity is a must for China to be strong and for people's lives to improve". He is calling for new ideas, designs and strategies in science and technology. Premier Li told the event that China's overall research and development input will keep rising to account for 2.5 percent of its GDP by 2020, from the current 2.1 percent. The conference is calling for more policy reforms to provide incentives for the talent needed in research and innovation. This is Special English. A UN report has lauded Beijing's efforts to battle air pollution but said it needs to do more to meet particulate matter standards. Published by the UN Environment Program, the report is entitled "A Review of Air Pollution Control in Beijing: 1998-2013". In the past 15 years, the number of registered vehicles increased by 300 percent in Beijing and energy consumption rose by 77 percent. The UN Environment Program executive director Achim Steiner remarked in the foreword to the report. He says concentrations of key pollutants decreased remarkably, and Beijing improved air quality even as it maintained fast paced growth. Steiner says Beijing's experience in controlling air pollution against a backdrop of rapid expansion is a story that should be shared with other emerging economies and burgeoning cities. An environment expert from Tsinghua University says the report recognized Beijing's continual efforts to improve air quality; and Beijing's solution was a combination of energy structure optimization, coal-fired emission control and enhanced air quality monitoring. The report also offered some suggestions, including improving city planning and optimizing the layout of city functions. You are listening to Special English. I'm Mark Griffiths in Beijing. Australian experts say Australia will have a very meaningful role to play in the healthcare sector in China. HSBC Australia head of commercial banking James Hogan has said there were three key markets Australian businesses were set to benefit from in China, namely food, energy and healthcare. The research at HSBC found that 70 percent of Chinese mainland citizens say that health is their number one biggest concern. Hogan said China's demand for healthcare will certainly increase rapidly over the coming year, as healthcare reform becomes a priority for the Chinese government. He said there were opportunities across the healthcare space in China awaiting Australian investment. Macquarie University health economy center director Dr. Henry Cutler believes any investment within China would have to be long term. Cutler says that obviously, developing relationships with those in China to make sure that services delivered are culturally appropriate is important. He added that dumping in a model from Australia would not work. HSBC noted the recent China-Australia Free Trade Agreement provides Australian medical services and healthcare providers with favorable access to expand into or do business with China. This is Special English. Sixty-six kinds of Chinese medicinal herbs have been added to the European Pharmacopoeia, an authoritative reference work for quality control of medication. Professor Dr. Gerhard Franz is Chairman of the Traditional Chinese Medicine Working Party of the European Pharmacopoeia. He says the event means there are clear quality standards for Chinese herbs exported to Europe, which help the drugs gain wider acceptance in foreign markets. Franz made the remarks at an international conference on the future of Traditional Chinese Medicine. The conference, entitled TCM's future, was held in Hangzhou, the capital of east China's Zhejiang Province. The professor said the herbs have undergone strict examination and discussion, and been approved by all 37 signatory countries. The listed Chinese herbs, including ginseng, account for almost a third of all herbs in the pharmacopoeia. The professor said their goal is to include at least 300 commonly used Chinese herbs. Exports of traditional Chinese drugs have been impeded by misuse and substitutions for similar plants, as well as contamination by heavy metals and microbial insecticides. An official from Zhejiang's health and family planning commission said that due to lack of quality standards, China's traditional medicine industry lags far behind its counterparts in Japan and South Korea in foreign markets. He added that modern technology and concepts must be applied in developing Traditional Chinese Medicine. You are listening to Special English. I'm Mark Griffiths in Beijing. A farmer in central China's Henan Province is seeking 2 million yuan, roughly 300,000 U.S. dollars, in compensation after he was wrongly diagnosed with HIV and AIDS. Fifty-three-year-old Yang Shou-fa was diagnosed with HIV and AIDS during a provincial-wide check in 2004, during which more than 280,000 people were tested. It was not until 2012 that he found out that the result was false. The local disease control center still has samples from 2004, and a retest of Yang's sample came up positive, again. The center says the test equipment did not fail, so someone must have mixed up Yang's blood with an HIV patient. Yang had taken HIV medication from his diagnosis until 2012. He had to attend annual health checks, which only tested the amount of CD4+T cells in his blood. In people with HIV, this is the strongest indicator of HIV progression and the most important indicator of how the immune system is working. Yang's CD4+T cell count was higher than other AIDS patients, but concerns were never raised, as no one doubted the diagnosis. Before Yang was incorrectly diagnosed in 2004, his health had been failing. He had donated blood once and then suffered from repeated fever. When he was told he had AIDS, he was convinced. Now the news continues. Chinese playwright, author and translator Yang Jiang has died at the age of 105. Born in Beijing, Yang studied in Soochow University and then Tsinghua University in the 1930s. She was married to Qian Zhongshu, a household name in China. Qian is best known for his sarcastic novel "Fortress Besieged" that depicted the lives of Chinese intellectuals in the 1930s. He died in 1997. After studying in Britain and France together with Qian, Yang returned and became a foreign language professor at Tsinghua University. She was a literature researcher with Peking University in the 1950s. Fluent in English, French and Spanish, her translations of such classics as Don Quixote and French picaresque novel Gil Blas remain the definitive versions for Chinese readers. Yang also penned numerous plays, novels and essays and is known for her plain but resonant style. Her most popular works include "We Three", a 2003 essay collection recalling her husband and daughter, who died of cancer. The book became an instant hit both in China and overseas. In 2001, Yang and her husband donated all their royalties to Tsinghua University and established a scholarship that has benefited more than 1,000 students. This is Special English. Researchers have confirmed that snow leopards live in areas south and north of Qinghai Lake in Northwest China's Qinghai province. The animals' presence had been rumored but was never proved, as experts have tried to understand the distribution range and habitat selection patterns of the rare big cat. The new finding was released by the Wildlife Conservation Society of China, which did not reveal specific locations, in a bid to protect the snow leopards. It referred to the two locations only as areas A and B. The Wildlife Conservation Society of China says researchers spotted snow leopards in Area A and found evidence of them, which were hours-old footprints, in Area B. Previously, there were reports from herdsmen and other witnesses, but they were unconfirmed. There were no scientific reports supporting the claims. The new findings will offer basic information for people studying snow leopards and attempting to protect them. The International Union for the Conservation of Nature has placed the snow leopard on its Red List of Threatened Species as globally endangered. The Wildlife Conservation Society says that so far, China still has the largest population of the animal, known as the "ghost of the mountains". You're listening to Special English. I'm Mark Griffiths in Beijing. The authorities in northwest China's Xinjiang Uygur Autonomous Region plan to recruit more than 11,000 teachers from around the country to ease its teacher shortage. The teachers will be recruited for primary and middle schools, high schools, kindergartens and special education schools this year. Of those, 60 percent will work in four prefectures in the southern part of Xinjiang, where a dearth of bilingual teachers poses a challenge for education. The recruits in these areas should be able to speak mandarin and a language of the local minorities. Xinjiang has hired more than 72,000 teachers in the past five years, with around 62,000 of them bilingual. This is Special English. Lhasa, the capital of southwest China's Tibet Autonomous Region, has passed a law to protect its ancient villages. The law came into effect on June 1. It stipulates principles on ancient village protection and restoration, funds, responsibilities and building a long-term protection mechanism. It also demands a "supervisor mechanism" and encourages volunteer groups to help with protection efforts. Lhasa has around 1,000 villages, which feature unique landscapes and traditions. As the local economy speeds up, many ancient villages have yet to be restored, and the law was enacted to address the issue. The beans were developed by scientists at CGIAR, a global research partnership for food security, to protect the ‘meat of the poor’ from being wiped out in a warmed world. With this experiment, they are investigating how global warming is increasing the likelihood and intensity of extreme weather events. Amid uncertainties about what tomorrow’s hotter world will look like, one thing scientists are sure of is that sea levels will rise, threatening the world’s coastal populations.
