Kendra Sullivan's latest book of poetry, Reps (Ugly Duckling Presse, 2024), cycles through a series of operational exercises that gradually enable her to narrate an attempted escape from the trappings of narrativity—plot, character, chronology, and the promise of a probable future issuing forth from a stable past. From deep within a narrowly constrained relational data set sometimes defined as memory, sometimes identity, and sometimes collectivity, Sullivan explores, by turns, the open sea as a mode of knowing and means of conveying knowledge; the fluidity of beings, nonbeings, and the forces animating both; maps, countermaps, and the restructuring of shared worlds. Kendra Sullivan is a poet, public artist, and activist scholar. She is the Director of the Center for the Humanities at the CUNY Graduate Center, where she leads the Andrew W. Mellon Seminar on Public Engagement and Collaborative Research and coleads the NYC Climate Justice Hub. She is the publisher of Lost & Found: The CUNY Poetics Document Initiative and the co-editorial director of Women's Studies Quarterly. Kendra makes public art addressing waterfront access and equity issues in cities around the world and has published her writing on art, ecology, and engagement widely. She is the co-founder of the Sunview Luncheonette, a cooperative arts venue in Greenpoint, Brooklyn; and a member of Mare Liberum, a collective of artists, activists, and boatbuilders. History of Modern International Law till the end of 18th century Authority of the Organized Church was beginning to be challenged as there were constant struggles between religious authorities and rulers known as Crusades (12th and 13th centuries). Introduction of Modern Printing in the 15th Century disseminated knowledge undermining feudalism. Renaissance – 15th Century Treaty of Tordesillas – 1493 – Between Isabella I of Castile, Ferdinand II of Aragon and John II, King of Portugal establishing a new boundary or demarcation line. Development of Concept of ‘Sovereignty' by scholars like Bodin, Machiavelli, Hobbes etc. (15th and 16th centuries).Increase in the number of independent states led to formation of customary rules of International Law involving diplomatic relations. Earlier, International Law was called ‘Law of Nations'. Treaty of Amasya establishing peace – 1555 – Between Ottomans and Safavids after their war. International Law was influenced by Natural Law (Inherent Law or Higher Law based on God, Nature and Reason) (15th and 16th centuries). Important scholars like Vittoria, Belli, Brunus, Suarez, Gentilis were present during this period. Formation of Dutch East India Company – 1602 – Colonial Expansion. Establishment of lex mercatoria by Britain as international trade was increasing at a frantic pace. The greatest of the early writers is Hugo Grotius and is often called the father of International Law (16th and 17th centuries). De Jure Belli ac Pacis (1625) by Grotius dealt with actual customs that were followed by the states of the day. The concept of Freedom of Seas was also explained and put forth by Grotius through his work Mare Liberum (1609). Peace of Westphalia – 1648 – Two treaties signed in the Westphalian cities of Osnabruck and Munster ending the thirty years war that brought peace to the Holy Roman empire. Peace of Utrecht – 1715 – Series of treaties – Between Great Britian, France, Portugal and Spain for end of War of the Spanish Succession. 1758 – Scholar Emer De Vattel published the famous work of ‘The Law of Nations'. 4th July 1776 – US Declaration of Independence – Brought the concept of ‘self-determination' to the world stage.

Veronza Bowers, Jr: 47 Years of Justice Denied This week, we're airing a conversation recorded by Eda Levinson on September 12th, 2002, with political prisoner Veronza Bowers, Jr. It originally aired on Youth Speaks Out on KZYX in Modesto County, California, and we re-air this with permission of Veronza and the current producer of the Youth Speaks Out. Transcript PDF (Unimposed) Zine (Imposed PDF) For the hour, you'll hear former Black Panther Party member Veronza describe to the audience in his own words his upbringing, his experiences of racism, his time in prison, his case, his views on the burgeoning War on Terror, and the situation of political prisoners in the US. You'll also hear some recordings of Veronza playing the shakuhachi bamboo flute. Veronza was convicted of the death of a US Park Ranger on the word of two prison informants who were paid and received reduced sentences. Veronza continues to claim his innocence and he has been illegally held beyond his mandatory release date of June 21, 2005, based on political pressure by GW Bush appointed Attorney General Alberto Gonzales apparently on behalf of the Association of National Park Rangers, the widow of the dead ranger and the Fraternal Order of Police. The conversation is very much a product of it's time, for instance the discussion of the implications of the one year anniversary of the September 11th attacks on the World Trade Center and Pentagon. Sadly there is a timelessness in their discussion of the brutal war against the people of Afghanistan as well as the continued incarceration of Veronza, Mumia Abu-Jamal and Leonard Peltier, alongside many other long term, leftist and liberation political prisoners held by the US government. Currently, the Biden administration is discussing some sort of pull out of US troops from Afghanistan on the 20th anniversary of the 9/11 attacks, in the last year we've seen the deaths due to medical neglect and decades of incarceration for political prisoners like Romaine “Chip” Fitzgerald, deaths right after release like Delbert Africa, and the endangering of aging political prisoners in their 70's and 80's who've had bouts with covid and cancers inside like Sundiata Acoli, Dr Mutulu Shakur and Russell “Maroon” Shoatz. Veronza was successfully treated for lymphoma and pneumonia in 2017 and 2018, having hip surgery in 2019 but his death by incarceration only looms a larger possibility day by day. He developed congestive heart disease from his time inside and this year Mumia has contracted covid-19 and is fighting for his life in an emergency heart surgery. The white supremacist police state failed at assassinating Mumia, they failed at executing him and now they're killing him by medical malfeasance and mistreatment. It is long past time for Mumia to be free. You can join Mumia's friends and family for his 67th birthday on April 24th by taking to the streets to exert pressure to releaes Mumia so he can get the medical treatment he needs and end this charade of injustice. I spoke with Jack Sapoch, coordinator of No Name Kitchen's border violence reporting, itself part of the Border Violence Monitoring Network (BVMN). We spoke about the EU's policy of violence against asylum seekers on the so-called 'Balkan Route' and how BVMN partners have been trying to document it and support those being victimised by it. BVMN works through a democratic and horizontal management, in which each NGOs (or partner) is involved in different areas and carries out several tasks: A group of NGOs which works on reporting (collecting pushback cases): No Name Kitchen, Collective Aid, Escuela con Alma, Re:Ports Sarajevo. A group of NGOs which dedicates its effort to the advocacy strategy: Are You Syrious, Centre for Peace Studies, Info Kolpa, Mobile Info Team, Mare Liberum. Rigardu, a German-based NGO which is responsible for the management and administrative coordination and forms the legal frame for the Network. Topics covered also include: the role of the Croatian government and other governments on the so-called 'Balkan Route'; EU-funded/supported (re)borderisation processes which violates the rights of asylum seekers; lack of awareness by EU citizens of this Balkan Route; and how BVMN uses open-source investigations like that used by Bellingcat and Forensic Architecture to uncover these abuses. From the early 17th to the mid-20th century (the Grotian Era), the oceans were regarded as a minimally regulated ‘free’ space. Abstract: The norms/laws that developed in that time were essentially restricted to those considered necessary to protect the notion of Mare Liberum and the free use of the oceans. Since the Second World War, however, the various dimensions of the ocean environment have been experiencing significant - even profound - change. As a consequence, we are certainly now in a process of transition from one era of ocean governance into another, the eventual characteristics of which are not easily predicted. One feature of the contemporary social and normative dimensions of the ocean environment is to do with the treatment of people and the protection of their human rights. How is this achieved in an area covering well over half the Earth’s surface not subject to the territorial jurisdiction of any state? Indeed, is this achievable at all? Bio: Steven Haines is Professor of Public International Law at the University of Greenwich, with specialist interests in law at sea (in both peace and war) and ocean governance in general. A former Royal Navy officer with over thirty years service, including sea-service worldwide, he took early retirement from the Ministry of Defence Central Policy Staff in 2003 to found and head the Department of Politics and International Relations at Royal Holloway College, University of London. In 2008 he moved to Geneva to join the Management Board of the Geneva Centre for Security Policy and to head its Security and Law Programme. He was appointed to his Chair in Greenwich in 2012. He is a former Hudson Visiting Fellow at St Antony’s College (2001) and Visiting Fellow on Oxford’s Changing Character of War Programme (2012-13), and is currently a Senior Research Fellow in the University of Cambridge’s Centre for Rising Powers. He is a Trustee of the NGO Human Rights at Sea.
