Il y a un an, l'Allemagne dépénalisait la consommation et la culture du cannabis à des fins récréatives. 150 clubs de consommateurs ont depuis ouvert à travers le pays. Les cannabis sociaux clubs, comme on les appelle dans le pays, sont la base de la réforme, censés garantir la qualité des produits distribués légalement tout en luttant contre le marché noir.  De notre envoyée spéciale à Erfurt, Nous sommes mercredi, jour de distribution dans le Cannabis Social Club d'Erfurt, en Allemagne. Deux sortes de fleurs de cannabis sont proposées par le club, cultivées par les membres sous strict contrôle sanitaire. La première récolte, en janvier, a donné 30 kilogrammes, la distribution, deux jours par semaine, est limitée à 20 grammes par membre et par mois, à raison de cinq euros le gramme, c'est deux fois moins que sur le marché noir. Les membres sont satisfaits. « Je suis tout à fait satisfait. Super bon goût et effet très agréable », apprécie l'un d'entre eux. « L'avantage, c'est qu'on ne doit pas se fournir sur le marché noir. On n'a plus l'impression de faire quelque chose d'interdit. On peut acheter de la bonne qualité. Et le prix est beaucoup plus avantageux qu'au marché noir », estime un autre. « Alors la quantité distribuée pourrait être un peu plus élevée. Souvent, ça m'est arrivé, surtout quand j'avais mon cancer, de me faire arrêter par la police. J'avais du cannabis sur moi. Et qu'ont-ils fait ? Bien sûr, ils me l'ont confisqué ! Je me sens bien plus libre maintenant, clairement », confie un membre.En Allemagne, 450 clubs ont déposé une demande d'autorisation, dont les deux tiers des dossiers sont toujours sans réponse. Hermann Klatt, le président du Cannabis Club d'Erfurt, se souvient des difficultés rencontrées. « Il faut avoir les gens qui s'y connaissent, et qui sont prêts à investir leur temps, beaucoup de temps. On a dû rassembler 250 000 euros de fonds privés, sans banques, sans soutien, rien », se remémore-t-il.Mais la légalisation très encadrée est encore fragile. À Berlin, les partis conservateurs ont promis un retour à la prohibition sous le gouvernement Merz. « Nous, dans le gouvernement régional bavarois, on a dit dès le départ que la légalisation du cannabis est une erreur et nous n'avons pas changé de position », affirme Joachim Herrmann, membre de la très conservatrice CSU bavaroise.À Erfurt, l'inquiétude est palpable. « Le vrai danger, c'est que dans les négociations de coalition, le SPD ne laisse tomber les consommateurs de cannabis, pour obtenir des concessions des conservateurs sur d'autres questions. Vous voyez bien, les gens qui viennent ici s'approvisionner en cannabis, ce ne sont pas des criminels. Mais si on revenait à la prohibition, ils seraient tous criminels », s'exclame-t-il. Eine Aufrüstung der Bundeswehr sei politisch und rechtlich „geboten“, sagt Prof. Rupert Scholz. Der Jurist und Staatsrechtler hat nicht nur den maßgeblichen Kommentar zum Grundgesetz verfasst. Er war auch Verteidigungsminister im Kabinett Kohl III. Den Versuch von Friedrich Merz, die Verteidigungsausgaben von der Schuldenbremse auszunehmen, begrüßt er mit Blick auf die Weltlage - aber dass der Ampel-Bundestag ein 500 Milliarden Euro schweres Sondervermögen für Infrastruktur beschließen soll, lehnt er ab. Auch wenn Scholz den Ansatz von Friedrich Merz kritisch sieht: Dass das Grundgesetz noch durch den eigentlich abgewählten Bundestag geändert wird, ist rechtens. Denn das Grundgesetz lässt das zu. Dennoch verteidigt er den Wert des Grundgesetzes. Es ist eine der erfolgreichsten Verfassungen der Welt. Eine Verfassung, die zu eng gefasst ist, kann mit dem Wandel der Lebenswirklichkeit nicht Schritt halten und verlaltet damit zu schnell.

It's the end of an era: Scholz, Habeck, and friend of the pod Christian Lindner have all had their last Absacker and stumbled out into the night — you can still hear them arguing in the distance in a cloud of mutual acrimony. Este domingo se celebraron elecciones federales en Alemania, unas elecciones anticipadas y muy esperadas ya que el país atraviesa una doble crisis, política y económica, que ha superado con mucho al todavía canciller Olaf Scholz. Estaban llamados a las urnas casi 60 millones de ciudadanos para elegir a los 630 miembros del Bundestag, todo en un contexto de graves tensiones sociales y un sistema electoral renovado. Estas elecciones, convocadas en diciembre tras el colapso de la coalición tripartita compuesta por socialdemócratas, verdes y liberales nos han permitido comprobar cuán fracturado está el país, especialmente en temas como el de la inmigración o las recetas para superar la crisis económica. Tras la disolución del conocido como Gobierno "semáforo" por el color de los tres partidos que lo componían, Scholz se sometió a una moción de confianza y la perdió obligando al presidente, Frank-Walter Steinmeier, a disolver el Bundestag y convocar elecciones cuanto antes. La campaña estuvo dominada por la incertidumbre. La economía alemana, golpeada por la pandemia, la guerra en Ucrania y la pérdida de competitividad de sus empresas, registró su segundo año consecutivo de recesión en 2024, mientras que el debate migratorio se ha intensificado tras incidentes como el atropello masivo en Múnich perpetrado hace unos días por un refugiado afgano. El sistema electoral alemán, que combina votos directos por circunscripción y proporcionales por partido, acaba de estrenar una reforma aprobada hace poco más de un año. Con el Bundestag reducido de 736 a 630 escaños, la mayoría absoluta se sitúa ahora en 316. La eliminación de escaños compensatorios y la reintroducción provisional de la cláusula del mandato básico (que permite a partidos con al menos tres escaños directos entrar al Parlamento aunque no alcancen el 5% de votos) han añadido complejidad al reparto de escaños. Los resultados preliminares apuntan a una victoria de la Unión Cristiano Demócrata, capitaneada por Friedrich Merz, con cerca del 29% de los votos. Este triunfo, aunque claro, no les otorga la mayoría absoluta, lo que obligará a negociar con otras formaciones. En segundo lugar se ha situado Alternativa por Alemania con Alice Weidel como candidata, que ha conseguido un histórico 20%, lo que significa que duplica sus votos respecto a las elecciones de 2021. AfD se consolida asó como la segunda fuerza política del país aunque por ahora aislada por un "cordón sanitario" que hace años crearon contra ellos los demás partidos. El SPD de Scholz, con un 16%, se ha desplomado y queda relegado al tercer puesto. Este es, de hecho, el peor resultado de su historia en unas elecciones federales. Los Verdes han obtenido un 13%, mientras que el FDP se ha quedado en el borde mismo del umbral del 5%. Los resultados son muy similares a los que arrojaban las encuestas desde hace meses. Lo que no estaba previsto era una participación tan alta, del 84%, la mayor desde la reunificación hace 35 años. Respecto al futuro Gobierno poco se sabe. Merz, favorito durante la campaña, ha descartado cualquier pacto con AfD y apunta a una "gran coalición" con el SPD, una fórmula que funcionó bajo Angela Merkel, pero no será sencillo ya que el SPD está muy debilitado y hay diferencias de peso en los programas de ambos partidos. Podría en esa coalición entrar un partido más que sirviese como pegamento o, y esto no hay que eliminarlo, podría Merz desdecirse y buscar la compañía de AfD para crear un gobierno fuerte escorado hacia la derecha. AC: Very few details have come to light regarding how an American aircraft carrier can even be involved in a collision (due to being surrounded by escort ships and host to extreme levels of security), however it's possible that the collision took place in the very busy waterways leading to the Suez Canal. Even taking into account the challenges of maritime navigation through these waters, it is hard to imagine a scenario in which a collision with an aircraft carrier can occur.United Kingdom: Limited reporting on social media this afternoon indicated that an incident took place outside the Turkish Consulate in London. A man approached the Consulate and set a Koran on fire while standing on the sidewalk outside the compound. A random passerby promptly stabbed the man. AC: Absolutely zero British media has covered this story, or even mentioned that it happened. As such, no details can verify that this incident actually happened, beyond video evidence posted on social media.-----END TEARLINE-----Analyst Comments: The horrific attack in Munich is made more poignant in the context of local German political activity. Three days ago, a very large demonstration involving an estimated 200,000 Germans was carried out in Munich, specifically in opposition to both the AfD political party, and various immigration issues. Three days later, one of the "immigrants" that those people were protesting to keep in their nation, rams his vehicle into a crowd.As a result (and very likely intended to get ahead of this tragedy reigniting immigration issues), outgoing Chancellor Scholz immediately called for the attacker to be punished and deported, a sharp departure from Germany's very pro-immigration stance across most of the nation. Scholz's very likely replacement, Friedrich Merz, echoed the same sentiments while on the campaign trail, stating that "something has to change in Germany". However, all of this rhetoric is very likely to be more of a knee-jerk reaction rather than a genuine change of heart or policy.
