Raidījums Diplomātiskās pusdienas šoreiz par Centrālāfrikas Republiku, valsti Āfrikas kontinenta pašā vidienē, bez piekļuves jūrām vai okeāniem. Brīdinām, ka raidījums ir par valsti, kas ir caur un caur bēdu ieleja. Esam iepriekš jau bieži runājuši par nabadzīgām un problēmu plosītām valstīm. Bet tik plašs ekonomisko, politisko un humanitāro problēmu kopums, kāds ir Centrālāfrikas Republikas (CĀR) gadījumā, ir reti sastopams. Sāksim ar to, ka Centrālāfrikas Republika, neskatoties uz to, ka teritoriāli ir apmēram desmit reizes lielāka par Latviju, ir gandrīz 43 reizes nabadzīgāka par Latviju. Kamēr Latvijas IKP uz vienu iedzīvotāju pēc Pasaules Bankas datiem ir 38 370 eiro, Centrālāfrikas Republikai šis rādītājs ir 900 eiro. Šī faktiski ir pirmā vai otrā nabadzīgākā valsts pasaulē pēc Burundi. Un tas situācijā, ka valstij ir milzīgi dabas resursi. Nedaudz sportiskas pozitivitātes par Latviju – mēs esam bagātāki par mūsu Eiropas Savienības partnervalstīm Slovākiju, Grieķiju un Bulgāriju, starp citu. Nemaz nerunājot, ka pārspējam arī Krieviju un gandrīz divas reizes arī Baltkrieviju bagātības rādītājos. Paskatieties paši pasaules organizāciju datus un redzēsiet. Šis varētu būt arī vienīgais un pēdējais pozitīvais fakts šajā raidījumā. Un tas pat nav par Centrālāfrikas Republiku, kuru apdzīvo apmēram pieci ar pusi miljoni iedzīvotāju. No tiem gandrīz 70 procenti dzīvo zem nabadzības sliekšņa. Vēl vairāk – vairāk nekā 42 procenti šobrīd dzīvo akūta bada apstākļos. Sliktākais rādītājs pasaulē. Ekonomisko un politisko apstākļu, tostarp ilgstošā pilsoņu kara dēļ, Centrālāfrikas Republika bieži ir ierindota starp desmit valstīm pasaulē, uz kurām ceļot ir ļoti bīstami. Ir tāda Starptautiskā Ceļošanas riska karte (International SOS Travel Risk Map), kurā varat redzēt visas pasaules valstis. Iesakām ielūkoties! ANO vēl pagājušajā gadā rekomendēja CĀR bēgļiem ārvalstīs vai pat pašā CĀR nemēģināt atgriezties mājās, jo valstī netiek ievēroti pat svarīgākie likumi un riski ir pārāk augsti. Visbeidzot pieminēšu to, ka tieši šīs teritorijas tiek uzskatītas par slaveno pigmeju izcelsmes un arī mūsdienu dzīves vietu. Kā daži avoti raksta, jau senie ēģiptieši esot rakstījuši, ka mūsdienu Centrālāfrikas teritorijā dzīvo “melni pundurīši”. Tas gan netraucē Centrālāfrikas Republikā basketbolam būt vienam no diviem populārākajiem sporta veidiem un CĀR pat divreiz esot uzvarējusi Āfrikas čempionātā. CĀR ģeogrāfiskā atrašanās vieta ir izraisījusi arī to, ka valsts teritorijā vēsturiski un šobrīd ir bieži krustojušās nesamierināmas reliģiskās, etniskās, ekonomiskās grupas un to politiskās intereses. Valsts teritorija pastāvīgi ir apdzīvota kopš akmens laikmeta, vismaz 10 tūkstošus gadu. Vienlaicīgi tikai 18. gadsimtā teritorija kļuva par daļu no pasaules tirdzniecības ceļiem un ekonomiskajiem procesiem. Šeit gan uzreiz jāatzīmē, ka šie trans-Sahāras tirdzniecības ceļi starp Atlantijas un Indijas okeāniem un ekonomika bija lielākoties saistīta ar vergu un ziloņkaula tirdzniecību. Verdzības posms arī bija viens no iemesliem, kādēļ dažādās ciltis un etniskās grupas CĀR vēl šodien nesatiek un atminas savstarpējos vēsturiskos pāridarījumus. 1903. gadā CĀR teritorijas par savām kolonijām padarīja Francija. Līdzīgi kā Beļģu Kongo situācijā, arī francūžu pieeja bija valsts administrāciju uzticēt privātām kompānijām, jo tās aktīvi ieguva gumiju un ziloņkaulu. Rezultātā vietējo iedzīvotāju ekspluatācija tikai turpinājās arī pēc tam, kad oficiāli verdzība tika atcelta 1910. gadā. CĀR politiskā vēsture pēc neatkarības iegūšanas 1960. gadā, parāda galējības un pārmērības. Konstantie etniskie un reliģiskie konflikti, ar īsu militāru diktatūru vadītiem miera periodiem ir bijuši CĀR mūsdienu iezīme. Nesenākais plaša mēroga konflikts, pilsoņu karš, sākās 2013. gada martā ar musulmaņu dumpinieku grupas „Seleka” veikto apvērsumu pret prezidentu Fransuā Bozizi, kura rezultātā dumpinieki ieņēma arī galvaspilsētu Bangvī. Valsts kristiešu kopiena, kurai tiek oficiāli rēķināts, ka pieder 90 procenti valsts iedzīvotāju, protams, ar šo nebija mierā, radīja “pašaizsaradzības” grupas ar nosaukumu „anti-Balaka”. Tieši tāpat kā „Seleka”, arī „anti-Balaka” aktīvi izvērš teroru pret civiliedzīvotājiem. Sākotnējais reliģiskais konflikts ar gadiem pat vairs nav tik daudz reliģisks, cik etnisks. Etniskās grupas patiesībā rāda pilnīgi citu CĀR ainavu un nemaz daudz kopīgu īpašību starp tām nav atrodamas. Piemēram, daudzas etniskās grupas pieder faktiski vietējām, tradicionālajām reliģijām. Daudzi praktizē dažādas burvestības, pat, ja valsts oficiālā pozīcija ir par tām sodīt ar cietumsodu. Konfliktu neatrisināja ne tikai Fostina-Arčandža Tuaderas ievēlēšana par prezidentu un pārvēlēšana 2020. gadā. Patiesību sakot – konstitūcija arī 2023. gada referendumā tika mainīta, lai Tuadera varētu amatā palikt neierobežotu laiku. Un vēl mazāk CĀR problēmas risina ārvalstu iejaukšanās. Francijas neveiksmīgie centieni atjaunot savu ietekmi valstī ir bijuši relatīvi nesekmīgi. Franciju un Eiropas Savienību kopumā no CĀR “izspiež” Ķīna, bet sevišķi jau Krievija. Krievija jau 2018. gadā noslēdza ar CĀR centrālo valdību vienošanos par  derīgo izrakteņu ieguvi un ieveda valstī bēdīgi slaveno Vāgnergrupu, kas apmāca valdības armiju. CĀR pat neslēpj, ka grib redzēt pastāvīgu Krievijas militāro bāzi savā valstī, jo ar ieroču piegādēm un vāgneriešu treniņiem ir par maz. Le PK5, ce quartier populaire, commercial et culturel, a été durement frappé pendant la crise militaro-politique de 2013. Considéré comme le poumon économique de la Centrafrique, c'est là que transitent tous les produits venant du Cameroun, du Tchad et du Soudan. Le coup d'État de 2013 de la coalition Séléka contre l'ancien président François Bozizé, a plongé ce quartier cosmopolite dans la violence. La paix est revenue, mais les habitants se souviennent de cette page sombre de l'histoire. De notre correspondant à Bangui,KM5. Nous marchons dans la rue Dido, autrefois appelée « Couloir de la mort ». Malgré l'ambiance qui y règne actuellement, l'endroit porte encore les stigmates de la crise.Quelques herbes ont poussé dans les allées bordées de magasins abandonnés, de maisons partiellement détruites, des impacts de balles sur des bâtiments et sur des poteaux électriques. Ousmane Dida, habitant du KM5, se remémore : « Les événements de 2013 étaient dramatiques. Il y avait le couvre-feu entre 20h et 5h du matin. Chaque soir, on entendait des coups de feu, on signalait des cas de braquages, d'assassinats, de viols et de pillages contre des musulmans, tout comme les chrétiens. Entre décembre 2013 et les mois de janvier, février et mars 2014, les milices Séléka et anti-Balaka semaient la désolation ».« Une prison à ciel ouvert »Au temps forts de la crise, les armes circulaient très facilement. Le KM5 échappait au contrôle des forces loyalistes. Certaines personnes le surnommaient « Poudrière » ou encore « Vatican », autrement dit un État dans l'État. Magalie est une habitante de PK5 : « J'ai perdu des parents, des amis et des proches. À cette époque, KM5 avait mauvaise réputation, presque toutes les écoles étaient fermées. Les commerçants et même les habitants étaient rançonnés par les groupes d'auto-défense. On vivait comme dans une prison à ciel ouvert, sans savoir de quoi demain serait fait ».Chapelet en main, grand boubou de couleur jaune, Aoudou Maïkano mâche la cola en sortant de la mosquée centrale. Même si aujourd'hui, il se promène librement, en 2014, il avait quitté le quartier pour se réfugier au Tchad : « KM5 était un quartier dangereux. Les gens étaient kidnappés, tués ou disparaissaient, tout simplement. Les commerces étaient fermés. À cause de l'insécurité, j'avais quitté le KM5 avec ma famille pour trouver refuge ailleurs. Mais aujourd'hui, je suis heureux de réintégrer ma communauté. Je ne souhaite plus revivre ce genre d'événements au KM5 ».Entre 2013 et 2015, plusieurs centaines de personnes avaient perdu la vie dans ce quartier. La crise avait aussi provoqué d'importants dégâts, estimés à plusieurs millions de FCFA. La mega estrella de la música pop, Michael Jackson lanzó en 1991 su álbum doble “Dangerous” que incluyó entre varios éxitos la canción “Will you be there?” (¿Estarás allí?). Así la escuché yo… Por esta canción, Michael Jackson fue demandado en 1993 por el artista italiano Albano Carrisi, quien lo acusó por haber plagiado su canción “I cigni di Balaka” (Los cisnes de Balaka) que Al Bano grabó junto a su esposa de entonces Romina Power en el álbum “Libertà”, publicado en 1987 (tres años antes que la canción de Michael). Sin embargo, hay que decir que los abogados de Michael llegaron a un acuerdo económico con Albano Carrisi, al demostrar en segunda instancia que se trató de un plagio involuntario, pues tanto Jackson como Al Bano usaron las mismas notas de la canción que grabara en 1939 el grupo estadounidense The Ink Spots titulada “Bless you for being an angel” (Bendita seas, por ser un ángel). He was educated at home; and although at seventeen he was sent to England for formal schooling, he did not finish his studies there. In his mature years, in addition to his many-sided literary activities, he managed the family estates, a project which brought him into close touch with common humanity and increased his interest in social reforms. He also started an experimental school at Shantiniketan where he tried his Upanishadic ideals of education. From time to time he participated in the Indian nationalist movement, though in his own non-sentimental and visionary way; and Gandhi, the political father of modern India, was his devoted friend. Tagore was knighted by the ruling British Government in 1915, but within a few years he resigned the honour as a protest against British policies in India.Tagore had early success as a writer in his native Bengal. With his translations of some of his poems he became rapidly known in the West. In fact his fame attained a luminous height, taking him across continents on lecture tours and tours of friendship. For the world he became the voice of India's spiritual heritage; and for India, especially for Bengal, he became a great living institution.Although Tagore wrote successfully in all literary genres, he was first of all a poet. Among his fifty and odd volumes of poetry are Manasi (1890) [The Ideal One], Sonar Tari (1894) [The Golden Boat], Gitanjali (1910) [Song Offerings], Gitimalya (1914) [Wreath of Songs], and  Balaka(1916) [The Flight of Cranes]. The English renderings of his poetry, which include The Gardener(1913), Fruit-Gathering (1916), and The Fugitive (1921), do not generally correspond to particular volumes in the original Bengali; and in spite of its title, Gitanjali: Song Offerings (1912), the most acclaimed of them, contains poems from other works besides its namesake. Tagore's major plays are  Raja (1910) [The King of the Dark Chamber],  Dakghar (1912) [The Post Office],  Achalayatan(1912) [The Immovable], Muktadhara (1922) [The Waterfall], and Raktakaravi (1926) [Red Oleanders]. He is the author of several volumes of short stories and a number of novels, among them Gora (1910),  Ghare-Baire (1916) [The Home and the World], and  Yogayog (1929) [Crosscurrents]. Besides these, he wrote musical dramas, dance dramas, essays of all types, travel diaries, and two autobiographies, one in his middle years and the other shortly before his death in 1941. Where others see the Royals' soap opera through the lens of celebrity culture, we wonder if Harry is just another military vet without a mission. In true Havok Journal fashion, we use the interview as a jumping off point to talk about toxic masculinity, the loss of purpose, and calls to defund the police. Show Alibis  - What I'm about to tell you is something I've never told anyone before. And it is absolutely, 100% true. Ever since I got back from Vietnam, I've been on the run from my former comrades in MACV-SOG. It's a long story that involves heroin shipments, chemical interrogation, and a plot to kill a sitting US Senator. They caught up with me just as I was driving to the studio to record this episode. I used my 5th Dan aikido skills, but there were just too many of them. I ended up locked in the trunk of my car. But since Jimmy Gagliano had gone out of his way to pause his mayoral campaigning to be on the show, I was damned if I wasn't going to do the episode. So I open up my laptop and use some crappy headset I found under the spare tire. Fortunately, the two guys assigned to guard me were driving me to a safehouse somewhere near the Canadian border, so I had just enough time to do the full hour. Just as I signed off, they opened the trunk and I used the crappy headset to gouge one of their eyes out, while knocking the other out with my laptop. I picked up the car keys and said "Thanks for the ride," to no one in particular. Just then, about 15 state police cruisers showed up, lights and sirens going. "Freeze!" they ordered me. I raised my hands and gave them a world-weary look. "No!" screamed my wife, who had gone along with them and is also a plucky journalist and a lingerie supermodel. "He's innocent!" And they walked up to me and said sorry for the misunderstanding and something along the lines of "I'm glad our country still has heroes like you." And I nodded wearily because I've seen this all before, and my wife ran up and hugged me and we walked over to the bad guys' car and drove off as the credits began to roll. So that's why my audio just absolutely sucks throughout the episode. But when you consider all that I did that day to make America safe, I think we can still chalk it up as a win. (NOTE - none of this is even close to the plot of Above the Law).  - When talking about how Dean Stott met Prince Harry, I say that they both attended the British equivalent of our JTAC training, which I label "Joint Tactical Air Control." I meant "Joint Terminal Attack Controller." I was not Air Force. It showed.  - In the episode, I make a comparison between the "defund the police" movement and the anti-Balaka militias of the Central African Republic. I meant to use the Selekas/ex-Selekas as an example. As everyone knows, the anti-Balaka are the enemy of the Seleka (and ex-Seleka). I'm sure you all noticed and are appropriately offended. I join you in your outrage. Byson expected to be dead long ago. Now in his sixties, he was given a death sentence quarter of a century ago. But instead of being executed, he’s found himself back at home, looking after his elderly mother, holding down a job, and volunteering to help other prisoners leaving jail. His release was part of a re-sentencing project in Malawi. Anyone who was given the death penalty automatically for killing someone can have their case re-examined. What is known as a mandatory death sentence was ruled to be unconstitutional, so now judges are giving custodial sentences instead, or in some cases inmates are even being freed. Charlotte McDonald travels to the small town of Balaka to visit the Halfway House where Byson mentors former inmates. She visits someone who came out of jail a few years ago and now runs her own business in the village where she was born. And she speaks to one of the last remaining people on death row about their upcoming re-sentencing hearing. Many of those former death row inmates are now back in their communities living and working – but that doesn’t necessarily mean that ordinary Malawians are ready for the death penalty to be abolished. Es gibt Snacks, die sind nicht jedermanns Sache. Zum Beispiel: Gekochte Mäuse. Ungewöhnlich ist das in Malawi, einem Land im Süden Afrikas, auch nicht. Da gelten Mäuse-Kebabs als Spezialität. vier junge Burschen haben sich mit dem Verkauf von Mäuse-Kebabs damit am Straßenrand bei Balaka ihren Lebensunterhalt verdient. Und weil nicht gerade viele an ihrem Verkaufsstand vorbeikamen, haben sie zwischendurch immer wieder Musik auf selbstgebastelten Instrumenten gemacht. Mittlerweile sind die Jungs entdeckt worden, haben eine Europa-Tournee hinter sich und sind doch sprichwörtlich auf dem Boden geblieben. Join Professor Louisa Lombard as she discusses her new book 'State of Rebellion: Violence and Intervention in the Central African Republic', drawing on extensive fieldwork to challenge conventional wisdom about the causes of CAR's violent conflict. About the book: In 2012, a wave of violence swept through the Central African Republic as Seleka rebels clashed with anti-Balaka militias. In the face of seemingly senseless bloodshed, journalists, politicians, and scholars struggled to account for the conflict’s origins. In this first comprehensive account of the violence, Louisa Lombard argues that the conflict was more than a straightforward religious clash between Christians and Muslims. Instead, she traces the roots of the conflict to fears of spiritual insecurity and a social breakdown that drove inter-communal violence. Placing the uprising within its broader social, cultural, and historical context, Lombard reveals the complicated roles played by marginalized rural youths, local political leaders, and the global community in sustaining the conflict, and she offers an urgent corrective to our perceptions of this little-understood country, making a compelling case for international leaders to rethink their approach to resolving the conflict.
