New footage from Virginia shows a man analyzing a new ATM that asks for palm scans, has license plate readers and requests a digital ID scan of sorts which the man in the video posits that it's actually for vaccine passports. This could easily be the case in the current tyrannical technocratic environment we live in, but all the same it could simply be for social credit or carbon credits. The ATM was made by Hyosung. We already know Sierra Leone has digital IDs rolled out by the United Nations and Bill Gates where all citizens must have the ID in order to work, drive and access their bank account. In Kenya, the Ogiek people have been restricted from their bank accounts due to low carbon credit scores. In Nigeria, people were restricted from accessing their bank accounts without a vaccine pass in 2021 and 2022. Australia has rolled out a digital ID. The UK and much of the EU has rolled out digital ID plans as they anticipate bringing in CBDCs. Canada and the United States are also rolling out digital IDs. We know what's coming. We know how it'll affect us. Why are so many not taking this seriously and actually planning for what's to come? Most people are completely dependent on their bank and have no safe guards whatsoever. Eskom has officially started operating the first of eight utility-scale battery energy storage system (BESS) projects being introduced as part of Phase 1 of a World Bank-funded programme to add batteries with a combined storage capacity of 199 MW and the ability to discharge 833 MWh of electricity over a minimum of four hours. The project in question is the 20 MW/100 MWh Hex BESS site, which has been built on Eskom's distribution network in Worcester in the Western Cape using batteries supplied by Hyosung, of South Korea. It is the first Phase 1 project to be completed, but Eskom distribution group executive Monde Bala tells Engineering News that the seven other projects are all progressing on schedule, despite some initial delays at some sites. Besides Hex, Phase 1 also comprises the 80 MW/320 MWh Skaapvlei, the 5 MW/30 MWh Graafwater and the 9.5 MW/45 MWh Paleisheuwel sites, also in the Western Cape; the 8 MW/32 MWh Elandskop and 40 MW/160 MWh Pongola projects, in KwaZulu-Natal; the 1.5 MW/6.16 MWh Rietfontein site, in the Northern Cape; and the 35 MW/140 MWh Melkhout site, in the Eastern Cape. Last year, Eskom indicated that Hyosung and Pinggao, of China, had been awarded several of the Phase 1 projects following a competitive tender and indicated that the awards covered projects with a capital cost of some R4.4-billion. Eskom and Hyosung officially opened the Hex BESS site on November 9, indicating that the 100 MWh of energy it could supply daily was equivalent to the consumption of a town the size of Mossel Bay, in the Western Cape, for about five hours. Phase 1 also includes about 2 MW of solar photovoltaic (PV) capacity, which is being coupled to the Rietfontein project, to help ensure there is electricity for the project to store in a context of chronic supply constraints and Bala reports that Eskom distribution will consider further such couplings in future. However, he stresses the division, which is currently being separated from generation and transmission, has capital constraints and that its main investment priority remains that of network maintenance and expansion. It is, thus, considering various alternative funding models for future BESS and/or BESS-plus-renewables deployments, which Bala believes will become increasingly important as more variable renewable electricity is introduced and generation becomes more distributed across the country. The phase 1 and 2 funding arises from a component of the $3.75-billion World Bank loan of 2010 initially earmarked for a concentrated solar project, which was subsequently replaced by BESS. The costs will be recovered by the tariff, with the BESS costs to be included in future revenue applications to the National Energy Regulator of South Africa. PHASE 2 ON HOLD FOR NOW Eskom has also placed Phase 2, through which it aims to introduce a further 144 MW/616 MWh of BESS across four sites, on hold. This, while it clarifies with National Treasury whether BESS projects can be included as part of the capital projects that the distribution business can undertake without breaching the terms of the R254-billion Eskom debt-relief conditions. Bala is optimistic that permission will be granted and indicated an eagerness to press ahead with the projects at the earmarked sites of Witzenburg and Ashton, in the Western Cape, as well as Cuprum and Kiwano, in the Northern Cape. He reports that the sites were selected primarily for the potential to use BESS to defer capital expenditure that would otherwise have been required, but says the division is also alive to the various services that BESS can provide to the grid, including ancillary services, such as frequency regulation, voltage support, and reactive power control. For the Phase 1 projects, including Hex, the BESS will be used to manage peak demand periods (from 05:00 to 09:00 and between 17:00 and 21:00) by discharging stored energy during times of high electricity consumption, and recharging during off-peak periods. State-owned electricity utility Eskom has confirmed the award of contracts with a combined value of R4.4-billion to Hyosung Heavy Industries, of South Korea, and the Pinggao Group, of China, for battery energy storage system (BESS) projects that will be delivered across several sites by the end of June next year. The contracts cover the lion's share of the individual projects included as part of Phase 1 of a two-phase roll-out being funded by the World Bank, the African Development Bank, the New Development Bank and the Clean Technology Fund. Phase 1 involves the installation of some 199 MW/833 MWh of BESS capacity across eight Eskom Distribution substation sites in four provinces. It also includes 2 MW of solar photovoltaic (PV) capacity. Eskom will seek to implement both phases, involving 343 MW/1 440 MWh of BESS and 60 MW of solar PV, by December 2024. It has also signalled that the initiative forms part of a larger 500 MW BESS plan, which has been included in the package of interventions unveiled by President Cyril Ramaphosa on July 25 to tackle load-shedding. The projects to be implemented by Hyosung and Pinggao will be used primarily for peak shaving purposes for four hours a day for at least 250 days of the year. However, they will also provide some ancillary services and local network support. It is understood that Pinggao has been awarded contracts for the 80 MW/320 MWh Skaapvlei, 9.5 MW/45 MWh Paleisheuwel and 5 MW/30 MWh Graafwater projects, in the Western Cape, while Hyosung has been awarded the 40 MW/160 MWh Pongola and the 8 MW/32 MWh Elandskop projects, in KwaZulu-Natal, as well as the 20 MW/100 MWh Hex project, in the Western Cape. Hyosung Heavy and Pinggao have been contracted to design, supply and install the BESS systems and to provide operating and maintenance support for five years. The utility has decided to re-tender the 35 MW/140 MWh Melkhout project, in the Eastern Cape, as well as the 1.54 MW/6.16 MWh Rietfontein project in the Northern Cape, which will include 2 MW of solar photovoltaic capacity. Eskom tells Engineering News that the combined value of the contracts placed with Hyosung and Pinggao is R4.4-billion "roughly split in half". The second phase will cost an estimated R6-billion. The utility also did not indicate when it expected to award the Phase 2 contracts, which cover two sites in the Western and Northern Cape provinces apiece and will comprise 144 MW/616 MWh of BESS capacity and 58 MW of solar PV. “Through the BESS project, Eskom aspires to diversify the existing generation energy mix by pursuing a low-carbon future to reduce the impact on the environment,” coal and clean technology GM Velaphi Ntuli says, indicating that energy storage in large quantities will be required to incorporate energy from renewable sources. “The 1 440 MWh distributed BESS with 60 MW solar PV represents a giant leap forward in achieving this aspiration, as it will be one of the largest BESS projects to be developed and implemented in South Africa.” CEO André de Ruyter linked the BESS roll-out to Eskom's ‘Just Energy Transition' strategy and indicated that the utility aimed to support the development of local industry. A preliminary BESS localisation and industrialisation study has been conducted and Eskom will continue to “engage stakeholders to ensure that maximum benefits are derived from all the project sites”.

State-owned electricity utility Eskom has confirmed that it has awarded battery energy storage system (BESS) contracts to two supplies for projects with a combined capacity of 199 MW/833 MWh. CEO André de Ruyter confirmed on Wednesday that the BESS programme, which is being funded through a World Bank loan, will cost R11-billion. The entire programme is for 360 MW/1 440 MWh and is being delivered in two phases. Speaking during a briefing hosted to explain another extension of rotational power cuts, De Ruyter said that Phase 1 contracts had been awarded to Pinggao, of China and Hyosung, of South Korea. Eskom confirmed with Engineering News that Pinggao had been awarded contracts for the 80 MW Skaapvlei, 9.5 MW Paleisheuwel and 5 MW Graafwater projects, in the Western Cape, while Hyosung had been awarded the 40 MW Pongola and the 8 MW Elandskop projects, in KwaZulu-Natal, as well as the 20 MW Hex project, in the Western Cape. Eskom has indicated previously that the BESS projects will perform various roles from peak shaving and demand management to the provision of ancillary services and local network support. De Ruyter said the projects were currently the subject of a licensing adjudication by the National Energy Regulator of South Africa, which had already provided its concurrence to the projects. Eskom is, thus, confident of receiving the licences by mid-September. “We then intend to commence construction following the award of the licences and depending on the package,” De Ruyter said, indicating that some of the packages should begin later this year and be completed by the middle of 2023. He noted that the World Bank had been intimately involved in supervising the project and ensuring proper governance. “We were also very fortunate to secure pricing for the projects prior to significant price escalations that have arisen as a result of a commodity price spike caused by the war in Ukraine, as well as the fact that there is a significant demand now for additional battery storage systems around the world.” Describing the contracts as large and innovative, De Ruyter said that the installation of the systems would help strengthen the transmission and distribution grids in a number of key areas, including the Northern Cape, the Western Cape and also in KwaZulu-Natal. First, there are another 1,261 cases of COVID-19 in Virginia reported this morning, bringing the seven-day average for new cases to 1,324. The seven-day average for positive PCR tests has decreased to 5.7 percent, down from 5.8 percent yesterday. In the Blue Ridge Health District, there are three new cases reported today, and Charlottesville reported no new cases for the first time since August 17. The percent positivity rating for PCR tests has decreased to 2 percent.  The University of Virginia’s COVID-19 tracker lists 26 active cases with 13 of them students. Credit - Virginia Department of Health*Today is election day, and this time around, recently passed legislation combined with the pandemic led to an expansion of flexibility on how people could cast their ballot. Today is the culmination of a historic election period which in Virginia saw the voter registration deadline extended by a court order due to a cut communications cable that shut down the Department of Elections website on the last day to register. Nationwide, 98 million Americans are estimated to have voted early in-person or cast a ballot via mail. According to Albemarle’s Twitter account, 41,418 of that county’s residents voted early with roughly a third of those being ballots were sent by mail. That number is just over half of the county’s total registration of 81,683 people.  As of 9 a.m. this morning, the registrar reported 7,620 in-person ballots on this Election Day. In Louisa County, a total of 11,486 people voted early, including 3,263 mail ballots received as of yesterday. The total registration in Louisa is 27,290. “As of this morning, we have had 4,788 ballots cast in Nelson prior to opening the polls,” said Nelson County registrar Jacqueline Britt. “As of 8:00am, As of 8:00am, we have had 5,599 ballot cast for a 48.1% turnout so far.”*Charlottesville City Council has been briefed on the recent discovery of unmarked graves at Pen Park that are now believed to be those of enslaved individuals dating back to the late 18th and early 19th centuries.  The city hired Rivanna Archaeological Services to use ground penetrating radar to confirm a hunch. “The city acquired Pen Park in the 1970’s,” said Jeff Werner, the city’s historic preservation planner. “Dr. George Gilmer had acquired it in 1786 and gave it that name.”   A family cemetery on the property has several marked graves of Gilmer descendants as well as two other families who bought the property in subsequent years. But Werner and others noticed the possibility of other burial sites with no markings by noticing surface depressions. “The GPR data suggests the likelihood of 43 unmarked and unrecorded graves outside the walls of the three family plots,” Werner said. “The majority of these graves lie outside the Gilmer and Craven sections and we know that both of those families enslaved individuals and the evidence suggests that these graves are those of individuals enslaved at Pen Park.”Werner said he felt the city has a responsibility to memorialize the graves given that it is on city property. Charlottesville Mayor Nikuyah Walker agreed. “We have an obligation here and it’s something that we would want to do right,” Walker said, saying she supported staff’s recommendation to proceed with further study but to be careful not to disturb the graves.“It’s so important to make sure that the families, as many as possible, are aware of what the options are and something they are on board with,” Walker said. Archaeologist Ben Ford said he believed that could be accomplished.“This type of research has been done and there are individuals who I believe would be willing to lend their expertise on how to pursue this type of research, the contacts that need to be made and how productive it would be.” Credit - Rivanna Archaeological Services / City of Charlottesville*The Albemarle Architectural Review Board has given their nod to a plan for how to manage the landscapes underneath 1.6 linear miles of electric line on U.S. 29 north of Dickerson Road. The Planning Commission and Board of Supervisors will soon consider a special use permit to allow the Rappahannock Electric Cooperative to install a new powerline on existing poles. As part of the conditions, REC had to run an Integrated Vegetation Management  (IVM) plan by the ARB. The plan governs what vegetation will be allowed along the easement.“Trees within the right-of-way will be allowed to remain if they are low growing, compatible species such as redbuds, dogwoods, winterberry, serviceberry, etc.,” reads the plan. “Trees that are incompatible, such as yellow-poplars, oaks, maples and other “timber-sized” species will be removed every five years.” Attorney Valerie Long appeared before the ARB to explain that IVM is intended to do more than just protect the lines from being taken down by falling trees. “The most important [goal] for Rappahannock Electric is always the safety for the public and doing everything it can do to reduce outages that are caused by vegetation but obviously also working to promote pollinator habitat, diverse species, control invasive species, but also recognize that this utility corridor is along a very important entrance corridor for the county,” Long said. The ARB voted 3-1 to approve the plan on the condition that native species be used. The line runs 1.6 miles in northern Albemarle County*The Scottsville Planning Commission has endorsed a small area plan for West Downtown that sets out a community vision for eventual redevelopment of a derelict factory. “The currently unused tire plant presents both liability and potential to the Town of Scottsville and its residents,” reads a summary in the plan. “With proper consideration and careful site plan review, we can shift the balance from it being a negative feature to a positive one.” The former Uniroyal plant was built in 1944 and makes up sixty percent of the 100 acres covered by the plan. The factory was most recently owned by the Hyosung company Small Area Plans are not binding documents, but are intended to give direction on what the community would like to see. The 60 acre site is owned by limited liability companies tied to veteran developer Charles Hurt. In 2019, the town of Scottsville received a $30,000 grant from the Virginia Department of Community Development that helped pay for flood studies. Matt Lawless is the Scottsville Town Manager.“We’ve learned a lot together,” Lawless said. “Doing the planning work, meeting our neighbors on this, we’ve gotten to understand the town’s goals and what we are trying to do in this downtown neighborhood a lot better. I feel a lot more comfortable I can do the kind of staff work that’s going to meet with the community’s approval.”The next step is for the plan to go to Town Council. This is a public episode. Charly también está en México, poniendo sus pensamientos en orden y editando todo el material que se trajo de Cuba. Las próximas semanas van a ser frenéticas para él: viaje a España para participar en un concurso/promoción de productos financieros, edición a lo loco, planear lso siguientes pasos… No le quedará demasiado tiempo para viajar. ¿Se estará metiendo en una rueda de hamster? Esta semana también cuento yo mi última excursión y también es a un paraíso cercano: Portugal.
