Lời hăm dọa của ông Tập Cận Bình cho hợp nhất Đài Loan với Hoa lục bằng mọi giá kể cả bằng vũ lực cũng không làm cho người dân Đài Loan sợ hãi. Thế nhưng, với Bắc Kinh, đảo Đài Loan là một phần lãnh thổ của Trung Hoa rộng lớn. Sau Hồng Kông năm 1997 và Macao năm 1999, phải đến lượt Đài Loan trở về với đất mẹ. Đài Loan trở thành vấn đề trọng tâm trong chính sách đối ngoại của đảng Cộng sản Trung Quốc. Trong mục đích này, Bắc Kinh từ rất lâu đã nghĩ đến việc đề xuất nguyên tắc « một nhà nước, hai chế độ » cho Đài Loan, ngay cả trước khi áp dụng chúng với cựu nhượng địa Hồng Kông. Theo đó, ý tưởng cơ bản là kết dán những vùng lãnh thổ đó với Trung Hoa lục địa nhưng vẫn trao cho vùng đất này một quyền tự trị rộng rãi về kinh tế, chính trị và xã hội. Mục tiêu này còn được Trung Quốc thúc đẩy nhanh hơn nữa dưới thời trị vì của Tập Cận Bình. Vị lãnh đạo đầy quyền lực này gắn chặt mục tiêu hợp nhất lãnh thổ với « giấc mơ Trung Hoa » của ông với tham vọng trở thành lãnh đạo đầu tiên hoàn thành « sứ mệnh lịch sử » mà Mao Trạch Đông từng hướng đến : Hợp nhất Trung Quốc đến tận Đài Loan. Một sứ mệnh ông Tập Cận Bình dự kiến kết thúc vào năm 2049 để mừng kỷ niệm 100 năm ngày thành lập nước Cộng hòa Nhân dân Trung Hoa. Chỉ có điều trong nước cờ này, Tập Cận Bình đã không tính đến yếu tố nhân hòa. Phong trào Hoa Hướng Dương ở Đài Loan năm 2014 phản đối « thỏa thuận tự do mậu dịch Trung – Đài » bị nghi ngờ tạo thuận lợi cho Trung Quốc gây ảnh hưởng – được tiếp nối bằng làn sóng Dù Vàng ở Hồng Kông vài tháng sau đó đòi bầu chọn lãnh đạo đặc khu theo phổ thông đầu phiếu. Những làn sóng phản kháng này đã mở đường cho bà Thái Anh Văn thuộc đảng Dân Tiến lên cầm quyền ở Đài Bắc năm 2016. Mối quan hệ đôi bờ eo biển Đài Loan được thiết lập từ năm 1979 cũng từ đó trở nên xấu đi. Chuyên gia Richard Bush lãnh đạo Chen-Fu and Cecilia Yen-Koo chuyên nghiên cứu về Đài Loan thuộc Viện Brookings cho rằng Quốc Dân Đảng thất cử làm cho Bắc Kinh mất đi chỗ dựa quan trọng trong kế hoạch lôi kéo người dân Đài Loan xích lại gần với lục địa : « Hiện nay Đài Loan có một cuộc tranh luận về cách thức tốt nhất để xử lý thách thức từ Trung Quốc. Về mặt cơ bản, thử thách hiện nay chính là Trung Quốc muốn Đài Loan đi theo hệ thống chính trị và cơ cấu điều hành của mình và kết thúc Trung Hoa Dân Quốc, tên gọi chính thức của chính phủ Đài Loan. Người tiền nhiệm của bà Thái Anh Văn, ông Mã Anh Cửu từng nghĩ rằng phương cách tốt nhất để đối phó với thách thức Trung Quốc là nên bắt tay chặt chẽ với Bắc Kinh để tránh bị xem là khiêu khích Bắc Kinh, hay làm cho Trung Quốc phải lo ngại về những ý định của ông, và cùng lúc cũng nên thiết lập một mạng lưới quan hệ rộng rãi giữa hai bờ eo biển, như thế Trung Quốc rất có thể sẽ không bao giờ dám gây chiến hay đưa ra những kiểu hành xử xấu xa khác. Cách tiếp cận này có được chút ít thành quả nhưng chính khía cạnh tiêu cực của kết quả ʺnửa vờiʺ đó đã dẫn đến hệ quả là vào năm 2016 Thái Anh Văn đắc cử tổng thống và đảng Dân Tiến có đa số ở Nghị Viện trong cuộc tổng tuyển cử tháng Giêng năm đó. Bà Thái Anh Văn còn tỏ ra rất thận trọng về những gì có liên quan đến Trung Quốc. Trong nội bộ đảng Dân Tiến và trong một chừng mực nào đó, người ta quan ngại là khi hợp tác kinh tế quá chặt chẽ sẽ kéo theo hợp nhất chính trị. Hơn nữa, Thái Anh Văn từ chối luật chơi của Trung Quốc. Luật chơi này là buộc những người mà Bắc Kinh không ưa phải đưa ra lập trường ‘đúng đắn’ về một số nguyên tắc chính trị theo ý của Bắc Kinh. Bà Thái biết rằng một khi chấp nhận những nguyên tắc đó rồi thì người ta sẽ không thể làm gì được nữa. Do vậy bà rất cẩn trọng. Bà ra sức trấn an và không ngừng nói rằng ʺTôi muốn duy trì nguyên trạngʺ ». Với bà Thái Anh Văn, Đài Loan là một thực thể khác biệt và có một bản sắc riêng đối với Trung Hoa Lục Địa. Bảy thập niên qua, Đài Loan vận hành như là một nhà nước độc lập và nền dân chủ Đài Loan cũng đã được củng cố vững chắc. Do vậy, bà không chấp nhận nguyên tắc « một quốc gia, hai thể chế » và nhất là không công nhận « đồng thuận 1992 » cho rằng Trung Quốc và Đài Loan là thuộc về một nước Trung Hoa duy nhất. Chính sách hăm dọa của Trung Quốc thất bại Thái độ « cứng đầu » này của bà Thái Anh Văn đã làm cho Trung Quốc bực tức và ngày càng tỏ ra mất kiên nhẫn. Trong bốn năm nhiệm kỳ đầu tổng thống, Bắc Kinh gia tăng sức ép trên mọi phương diện kinh tế, quân sự và tìm cách cô lập Đài Loan trên phương diện ngoại giao. Áp lực này vẫn sẽ tiếp tục đè nặng lên nhiệm kỳ hai của bà Thái Anh Văn theo như đánh giá của ông Barthelemy Courmont, giáo sư trường Đại Học Công Giáo Lille, nhà nghiên cứu Viện Quan hệ Quốc tế và Chiến lược trên đài RFI. « Giảm nhẹ áp lực hơn chắc chắn là không rồi chừng nào ông Tập Cận Bình vẫn còn tại quyền bởi vì vấn đề Đài Loan đối với ông là một nỗi ám ảnh. Mà mọi nỗi ám ảnh quốc gia nói thật chẳng là một điều gì hay ho cả. Tuy nhiên, liệu Trung Quốc có một chính sách cứng rắn hơn không, tôi không nghĩ là có. » Richard Bush cũng có cùng một quan điểm. Phản ứng đầu tiên của Bắc Kinh sẽ là « một sự thất vọng nhưng chưa phải là một thảm họa ». Trong chiều hướng này, chính quyền Trung Quốc sẽ còn gia tăng gấp bội và tiếp tục chiến lược được áp dụng trong bốn năm qua. Ông giải thích : « Tôi nghĩ rằng điều mà họ sẽ nói đầu tiên hết là còn có một cuộc bầu cử khác trong bốn năm nữa, và chiến dịch tranh cử này đã bắt đầu từ giờ. Tiếp đến, Trung Quốc tìm được một cách tiếp cận ʺkhá phù hợpʺgiữa một bên là sự hòa dịu và bên kia là chiến tranh. Đó là một sự kết hợp gồm hăm dọa, gây áp lực, phối hợp, can dự vào đời sống chính trị nội bộ của Đài Loan. Chiến lược này dường như đã vận hành tốt. Trung Quốc xem kết quả cuộc bầu cử địa phương năm 2018 là một thành công của chính sách đó. Kết quả cuộc bầu cử hôm thứ Bảy 11/01/2020 có lẽ sẽ buộc Bắc Kinh phải xem xét lại trước hết chiến lược hăm dọa và công thức « một quốc gia, hai thể chế » để giải quyết các bất đồng với Đài Loan. Tuy nhiên, tôi nghi ngờ là Bắc Kinh sẽ không xem kết quả này như là một tín hiệu báo động để thay đổi cách tiếp cận cơ bản. Bắc Kinh đơn giản sẽ gia tăng gấp đôi áp lực ». Mối quan hệ Trung – Đài – Mỹ Liệu rằng bà Thái Anh Văn có thể kháng cự được trước ý đồ muốn phá vỡ « nguyên trạng » của người láng giềng khổng lồ bên kia bờ eo biển hay không ? Nhà nghiên cứu Jean-Pierre Cabestan trong một chương trình phát thanh của đài France Culture có cho rằng cuộc đối đầu Mỹ - Trung có lẽ sẽ là một lợi thế cho Đài Loan. « Bắc Kinh vẫn sẽ tiếp tục cô lập Đài Loan nhưng cùng lúc còn có bối cảnh quốc tế được đánh dấu bằng cuộc đối đầu Mỹ - Trung. Hơn nữa chính quyền Trump ngày càng đứng về phía Đài Loan. Hoa Kỳ có các thỏa thuận an ninh với Đài Loan thông qua việc bán các loại vũ khí phòng thủ. Và nếu có một cuộc khủng hoảng quân sự ở Đài Loan, Hoa Kỳ có lẽ sẽ can thiệp ». Về điểm này, chuyên gia Richard Bush lưu ý đến thái độ nước đôi của chính quyền Donald Trump khi cho thực hiện cùng một lúc hai chính sách khác nhau trong mối quan hệ với chính quyền bà Thái Anh Văn. « Trong lĩnh vực an ninh và ngoại giao, chính quyền Trump đã đưa ra một số sáng kiến mới, nhưng không hẳn là công khai tất cả, để cải thiện mối quan hệ Hoa Kỳ – Đài Loan và trên thực tế là để mang đến cho Đài Loan nhiều sự tôn trọng và uy tín hơn vì những gì Đài Loan đã làm. Bên cạnh đó, các cơ quan chức năng kinh tế của chính quyền Trump lại không mấy gì sẵn lòng mở ra các cuộc thương lượng về những vấn đề mà Đài Loan mong muốn thật sự xúc tiến, những gì cho phép cải thiện tính cạnh tranh nền kinh tế của Đài Loan và cũng rất có thể mang lại một lợi thế chính trị nữa. Điều này tạo ra một tình huống kỳ lạ : Bộ Quốc Phòng và bộ Ngoại Giao Mỹ xem Đài Loan như là một tác nhân chiến lược, trong khi các bộ ngành kinh tế lại đối xử tệ với vùng lãnh thổ này ». Tình huống này làm dấy lên câu hỏi: Liệu người ta có thể tin tưởng vào chính quyền Washington đến đâu trong bối cảnh chủ nhân Nhà Trắng hiện nay là ông Donald Trump đặt lợi ích của nước Mỹ lên trên hết và luôn có những quyết định khó đoán khó lường ? Một cách gián tiếp, đó cũng là một cuộc trưng cầu dân ý về chính sách Trung Quốc của ông Mã Anh Cửu và kết quả thế nào đã được thấy rõ. Trong trước mắt, cử tri Đài Loan thích sự cẩn trọng của bà Thái Anh Văn hơn là chính sách xích lại gần Trung Quốc của ông Mã Anh Cửu.

Dr. Bush is a senior fellow at the Brookings Institution and holds the Michael H. Armacost Chair and Chen-Fu and Cecilia Yen Koo Chair in Taiwan Studies in the Center for East Asia Policy Studies.
This episode explores the current state of cross-Strait relations between Taiwan and mainland China, as well as the Trump administration’s approach to this complex relationship. Our guest, Dr. Richard Bush, explains how and why the relationship has deteriorated since President Tsai Ing-wen came to power in 2016, as well as how her approach to relations with Beijing differs from that of former President Ma Ying-jeou. Dr. Bush also examines the unique role that the US plays in the present-day relationship, in light of its ongoing trade war with Beijing yet lack of official diplomatic ties with Taiwan. Unresolved questions about Hong Kong’s political future, long hidden beneath the surface of the territory’s bustling commercial activity, burst to the forefront in 2014 in response to proposed electoral reforms. Since then the struggle for democracy in Hong Kong has developed into a significant challenge to Beijing’s vision for the former British colony. The Umbrella Movement, the 2015 “Fishball Revolution,” and the recent LegCo oath-taking controversy, which have drawn a lot of media attention, mark the entry of a new generation of political actors, more idealistic and committed to the realization of full electoral democracy than their elders; they also reflect popular resentment long in the making. Since the territory’s reversion to China almost 20 years ago (in 1997), economic inequality has grown, community-police relations have deteriorated, and some worry that they are losing control of their own cultural and political destiny. An expert on China’s relations with its neighbors, Richard Bush is a senior fellow at the Brookings Institution, and is director of its Center for East Asia Policy Studies. In his new book, Hong Kong in the Shadow of China: Living with the Leviathan, Dr. Bush examines both the immediate and long term causes of Hong Kong’s demonstrations, and analyzes the emergence of a pro-democracy movement galvanized by millennials’ activism. The A's were one of Philadelphia's hottest bands in the 70s. Their mix of new wave and power pop created some of the best music of that wonderful period - the barely pre-MTV era (1977-1981). Lead singer Richard Bush was also one of the most charismatic frontman around - rock star through and through. But, unfortunately, after two underperforming albums on a major label, the band called it a day. Today, Richard primarily makes his living working like the rest of us, but for the past few years he's invested his talents in his new band, the psychedelic Peace Creeps. In our conversation, Richard honestly dissects his musical career, what went wrong, what went right, and what should have been. The guy is still amazing and hasn't lost a step!
Steve Cooper talks with musician Richard Bush. Richard was the front man for the hugely popular Philadelphia band "The A's" in the late 70's and early 80's. They had two big hits, "After Last Night" and "A Woman's Got the Power" and recorded a few albums but eventually broke up. He took a sabbatical for many years from performing live but continued to write and record at his home studio. In 2006 he formed the band the Peace Creeps who still perform all over the Philly area to sold out crowds and he is currently working on a new album.
