Oder verbirgt sich hinter der moralischen Rhetorik ein wesentlich nüchterneres strategisches Kalkül?Ein Blick auf die geopolitische Landkarte legt eine andere Interpretation nahe. Der Iran liegt an einer der wichtigsten Schnittstellen Eurasiens – zwischen den Energiezentren des Nahen Ostens, den Rohstoffregionen Zentralasiens und den aufstrebenden Wirtschaftsmächten Asiens. Wer diesen Raum kontrolliert oder politisch schwächt, beeinflusst zugleich die Entwicklung eines ganzen Kontinents. Genau deshalb steht der Iran seit Jahrzehnten im Fokus US-amerikanischer Machtpolitik. Nicht Menschenrechte oder Atomprogramme bilden den eigentlichen Kern des Konflikts, sondern die strategische Rolle des Landes als geopolitischer Schlüsselstaat auf dem eurasischen Schachbrett.Das Zusammenwachsen Eurasiens versuchen die USA zur Erhaltung einer unipolaren, von ihnen gesteuerten Weltordnung mit allen denkbaren Mitteln zu verhindern.Halford Mackinder und Zbigniew BrzezinskiIn geopolitischen Analysen gilt der eurasische Kontinent seit über einem Jahrhundert als das strategische Zentrum der Weltpolitik. Bereits der britische Geograf Halford Mackinder formulierte Anfang des 20. Jahrhunderts die berühmte „Heartland-Theorie“. Seine zentrale These lautete, dass die Kontrolle über die große Landmasse Eurasiens – insbesondere über die inneren Regionen zwischen Osteuropa und Zentralasien – einen entscheidenden Einfluss auf die globale Machtverteilung haben könne. Wer diese zentrale Landmasse kontrolliere, so Mackinder, könne langfristig eine dominierende Stellung in der Weltpolitik erlangen.Mackinder fasste seine Überlegungen 1904 in einem oft zitierten geopolitischen Leitsatz zusammen:„Wer Osteuropa beherrscht, kontrolliert das Heartland; wer das Heartland beherrscht, kontrolliert die Weltinsel; wer die Weltinsel beherrscht, kontrolliert die Welt.“Mit der „Weltinsel“ meinte Mackinder die zusammenhängende Landmasse aus Europa, Asien und Afrika – also den mit Abstand größten geopolitischen Raum der Erde. Auf dieser sogenannten Weltinsel leben heute rund 85 Prozent der Weltbevölkerung, hier befinden sich der Großteil der landwirtschaftlichen Produktionsflächen, ein erheblicher Teil der industriellen Kapazitäten sowie die wichtigsten Energie- und Rohstoffreserven der Welt. Eurasien allein umfasst rund 36 Prozent der globalen Landfläche, beherbergt jedoch etwa 70 bis 75 Prozent der Weltbevölkerung und erwirtschaftet mehr als 60 Prozent des weltweiten Bruttoinlandsprodukts.Aus Mackinders Sicht lag der entscheidende Vorteil des Heartlands darin, dass es im Gegensatz zu den klassischen Seemächten kaum durch Flotten blockiert werden konnte. Wer diese riesige, ressourcenreiche Landmasse kontrollierte und durch Eisenbahnen und später moderne Infrastruktur miteinander verband, hätte langfristig einen strukturellen Machtvorteil gegenüber maritimen Imperien.Diese Überlegungen beeinflussten über Jahrzehnte strategisches Denken im Westen. Besonders deutlich griff der US-amerikanische Sicherheitsberater Zbigniew Brzezinski diese Logik nach dem Ende des Kalten Krieges wieder auf. Nous sommes le lundi 25 janvier 1904, à Londres, au siège de la Royal Geographical Society. Le froid est glacial. Ce soir-là, Halford John Mackinder, professeur à l'Université d'Oxford et à la School of Economics, donne une conférence devant un parterre d'individus qui, comme lui, ont une conception impérialiste de la géographie. Il s'agit de mieux connaître le monde pour pouvoir s'en rendre maître. Mackinder déclare : « L'aube du XXe siècle marque la fin d'une grande époque historique […]. Le monde, dans ses frontières les plus reculées, a à peine été révélé qu'il nous faut faire la chronique de son appropriation politique pratiquement complète. En Europe, en Amérique du Nord, en Amérique du Sud, en Afrique et en Australasie, il ne reste guère de région où l'on puisse revendiquer un droit de propriété […]. On peut opposer à grands traits l'époque colombienne à celle qui l'a précédée en faisant de l'expansion de l'Europe, sans résistances notables, sa caractéristique centrale […]. À compter d'aujourd'hui, dans l'ère post- colombienne, nous aurons de nouveau affaire à un système politique fermé, mais d'envergure mondiale. Chaque explosion de forces sociales, au lieu de se dissiper dans le chaos barbare de son environnement, sera vivement répercutée de l'autre côté du globe et les maillons faibles de l'organisme politique et économique mondial seront en conséquence brisés ». Prior to 2016, she worked for around 25 years in European think tanks and at various universities in Paris, Brussels, London, Washington, New York, and Berlin. She has been a recipient of the French L'Ordre pour le Mérite and of the Paul Watzlawick Ring of Honor and of the Salzburg State Prize for Future Studies. Ulrike Guérot is the author of at least 18 books, including Why Europe Should Become a Republic, and including two new books in German, one called ZeitenWenden and one called Ulrike Guérot on Halford J.
