The Oregon Convention Center (OCC) was opened in 1990 with the backing of Metro, the Portland regional government. It was opened to create more economic growth opportunities in Portland. In 2003 the convention center was underperforming, and Metro made the decision to upgrade. This renovation came with the promise of generating surplus revenue. Unfortunately, the site continued to underperform, leading Metro to invest in the construction of an on-site hotel that would be owned and managed by Hyatt but subsidized by public funding. Metro would provide $60 million of the $74 million in public funding through revenue bonds.  Metro justified this by stating it would push convention related spending in Portland to over a billion dollars annually. This decision was strongly opposed by both residents and private hotel operators in Portland. As of 2023, the site was only providing $330 million in convention related spending. Metro is now considering renovating the Portland Expo Center into a sport venue.  Projections for the upgraded Expo show positive cashflow. However, large publicly financed projects have failed to meet financial forecasts. When Metro officials meet in December to discuss the Expo Center project, they should consider the past before committing to public funding.

The Portland Expo Center has been serving our region through trade shows and local events for nearly 60 years. However, the facility has been under-maintained, and in 2019 upgrades to the Oregon Convention Center made the Expo Center obsolete. The Expo Center is operated by Metro, which is looking for alternative uses for that site. In June, a public meeting was held to unveil Metro's latest vision, which is a recreational sports center featuring basketball and volleyball courts, ice skating rinks, and turf fields. However, sports facilities are expensive both to build and operate. Metro's forecast for the Expo Center rebuild is expected to cost $225-450 million in taxpayer dollars. Metro claims that no further subsidies would be necessary because the facility would be self-sustaining. However, similar facilities around the country are currently losing half a million to two million dollars annually. Metro will hold another public meeting on the project in December. At that time the agency should consider additional options. One could be to sell the property. Another could be to convert it to a homeless shelter, with spaces set aside for people living in vehicles. Other venues operated by Metro, including the Convention Center and the Portland Zoo, have never been self-sustaining. Voters should be skeptical of claims that a new sports complex will pay for itself.

This week we will feature one dog since there is so much to cover. Let's start with Bree. Bree is a 5 year old white and tan pit/boxer mix that weighs in at 78 pounds of lovable. She gets along with other dogs but is seeking a home without any pesky cats. Bree would love a home that gives her plenty of playtime but she also enjoys snacks on the couch. She has been in the shelters care for a few weeks now and is eager to find her forever home. Since the start of Furever Friends back in 2017 we have adopted 586 of the 587 pets talked about on the show! The Clear The Kennels special was very successful, the shelter adopted out 44 dogs into their new furever homes. The shelter would also like to give a shout out to the Barking Barber for their much appreciated support, as they have done an amazing job grooming some of our dogs that were in desperate need of a trip to the salon. The shelter will be closed this Friday and Saturday, May 10th & 11th, as they prepare to take part in Lou Adopts. If you haven't heard about Lou Adopts it's a huge adoption event where around a dozen shelters and rescues will be set up finding forever homes for their dogs. Last year nearly 120 dogs found their families during this event. Lou Adopts is taking place this Saturday from 12-4 at the Kentucky Fair and Expo Center in Louisville, if you're looking to add a new dog to your family this is the place to be. Santa Claus is coming to Cass, so get your train tickets in advance…on today's daily304. #1 – From WVVA-TV –  The Mercer County Commission recently held a public hearing regarding a $100 million Economic Development Authority project that is slated to start construction in 2024. The Ridges Sports Complex and Expo Center will be located right off Exit 9 in Princeton. The complex will consist of multiple sports fields;  a commercial area that will welcome retailers, restaurants and lodging; and a parks and recreation area for walking trails, playgrounds and a dog park. The commission voted to approve the land on which The Ridges will be built to be its own economic district. “It's important to note that no taxpayers are going to have their taxes raised,” Economic Development Authority Executive Director John O'Neal said. “The County Commission is not having to dedicate any money out of their budget for this. This shop serves that need and elevates the whole experience in Morgan County.” Business Coach Carol Goolsby, who also teaches at Shepherd University, used her unique position in education and business to connect her students to Trail Depot. The students helped the shop with their inventory and merchandise, supply chain, research, marketing, and more.  “It's been a really valuable experience for Amanda and Alex as a small business starting out and a valuable experience for students as well to be able to work with a real business, helping them build and develop to the place they are today,” Goolsby said. According to the National Weather Service it will become increasingly cloudy during the day in the Cedar Rapids area, with a high near 89 degrees. There will be somewhere between 30 and 40 percent of a chance for showers and thunderstorms between 3 and 9 p.m. Thursday night, it is predicted to be partly cloudy, with a low of around 66 degrees.You might not have to hear about the debt ceiling on the news for a while, assuming this passes in the Senate.According to reporting from the Associated Press, the House approved a debt ceiling and budget cuts package late Wednesday, as President Joe Biden and Speaker Kevin McCarthy assembled enough Democrats and Republicans to pass the bill, while more conservative and liberal members of both parties still voted no in protest for various reasons.The hard-fought deal pleased few, but lawmakers assessed it was better than the alternative — a devastating economic upheaval if Congress failed to act. Tensions ran high throughout the day as hard-right Republicans refused the deal, while Democrats said “extremist” GOP views were risking a debt default as soon as next week.The package makes some inroads in curbing the nation's debt as Republicans demanded, without rolling back Trump-era tax breaks as Biden wanted. To pass it, Biden and McCarthy counted on support from the political center, a rarity these days in Washington.With an overwhelming House vote, 314-117, the bill now heads to the Senate with passage expected by the end of the week.In his first visit to Iowa as a declared presidential candidate, Florida Gov. Ron DeSantis repeatedly framed Iowa and Florida as partners in a Republican battle to “restore sanity.”To DeSantis, that includes laws prohibiting instruction on gender identity and sexual orientation in public schools, banning gender-affirming care for minors, and making abortions illegal after six weeks of pregnancy.“Iowa has really set a great standard,” DeSantis told a crowd of about 500 people gathered Wednesday at Hawkeye Downs Speedway & Expo Center.“People have said that all of the success in Iowa with these great conservative policies makes Iowa the Florida of the North. I don't know … maybe we're the Iowa of the South,” he said to loud applause. He vowed to send Biden “back to his basement,” and said the nation is “careening toward bankruptcy” in the wake of Biden's debt ceiling deal with House Speaker Kevin McCarthy.Meanwhile, former Vice President Mike Pence will launch his presidential campaign during a Des Moines rally on June 7, a source familiar with Pence's plans confirmed.The former vice president has made frequent visits to Iowa as he explored a bid for president. He will join several other presidential contenders at Republican U.S. Sen. Joni Ernst's annual Roast and Ride fundraiser on Saturday, days before the planned campaign launch.He plans to campaign in all 99 counties, according to multiple reports. Founded in 2018, Ruthless Ryderz is a roundup club for cowboys and cowgirls started by my guest for Ep 210 Tyrone Brown Sr. Originally from Okmulgee, OK, Tyrone moved to Memphis in 2010 and began expanding Ruthless Ryderz which now has over one hundred members in nine states. Members partake in western rodeo events, horse shows, trail rides and parades. Take a listen as Tyrone discusses the rich history of the black rodeo and the incredible culture that has been established in Memphis. Tyrone is having the Ruthless Ryderz Southern Soul Black Invitational Rodeo & Pony Express Blowout on Saturday, May 21st at the Tunica Arena & Expo Center. Full Text: For more than a year, Cascade Policy Institute has urged Metro to convert all or part of its Expo Center into a shelter for the region's homeless. For much of that year, the City of Portland and Metro have had on-again, off-again conversations about using the site. Let's face it. The Expo Center is a money pit. It needs subsidies from Metro, Portland, and Multnomah County just to cover its operating costs. Metro likes to brag that the Expo Center generates $50 million of economic activity in the region. That's the equivalent of a single Fred Meyer store. If the Expo Center shut down tomorrow, no one would notice. Nevertheless, the commission overseeing the Expo Center seems to want no part in helping to address the region's homelessness crisis. Their rationale seems to fall into two categories: nostalgia and NIMBYism. Last week, the chair of the commission objected because she said she went to the Expo Center as a child and has fond memories of going to the county fair there. The fair left the Expo Center more than a quarter-century ago. I don't think it's coming back. On the NIMBY front, the chair complained that she didn't want stolen vehicles parked at the Expo Center—as if it's somehow better that stolen vehicles are lined up along Marine Drive. Commissioners were concerned that the sight of homeless people and vehicles would turn off the polite society that attends Expo Center events. Full Text: For years, Portland residents have dealt with homeless individuals parking cars and RVs along neighborhood sidewalks, bringing garbage, drug usage, and even blazing fires along with them. This illegal parking has drastically reduced the safety and cleanliness of the city. In late 2020, the City of Portland and Metro began to consider a simple solution: Allow those who live out of their vehicles to park legally at Portland's underused Expo Center. The plan seemed logical. The Expo Center is removed from residential and commercial areas, boasts an expansive parking lot, and offers easy access to public transit. Once in a centralized location, homeless campers could also more easily connect with resources to help them get back on their feet. After almost a year of discussions, the two sides abandoned the project over a dispute about which part of the parking lot to use. Now, with primary elections just around the corner, public officials seem to have found a much-needed sense of urgency. On April 18, Metro and the City of Portland will hold an emergency meeting to move forward with the homeless parking site. For Portland's livability to be restored, the two jurisdictions need to do whatever it takes to fast-track the project's development. And, once completed, they need to begin making campers move there.
