Le ultime in ordine di tempo sono il blocco delle esportazioni di terre rare dalla Cina e l'attivismo del presidente cinese Xi Jinping, che ha avviato ad Hanoi, in Vietnam, un tour del Sud Est Asiatico che mira a solidificare ampiezza e profondità della sfera d'influenza di Pechino. In particolare, l'offensiva sulle terre rare è la più sofisticata delle reazioni cinesi alle tariffe decise da Trump. Nella visione di Pechino, rispondere ai dazi con altri dazi è servito a rifiutare la posizione di subalternità a cui Trump vorrebbe costringere ogni sua controparte negoziale, ma sono le nuove regole per esportare 7 dei 17 elementi “rari” della tavola periodica, centrali in così tante produzioni ad alto contenuto tecnologico, che sono destinate a fare più male. Anche se bastassero poche settimane, gli stock disponibili al di fuori della Cina si ridurrebbero sensibilmente. Non tanto in Giappone, dove un precedente blocco mirato all'export deciso da Pechino ha consigliato prudenza negli stoccaggi, quanto negli Stati Uniti dove le scorte a magazzino sono storicamente più risicate. Le limitazioni all'export si faranno sentire non solo perché la Cina ha di fatto il monopolio della raffinazione di questi elementi, ma anche perché produce il 90% dei magneti che li utilizzano e che sono indispensabili nella produzione di motori elettrici. Proprio in previsione delle temute difficoltà negli approvvigionamenti, a marzo le esportazioni di terre rare dalla Cina sono aumentate del 20,31% a oltre 5.666 tonnellate, mostrando in forma amplificata un fenomeno osservato in diverse altre categorie merceologiche. Complessivamente il mese scorso le esportazioni cinesi sono aumentate del 12,4%, in larga misura perché gli importatori hanno chiesto di anticipare le spedizioni in vista dei dazi. Di queste mosse cinesi Trump dovrà tenere conto se non vuole che i suoi dazi contro il Dragone si trasformino in un clamoroso boomerang.
