Fonā klaigā bērni, kuriem sācies vasaras brīvlaiks, droši skraidot pa Rīgas vēsturisko bruģi, kamēr vietējā tantiņa pa logu uzrauga, lai viss būtu kārtībā. Šo šķietami haotisko, bet patiesībā harmonisko cilvēku mijiedarbību sauc par pilsētas baletu". Šī termina autore ir Džeina Džeikobsa – viena no ievērojamākajām 20. gadsimta pilsētplānošanas aktīvistēm un pilsētu attīstības pētniecēm. Pateicoties Džeinai un viņas spējai mobilizēt kopienas, Ņujorka šodien atšķiras no citām ASV pilsētām ar dzīvīgajām ielām pilsētas kodolā un attīstīto sabiedriskā transporta sistēmu. 50. un 60. gados Džeina un Ņujorkas iedzīvotāji uzvarēja cīņā pret Ņujorkas tā laika galveno plānotāju Robertu Mozusu un viņa centralizēto plānošanas vīziju, kas paredzēja vēsturiskās apbūves nojaukšanu, lai to aizvietotu ar privātajam autotransportam draudzīgu infrastruktūru. [1] Savā 1961. gada grāmatā "Lielo Amerikas pilsētu nāve un dzīvība" (The Death and Life of Great American Cities), kas vēl aizvien iedvesmo pilsētu pētniekus visā pasaulē, Džeina aicina nedomāt par pilsētām kā par vienkāršiem mehānismiem, kas sastāv no ēkām un ceļiem. Tā vietā viņa rosina uz tām raudzīties kā uz pašregulējošiem dzīviem organismiem, kuru galvenā vērtība ir cilvēki un viņu klātbūtne ielās, kas veido pilsētas baletu. [2] Lai gan šī brīža pilsētvides izaicinājumi var radīt pesimismu, Rīgai (īpaši vēsturiskajam centram) joprojām ir milzīgs potenciāls būt dzīvīgai, ja raugāmies no Džeikobsas četru pilsētas attīstības priekšnoteikumu skatupunkta. Pirmais priekšnoteikums ir jaukta izmantošana, kas paredz ielas, uz kurām blakus atrodas dzīvokļi, biroji, veikali, kafejnīcas un skolas. Tas jau šobrīd ir redzams uz Rīgas ielām, piemēram, Tērbatas ielas. Otrais priekšnoteikums ir īsi kvartāli, ko nodrošina Rīgas vēsturiskais ielu tīklojums, piemēram, Āgenskalnā un Vecrīgā, kas ļauj gājējiem izvēlēties dažādus maršrutus un veicina aktīvo ielu stūru un krustojumu veidošanos. Trešais priekšnoteikums ir dažāda vecuma ēkas. Rīgas vērtība ir tās vēsturiskā apbūve ar jūgendstila namiem un koka ēkām. Tām pa vidu mēdz iezagties pa kādai padomju laika būvei, un robus starp ēkām centrā šad un tad aizpilda arī jauni projekti (lai gan ne tik bieži kā Viļņā vai Tallinā). Tomēr, lai šis priekšnoteikums izpildītos pilnībā, tukšie laukumi apbūvē būtu jāaizpilda aktīvāk, un jāmeklē veidi, kā atgriezt dzīvību jau esošajās Rīgas vēsturiskā centra ēkās. Rīgai ir stingri apbūves aizsardzības noteikumi, kas neapšaubāmi ir svarīgi, taču mums bieži trūkst vīzijas, ko darīt ar aizsargātajiem namiem un kā tajos atkal ievest cilvēkus. Tāpat mums nav skaidra plāna, kā aizpildīt Otrā pasaules kara atstātos robus starp ēkām, kur šobrīd nereti ierīkoti stāvlaukumi aiz sētām, bet to malās drūmi slejas ugunsmūri ar pašierīkotiem logiem. Ceturtais priekšnoteikums, kas Rīgai šobrīd pieklibo visvairāk, ir iedzīvotāju blīvums. Lai notiktu pilsētas balets, ir vajadzīgi "dejotāji". Diemžēl Rīgas kodolā viņi pamazām izzūd un kļūst par pasīviem vērotājiem automašīnu plūsmās, kas ik rītu ierodas no Pierīgas. Rīgas vēsturiskā centra apkaimēs kopš 2000. gada iedzīvotāju skaits ir samazinājies par 52 tūkstošiem (33%), kamēr Pierīgā tas ir audzis par 56,6 tūkstošiem (29%). [3] Rīgā pilsētas baletu traucē dejot divi galvenie cēloņi. Pirmais, pret kuru Džeikobsa veiksmīgi cīnījās Ņujorkā, ir pilsētvides erozija automašīnu dēļ. Platās, trokšņainās tranzīta ielas, kas par tādām pārtapa padomju okupācijas gados (piemēram, Čaka, Brīvības, 11. novembra krastmala), ir atņēmušas telpu gājējiem. Baletu nevar dejot, ja skatuve ir saraustīta, šaura strēmele putekļu mākonī. Otrais cēlonis ir dzīvīguma iznīcināšana, pilsētai pārtopot par tukšu muzeju. Nenoliedzami, Rīgas vērtība ir kultūrvēsturiskais mantojums ar bulvāru loku, jūgendstilu un koka arhitektūru, bet Rīgas lielākā vērtība ir tās cilvēki, kas veido kultūru un ienes dzīvību bulvāros un ēkās. Tukšas ēkas dzīvo īsāku mūžu par apdzīvotām ēkām un fasādes pie stāvlaukumiem noput ātrāk par fasādēm pie parkiem. Stingrie apbūves aizsardzības noteikumi būtu jābalansē ar konkrētiem valsts un pašvaldības mehānismiem, lai aizpildītu robus un vēsturiskajos namos atgrieztu cilvēkus. Pārmaiņām jāsākas no apakšas, ieklausoties cilvēkos. Ja iedzīvotāji pārceļas uz Pierīgu zaļākas un klusākas vides dēļ, tad tāda vide ir jārada tepat Rīgā (kā to jau veiksmīgi dara Viļņā un citviet). Ielu telpa ir jāatdod gājējiem, velosipēdiem, kafejnīcām, lai iela kļūtu par galamērķi, nevis tranzīta koridoru. Jāveido mehānismi, kas veicina mājokļu pieejamību pilsētas kodolā un atgriež iedzīvotājus. Rīgai ir gan skaista skatuve, gan potenciālie dejotāji – atliek tikai noslaucīt no skatuves putekļus un radīt apstākļus, lai cilvēki uz ielām vēlētos uzkavēties, lai pilsētas balets var sākties. This role is supported by cholinergic neurotransmission, which modulates pyramidal neuron excitability via postsynaptic nicotinic receptors. We employed whole-cell electrophysiology with neuron reconstruction in brain slices from mice of both sexes to demonstrate that medial prefrontal layer V pyramidal neurons comprise three subtypes that have distinct electrophysiological properties, receptor isoform-specific nicotinic responses, and projection targets. Burst-firing neurons may be sub-divided into subtypes having (i) 7 isoform nicotinic responses and projections to the contralateral cortex, or (ii) 7 and {beta}2 isoform nicotinic responses and projections to the nucleus accumbens. Regular-firing neurons have {beta}2 isoform nicotinic responses and projections to the ventromedial thalamus. These findings provide new insight into an isoform-specific mechanism by which cholinergic neurotransmission modulates distinct efferent projections from this cognitive brain region. Hour Children connects incarcerated mothers with their children, who stay for a few days with volunteer families living near correctional facilities while they visit their jailed mothers. Radio Rotary welcomes back Dr. Alethea Taylor, executive director of Hour Children, along with Kate Paletta, an Hour Children volunteer for the past 18 years. Ms. Paletta cares for children of the incarcerated mother for a few days so that the children can visit their mothers at nearby Bedford Hills Correctional Facility for Women. Bedford Hills provides a parenting center for the visits. The visiting children interact also with Kate's four children, often forming lasting relationships. The Hour Children program raises money and brings host families, children, and mothers together at an annual Mother's Day luncheon. It was an honor to have Jason Paletta on the podcast, a true patriot putting his money where his mouth is to save California and America. I have so much respect for this man who is not afraid and willing to get in the fight. Growing up in this great state, Jason was active in the Future Farmers of America at Colusa High School and worked in rice fields or moving water irrigation pipes in walnut orchards. After graduating from Colusa High school, Jason joined the U.S. Army where he was assigned to the 82nd Airborne Division as an Airborne Infantryman. He was honorably discharged and returned back to California where he attended the police academy in 1998. It's time to send a peace officer to the California State Assembly! Jason Paletta is a twenty-three-year law enforcement veteran and former SWAT officer. He currently is with the California Department of Justice, where he works as a Special Agent on the Violent Crimes Team. The lifelong Northern California resident is a husband and father of three. Besides his regular law enforcement duties, Jason has served in various security roles for our country. From 2011 to 2013, Paletta worked with the U.S. Department of State as part of the High Threat Diplomatic Protection corps. From January 2011 to May 2012, Jason was assigned to the U.S. Ambassador's Protection Detail, Counter Assault Team, and the Downed Aircraft Recovery Team in Iraq, conducting numerous missions in the Red Zone. From June 2012 to October 2013, he worked as a firearms instructor and was assigned to the Quick Reaction Force (QRF) in Herat and Mazar-E-Sharif, Afghanistan. Jason Paletta is also a veteran of the United States Army, serving in the 3/504 Parachute Infantry Regiment with the 82nd Airborne. As a former SWAT officer, gang detective, field training officer, recruitment officer, member of the Federal Safe Streets Task Force, and president of the Police Officer Association, Jason has seen first-hand how pro-criminal policies like Prop. 47, AB 109, and related legislation have made California's communities and families less safe. That is why Jason is now running for State Assembly. His perspective and background as a law enforcement officer, military veteran, husband, and father can help restore California. After waking up at an ungodly hour to watch the Empoli game, my spirits were nearly at an all time low having watched such a terrible performance. The weight of years of douchebaggery just came crashing down on me with the injuries, suspensions and poor play from that match just the punctuation mark. The only plausible comparison I could conjure for where Milan is headed was a train wreck. But I'm not jumping off of this train anytime soon.
