Sarah Price is a landscape gardener who's always seemed to exist on another plane. Her designs work with the environment to create something that feels both otherworldly and of the earth. After undertaking a degree in Fine Art, Sarah went on to design gardens for the London Olympic Park, Manchester's Whitworth Gallery and a Maggie's Centre in Southampton. But she's also made some of the most remarkable - and memorable - gardens on the Chelsea Flower Show Main Avenue, winning two gold medals in the process. We meet Sarah in her garden at home in Abergavenny, Wales, which once belonged to her grandparents. As we walk the paths, streams and tunnels that she had played in as a child, Sarah tells us some of the stories that her garden has carried, how this precious and magical space informs her practice, and what we often overlook when we make gardens. Seeing as it's now autumn, a number of bulbs can be planted in the garden. Here's a few of them: Tulip A fabulous early spring colour. There's some historical stuff with the Dutch making heaps of money out of often virus-ridden “varieties” (early 1600-s AD) selling them for Fl 3000.00 per bulb (while the average yearly wage of a skilled craftsman was around Fl 300.00) – the bulb bubble burst in 1637 AD. These days they are a bit cheaper and more reliable. They grow well in South Island with very cool winters – up north they need winter chilling (taking out of the soil and put in fridge for 8 weeks). In mild climates it pays to plant later in the year, in May or June. But in South Island, planting the bulbs can start in a few weeks; order them now! Great bulb outlets: Bulbs direct Garden Post NZBulbs Fiesta Bulbs Hadstock Farm in Springston Work the soil to 20 cm deep in sunny to semi-shade positions(bulbs prefer well-drained soils). Plant 15 cm spaced and 15 cm deep – in warmer climates, plant them a bit deeper (20 cm deep). A bit of mulch over the planting site will keep weeds down. Bulb fertiliser is recommended and after flowering, some blood and bone will feed the green leaves. Do NOT cut those green leaves after flowering: they gather sunlight (photosynthesis) for re-stocking the food reserves inside the bulbs underground. Narcissus Daffodils Prep the soil to 40 cm or so – daffodils' roots go way down! Plant them 10 cm deep and spaced to 10 cm apart. Well-drained soils work best – perhaps under deciduous trees. Hagley Park is a great example. Planting them in full sun is okay too. Mass planting works well, and the bulbs will come up year after year. They are not as fussy as tulips in terms of cool winter soils. Apart from the far north, the whole of New Zealand is daffodil country. Bulbs will multiply. Crocus: the lovely smelling spring flowers Plant the corms in autumn a couple of centimetres deep and closely-spaced for best effect – they are best lifted after the foliage dies down. Of course, Saffron is a crocus, but it flowers in Autumn (March). Leucojum, also known as snowflake It has a special place in my heart: we used to have a rare and endangered native species in the wetlands where I used to roam as a nature nerd in the Netherlands. Many different varieties now – flowering in early spring, planting in early April. Bulbs in containers Most of these bulbs do well in containers. Picture a terracotta pot with these plants massed together – you can shift them inside when they flower to enjoy, or put them on the patio so you see them through the ranch-slider. Deux mois après l'attentat qui a fait 143 morts dans la grande banlieue de Moscou, une question est toujours sur la table : le sort des travailleurs migrants tadjiks en Russie. Une nécessité vitale pour l'économie du Tadjikistan, un besoin pour la Russie dont l'économie en surchauffe a besoin de bras. De notre envoyée spéciale à Douchanbé,Au départ de Douchanbé pour Moscou, le même processus depuis bientôt deux mois : un passeport scruté sous toutes ses coutures, un visa pour la destination vérifié de manière démonstrative, appuyée et même rugueuse : « On a eu trop d'amendes pour irrégularités » s'est justifié lors du passage de RFI le préposé aux contrôles de la compagnie aérienne.C'est que depuis l'attentat du Crocus, la Russie passe au peigne fin tout vol en provenance du Tadjikistan, mais pas seulement. Cela fait 15 ans que ce voyageur tadjik qui a souhaité garder l'anonymat, fait la navette entre les deux pays et il est inquiet : « Dès le mois d'avril, énormément de compagnies volant entre les deux pays ont refusé de prendre des Tadjiks à leur bord. Northwind et Utair par exemple. D'une manière générale, tout trajet est devenu extrêmement compliqué. Il y a eu aussi une période où l'aéroport de Vnukovo à Moscou refusait carrément tout le monde. C'est même arrivé au point où l'ambassadeur de Russie au Tadjikistan a été convoqué par le ministère des Affaires étrangères. »« Ils peuvent nous déporter au pays »Une tension totalement inédite entre deux pays réputés pour entretenir un partenariat sécuritaire particulièrement étroit. Reste que la dépendance économique de Douchanbé vis-à-vis de Moscou est énorme. Le PIB de ce pays très fermé, ultra autoritaire dépend à plus de 40% des transferts des migrants en Russie. Beaucoup ont fui dans les jours qui ont suivi l'attentat comme cet homme qui a lui aussi demandé l'anonymat : « Je travaillais comme livreur, et la police s'était mise à m'arrêter très souvent, deux à trois fois par semaine. Il y avait des barrages de police partout, et ils vérifiaient tout permis de conduire, les passeports, ils prenaient les empreintes. J'avais très peur et je ne voulais pas avoir de problèmes, vous savez, ils peuvent nous déporter au pays et nous interdire de séjour très longtemps. »Pendant ce temps-là en Russie, ils sont nombreux, notamment dans le secteur du bâtiment, à chercher des bras. C'est le cas de ce chef d'équipe tadjik : « J'ai énormément de propositions, mais je n'ai pas assez d'hommes qualifiés, et je n'arrive pas à honorer toutes les commandes pour lesquelles je m'étais engagé. Mes clients sont mécontents, car tous mes chantiers ont pris du retard. Mais qu'est-ce que je peux y faire ? »Parmi les travailleurs toujours autorisés à travailler en Russie, la volonté de retourner pour mieux y gagner sa vie semble intacte, mais ils sont nombreux à dire avoir encore besoin d'être rassurés.

It's no secret that the economies of Central Asian countries like Uzbekistan, Kyrgyzstan, and Tajikistan rely heavily on labor migration to stay afloat. In 2022, according to the International Organization for Migration, remittances from Russia accounted for just over half of Tajikistan's GDP, and made up more than 20 percent of the GDPs of Kyrgyzstan and Uzbekistan. Many of the workers sending these remittances are their families' sole breadwinner — and given the lack of employment opportunities at home, working in Russia is often their best option, even if means dealing with a maze of bureaucracy and relentless discrimination.  The aftermath of last month's terrorist attack in Moscow has brought the xenophobia that Central Asian migrants face in Russia back into the spotlight, with media outlets reporting on a surge in blatant discrimination and, in some cases, targeted violence. Meanwhile, the Russian authorities have launched a renewed crackdown on migrant workers. This is despite the fact that Russia, with its shrinking population and labor shortage made worse by the war, needs migrants to keep its economy functioning. To learn about Russia's migration policy under Vladimir Putin and how the xenophobic backlash to last month's attack has affected ethnic and religious minorities, The Naked Pravda spoke to Moscow Times special correspondent Leyla Latypova; Carnegie Russia Eurasia Center fellow Temur Umarov; and political scientist Caress Schenk, an associate professor at Nazarbayev University. A mass casualty event was declared for the estimated 7 vehicles and 20 construction workers that fell into the water with the bridge, and SAR operations are ongoing as of this report.-----END TEARLINE-----Analyst Comments: At this time, there is no clear cause for the collision. However, observers noted that the ship appeared to lose power or be experiencing some issue in the seconds before the impact. The DALI is a Maersk-operated cargo vessel flagged in Singapore.As the Francis Scott Key Bridge collapse occurred in one of the busiest ports on the east coast, the logistical impacts will almost certainly be significant and immediate. The bridge debris has almost completely cut off the Port of Baltimore to outside traffic for the foreseeable future. Baltimore was one of the top logistical hubs for Roll-on/Roll-off (RORO) vehicle carrying cargo ships. As no cargo vessel can reach the RORO terminal now, these vessels will be required to offload cargo at other ports on the east coast.The unspoken elephant in the room is the question of whether or not the collision of the M/V DALI was intentional, or an accident. The immediate follow-up question is: if this was an intentional act (via a cyberattack of navigation systems, which have been increasingly vulnerable to GPS spoofing and other exploitations), was this a shadow-war retaliation for the Crocus shooting in Moscow? Or was this incident somehow linked to Chinese cyber efforts, which have crippled varying sectors of American infrastructure over the years? These questions cannot be answered at this time, nor are any substantial details expected to be made public due to the very long and in-depth maritime investigation process. However operational prudence would indicate assuming nefarious intent. As such, though the average person cannot prevent any hostile act on critical infrastructure, workers in many career fields absolutely can. Heightened situational awareness is overwhelmingly recommended for personnel working in career fields by which large industrial incidents can disrupt civilization. Most of the assailants were captured alive, and enhanced field interrogation techniques have indicated that the motive for the attack may have been financial rather than ideological.Aside from the terror attack, substantial changes have been observed in Russia on the military front with regards to the conflict in Ukraine. Just a few hours before the Crocus shooting, the Kremlin announced that Russia is shifting to a state of war in Ukraine. AC: Up until this point, Russia has always referred to the conflict in Ukraine as a “Special Military Operation”, stopping short of calling the conflict a “war”.This policy shift also came after Russia conducted a precision strike on the power generation units of the Dnipro Hydroelectric Station, which provides power for the Zaporizhzhia Nuclear Power Station in southeastern Ukraine.Africa: The ruling military council in Niger has announced the cessation of the military agreement allowing American troops to remain stationed in the country. Following the military coup last year, the majority of US involvement in the region was largely confined to what is publicly known as Base 201. This base is a major hub for U.S. operations conducted against ISIS throughout the region. Far East: China continues to make preparations for what is generally recognized as the most likely national objective over the next few years…the reunification of Taiwan. Almost all of the shooters have been captured alive, and most appear to ethnically be of Tajik descent, or at minimum not ethnically Russian.Far East: Tensions between Taiwan and China have increased slightly above baseline this week following the deployment of American troops to Kinmen Island. Accounting for the fact that these videos are always taken under a state of duress and probably scripted (or at minimum, rehearsed), all of the shooting suspects indicated they were recruited on Telegram and paid to conduct the attack. Again, it must be stressed that most of these “field interrogations” involve clearly documented cases of torture, so any confessions made aren't very reliable from an intelligence collection standpoint.However, in the interest of expediency being the most effective method of countering runaway theories, this is an important distinction to make as the mainstream media is running with the story that the attackers were ISIS and the attack was carried out for ideological reasons. Considering these very rough initial details, at the very least it would be operationally prudent to remember that none of the other confirmed details of this attack match the typical ISIS attack profile. The attack has reportedly left over 40 dead, and hundreds wounded, though these numbers are expected to rise. Following the shooting, the Crocus Hall complex was observed to be on fire. As of this report, hundreds of civilians and victims are reported to still be trapped inside the burning structure.-HomeFront-Washington D.C. – In Congress, the House passed the $1.2 trillion omnibus spending bill this morning. The bill was introduced Thursday night, less than 24 hours before the vote. The bill is over 1,000 pages long. Included in the bill is an additional $300 million for Ukraine and $200 million for the creation of a new FBI headquarters. An extra $1 billion was given to the TSA (in addition to their $10.5 billion funding), specifically for “pay equity investments”.-----END TEARLINE-----Analyst Comments: As the Moscow attack was ongoing, and even before the situation had reached a conclusion, the White House issued a statement that there were no indications that Ukraine was involved, nor did the United States have advance knowledge of this attack. This could be a knee-jerk reaction in order to protect the United States proxy (even without knowing or verifying the facts), or this could suggest knowledge of the incident beforehand. As a reminder, two weeks ago the U.S. State Department (as well as the diplomatic wings of several other European nations) posted very specific warnings via the U.S. Embassy in Moscow, regarding the increased likelihood of terror attacks conducted against soft-targets at public concert venues in Moscow. As evidenced by history, the U.S. DoS has an exceptionally poor ability to assess threats of any kind, much less to specifically outline the exact attack profile used by the terrorists today.Additionally, on the geopolitical front, Russia has officially transitioned into a state of war in Ukraine. Up until this point, Russia has always referred to the combat operations in Ukraine as their “Special Military Operation”, refraining from using the term “war” to describe their military operations.
