Jairo Porras, de la empresa de ingeniería Brigadier Motors (Burgos), participó en un crash test en directo en las instalaciones de CESVIMAP (Ávila). El objetivo era recrear un accidente real entre dos vehículos, pero sin riesgo para los ocupantes, manteniendo unas condiciones lo más parecidas posible a la circulación en la calle: vehículos reales, al aire libre y fuera de un entorno de laboratorio. Para ello, prepararon un turismo eléctrico moderno, equipado con numerosos sistemas de seguridad activa y pasiva. De hecho, tuvieron que anular algunos de esos sistemas, porque precisamente “no dejaban” que se produjera el choque. Sobre ese coche instalaron un sistema de control remoto que permitiera sustituir al conductor humano, de forma que el vehículo pudiera rodar y colisionar sin nadie al volante. El resultado del ensayo dejó un mensaje claro: incluso un impacto relativamente “pequeño”, a solo 35 km/h, es capaz de producir daños muy significativos tanto en el coche que golpea como en el que recibe el alcance. Para lograrlo, Brigadier Motors desarrolló e integró tanto hardware como software externo, montando un sistema de telecomunicación que no interfiere en absoluto con la electrónica original del vehículo, de modo que su comportamiento fuese lo más fiel posible a la realidad. Desde que el Régimen Obligatorio de Pensiones Complementarias (ROPC) empezó a consolidarse financieramente y, por tanto, a hacerse atractivo, siempre está bajo asedio. La oferta fácil consiste en favorecer el argumento de que toda persona asalariada que se pensione, debería tener derecho a retirar la totalidad de sus recursos. Eso equivaldría a desnaturalizar la pensión complementaria para convertir el régimen en un simple ahorro a plazo fijo. Y ese no es el propósito de la visionaria ley que en el año 2000 se creó sabiendo que la pensión básica se reduciría con el tiempo y que sería imperioso tener un suplemento para que alcanzara un poco más el dinero en la vejez, cuando disminuyen los ingresos y se incrementan muchos de nuestros gastos por las condiciones propias de la adultez mayor. Claro que siempre hay excepciones y atendiendo a ello, recientemente entró en vigor una reforma a la ley que permite el retiro total de los fondos del ROPC en casos de enfermedad grave certificada por la CCSS. Pero solo en esos casos, aunque ciertamente la modificación sirvió para nuevas promesas de acabar con el segundo pilar de la pensión. La fortaleza del régimen obligatorio (que alcanzó ₡11,3 billones al cierre del primer trimestre 2024) es capitalizar nuestras cuentas individuales en inversiones colectivas, tanto dentro como fuera del país, de modo que los recursos se multipliquen con la supervisión financiera del estado. El problema es que pocas personas logran comprender los beneficios que se obtienen de esas inversiones y, por el contrario, logran sembrar mucha confusión, señalando a las Operadoras de Pensiones de todo tipo de argumentos infundados. La fiscal general de Guatemala, Consuelo Porras, aseguró que la institución que dirige 'investiga' y 'no criminaliza', luego de reunirse con la relatora especial de la ONU sobre independencia judicial, Margaret Satterthwaite. En entrevista con RFI, la exfiscal Thelma Aldana, desde su exilio en Estados Unidos, denuncia ante los micrófonos de RFI el 'ataque perverso y sin precedentes de Porras contra la justicia' de Guatemala y hace un llamado a la resistencia. La fiscal Consuelo Porras está sancionada por Estados Unidos y la Unión Europea, que la consideran "corrupta" y "antidemocrática" por sus cuestionadas investigaciones contra exfiscales y jueces anticorrupción, activistas, periodistas y el presidente Bernardo Arévalo, entre otros.La relatora especial de la ONU, Margaret Satterthwaite, se encuentra en Guatemala para evaluar el sistema de justicia del país. Tras su llegada, el presidente Bernardo Arévalo denunció que la justicia estaría secuestrada por la fiscal general Consuelo Porras, y expresó su preocupación por el abuso de autoridad del Ministerio Público contra las autoridades que no estén de su lado.Una acusación a la que se une, desde Estados Unidos, donde está asilada desde hace seis años, la exfiscal general Thelma Aldana, en declaraciones a RFI."El Ministerio Público, por medio de la señora Consuelo Porras, ha hecho uso del derecho penal en contra de fiscales, jueces anticorrupción, defensores de derechos humanos, dirigentes de pueblos indígenas, actores sociales. Somos más de un centenar de personas en el exilio, entre las cuales aproximadamente 50 fuimos fiscales y jueces. Hay periodistas independientes en el exilio que también han sido criminalizados", dice Aldana.Llamado a la resistencia para defender la justicia Según un comunicado de la ONU, la relatora para la independencia de la justicia, Margaret Satterthwaite, evaluará el libre ejercicio de la abogacía. Sin embargo, quienes ejercen libremente esta profesión estarían nadando contra la corriente, pues se oponen a la criminalización de la que son víctimas, anota Aldana."La criminalización que existe en Guatemala es alarmante. A pesar de eso, hay algunos pocos jueces, muy pocos, que tratan de mantener la dignidad y la independencia. Yo hago un llamado a que resistan, un llamado también a la población para que resista ante este ataque sin precedentes en la historia del país. Me parece que es muy difícil encontrar otro país en el mundo que esté sufriendo en su sistema de justicia un ataque tan perverso como el que provoca Consuelo Porras y sus jueces aliados. El sistema de justicia de Guatemala ha sido capturado por grupos mafiosos", subraya."Consuelo Porras tiene secuestrada la Fiscalía General, la entidad encargada de perseguir e investigar los delitos", dice la exfiscal Aldana y asegura que ella se ha convertido en “la cara visible del profundo deterioro de la justicia” en Guatemala, un proceso que comenzó “a partir de la expulsión de la CICIG, la Comisión Internacional contra la Impunidad en Guatemala”, precisa.El mandato de Porras termina en mayo de 2026.

En entrevista con Fernando del Rincón, el diputado independiente Samuel Pérez explicó qué podría pasar en Guatemala si se logra reformar la Constitución para que el presidente pueda remover del cargo a la fiscal general, Consuelo Porras. In this podcast episode WOLA's Central America Director, Ana María Méndez Dardón, reflects on Bernardo Arevalo's first year in office, as January 14, 2025 marks one year since the inauguration that followed his unexpected election. As we discussed with Ana María in a podcast episode shortly after his inauguration, Bernardo Arevalo and his Semilla party had a very difficult time reaching inauguration day, notably due to active obstruction from Guatemala's traditional, ruling elites, including the Attorney General's Office. While citizen mobilization, largely indigenous groups' mobilization, made it possible for Arevalo to democratically take office, the difficulties he and his party faced back then have remained, making it difficult to govern and, in turn, negatively affecting his popularity due to unmet expectations. Three prominent obstacles that the Arevalo administration will continue to face from his first year to his second, Ana María highlights, are the office of the Attorney General and the powerful presence of other known corrupt actors within the government; the instability of his cabinet paired with a small presence of his party in Congress; and the powerful private sector's ties to corrupt elite groups. The Attorney General's office has played an active role in blocking access to justice and promoting the persecution and criminalization of those who have been key to anti-corruption and human rights efforts, while maintaining the threat of forcibly removing Arevalo from office. Although Attorney General Consuelo Porras was sanctioned by the United States, along with 42 other countries, for significant corruption, Arevalo has determined that removing her would violate constitutional norms. (Her term ends in May 2026.) Ana María also notes alliances that Porras has cultivated with members of the U.S. Republican Party.  Despite the obstacles, Ana María notes possibilities for growth, including the launch of an alternative business association, a new national anti-extortion effort, and negotiation efforts with Congress. Ana María also touches on the U.S.-Guatemala bilateral relationship during the Biden administration and expectations for the Trump-Arevalo relationship. During the Biden administration, it was evident that security and economic issues were top priorities, with notable bilateral engagement including multi-sectoral and multi-departmental efforts led by the Office of the Vice President to address the root causes of migration. It is uncertain whether the Trump administration will continue these efforts, and while some Republicans regard Arevalo as a strong democratic ally, the migration issue, particularly the incoming Trump administration's plans to deter and deport migrants, may be the topline item in the bilateral relationship.
