Hi #smartcommunity friends! Welcome to the Summer Series here on the Smart Community Podcast. As you know, we're taking a little break from new content over the Australian summer holidays, and instead we are sharing the replays of a few of our all time favourite episodes. This week we're sharing my interview with Michael Wanyama from Episode 335, which was released in March 2023 as part of our annual Mobility March series. Michael and I met at Smart City World Expo in Barcelona in November 2022 where his company Auto Safety Uganda won the Innovation Category of the World Smart City Award. In this episode Michael and I discuss his background in IT and automatic technology and why he's so passionate about happy, healthy and inclusive communities. Michael tells us about the context in Kampala, Uganda, why it's the best tourist destination in Africa and also about some of the challenges Uganda faces with traffic safety, vehicle reliability and air pollution due to lack of systems, skills, infrastructure and regulation. We talk about the many different areas of the community that transport impacts and the importance of supporting the community in the process of transitions to new and cleaner mobility options.  Michael tells us about the projects they are working on, including upskilling mechanics, promoting gender inclusivity in the automotive industry and collecting data to support policy change in Uganda. We also discuss the problem of African nations having to ‘copy and paste' solutions from other countries but finding they don't work in the African context. We finish our chat discussing the emerging trend of great ideas and policies being stymied by the lack of resources and skillsets to implement the changes, as well as the need for community engagement, leadership and education to work together to solve these problems. Autonomous mobility will play a major role in reshaping cities. Industry predicted that autonomous vehicles would be providing services and were available on our streets by 2021. However, the industry is still not closer to market deployment. Autonomous vehicles are already in the phase of disillusionment under Gartner Hype Cycle for connected and smart mobility. The industry will see upper movement from this level. User acceptance and perception of autonomous vehicles will have a big impact on large-scale adoption. According to Lloyd's Register Foundation, only 27% of the global population would accept or believe that this technology is safe. The cities and authorities have a big role to support the new technology deployment. European Commission (EU) followed the right approach to fund the pilots and demonstration of new technologies.Guido di Pasquale is the Managing Director of PAVE (Partners for Automated Vehicle Education), a coalition of industry, non-profit and academic institutions. The key mission of PAVE is to inform the public about automated vehicles and their potential. Prior to joining PAVE Europe, he was working as Deputy Director of Knowledge and Innovation at UITP. He has 20 years of experience in the transport and automation field, specializing in Intelligent Transport Systems, Automated Mobility, integrated mobility, research and innovation, strategy, and policy. He was involved in many EU projects including SPACE Project (Shared Personalised Automated Connected vhEicles), Shift2Rail GoF4R (Governance of the Interoperability Framework for Rail and Intermodal Mobility), AUTOPILOT (Automated Driving progressed by the Internet of Things), IMOVE (Accelerate deployment and unlock the scalability of MaaS schemes in Europe and GALILEO FOR MOBILITY (Fostering the adoption of Galileo for MaaS).

An Austroads study of Australian and New Zealand roads capability (AP-R574-18) identified capability/learning gaps amongst graduates and novice practitioners in traffic management. The 2018 study also confirmed that road agencies are experiencing skill shortages and the existing roads workforce will be under threat from rising activity in other sectors. To address this recognised lack of traffic management knowledge and skills, a series of ‘short and sharp' learning modules were developed on a range of fundamental traffic management topics. The learning modules were developed in collaboration with Austroads member agencies and informed by user testing with young practitioners. Designed for practitioners entering the field and anyone who wishes to increase their knowledge and improve their capabilities in traffic management, the learning modules cover 21 topics and contain supporting quizzes and tutorials. The units include an Introduction to Traffic Management, Traffic Theory, Studies and Analysis, Network Operations Planning and Management, the Safe System Approach and Intelligent Transport Systems. This webinar discusses the selection of traffic management topics covered in the learning modules and the processes involved in their development and testing. It demonstrates the learning modules and shows how to access them from the Austroads website. Presented by Paul Bennett and Graham McCabe.

Klaus Nökel arbeitet in der Firma ptvgroup an der Verkehrsmodellierung. Er war und ist an vielen Aspekten der Entwicklung der ptv-Software beteiligt. Einer seiner Schwerpunkte sind Modelle für den öffentlichen Nahverkehr - kurz ÖPNV. Oft kann man nur mit geeigneten Modellen und Simulationen den für Fördergelder erforderlichen Nachweis über einen zu erwartenden Nutzen von Baumaßnahmen erbringen. In Karlsruhe ist der Tunnel für die Straßenbahnen (in Karlsruhe kurz UStrab genannt) ein prominentes Beispiel einer solchen Großbaustelle. Die wichtigste Fragen zum erwarteten Nutzen, ist wie sich die Reisezeit verkürzt: Der Kosten-Nutzen-Quotient sollte hier natürlich möglichst klein sein. Die gesamten Baukosten sind dabei relativ einfach zu ermitteln. Die Nutzen-Seite ist dagegen nicht so einfach zu schätzen. Man braucht dafür ja Zahlen darüber, was für die Fahrgäste (quantifizierbar) besser wird- insbesondere im Bezug auf Zeiteinsparung. Um diese Frage beantworten zu können, muss für alle Einwohner eine Routenplanung für jeden Tag durchgeführt werden. In Bezug auf ÖPNV sind dies insbesondere die Mobliltätsentscheidungen zwischen Weg zu Fuß, mit dem Auto oder Fahrrad und dem ÖPNV. Das betrifft vor allem die Wege zur Arbeit, zu Freizeitaktivitäten und zum Einkaufen. Die Wohn- und Arbeitsorte liegen hier über längere Zeit fest - alle anderen Größen sind jedoch variabel und Entscheidungen wo man beispielsweise einkaufen geht, können sich mit besserer Erreichbarkeit verändern. Hier muss aufgrund vorliegender Informationen zu Wegen in der Stadt die Wahl des Verkehrsmittels modelliert werden und welche Route mit welchem Verkehrsmittel typischerweise gewählt wird. Die Frage ist dann, ob es zu Verschiebungen in der Verkehrsmittelwahl kommen wird, nachdem sich die Infrastruktur geändert hat (wie z.B. durch den Tunnel bei uns in Karlsruhe). Die Angebotsseite ist vergleichsweise einfach zu beschreiben: Verkehrsnetz(e) wie Straßen und Liniennetz des ÖPNV mit zugehörigem Fahrplan sind bekannte Daten. Die Kenntnisse über die Nachfrage sind komplex und setzen sich aus verschiedenen Anteilen zusammen. Ein gut verstandener Teil hier ist der soziodemographische z.B. ob ein Auto zur Verfügung oder nicht. Typischerweise haben junge Leute auf dem Weg zur Schule oder in die Ausbildung kein Auto zur Verfügung. Ebenso kann man gut beschreiben, wo gewohnt, gearbeitet und typischerweise eingekauft wird. Die Frage, welche Wege zurückgelegt werden, wird nicht wirklich gezählt oder genau ermittelt, sondern modelliert. Dabei sind viele Fragen nicht eindeutig beantwortbar. Manches sind auch ganz persönliche Vorlieben, so wie verschiedene Personen höhere Wegekosten gegenüber höherer Wegezeit sehr unterschiedlich gewichten. Eine typische Datenbeschaffungsmethode ist bisher, Menschen über einen gewissen Zeitraum Tagebuch zu ihren Mobilitätsentscheidungen führen zu lassen. Zusätzlich zu den so dokumentierten und hochgerechneten Entscheidungen müssen für das Modell als Vergleich auch noch mögliche Alternativen zu diesen Entscheidungen mit berechnet werden (inklusive Zeit- und Geldaufwand). Als mathematische Methode bietet sich ein Discrete Choice Modell an, denn es geht um endlich viele Alternativen zwischen denen gewählt wird. Es gibt darin einige objektive Anteile der persönlichen Nutzenfunktion und einen unbeobachtbaren Teil der Nutzenfunktion, der üblicherweise durch eine Wahrscheinlichkeitsverteilung im Modell realisiert werden kann und muss. Statistik insbesondere die Schätztheorie hilft bei der Bestimmung der Wahrscheinlichkeitsverteilungen aus vorliegenden Entscheidungen. Das Gewicht für das "Rauschen" ist eine Unbekannte im Modell. Je nach Standort für den das Modell entwickelt wird, unterscheidet sich das tatsächlich. In den letzten Jahren hat sich die Anzahl der Wahlmöglichkeiten für Mobilität durch verschiedene Sharing-Modelle außerdem stark erweitert, wie z.B. durch Carsharing oder Fahrrad-Leihe, die inzwischen auch niederschwellig und sehr flexibel geworden sind. Vor allem in Kombination mit herkömmlichen Transportmitteln liegt ein großes Potential, das gerade erschlossen wird (z.B. haben zur Zeit etwa 600 Städte in der Welt ein Leihfahrrad-System). Es wäre einfacher, wenn die Benutzung noch klarer standardisiert wäre und eine Benutzerführung so einfach wie in einer typischen App erfolgte. Sinnvoll und wünschenswert wären natürlich ausführliche Vorher-nachher-Untersuchungen, um die Güte der Vorhersagen der Modelle zu prüfen und auch zu verbessern. Bisher war das meist zu teuer, aber das ändert sich gerade, weil Datenmengen aus Smartphones nutzbar und einfach auswertbar werden. Zum Glück gibt es hier keine Berührung der Privatsphäre, weil nur anonyme Angaben aus großen Mengen von Bewegungsprofilen gebraucht werden aus denen keine Rückschlüsse auf einzelne Personen möglich sind. Die Städte versuchen für ihre Einwohner die Erreichbarkeits-Gerechtigkeit zu verbessern. Hier vereinfachen die neuen Verkehrsmittel potentiell das Problem der letzten Meile lösen zu helfen. Das Verhalten der Verkehrsteilnehmer ändert sich auch gerade in prinzipieller Weise durch die Verfügbarkeit von online-Informationen zum Verkehr (einerseits per Smartphone, andererseits durch Anzeigen an den Haltestellen). Hat man sich früher eine Variante zu Hause überlegt und so gut es ging anschließend abgearbeitet (unterwegs hatte man dabei nur beschränkt Möglichkeiten mit Verspätungen und verpassten Verbindungen fertig zu werden), so reagieren heute Fahrgäste anders, weil sie unterwegs mehr Informationen haben. Hier braucht man tatsächlich auch neue Modelle und mehr Rechenpower. Eine weitere Entwicklung ist es, im Modell zu berücksichtigen, dass Fahrgäste Entscheidungen auch nach erwartetem Komfort treffen. So sind volle Bahnen für viele abschreckend. Das könnte man im Modell noch relativ einfach berücksichtigen. Wenn man aber einbauen will, dass es eine gute Strategie ist, erst in der "falschen" Richtung zu fahren, um an einer früheren Station in die Linie einzusteigen, damit man tatsächlich auch mitkommt und nicht wegen einer überfüllten Bahn an der Haltestelle zurückbleiben muss, vergrößert das die Menge der sinnvollen Routen erheblich.
