As imagens de milhares de pessoas a chegarem a Ceuta podem contribuir para “normalizar a ideia de uma Europa Fortaleza”, considera a investigadora Maria Ferreira. A professora no Instituto Superior de Ciências Sociais e Políticas da Universidade de Lisboa sublinha que o que aconteceu no enclave espanhol no norte de África alimenta “a representação discursiva muito utilizada pelos partidos de direita radical da grande invasão” e alerta que essa narrativa já entrou na agenda política dos partidos moderados que vão “cavalgar a onda do alegado perigo dos fluxos migratórios”. “O que seria desejável era que se encontrasse um princípio de solidariedade entre os Estados-Membros que pertencem ao espaço Schengen”, diz Maria Ferreira, mas, até agora, o que esta crise revelou é essa falta de solidariedade. A chegada a Ceuta, na semana passada, de milhares de migrantes desencadeou uma crise diplomática entre Espanha e os parceiros europeus mais críticos em relação à política de migração do Governo do socialista Pedro Sánchez. O líder espanhol lamentou a falta de solidariedade dos parceiros europeus, lembrou que Espanha controlou a sua fronteira em 48 horas e que repatriou a quase totalidade dos migrantes. Mesmo assim, 22 Estados-membros pediram uma reunião de emergência de ministros do Interior, esta terça-feira, em que participam também governantes dos países que não pertencem ao bloco da UE mas que integram o espaço Schengen, como a Suíça, a Noruega, a Islândia e o Liechtenstein. A liderar esse movimento esteve a primeira-ministra italiana, Giorgia Meloni, que foi rápida a suspender o tratado de Schengen por causa de Ceuta, tendo no horizonte a campanha eleitoral italiana de 2027. De recordar que, segundo a Frontex, entre 2021 e 2026, a Espanha registou metade das entradas irregulares de migrantes do que Itália, mesmo sendo o único Estado-membro com uma fronteira terrestre com África. Para falarmos sobre este tema, convidámos Maria Ferreira, investigadora no Instituto Superior de Ciências Sociais e Políticas da Universidade de Lisboa, que alerta que esta situação pode contribuir para “normalizar a ideia de uma Europa Fortaleza” e sublinha que “o que seria desejável era que se encontrasse um princípio de solidariedade entre os Estados-Membros que pertencem ao espaço Schengen”. O problema é que esta crise parece revelar precisamente essa falta de solidariedade, três anos depois de a União Europeia ter ajudado Itália durante a crise migratória de Lampedusa. RFI: O que se espera da reunião desta terça-feira? Maria Ferreira, Investigadora no Instituto Superior de Ciências Sociais e Políticas da Universidade de Lisboa: “O que seria desejável era que hoje se encontrasse um princípio de solidariedade entre os Estados-Membros, nomeadamente os Estados-Membros que pertencem ao espaço Schengen. No passado, essa solidariedade permitiu, de alguma forma, que se ultrapassassem as anteriores crises migratórias que foram fustigando as fronteiras externas do espaço Schengen. O que se está a passar neste momento é que Ceuta e Melilla estão a surgir como as cadeias mais fracas da vasta rede que é formada pela fronteira externa do espaço Schengen. E como as questões migratórias estão na agenda não só dos partidos populistas de direita radical, mas também na agenda dos partidos do centro, quer de centro-esquerda quer de centro-direita, os Estados, perante aquelas imagens que percorreram os media e as redes sociais, sentem necessidade de dar resposta perante as suas próprias populações e não parecerem vulneráveis àquele tipo de, digamos assim, violação das fronteiras externas do espaço Schengen.” Está a haver, de certa forma, uma instrumentalização da situação em Ceuta por parte dos governos populistas do resto da Europa? “Não só por parte dos governos populistas. Há que notar que é verdade que as questões migratórias e as questões do asilo - que são coisas distintas, muito embora os partidos populistas de direita radical tendam a não distinguir estes dois factores - são um importantíssimo elemento da agenda política dos partidos radicais de direita populistas, mas há um efeito de contágio para as agendas mesmo dos partidos mais moderados de centro-direita e de centro-esquerda e dos governos mais moderados de centro-esquerda e centro-direita, que muitas vezes estão em coligação com partidos de direita radical ou que, de alguma forma, têm uma posição muito frágil e dependem dos partidos de direita radical - como por exemplo, acontece com a AD e o Chega [Portugal]. Por isso há aqui um efeito de contágio entre os partidos de direita e os próprios partidos que normalmente eram moderados e que tinham uma posição de maior equilíbrio em relação às migrações, mas que hoje têm que responder perante as suas populações e têm que responder perante o medo crescente da população europeia em relação àquilo a que se chama ‘a grande substituição' e aos fluxos que vêm de outros continentes, de outras culturas, e acabam por cavalgar a onda do alegado perigo dos fluxos migratórios que é uma representação discursiva, mas que acabou por ser confirmada por aquelas imagens que nos chegaram nos últimos dias de Ceuta e que vêm, de alguma forma, corroborar a imagem tradicional que é muito utilizada pelos partidos de direita radical da ‘grande invasão', da onda que vem do mar, da onda que vem de uma cultura diferente do Islão e que - dizem - nos vem de alguma forma assaltar e pôr em causa o nosso estilo de vida.” A reunião de hoje, que decorre por videoconferência, surge depois de uma carta assinada por 22 Estados-membros do bloco europeu, não subscrita por Portugal. Esses países lamentaram o que chamaram de “imigração descontrolada”, que constituiria uma “ameaça para a Europa”. Também chegaram a propor a exclusão de Espanha do espaço Schengen, a zona de livre circulação na Europa. É possível excluir a Espanha do espaço Schengen? Ceuta e Melilla pertencem ao espaço Schengen? “Ceuta e Melilla têm um estatuto específico dentro do espaço Schengen porque não é possível haver livre circulação entre os territórios de Ceuta e Melilla e o território continental espanhol. Não é possível à União Europeia excluir um Estado do espaço Schengen. Já foi feita uma proposta pela Comissão Europeia de ser a Comissão Europeia a decidir quando e em que circunstâncias se pode suspender do espaço Schengen. Essa proposta foi vetada, curiosamente, pelos parlamentos nacionais da União Europeia que invocaram o princípio da subsidiariedade e não deixaram que o poder de suspender um Estado do espaço Schengen coubesse à Comissão Europeia. Portanto, esse poder permanece nas mãos dos Estados e só um Estado pode decidir se uma determinada circunstância é grave o suficiente para que esse Estado tome a decisão de suspender o espaço Schengen e reinstaurar o controlo externo das fronteiras. No caso de Ceuta e Melilla, o governo espanhol não precisa de tomar essa decisão porque têm um estatuto especial dentro do espaço Schengen e isso é confirmado por documentos da própria União Europeia. A Espanha não precisa de suspender a livre circulação no espaço Schengen porque não há a possibilidade de haver livre circulação entre esses dois enclaves e o território continental espanhol. Ou seja, há verificação de documentos de identificação entre esses dois territórios que são autónomos e o território continental espanhol, exactamente porque se considera que Ceuta e Melilla são, digamos assim, os elos mais fracos de uma cadeia muito vasta que são as fronteiras externas do espaço Schengen. E como a robustez dessa cadeia depende da robustez dos elos mais fracos, a Ceuta e Melilla foi-lhes concedido este estatuto especial e não há possibilidade de se entrar no espaço continental espanhol e logo no espaço Schengen através de Ceuta e Melilla. E é por isso que a reacção italiana ou a reacção finlandesa ou mesma a reacção francesa noutro grau não têm grande sentido porque não é possível aos migrantes, como aliás se viu, entrarem no território continental espanhol via Ceuta ou via Melilla e depois passarem a circular livremente no espaço Schengen de forma regular. Não quer dizer que isso não aconteça de forma ilegal ou irregular, mas de forma regular isso não pode acontecer até porque nem Itália nem a Finlândia fazem fronteira directa com a Espanha, só França e Portugal é que estariam nessa situação. Por isso, a reacção, sobretudo italiana, quer de outros Estados europeus, não faz sentido no quadro das próprias leis do regime de Schengen.” Alguns analistas sugeriram que Marrocos poderia ter permitido a travessia dos migrantes para exercer pressão diplomática sobre Espanha, que recentemente melhorou as suas relações com a Argélia. As autoridades espanholas, por sua vez, responsabilizaram redes criminosas de difundir boatos sobre a questão do Tribunal Supremo Espanhol sobre a imigração. Qual é que é concretamente a política migratória espanhola? Pedro Sánchez tem uma visão diferente do resto dos europeus, uma visão mais aberta para acolher os migrantes? “Tem uma visão que é, ao mesmo tempo, mais humanista porque trata os migrantes como seres humanos, o que muitas vezes é esquecido na retórica dos partidos populistas de direita radical - e chamo a atenção que hoje saiu a notícia de que o governo espanhol está já atento ao facto de grande parte destes imigrantes serem menores não acompanhados e terem que ser, por exemplo, reintegrados em centros de acolhimento - mas também tem uma perspectiva particularmente pragmática porque com o envelhecimento demográfico nós sabemos que a Europa e a União Europeia precisa de mão-de-obra. E se nós ouvirmos os testemunhos destes jovens que fizeram a travessia, muitas vezes eles dizem: ‘Nós temos skills, nós temos profissões, nós temos coisas para dar aos europeus, nós podemos trabalhar'. A Europa precisa dessa mão-de-obra laboral, algo que muitas vezes é esquecido na retórica dos partidos de extrema-direita que rejeitam este tipo de fluxos migratórios, sabendo, por exemplo, que em Portugal, no sector da construção, há uma grande necessidade de mão-de-obra. Agora, não podemos pôr só o foco de análise nos governos europeus. O governo de Marrocos tem aqui um papel fundamental porque, de alguma forma, fechou os olhos a este fluxo massivo para Ceuta, porque tem problemas internos de desemprego, de instabilidade social que nós, quando olhamos para a questão migratória no sul da Europa, tendemos a esquecer. Portanto, não podemos olhar só para as políticas migratórias italiana, francesa, portuguesa e neste caso, espanhola. Também temos que olhar para os vectores que vêm do sul, ou seja, para os problemas que os países como Marrocos ou como a Argélia têm. E não estou só a falar de problemas de política internacional que têm a ver, por exemplo, com os acordos entre Espanha e Argélia que teriam beliscado a relação com Marrocos. Estou a falar de problemas de segurança humana, de escassez de recursos para manter a população. E é claro que essa pressão sentida por Marrocos faz com que estes países facilitem o trânsito, sobretudo de jovens que não conseguem empregar e que não conseguem integrar nas suas sociedades, para os países europeus. Temos que ter aqui uma análise, penso eu, mais abrangente. Olhar não só para as nossas necessidades enquanto país de acolhimento, mas também para as necessidades dos países que são a origem dos fluxos migratórios e é aquilo que a União Europeia tem estado a fazer nos últimos anos, e tentar eliminar as raízes dos fluxos migratórios, sobretudo ilegais, nos países de origem. E não nos esqueçamos que daqui a quatro anos e meio, Marrocos vai também organizar com Portugal e Espanha, o Campeonato do Mundo de Futebol e, portanto, vão aqui existir dinâmicas de fluxos migratórios possivelmente mais intensas e esta questão vai ser recorrente, mesmo que Espanha agora consiga reenviar para Marrocos como está a fazer com grande parte destes fluxos migratórios, esta questão será sempre recorrente. Como nós vimos, basta uma notícia começar a correr nas redes sociais de que haverá uma maior facilitação por parte de Espanha, uma perspectiva mais favorável em relação aos fluxos migratórios, para esta questão poder ser recorrente e poder ocorrer mais vezes.” O que aconteceu em Ceuta, com estes milhares de pessoas a tentarem entrar a nado, pode fechar ainda mais as portas da Europa? “Vem, no fundo, normalizar a ideia da ‘Europa Fortaleza', a Europa que mesmo estando com uma situação de inverno demográfico, não está disponível para aceitar fluxos migratórios que venham de países pobres e, sobretudo, fluxos migratórios que venham de países com práticas religiosas e práticas culturais muito distintas das nossas. Aqui a questão é que os partidos populistas de extrema-direita conseguiram normalizar a ideia de que os fluxos migratórios que vêm, por exemplo, do Norte de da África ou que vêm do Médio Oriente, mas sobretudo do Norte de África, são fluxos migratórios cujo objectivo é substituir a população nativa europeia, que - dizem - têm uma religião diferente porque têm práticas culturais diferentes, por isso são um perigo para a nossa sobrevivência enquanto cultura. Esta é uma ideia que não circula só nos partidos de direita radical, é uma ideia que foi internalizada pelos partidos de centro-direita e de centro-esquerda, sobretudo centro-direita, e que se está a tornar recorrente, não só a nível dos Estados como também ao nível da União Europeia. Repare que a Comissão, nas suas políticas de integração de migrantes, aconselha aos Estados que façam uma triagem da população migrante que quer efectivamente integrar nos seus Estados. Ou seja, a própria Comissão Europeia sinaliza aos Estados que prefere a integração, por exemplo, de migrantes altamente qualificados vindos de Estados que não coloquem uma ameaça existencial à sobrevivência daquilo que se considera ser a cultura europeia. Isto é um anátema porque a cultura europeia sempre foi mestiça, sempre foi feita de trocas, de interculturalidade, mas isto é obliviado por esta ideia da ‘grande invasão'. Ainda ontem eu ouvia comentários de analistas insuspeitos do centro a dizer que há uma vontade dos líderes religiosos islâmicos de colonizar a Europa. Isto não é dito por líderes de partidos de extrema-direita, é dito por analistas de política internacional, insuspeitos, de centro. Portanto, é uma ideia de que ‘a grande invasão' está em marcha e que, a longo prazo, o objectivo é voltar a colonizar certas áreas da Europa, por exemplo, a Península Ibérica, que já foi uma área islâmica.” Há um pacto de migrações e asilo da União Europeia. O que é que diz este pacto e as políticas migratórias de cada Estado-Membro são diferentes? “As políticas migratórias de cada Estado-Membro são muito diferentes porque na União Europeia está proibida a harmonização de políticas de integração. A União Europeia só tem políticas migratórias no que toca ao controlo das fronteiras externas, nomeadamente das fronteiras de Schengen. A União Europeia, porque não tem competências no campo das leis da nacionalidade, não pode interferir nas regras que cada Estado define para a integração de migrantes e está muito bem definido no Tratado sobre o Funcionamento da União Europeia que a União Europeia não pode harmonizar nenhum tipo de regulamento que tenha a ver com integração de migrantes. O que significa que os Estados têm uma grande margem de manobra para definir as suas políticas migratórias internas porque a União Europeia só intervém na gestão das fronteiras externas e faz - isso é muito visível no tratado sobre o funcionamento da União Europeia, nas regras do espaço, liberdade, segurança e justiça - faz uma divisão muito vincada entre os cidadãos europeus e aquilo a que se chama os nacionais de países terceiros. Portanto, os Estados-Membros sentem-se com margem de manobra - e vão sentir que esta regra da não harmonização das políticas de integração vai prevalecer no futuro – sentem-se como margem de manobra para poderem definir as suas políticas migratórias. A União Europeia, no fundo, tem muito poucas competências para além da gestão do controlo do espaço Schengen no campo da migração e do asilo. Tem algumas competências no campo do acolhimento dos migrantes, mas o verdadeiro cerne das competências de migração e de integração - aqui as políticas de integração são fundamentais - está nas mãos dos Estados.”

Jupol, sindicato de la Policía Nacional advierte que la situación en Ceuta es límite ante la llegada masiva de personas: "Están desbordados, los compañeros no pueden casi ni garantizar su integridad". Ibón Domíguez, portavoz del sindicato, quita importancia a la decisión del Supremo sobre las devoluciones en caliente y pone el foco en Marruecos a quien acusa de "probar a las autoridades españolas" y "levantar la mano" permitiendo la llegada de personas con el riesgo que la travesía supone: "A Marruecos no le importa la vida de esas personas". Domínguez hace un llamamiento a la "calma" de los ceutís y pide pacienda para que los agentes devuelvan la situación a la normalidad. Aun así, reconoce que faltan medios:"Lo de hoy ha superado todas las expectativas". Explica que cuando llegan tantas personas y los agentes están en inferioridad numérica lo único que pueden hacer "es dejarlos pasar". Celebra que Europa se implique con la llegada del Frontex: "Toda ayuda es bienvenida, si sirve para que Europa se de cuenta del problema y se implica, bienvenido sea". In this episode, we speak with Dr Eline Wærp about the increasing digitalisation of EU borders. How is digital technology reshaping migration governance? What are the implications for human rights, and how does this relate to what scholars describe as the “securitisation of mobility”? Dr Wærp guides us through these complex issues, exploring the intersection of technology, politics, and border governance and introducing the concept of “banal securitisation”.   Dr Wærp is a postdoctoral researcher at the FAU Center for Human Rights Erlangen-Nuremberg (CHREN), focusing on the digitalisation of EU air border controls and its human rights implications. She has a PhD in migration studies from the Department of Global Political Studies at Malmö University, where she wrote her dissertation on the European Border and Coast Guard Agency's (Frontex) production of a securitised border knowledge. Her research interests include irregularized migration, securitisation, and EU border controls. Historia uczy nas, jak bolesna może być ta zależność – wystarczy wspomnieć kryzys naftowy lat 70. czy rok 1956, gdy nacjonalizacja Kanału Sueskiego doprowadziła do interwencji Francji i Wielkiej Brytanii. Fakt, że USA zablokowały wówczas tę akcję, na zawsze zmienił układ sił, kładąc kres mocarstwowym ambicjom obu europejskich krajów.Dziś, po ataku USA i Izraela na Iran geopolityka znów ogniskuje się wokół Bliskiego Wschodu i „wąskich gardeł” globalnego handlu: cieśnin Ormuz i Bab al-Mandab. Iran, przygotowany do konfrontacji lepiej niż USA, wykorzystuje te strategiczne punkty jako kartę przetargową, wciągając świat w orbitę swojego konfliktu. To zupełnie inna sytuacja niż ta, w której znajduje się Ukraina, niemająca podobnych narzędzi nacisku. Niemniej jednak skutki tej wojny – zarówno te doraźne, jak i dalekosiężne – dotykają nas wszystkich.Zatem pytamy: jakie są szanse na szybki pokój? Czy ten konflikt był nieuchronny? Czy Iran rzeczywiście stanowi takie zagrożenie, jak twierdzą Izrael i USA? Officiellement, les frontières des Balkans sont fermées et tellement bien gardées que les exilés ne tenteraient presque plus de les franchir. Mais dans les faits, les migrants sont surtout devenus indétectables et entièrement à la merci des passeurs prêts à tout pour maximiser leurs gains. Un reportage à retrouver en entier dans l'émission Accents d'Europe. De notre correspondant à Belgrade, Personne ne sait combien d'exilés empruntent actuellement la route des Balkans, notamment parce que la plupart évitent les camps officiels où ils sont identifiés. Shaheer, un jeune Afghan de 21 ans, préfère lui la jungle d'Obrenovac, au sud de Belgrade. « J'espère qu'on va finir par me laisser entrer en Hongrie. Ce n'est pas une vie ici, c'est dangereux. On doit se cacher de la police, des gens. Aujourd'hui, il y a un type d'ici, un Serbe, qui m'a frappé. Il m'a dit : "Dégage, tu n'as rien à faire ici". On doit toujours fuir. Ça me rend fou, littéralement », témoigne le jeune homme qui vit dans la rue depuis un mois et demi, n'ayant plus d'argent pour poursuivre son périple vers l'Union européenne. Sur la route des Balkans, les prix flambent depuis l'entrée de la Croatie dans l'espace Schengen et le déploiement des gardes frontières de Frontex dans le pays. Les trafiquants font leur pub ouvertement sur TikTok et sont aussi prêts à tout -  même aux pires exactions - pour maximiser leurs profits. Les risques pris par les sans-papiers se matérialisent dans les cimetières « Dans les Balkans, les gangs sont surtout tenus par des Afghans, tandis qu'en Libye, ils le sont par des Libyens. Mais le système est le même : ils kidnappent, torturent, violent, brisent les os et envoient des vidéos aux familles pour leur réclamer des rançons de 3 000 ou 4 000 euros. Cela peut paraître peu, mais pour eux, c'est beaucoup d'argent. Une fois que les familles ont payé, les personnes sont libérées. Les transferts se font par Western Union ou MoneyGram », détaille Silvia Maraone, une humanitaire italienne basée de longue date en Bosnie-Herzégovine. Dans les Balkans, les risques toujours plus grands pris par les sans-papiers se matérialisent concrètement dans les cimetières. Les tombes portant l'inscription « N. N. », pour « Nomen nescio » (« Nom inconnu », en latin), se multiplient dans ceux qui se trouvent près des frontières. Régulièrement sollicitée par des familles de disparus, l'ONG serbe KlikAktiv a lancé cette année un projet pour tenter de les identifier, comme l'explique Milica Svabic. « Des dizaines de personnes sont mortes noyées dans la rivière Drina, entre la Serbie et la Bosnie-Herzégovine. Malheureusement, personne n'en parle et ces victimes sont mal identifiées », déplore-t-elle. Aujourd'hui, les ONG de la route des Balkans font ce qu'elles peuvent pour continuer à porter assistance à ceux qui la rejoignent, alors que les autorités les ignorent. À Nouadhibou, deuxième ville de Mauritanie, de nombreux Africains partent en pirogues vers les îles Canaries, en Espagne, au péril de leur vie. Dans cette ville portuaire devenue carrefour migratoire, de plus en plus de familles font le choix de rester sur place et tentent d'envoyer leurs enfants à l'école malgré la précarité. Une école, fondée par des migrants pour des migrants, leur ouvre aujourd'hui une chance d'avenir, dans un contexte où l'Europe renforce ses contrôles, et où la Mauritanie devient un partenaire clé de la gestion des flux migratoires.  De notre correspondante en Mauritanie, À l'étage d'une petite maison de Nouadhibou, plusieurs pièces ont été transformées en salles de classe. Particularité : ces classes sont réservées aux enfants de migrants. Yama Fama Ndiaye, Sénégalaise de 12 ans, est à Nouadhibou depuis deux ans avec son père. Elle vient s'inscrire à l'école. « Mon papa travaille dans le poisson. Je veux apprendre le français et l'arabe », explique-t-elle. Les enfants viennent d'une dizaine de pays d'Afrique de l'Ouest et centrale. Les professeurs, eux, sont membres de l'Organisation de soutien aux migrants et aux réfugiés, qui a créé l'école en 2018. « Les enfants apprennent généralement le français. Ici, il y a plusieurs cultures : les Maliens, les Sénégalais... Ils apprennent les mathématiques arabes. Cela leur permet de s'intégrer dans le pays », précise Blanche, Camerounaise. Un enseignement adapté aux enfants en situation de migration Nouadhibou est un lieu de passage prisé des Africains qui cherchent à rejoindre l'Europe : frontalière du Maroc, à quelques jours seulement des Canaries par la mer. L'école adapte son enseignement aux besoins spécifiques de ces enfants venus parfois de très loin. « Ce sont des enfants qui ont traversé des pays et des moments très difficiles. On a aussi des enfants qui sont des réfugiés de guerre. Quand ils arrivent ici, ils ont un traitement quand même à part, surtout dans leur éducation. On a formé nos enseignants de sorte qu'ils puissent détecter ça, et puis améliorer leur éducation », précise Sahid Moluh, directeur de l'école. Baisse du nombre de migrants Sous pression des partenaires européens, la Mauritanie multiplie les contrôles et les rafles contre les migrants sans titre de séjour. Beaucoup de parents n'ont pas obtenu la carte de résidence et ne peuvent donc ni travailler librement ni se déplacer. « On rafle parfois les hommes. On laisse les femmes avec les enfants, raconte Amsatou Vepouyoum, présidente de l'Organisation. Ici, nous sommes en location. Il y a quand même l'apport des parents d'élèves. Ils apportent pour la contribution du loyer et pour donner aux encadreurs, qui sont des bénévoles. » L'école fait payer une petite participation : 600 ouguiyas, soit environ 13 euros par mois. Mais en cette rentrée, le portefeuille des familles est au plus bas, et les inscriptions se font timides. « Ça, c'est un centre qui accueille parfois 250 personnes. Mais depuis lundi, jusqu'à présent, nous n'avons pas encore 80 élèves, cela veut dire que l'impact est visible », poursuit Amsatou Vepouyoum. La tendance aux départs reste forte, même si les chiffres ont reculé. Entre janvier et août 2025, un peu plus de 12 000 migrants ont atteint les îles Canaries, soit une baisse de plus de 50% par rapport à la même période en 2024, selon Frontex et le ministère espagnol de l'Intérieur. Holding Frontex Accountable – In Conversation with Joyce De Coninck

In current public discourse, human rights violationsat the EU's borders are inextricably linked to one specific actor: the European Border and Coast Guard Agency – or, in short, Frontex. Since its establishment in 2004, human rights activists have become increasingly aware of variousrights violations committed by the agency, particularly in the Mediterranean. To name just one example, Frontex has been accused of providing the locations of migrants intercepted at sea to the Libyan coast guard, which then transportedthem to camps where they have been systematicallyraped, tortured, and enslaved. Remarkably, despite accusations of the most severe human rights violations, Frontex has largely managed to avoid legal consequences. Currently, Frontex stands before the Grand Chamber of the Court of Justice of the EU for the first time in its history.In this conversation, Dr. Joyce De Coninck explainswhy Frontex has so far evaded accountability for severe human rights violations and discusses legal pathways for change. The conversation begins with an analysis of Frontex's history, during which its representatives have consistently promoted a specific narrative that remains central tounderstanding why the agency has been able to avoid accountability for so long: that Frontex acts only in a “coordinating and supporting” role. According to De Coninck, this is problematic because, although Frontex has grown substantially in both budget and competencies overthe past 20 years, the narrative of it playing only a minor role has remained unchanged. The conversation then turns to how this narrative is reflected in concrete cases, as De Coninck explains how Frontex's joint operations with EUmember states shield the agency from legal consequences—and offers legal solutions to address this issue. The discussion then shifts to the broader challenges faced by human rights litigants in the EU. The final part of the interview focuses on the risk of frustration and fatalism among human rightsactivists confronting an EU that appears increasingly willing to contribute to the erosion of those rights. De Coninck cautions against adopting a defeatist stance and references Professor Gráinne De Búrca's concept of HumanRights Experimentalism. Despite its challenges regarding effectiveness and potential negative consequences, this approach views the human rights project as an iterative and deliberative process—one in which attempts by publicauthorities to circumvent rights are far from abnormal. Human rights remain an ongoing struggle, and such actions must be met with counterarguments, not defeatism.

We also challenge the idea that only the US is responsible for enabling Israel. While Washington's military and political support is undeniable, Europe is also complicit, through inaction and ongoing arms deliveries. The truth is, both the US and Europe share a deeper problem: the erosion of personal responsibility and a neglect of the social contract.Examples range from protests in Epping to a $16 million settlement and cancelling Stephen Colbert between Paramount and Trump, displaying open corruption, to Colombia paying $200 million and revoking 70 degrees over fear of Trump. Lögregla og tollgæsla á Íslandi tóku á dögunum þátt í umfangsmiklum, alþjóðlegum aðgerðum gegn mansali á vegum Interpol. Europol og Frontex. Í þessum aðgerðum fór lögregla inn í á þriðja tug húsa og heimila og kannaði aðstæður um það bil 250 manns. Af þeim telur lögregla sig vita að 36 séu þolendur mansals, þar af þrjátíu og fjögur þolendur mansals í kynferðislegum tilgangi - það er að segja neydd til vændis. Langflest voru frá Rúmeníu og mikill meirihluti þeirra konur. Einn maður - vændiskaupandi - var handtekinn og gert að greiða sekt. Úti í hinum stóra heimi er mansal, ekki síst í kynferðislegum tilgangi, risastór iðnaður, þar sem fólk gengur bókstaflega kaupum og sölum. Border Professor Henk van Houtum published Free The Map in 2024. He sent it to me whilst I was still living in London last year. Shows how long this has been in the making as I've since migrated to the States. Kind of fitting, given the book frequently mentions the EU migration crisis and problems with EU Frontex maps showing how many come from where. As a key intervention, the book recommends 'counter mapping'. An example of this for the Frontex mapping is Frontex: EU's Deportation Machine.We began by talking about differences in freedom through passports, here is a link to Passport Index. We also talked about MAGA geography, with this great map from Representative Robert Garcia.Speaking of geography, I wrote this poem years before meeting Henk. This is interesting because it reflects his points and was based on raw experiences I'd had at the time traveling through Southeast Asia. A big stimulus for Henk's arguments are these three maps, Fragile States Index, Corruption Perceptions Index and Freedom Map. We are invited to consider a different perspective on the world and he puts the concept of counter maps before us in response. Examples of counter maps that step outside the gridded world of state cages start with Paul Butler's Facebook map from 2010.This shows how little boundaries seem to matter, there are vast numbers of connections across national borders. Another great counter mapper is Python Maps. This individual publishes examples like world rivers colored by their hydrological basin. This is an important type of border that the national borders template map of the world offers no detail on, or importance to. Another from the same source shows CO2 emissions. Here there is a huge amount of emissions in the sea - a location where national border's don't apply. An effective counter map. We can continue with Al Jazeera's map of the world's oil and gas pipelines. The eye is invited to forget national borders exist. An interesting example from Science-Metrix Inc is scientific collaborations 2005-9. This reminds us of the Facebook map with plenty of connections outside nations, but also several tight clusters of nations that collaborations occur across. Finally, if we are going to talk about countermapping and general visualisation beauty, we would be remiss to miss Globaia's incredible video welcoming us to the Antrhropocene. Finally, I should mention that this was a deeply emotional episode to record for me. As shown in the Free The Map series of testimonial videos about my time across Cambodia and Kuwait, I needed to have this conversation with Henk in order to start to understand what I have witnessed in these terrible places. It is very helpful to have a book giving voice to what I have as a series of rage filled experiences. It was all summed up on page 39 of the book really. So it is fitting that this page was shown throughout the video. Thank you Henk for taking the time to write this and to remind us that there is so much more to do than be a shill for national borders.

L'hypothèse Jordan Bardella se précise et elle affirme d'ailleurs lui avoir demandé de se "préparer" pour une éventuelle candidature. Ces dernières semaines, le tandem Le Pen-Bardella semblait pourtant moins uni qu'à l'accoutumée, laissant à penser qu'il y aurait des tensions sous-jacentes. Il reste la question de la ligne politique : sera-t-elle la même si l'incarnation change ? Fabrice Leggeri réagira également à la crise géopolitique actuelle et précisera le positionnement du parti. Marine Le Pen a "salué la manière dont le Président Trump est intervenu" en Iran. Le RN serait-il devenu favorable à l'ingérence dans les affaires intérieures des Etats ? La président du RN à l'Assemblée dit aussi avoir "perdu la confiance de ses amis" après "les propos peu amènes du Premier ministre israélien envers le président Macron tout comme ceux du président américain qui ne peuvent qu'attrister la patriote [qu'elle est]" . Dès lors se pose la question de savoir qui sont les alliés du Rassemblement national aujourd'hui, mais aussi quel rôle veulent-ils donner à la France au sein de l'OTAN et de l'Union européenne. Fabrice Leggeri est député européen du Rassemblement National et membre du groupe Les Patriotes pour l'Europe. Il a également été directeur de l'agence Frontex entre 2015 et 2022.

Le canot pneumatique a dérivé une semaine en mer sans nourriture, sans eau potable. 65 personnes sont mortes pendant la traversée, 24 ont survécu. Cécile Debarge a retrouvé plusieurs de ces rescapés, un an après le drame. La Méditerranée centrale reste la route migratoire la plus mortelle. Dimanche 4 mai, 108 personnes, dont un bébé de 11 mois, étaient secourues au large de la Libye, mais depuis le début de l'année, près de 500 personnes ont perdu la vie en tentant la traversée vers l'Europe.En Italie, des témoignages exceptionnelsL'histoire s'est passée le 13 mars 2024. Vers midi, le navire humanitaire Ocean Viking met le cap sur un bateau en bois qui lui a été signalé. Par hasard, les sauveteurs tombent sur un autre bateau, un pneumatique avec 24 migrants à bord. Ils sont à la dérive depuis sept jours et environ 65 personnes sont mortes. Un rapport de l'association Alarm Phone met en cause les garde-côtes italiens et Frontex. Selon leurs informations, ce bateau a été sciemment laissé à la dérive. Pendant des mois, notre correspondante en Italie Cécile Debarge a tenté de retrouver les survivants pour qu'ils racontent ce qui s'est joué à bord et comment ils ont survécu.Le sauvetage humanitaire en mer a 10 ansAu printemps 2015, deux naufrages de bateaux de migrants faisaient à quelques jours d'intervalle 1 200 morts en Méditerranée. Le dispositif de secours du gouvernement italien Mare Nostrum avait pris fin quelques mois plus tôt ; c'est à ce moment-là que les opérations humanitaires des ONG ont commencé.Invitée : Fabienne Lassalle, directrice adjointe de SOS Méditerranée.L'ONG, créée le 9 mai 2015, a débuté ses opérations l'année suivante. En dix ans, la situation en mer, au large de la Libye, n'a pas changé. Mais le travail des sauveteurs est entravé, criminalisé. L'Espagne valorise l'apport de l'immigrationL'OCDE constate que les immigrés versent plus d'impôts et de cotisations que les gouvernements ne dépensent pour leur protection sociale, leur santé et leur éducation dans les pays occidentaux. L'Espagne, qui fait figure de locomotive économique de l'Europe avec 3,2 % de croissance, doit en grande partie son dynamisme à l'immigration. Sur deux millions d'emplois créés en six ans, 70 % sont occupés par des personnes d'origine étrangère. Les immigrés pallient le déséquilibre démographique et pourvoient les emplois des secteurs en tension. Face à ce constat, le gouvernement espagnol mène une politique migratoire volontariste, qui prône la régularisation des migrants sans papiers, à contre-courant de ses partenaires européens. Le 13 mars 2024, l'Ocean Viking met le cap sur un bateau en bois qui lui a été signalé. Les sauveteurs tombent par hasard sur un autre bateau, un canot pneumatique qui transporte 23 migrants. Cela fait sept jours qu'ils sont à la dérive, environ 65 personnes sont déjà mortes. Un rapport d'Alarm Phone met en cause les garde-côtes italiens et Frontex : selon leurs informations, ce bateau a été sciemment laissé à la dérive. Les survivants racontent ce qu'il s'est joué à bord.  De notre correspondante à Ancône,C'est la deuxième nuit que la situation commence à se dégrader. Les vagues sont énormes, le moteur ne fonctionne plus. Depuis plusieurs heures, le bateau pneumatique dérive au large des côtes libyennes et se remplit d'eau qu'il faut écoper sans cesse. Seules les lumières d'une plateforme pétrolière éclairent la nuit noire. Certains passagers ont des hallucinations, se souvient Ali, qui a 17 ans lors du voyage : « Un homme disait : ''Je vais marcher, me mettre debout et monter dans la voiture." Il délirait, mais à ce moment-là, personne n'était mort. » Cette traversée, c'est le premier face à face d'Ali avec la mort. Dès le deuxième jour, il n'y a plus rien à manger et de l'eau de mer comme seule boisson. À partir du quatrième jour, les morts s'accélèrent : « Certains sautaient dans l'eau, mais c'étaient eux qui voulaient le faire, raconte le jeune homme. Personne ne les a poussés. Parfois, ils voyaient un bateau au loin et sautaient par-dessus bord pour le rejoindre. » De l'autre côté du bateau, Modou, 21 ans, reste uniquement concentré sur son objectif : atteindre l'Europe. Comme Ali, il essaie de ne pas dormir ou le moins possible et de ne penser qu'à rester en vie. C'est la deuxième fois qu'il tente de monter à bord d'un bateau après que le premier a coulé à quelques mètres de la plage du départ en Libye. « J'ai subi beaucoup de tortures, beaucoup de problèmes... Il fallait que je parte, confie Modou. J'ai un vécu très difficile. Je vivais en Casamance, au Sénégal, dans la zone la plus difficile. À cinq ans, je me suis séparé de ma mère. J'ai toujours travaillé seul. Tous ont refusé de reparler de ce voyage et ont demandé à Modou de parler pour eux. « La partie la plus importante pour lui, affirme-t-il au nom de son camarade, c'est de raconter vraiment la situation de tous ceux qui ont perdu la vie en mer qui et qui ne sont pas arrivés jusqu'ici. Jakob Ólafsson fyrrverandi flugstjóri á þyrlum og flugvélum Landhelgisgæslunnar segir hér frá ýmsu áhugaverðu sem á daga hans dreif á áratugaferli sem atvinnuflugmaður, lengst af í björgunar- og sjúkraflugi fyrir Landhelgisgæslu Íslands og síðustu árin í gæsluflugi fyrir Frontex. Jakob var einnig flugmaður um tíma hjá flugfélaginu Erni á Ísafirði um það leyti þegar hörmuleg slys urðu hjá félaginu sem m.a. ollu því að hann söðlaði um og fór til Landhelgisgæslunnar. Jakob rifjar upp fyrstu árin í þyrlufluginu, baráttu fyrir að komast í nám í Bandaríkjunum og við að safna reynslu áður en hann var ráðinn til þyrlusveitar Landhelgisgæslunnar árið 1987. Þá segir hann frá ýmsum merkilegum atburðum sem hann upplifði á sínum langa starfsferli í flugsveit gæslunnar og ekki síst á þyrlunum TF-SIF og TF-LÍF.

I'm currently the Border Advisor to the OSC in Vienna. I'm seconded by the United States. So I do need to make it clear that I'm not speaking on behalf of the OSC or on the broader political or organizational context right now. I'm specifically focusing on my work and my experiences. Wow. You're seconded? What does that mean? Yeah, I'm essentially loaned out by the U .S. to the OSCE to serve in this role. They pay my salary. 00:01:13    Jack Nice. How did you get nominated? Where do you normally work? 00:01:15    COLLEEN RYAN In a past life, I was a police officer back in the U .S. before transitioning to working internationally. So I came to find out about OSCE and opportunities while I was doing my master's back in the States. And then I just ended up applying for the special monitoring mission to Ukraine. So I was out there as a monitoring officer up until Russia's full -scale invasion. And then went back during the war with a non -governmental organization working on humanitarian protection in the South. And then made my way to this current role. That's great. So you've been part of living history in a way. Yeah, to be out in Donetsk up until a couple days before the invasion. Working with border guards all across Europe and the changing security landscape has been an interesting role so far. 00:02:04    JACK GAINES So you've lived what soldiers call the moment before. There's a feel in the air, and it makes you edgy, it makes you a little twitchy, because you know that you're about to go down with an enemy. And so did you get that sense? Did you get that feel that things were coming close in Donetsk? 00:02:23    COLLEEN RYAN We were there at the time to monitor the Minsk agreements, which was a ceasefire at the time. It wasn't until when the U .S. evacuated all U .S. personnel that you started to realize that, you know, it may actually happen. 00:02:36    JACK GAINES Right. And so your current position is now training the border guards of Ukraine. 00:02:44    COLLEEN RYAN Yes, I manage a project that trains border guards across the OSCE, specifically on detecting porch documents and imposters. So if it's a forged passport presented at the airport or at the road crossing or for the train, we train the border guards, whether it's from Ukraine, Moldova, Bulgaria, Albania. So it really depends on the needs of OSC participating states in this realm. It's obviously a field that requires recurrent training because travel documents like passports are constantly updated. that national authorities can stay ahead of forgers. So it is something that we have to continue training on. And with the current war against Ukraine, they have the most need. They're one of the bigger border services in Europe. And then just the need in terms of half their border guard is currently engaged in combat operations, while you have the rest who are working to secure their western and southern borders and the surge in western and southern border crossings with the closure of Ukraine's airspace. You know, all of that contributes to an ongoing need for these skills and updated training on detecting passport forgeries and detecting imposters. And then you see that on the flip side with Moldova, they've seen a surge in the border crossings because a lot evacuated from Ukraine into Moldova. A lot of humanitarian NGOs and other people now fly into Kijanel to go to Ukraine. And so they've seen just a huge... spike in terms of the number of travel documents and also diversity in terms of different countries, different types of documents. And so that's why we've also been training Moldovan border police as well. 00:04:29    JACK GAINES Sure. So you're there to teach them how to spot forged documents, but is there also a follow on either by that nation's foreign affairs office or their law enforcement that tries to find the forger and remove them? 00:04:43    COLLEEN RYAN Yeah, there is very likely follow on. in terms of criminal investigations when they find forged documents or if they identify an imposter. But our project primarily focuses on those who are working on the first line and second line document checks to just spot the person posing as someone else. And then we do some work with the forensic experts after the fact to make sure that they've got that next level of training as part of their investigations. But primarily it's focusing on the first and second line officers. 00:05:14    JACK GAINES I'm sure they see all kinds of crazy stuff. Everything from the amateur glue stick to people who actually have passport printer creating forged documents. 00:05:24    COLLEEN RYAN Yeah, it's sad and it's also really interesting, the surge in the use of artificial intelligence and seeing the ways that they're incorporating things like morphing into the passport to their forgeries where two people can now travel on one passport using morphing images and things like that. It really just shows how quickly this field in terms of document forgeries is evolving and how much border services are struggling to keep up and to maintain their training so they can spot these techniques. Right, which is why they're starting to put chips and other special films that have a radio signature and stuff like that. 00:05:53    JACK GAINES they're starting to put chips and other special films that have a radio signature and stuff like that. You could print it, but to actually find those films or chips that have that radio signature has got to be a lot tougher. 00:06:08    COLLEEN RYAN Yeah, and a lot of it is just down to, like, Order guards are under a lot of stress and pressure and they don't have much time to spot the fakes. They're getting crushed by people. Yeah. So a lot of it is just making sure that they can spot some of these easier to identify orgery trends and to make a quicker decision before it gets to the point of really having to do an in -depth examination of the document. 00:06:32    JACK GAINES Yeah, I would imagine that you would see forgery trends because people would be going to the same forger and they would be doing similar patterns until that turned away. 00:06:41    COLLEEN RYAN Yeah. 00:06:41    JACK GAINES And what's it like working with all these different border guards from different countries? I mean, everyone has got to be a little different, but the same. 00:06:49    COLLEEN RYAN For me, it's interesting because I'm one of the few who has worked in policing, worked in this operational arena, kind of understands a lot of what they've done. And so you kind of speak the same language. It's interesting to hear from them, like what they view as their biggest security challenges and what their biggest day -to -day challenges are in terms of their work life. Because you see common trends across a lot of the services. A lot of them can be underpaid and that contributes to staff turnover. And so then that means you go back to a country to do more training because you have new staffs. But then to see how a country's security... You know, their perspective in terms of their biggest border security threats in Albania, where I trained in June, might be different from Bulgaria, where I trained last month. But, you know, it's still the commonalities of document forgeries, imposters, making sure your airports are secure and things like that. So I like talking with the border guards, such a different perspective across each country. Right. 00:07:51    JACK GAINES I think that's really helpful that you have a law enforcement background. helps break that ice. 00:07:58    COLLEEN RYAN I understand the perspective, but we're really just there to help and to fill the gaps that their service might not have the time or the funding to provide additional training because they've got the whole spectrum of border security issues to deal with within their service. And so that's where our organization or other international organizations doing these types of projects come in is just fill the gaps and help them develop their capacity. Especially with some other countries we train for where Frontex, maybe they're not working in that country. So then we can help supplement other EU or Frontex or IOM or UN initiatives and help to harmonize border security standards across Europe, South Caucasus, Central Asia. 00:08:45    JACK GAINES I don't want to just keep circling around Ukraine. Is there any stories you have from some of the other countries you worked with? What's your favorite beer hall story on those? 00:08:53    COLLEEN RYAN Yeah, I mean, most of my stories are with Ukraine because I've trained Ukraine so much. So I'm happy to talk about that. Yeah, I feel very fortunate so far in the last year and a half to have trained almost 50 Ukraine border guards. And I was able to go to meet with their administration and their main forensic center in June to do a needs assessment to see how we could keep supporting. to make sure we weren't duplicating efforts from other international organizations or other bilateral initiatives there because we do know it's a crowded space there. 00:09:28    JACK GAINES I'm sure talking to them, you could figure out pretty quickly what those border guards needed, even if they were getting training from two or three organizations, if they weren't hitting it on the head. Yeah. And what was nice for us is we were able to actually shadow them on their train from out west as entered from. 00:09:38    COLLEEN RYAN was nice for us is we were able to actually shadow them on their train from out west as entered from. Shamashil, Poland, and went to Lviv. And so we got to board on the Ukrainian side and just seeing what they're dealing with in terms of doing document checks aboard the trains now and the different challenges they have with that as opposed to what it would be like to check a document at the airport. It's a very different perspective and it gives you insights on things like lighting and being able to see different security features in the passport. With the lighting on the train and the time of day when they're doing the document check, the technical equipment that they have aboard and that may not be connecting to the cell tower or have service as the train moves. And so it gives you a different perspective to actually be there and see it instead of just hearing about it over a Zoom call or in a sterile training environment. And so then building on that. We've been able to take some of those lessons learned and put them into our training where we're encouraging them and reminding them to say, hey, how would you see this in different types of light settings, running different types of simulations, so it more accurately reflects the conditions that they'll be doing the document checks in. So what's coming up next? 00:10:57    JACK GAINES What's the future of training? Do you have anything interesting coming up that you want to promote? 00:11:02    COLLEEN RYAN Yes, through the rest of the year, we have a couple more study visits. And these are important because they help the border guards to learn from other counterparts. They will look through how this country that they're visiting manages their forgery desk at an airport or in their border service. And it really helps with networking and sharing more information in terms of what they're seeing in terms of detecting trends or alerts on forged documents. We've got a couple of study visits coming up next week. I'll be in Madrid with another group from Ukraine. The following week, I'll be with Albania and Milan. And then a week after that, I'll be in Dublin, Ireland with forensic experts from Ukraine's border service to round out the year. So it's a busy stretch right now. That's very cool. 00:11:50    JACK GAINES Do these multinational engagements, do they ever end up with countries with border guards doing a bilateral agreement on border protection? Or do they ever work on... building something like Eurogest, where if they find a forger from multiple countries, they'll work together to try to find out where the route is. Is that multinational cooperation starting to build, or have you seen it? 00:12:14    COLLEEN RYAN On a smaller level with us, we do see that. So at the operational level with these border guards, even in -country, being able to message colleagues around their own country. Or the experts that do our trainings are active document experts serving in their border service. So now they've got another resource, say, if we're using experts from Spain or the Netherlands or UK or Italy, then these trainees now have another resource to flag potential trends and forge documents or to ask questions if they're unsure. And then, you know, moving ahead, we'll be looking to do some more joint training between two or three countries. Especially if we do it with bordering countries, it will really help that collaboration to, say, connect the two participating states. And now they've got operational contacts to ping across the border to say, hey, we're seeing this. What are you seeing? Things like that. So it's a good opportunity for us to foster that collaboration and increase the information sharing with us through the training or study visits. Right. Because it's so important to have that contact. 00:13:23    JACK GAINES to have that contact. It's one thing when you see an issue and you want to reach out and you have to make that cold call and figure out who's the right person. It's better if you've made a contact, you know someone from training, you can just say, hey, what's this and what's going on? And they can just plug you in with the right person and then Zoom. You know, a problem's fixed versus making it a whole, oh, you have to talk to our embassy and our embassy has to write our embassy. And so it's great that those kind of cross -border contacts are being made because. Even though so much of Europe is dominated by the Schengen, there's still issues with legal immigration and criminal movement that each country still monitors what's going on and partners. And then those that are outside the Schengen zone, it's just as important for them to actually have that contact so they can partner and work on things to quickly spot forgeries, theft, criminal activity, then stop it before it becomes rampant. So that's awesome. 00:14:22    COLLEEN RYAN And it's just it's it's the first building block of really increasing that cooperation, especially with your neighboring state and contributing towards that angle of integrated border management and jointly managed VCP. So even being able to have frontline document inspectors from two neighboring countries being able to reach out, that's just your first building block to building that relationship. So, yeah, it's always useful to have those contacts. Must be fun to be in the middle of it. Yeah. And it's really rewarding. To get your group of border officers on day one, you've got 20 to 30 border officers from all across their country, wherever we're training, they're virtual strangers, and to see them learn to open up and engage and to learn from our experts and then start to share some of their challenges with me and to build those relationships, whether it's in a group or with our experts or with OSCE, it's super rewarding because then you just get to keep building from there and asking, okay, what's next? What do you need next in addition to these document trainings? What do your forensic experts need or what do your border control officers need? So, yeah, it's really rewarding to be able to deliver when you've got the funding and you've got the interest of participating states and to help them manage their borders better. 00:15:37    JACK GAINES You know, we kind of forgot to talk about who OSCE is, Organization for Security Cooperation in Europe. You want to give me a brief overview of what the organization is? Yes. But it does. 00:15:50    COLLEEN RYAN Yeah. So the OSCE is world's largest regional security organization, the state of 57 participating states. And we operate on a consensus -based approach where all participating states have to agree. And we utilize an approach of comprehensive security. And so this really helps us to support our participating states in developing. their security sector and to enhance resilience and to develop capacity to address transnational threats. So my border security management unit is situated within the Transnational Threats Department. So that's our goal is to help participating states build their capacity to confront a wide array of transnational threats that can harm their national security and pan security more broadly. Right. Now, when I think security, I think of NATO. 00:16:38    JACK GAINES I think of NATO. So you've got to be a little different. NATO is, of course, a military organization that deals with security from conflict, either deterrence or response to conflict or crisis, disaster. What is it that OSCE does in terms of security? 00:16:55    COLLEEN RYAN Our three dimensions are political, military, economic and environmental, and human dimension. So what you would traditionally think of as human rights. And so being able to take that comprehensive approach opens up. a library of opportunities for us in terms of what we can provide support on. And so my unit's mandate stems from our border security management concept that the OSC Ministerial Council adopted in 2005. So our mandate in terms of border security is pretty broad. And I think our bread and butter really is helping to develop capacity of our participating states and providing technical assistance. I mean, our unique added value is that we can provide this tailored approach and we're pretty responsive when participating states do approach us with needs. So it's a bit different from NATO since we're not providing military support. We're looking at long -term institutional capacity buildings, whether it's in border security, policing, security sector agencies. That's the core of our work. And can you talk about what the application process was like to get involved? It's different for each job. So OSC, you either have secondments, like when I am on, where your national authority nominates you, or you have the professional contract where OSC directly hires you. So for mine, I had to apply through my seconding authority in the U .S., and I was competing amongst the Americans who wanted to be nominated. And so then once I got past that, then the U .S. put my name forward in the process, and then it was straight into the OSC hiring process. It's a written exam, and then it was an oral interview, and then it's shortlisted, and you go from there. But if it's a contracted offer, obviously you skip the secondment stage of it, and it's applying straight to OSC in the typical HR process. So it's a little different. You just have to look at the job posting and if it's a secondment or not. 00:19:01    JACK GAINES They give you a salary. 00:19:02    COLLEEN RYAN Do they give you a housing allowance? 00:19:02    JACK GAINES give you a housing allowance? 00:19:04    COLLEEN RYAN Yeah, it's about when I was paying in the U .S. The really fun expense was moving my cats over. So that it's a week in a housing allowance. But it's different for contracted. So it really just depends on which job you're going for, contracted or second. 00:19:22    JACK GAINES Had you traveled internationally before you joined this position? 00:19:26    COLLEEN RYAN Yeah, I had traveled quite a bit. Back when I was still a police officer, I liked to take my leave time to go over to Europe. So I did travel a bit. But never officially. It was always first travel. It was always tourist travel. Yeah, no, I had very, very little duty travel as a cop. 00:19:43    JACK GAINES But I bet that travel helped with your application to say, yeah, I've been to Europe and I've toured around, even though I was a tourist. 00:19:50    COLLEEN RYAN Yeah, and travel is just a great educator. And I know it's expensive and not everyone can do it. Travel just gives you good life experience, especially if you're doing it solo and traveling in Europe and interacting with different cultures and just finding your way and being able to navigate and step outside of your American comfort zone. If you're looking to work internationally, in addition, obviously, to the job experience and language and whatnot, travel is just such a good educator and a good way to end your horizons. Right. And I'll tell you what, traveling and living someplace, 00:20:23    JACK GAINES living someplace, It's a whole new experience because you learned the trains when you traveled, but now you got to find out, get a lease and what that takes. 00:20:32    COLLEEN RYAN Yeah. And then if you don't speak German or you don't speak the local English, that adds another layer of complexity. So yeah, you're absolutely right. The difference between living somewhere and traveling is huge. 00:20:43    JACK GAINES But it's fun. And actually, once you've lived overseas, you start to do quirky things, I find. Like, I'll travel and I'll go to a grocery store just to see how they do their business there. Yeah. You know, you go to restaurants, but see how laundry is done or, you know, just how the public services are done because you think, man, if I had to live here, I'd have to drag my trash to the backyard this time. Or over here, they take it on the street or the Germans, they have to have a lockbox. 00:21:12    COLLEEN RYAN What's been really interesting for me is my American friends hear me speak now and they think I'm starting to lose my accent and I can't tell where I'm from or I'll... interact with Europeans over here and they can't quite pick up on my American accent and I think I'm from the UK or Ireland or Australia. So that's been a really interesting experience because I don't think about it. I just talk and just the little things that come when you're living abroad. 00:21:37    SPEAKER_00 Okay. I think we got everything we wanted. Is there anything left that you want to draw on the table? 00:21:44    COLLEEN RYAN As I've mentioned, I firmly believe that any type of security cooperation, defense cooperation is built on relationships and trust. And so there's two of the Ukrainians in particular that I've become close with because they joined our training last year. And then this year they served as trainers for us and they've joined a few study visits. And so through that, we've developed trust and become friends. So now it's gotten to a point where they know I'm a huge Swifty. Oh, no. 00:22:14    SPEAKER_01 no. 00:22:16    COLLEEN RYAN You're a Swifty? Yeah. 00:22:16    SPEAKER_01 a Swifty? 00:22:19    COLLEEN RYAN So they'll ask, oh, what's the Taylor Swift song we should listen to for this trip? Or what's your favorite Taylor Swift song these days? And it's just a funny example of how this all starts with just building those relationships and getting people's trust when you're working with your partner nations. Sure. 00:22:38    SPEAKER_01 I thought maybe you brought Taylor Swift to the border and you couldn't get her across. 00:22:44    COLLEEN RYAN No, but I did give them Taylor Swift friendship bracelets when I was in Ukraine in June. 00:22:50    SPEAKER_01 Oh my gosh. I was going to say, next time you see them, they'll be like, hey, still have my Taylor Swift. They had them in London last week, so they still have them. 00:22:57    COLLEEN RYAN week, so they 00:23:02    SPEAKER_01 They probably feel obligated, like I can't take it off. She'll think less of me. 00:23:10    SPEAKER_01 It was quite funny. Cool. 00:23:14    SPEAKER_01 But yeah, you're right. It's those relationships, right? You build them and then you can reach out and the people are there. It's so much easier than a cold call. So much easier. That's half the job. 00:23:25    COLLEEN RYAN On one hand, you can joke about Taylor Swift, but then on the other, they can come to you with more training needs or more requests for specific areas of engagement. 00:23:34    SPEAKER_01 Yeah, they know they're safe to do it. Yeah, exactly. By just talking to you. Yeah. 00:23:39    SPEAKER_01 Well, cool. Okay. Well, I got it. And I will say just one more thing that I should mention. 00:23:43    COLLEEN RYAN I will say just one more thing that I should mention. I'm able to do all this work because I'm very lucky that the U .S. mission has fully funded my project and recognize the importance of OSCE as a multilateral line of effort to strengthen international security and broaden our engagement. Honestly, the amount of funding they've given me has been a huge boost and really made this work possible. So I feel like I have to give them a shout out here. 00:24:11    SPEAKER_01 Cool.
