Victoria's Pandemic Powers Bill is in disarray. As Sky News reported, "Former Labor cabinet minister Adem Somyurek has remained defiant in his opposition to the controversial pandemic powers bill after the Andrews Government successfully delayed a vote in the upper house. The Labor Government moved a motion on Thursday to delay the debate to secure Premier Daniel Andrews more time to pick off only one more cross bencher after Mr Somyurek revealed he would block the legislation. With the Andrews Government now scrambling to negotiate an additional vote before Parliament sits again in two weeks, Mr Somyurek said he could not be “bought off”. “I'm probably the only MP in this place that cannot be bought off,” he told reporters on Friday. “I'm not going to stand again so nobody can buy me off.” Mr Somyurek, who successfully applied to have his suspension lifted on Wednesday after he was banned for failing to disclose his vaccination status, told the Herald Sun his intention to block passage of the bill. The president of the Victorian Bar previously slammed that new pandemic legislation (https://www.legislation.vic.gov.au/bills/public-health-and-wellbeing-amendment-pandemic-management-bill-2021) as “appalling” and claims the government “grossly misrepresented” its consultation with the barristers' peak body. Christopher Blanden, QC, said the new laws, designed to replace sweeping state of emergency powers, would give the Premier unprecedented power with little to no checks and balances. Victorian Premier Daniel Andrews is likely to need the support of the crossbench in order to pass sweeping new pandemic powers in the state's parliament. The controversial pandemic legislation is one vote away from passing a month out from the Victoria's State of Emergency powers expiring. It's understood Mr Andrews is in desperate talks with the crossbench to try and gain enough support for the Public Health and Wellbeing Amendment (Pandemic Management) Bill 2021 before the deadline. Former Labor powerbroker Adem Somyurek indicated this week that he would re-enter the parliament for just the second time in more than a year to vote against the legislation. The Government has temporarily adjourned debate on the bill. Luke Grant spoke to one of the key crossbench voters, Rod Barton from the Transport Matters Party. The Party Leader and representative for the Eastern Metropolitan region said he will not support the legislation in its current form. But he says the Government will need to present the bill in some form, or else it will be left without any pandemic management powers. Foreign Affairs Minister Marise Payne has defended the axing of Victoria's controversial Belt and Road agreement with China despite threats it will “further damage” the strained relationship.Senator Payne on Wednesday night announced that four deals between the state government and foreign countries would be scrapped under new powers because they weren't in the nation's interest.But Chinese officials have already lashed the move, saying it shows Australia had no sincerity to improve relations with its largest trading partner.In a statement, the embassy in Canberra said the Belt and Road deal brought “tangible benefits” for both parties and was conducive to deepening economic and trade relations.“This is another unreasonable and provocative move taken by the Australian side against China,” a spokesperson said in a statement.“It is bound to bring further damage to bilateral relations and will only end up hurting itself.”Senator Payne on Thursday said the new powers weren't aimed at “any one country” and Australia would continue to emphasise its commitment to engaging with China.“It is most certainly not intended to harm Australia's relationships with any countries,” she told ABC AM.“I hope that if there are any concerns they will be raised with the government.”Senator Payne rejected the assertion that Australian producers should prepare for more retaliation from China – despite wine and barley producers being slapped with tariffs and customs issues with Australian seafood, coal and timber last year.“Australia is operating in our national interests, we are very careful and very considered in that approach,” she said.“It's about ensuring we have a consistent approach to foreign policy.”More than 1000 deals have been reported to the federal government so far.But only two of Victoria's Belt and Road documents, as well as two education agreements between the state and Iran and Syria, have been cancelled.This comes after new laws to tear up agreements between foreign powers and states, territories, universities and local governments that don't meet the national interest test were introduced in December 2020.Senator Payne said she expected the overwhelming majority of deals to remain unaffected.Former Labor leader Bill Shorten agreed the government had made the right decision.“We wouldn't have signed the arrangements either if we were in government,” Mr Shorten told Today.“It's important the Morrison government takes control of our relations with China.”
