Episode 114 Tracy McClelland36 Year-old Mother of three, Tracy McClelland vanished in Fenruary, 2007 in Tampa, Florida. When she didn't show up at the hospital for the birth of her nephew, her family feared something was wrong. In March, 2007, workers found the body of a woman, clad only in a denim skirt, buried in a shallow grave at their job site. Since there was no ID found with the body and due to decomposition, Detectives had to ID using serial numbers from her breast implants, and prints from her finger tips. The dead woman turned out to be Tracy McClelland. Police were tight lipped about the cause of death, stating only that there was upper body trauma and that the case was a homicide. Police had their work cut out for them trying to figure out who killed Tracy, and why. Tracy, once a possible student with dreams of becoming a teacher, had lost her way following the suicide of her brother. Devastated by the loss, Tracy sank into depression, and drug use, and alternated between living on the streets and crashing at friend's homes. 15 years later, her case remains unsolved. In this episode, Tracy's niece Malia discusses her aunt's tragic death, the circumstances that led to it, and her family's effort to find justice for Tracy. What’s it like battling coronavirus on the front lines? Peter Schorsch hunkers down with Tampa Police Chief Brian Dugan to find out. Dugan has had a 28-year career with the Tampa Police Department and was instrumental in establishing the department’s reputation as a well-respected, highly professional organization. In November 2017, then-Mayor Bob Buckhorn halted a national search for Chief, naming Dugan the 32nd Chief of Police, after serving as the department’s Interim Chief. Dugan talks about how he went from a hit the ground running-chief to one managing law enforcement response to the COVID-19 crisis. He’s juggling both public safety and officer safety. The department currently has 30 officers under quarantine with one who tested positive for the coronavirus as well as another 45 officers being monitored for symptoms. Dugan explains the challenges facing law enforcement agencies as officers lack the ability to wear appropriate protective gear. Officers, he explain, cannot be encumbered by extra protective equipment that could hinder their ability to protect themselves in a dangerous situation. Dugan looks ahead as the agency continues to manage the crisis and worries about a potential uptick in looting and domestic violence calls, though so far, calls for service are actually down due to so many individuals staying at home. In June 2018, an all-volunteer 501(c)(3) charitable organization called The Community Pet Project was formed serving Hillsborough County, Florida. Many local rescue volunteers were frequently encountering homeless and at-risk people who were desperately trying to care for their pets. For many of these people, their pets were their only reason to keep moving forward and survive the despair of their current situations. Without the help of the Community Pet Project, many of these pets would have to be surrendered to local shelters. The Community Pet Project volunteers work to help these people keep and care for their pets. Quarterly community outreach events are held with the Hillsborough County Sheriff’s Office and the Tampa Police Department to provide homeless and at-risk families pet food and pet supplies such as flea prevention, wormer, grooming supplies, treats, and toys. as well as information regarding veterinary care and spay and neuter surgeries. Financial contributions and product donations are greatly appreciated and always needed.

For many of these people, their pets were their only reason to keep moving forward and survive the despair of their current situations. Without the help of the Community Pet Project, many of these pets would have to be surrendered to local shelters. The Community Pet Project volunteers work to help these people keep and care for their pets. Quarterly community outreach events are held with the Hillsborough County Sheriff’s Office and the Tampa Police Department to provide homeless and at-risk families pet food and pet supplies such as flea prevention, wormer, grooming supplies, treats, and toys. as well as information regarding veterinary care and spay and neuter surgeries. Financial contributions and product donations are greatly appreciated and always needed.

Sowell founded the non-profit organization Current Initiatives, which operates the "Laundry Project." The organization is one of four groups that received a Community Investment Grant from the Tampa Police Department in 2018. The Laundry Project assists low-income families with meeting a basic need – washing clothes and linens, by turning laundromats into community centers of hope. She was elected the first female president of a police academy class and 26 years later, she became the first woman to lead the Tampa Police Department.Chief Castor has redefined community policing in her hometown and driven down the crime rate with her innovative approach to fighting crime. Over the course of her career, Chief Jane Castor built a reputation for working side by side with residents, community leaders, business owners and neighboring law enforcement agencies to reduce crime and improve the quality of life in Tampa. Those community partnerships are the foundation of TPD’s dynamic crime reduction strategy, “Focus on Four.” Since its induction in 2003, the plan has reduced violent and property crime by 70%.     Jane’s strong leadership style is balanced with her efforts to help Tampa’s most disadvantaged children.She recently opened the doors of a multi-million dollar gymnasium for the Police Athletic League. The new facility is now serving more than 300 at-risk children. The department also opened a brand new safe haven for children called the RICH House. In Tampa in 1948, known gangster Jimmy Velasco was gunned down by a hit man. In the ensuing weeks, when neither the Tampa Police Department nor Hillsborough made an arrest, Jimmy’s brothers took the investigation to the governor, who ordered a grand jury investigation. In February 1949, the findings were revealed. Among the discoveries was a “pay off” list written by Velasco prior to his death detailing the public officials he paid off to remain immune to law enforcement. The public was captivated by the news and rumors swirled over who was named. The grand jury never released the names on the list and it has been locked away ever since. TAMPA BAY ORGANIZED CRIME-Paul GuzzoThis list detailed a who is who of Tampa's leadership, from judges to city councilman to the mayor and sheriff. Some of these names are old hat, exposed years later by the Kefauver Commission. Others are new and previously thought up-standing leaders.
