«Nous y arriverons»: en Allemagne, l'intégration des réfugiés progresse dans une société polarisée

Le 4 septembre 2015, dans un discours devenu historique, la chancelière Angela Merkel décidait de ne pas fermer la frontière entre l'Autriche et l'Allemagne. Près d'un million de migrants arriveront cette année-là. Dix ans plus tard, quel bilan tirer de cette vague migratoire sans précédent ? De notre correspondant à Berlin,  « Lorsque je me réveillais, ce matin-là, je ne me doutais pas encore que ce vendredi 4 septembre 2015 allait entrer dans l'histoire européenne », écrit Angela Merkel dans ses mémoires. Dix ans après, l'ex-chancelière défend sa décision humanitaire, mais ni en Allemagne, ni en Europe, on n'a fêté ce que d'aucuns ont appelé « the summer of migration ». En Allemagne, dans de nombreux pays voisins et au niveau européen, une politique plus dure est à l'ordre du jour. L'extrême droite hostile aux migrants remporte un peu partout des succès. Pour ces forces, la politique menée par Angela Merkel constitue un chiffon rouge. En Allemagne, l'ex-chancelière a focalisé l'hostilité, voire la haine de l'AfD, le parti d'extrême-droite qui séduit aujourd'hui un quart des électeurs dans les sondages. Les deux tiers des Allemands considèrent aujourd'hui qu'Angela Merkel est responsable par sa politique migratoire de cette montée en puissance de l'extrême droite.   À lire aussiL'Allemagne met fin à son soutien financier au sauvetage civil en mer Pourtant, rapidement après 2015, Berlin a « corrigé le tir » pour éviter d'avoir à affronter une vague migratoire qui a suscité des problèmes logistiques, financiers et d'intégration énormes. Le gouvernement Merkel a pris jusqu'au départ du pouvoir de la chancelière diverses mesures pour réduire les flux migratoires. Une politique poursuivie par le gouvernement du social-démocrate Olaf Scholz après 2021. Mais un vent mauvais souffle sur l'Allemagne et l'AfD impose son verbatim. Les autres partis réagissent, à commencer par les chrétiens-démocrates, qui, comme d'autres forces conservatrices en Europe, ont durci leurs positions, pensant par là affaiblir leur concurrence xénophobe sur leur aile droite. Friedrich Merz, l'adversaire de toujours d'Angela Merkel, a concentré l'hiver dernier la dernière ligne droite de sa campagne électorale sur la migration, notamment après des attaques meurtrières dues à des réfugiés arrivés durant la dernière décennie. Depuis le mois de mai et son arrivée au pouvoir, le nouveau chancelier, allié aux sociaux-démocrates, promeut une politique migratoire plus dure. Même si diverses mesures restent symboliques, il s'agit également de détricoter l'héritage de son ex-rivale Angela Merkel.   À lire aussiAllemagne : le gouvernement du chancelier Friedrich Merz resserre la vis sur l'immigration « Wir schaffen das ! » « Wir schaffen das ! », (« Nous y arriverons ! ») Sept Allemands sur dix critiquent cette fameuse déclaration de l'ex-chancelière sur l'accueil des réfugiés il y a dix ans et seulement un quart d'entre eux l'approuve toujours. Si l'intéressée, ces dernières semaines, a défendu sa décision et estimé que beaucoup avait été fait depuis, son successeur est clairement sur une autre ligne. « Nous avons, depuis quelques mois, trouvé en partie des solutions aux problèmes que nous traînons depuis dix ans. Il y a beaucoup de choses qui n'ont pas marché. Nous intégrons ceux qui y sont prêts, mais d'autres ne le sont pas et nous devons nous attaquer à ce problème », estimait récemment Friedrich Merz.  Le chancelier fait notamment référence à la criminalité et aux attaques commises par des migrants qui ont secoué le pays. Leur exploitation à des fins politiques par l'extrême droite est d'une efficacité redoutable, comme le montrent le succès de l'AfD sur les réseaux sociaux, ou encore les déclarations de responsables du mouvement à la tribune du Bundestag. Un discours de 2018 de la co-présidente de l'AfD, Alice Weidel, est resté dans les mémoires : « Des burkas, des filles qui portent le voile islamique, des hommes armés de couteaux que nous finançons et d'autres bons à rien ne sauverons pas notre croissance et notre système social. »  Fin 2015, quelques mois après l'arrivée de milliers de migrants, des agressions sexuelles contre plusieurs femmes lors de la Saint-Sylvestre à Cologne étaient venues ébranler l'image « peace and love » du « summer of migration », même si les auteurs de ces violences n'étaient pas, en majorité, des étrangers fraîchement arrivés en Allemagne.   À lire aussiLe nouveau gouvernement en Allemagne ordonne de refouler les demandeurs d'asile à la frontière   Certes, le nombre des délits rapportés à la population recule depuis les années 1990, mais les personnes étrangères ou d'origine étrangère sont sur-représentées dans les statistiques. Les experts expliquent que les migrants, souvent des hommes jeunes et citadins, sont issus des groupes où la criminalité en général est la plus forte. Il n'empêche que ces attaques meurtrières marquent l'opinion publique. Le sentiment d'insécurité des Allemands, comme on peut le voir dans les résultats des sondages réguliers, augmente.  L'extrême-droite dénonce également régulièrement le pourcentage élevé de migrants percevant l'aide sociale et qui n'ont parfois jamais travaillé. Cependant, l'intégration des arrivants de 2015 sur le marché du travail fonctionne mieux que lors de précédentes vagues migratoires et mieux que dans d'autres pays européens. Leur taux d'activité est similaire à celui de la population globale. Fin 2024, les deux tiers des personnes arrivées en 2015 disposaient d'un emploi, contre une moyenne de 70% en Allemagne. Des différences sensibles subsistent notamment entre le taux d'activité des hommes et des femmes (respectivement de 86% et 33%). Pour ces dernières, ce faible taux s'explique par des raisons culturelles, mais aussi par les difficultés pour la prise en charge des enfants en bas âge en Allemagne. Un problème qui concerne aussi la vague migratoire massive venue d'Ukraine en 2022, au sein de laquelle on trouve majoritairement des femmes avec des enfants.  À lire aussiLes projets anti-migrants de la droite allemande « Avec la montée de l'extrême droite, je suis inquiet pour l'avenir » Certains migrants arrivés en 2015 disposent d'emplois qualifiés, on estime ainsi à 5 000 le nombre de médecins syriens en Allemagne. Mais beaucoup occupent des emplois peu qualifiés dans la logistique, les transports, le nettoyage, le bâtiment ou la gastronomie. « Quand on regarde quels métiers ces exilés exercent, il ne s'agit pas de ceux dont on rêve, et souvent, ils ne correspondent pas à leurs qualifications. Ces emplois sont généralement mal payés », analyse le sociologue Jonas Wiedner.  Anas Modamani est un exemple d'intégration réussie. Pour le jeune Syrien de 28 ans, qui a obtenu la nationalité allemande et travaille comme vidéaste, Angela Merkel reste une idole. Le jeune homme ne savait pourtant pas qui était cette dame quand elle a débarqué il y a dix ans dans son foyer de réfugiés. Le selfie iconique qu'il fait alors avec la chancelière est entré dans l'histoire. Dans ses mémoires, Angela Merkel écrit sur ce cliché qui a suscité des commentaires haineux sur internet, y compris contre Anas Modamani : « Je n'arrive toujours pas à comprendre qu'on ait pu supposer qu'un visage aimable sur une photo suffirait à inciter des légions entières à fuir leur patrie ». Ce printemps, Anas Modamani a rencontré à nouveau Angela Merkel. Il reste reconnaissant, mais avec des bémols : « L'Allemagne m'a soutenu. J'aime ce pays où je suis chez moi aujourd'hui. Ici, j'ai eu toutes les options possibles pour mon développement personnel. Mais, avec la montée de l'extrême droite, je suis inquiet pour l'avenir. »  L'AfD, l'augmentation des actes xénophobes, l'absence de famille, la bureaucratie allemande, une langue difficile ou encore un sentiment d'exclusion suscitent aussi des déceptions et des désillusions. Si quatre réfugiés sur cinq s'estimaient bien accueillis en Allemagne en 2016, les deux tiers seulement tiraient le même bilan il y a deux ans.   Après la chute du régime de Bachar el-Assad, le nombre de Syriens prêts à rentrer dans leur pays reste limité. Anas Modamani s'y est rendu et a rencontré ses parents, il veut à l'avenir faire des allers et retours réguliers. Mais Berlin est sa nouvelle « Heimat » : « La majeure partie des Syriens que je connais ici ont un job, un appartement, gagnent en moyenne 2 000 euros par mois. S'ils retournent en Syrie, ils n'auront pas de toit sur la tête, ils auront peur en permanence et gagneront 200 euros par mois, sans électricité ni internet. En comparaison, la vie en Allemagne reste un paradis ».   Malgré le recul sensible de la culture de bienvenue, la célèbre « Willkommenskultur », un récent sondage montrait que 98% des réfugiés arrivés entre 2013 et 2019 veulent obtenir la nationalité allemande.    ► À lire aussi : Allemagne : à Berlin, les agressions contre les migrants ont doublé en un an

De notre correspondant à Berlin,  « Lorsque je me réveillais, ce matin-là, je ne me doutais pas encore que ce vendredi 4 septembre 2015 allait entrer dans l'histoire européenne », écrit Angela Merkel dans ses mémoires. Dix ans après, l'ex-chancelière défend sa décision humanitaire, mais ni en Allemagne, ni en Europe, on n'a fêté ce que d'aucuns ont appelé « the summer of migration ». En Allemagne, dans de nombreux pays voisins et au niveau européen, une politique plus dure est à l'ordre du jour. L'extrême droite hostile aux migrants remporte un peu partout des succès. Pour ces forces, la politique menée par Angela Merkel constitue un chiffon rouge. En Allemagne, l'ex-chancelière a focalisé l'hostilité, voire la haine de l'AfD, le parti d'extrême-droite qui séduit aujourd'hui un quart des électeurs dans les sondages. Les deux tiers des Allemands considèrent aujourd'hui qu'Angela Merkel est responsable par sa politique migratoire de cette montée en puissance de l'extrême droite.   À lire aussiL'Allemagne met fin à son soutien financier au sauvetage civil en mer Pourtant, rapidement après 2015, Berlin a « corrigé le tir » pour éviter d'avoir à affronter une vague migratoire qui a suscité des problèmes logistiques, financiers et d'intégration énormes. Le gouvernement Merkel a pris jusqu'au départ du pouvoir de la chancelière diverses mesures pour réduire les flux migratoires. Une politique poursuivie par le gouvernement du social-démocrate Olaf Scholz après 2021. Mais un vent mauvais souffle sur l'Allemagne et l'AfD impose son verbatim. Les autres partis réagissent, à commencer par les chrétiens-démocrates, qui, comme d'autres forces conservatrices en Europe, ont durci leurs positions, pensant par là affaiblir leur concurrence xénophobe sur leur aile droite. Friedrich Merz, l'adversaire de toujours d'Angela Merkel, a concentré l'hiver dernier la dernière ligne droite de sa campagne électorale sur la migration, notamment après des attaques meurtrières dues à des réfugiés arrivés durant la dernière décennie. Depuis le mois de mai et son arrivée au pouvoir, le nouveau chancelier, allié aux sociaux-démocrates, promeut une politique migratoire plus dure. Si l'intéressée, ces dernières semaines, a défendu sa décision et estimé que beaucoup avait été fait depuis, son successeur est clairement sur une autre ligne. « Nous avons, depuis quelques mois, trouvé en partie des solutions aux problèmes que nous traînons depuis dix ans. Il y a beaucoup de choses qui n'ont pas marché. Nous intégrons ceux qui y sont prêts, mais d'autres ne le sont pas et nous devons nous attaquer à ce problème », estimait récemment Friedrich Merz.  Le chancelier fait notamment référence à la criminalité et aux attaques commises par des migrants qui ont secoué le pays. Leur exploitation à des fins politiques par l'extrême droite est d'une efficacité redoutable, comme le montrent le succès de l'AfD sur les réseaux sociaux, ou encore les déclarations de responsables du mouvement à la tribune du Bundestag. Un discours de 2018 de la co-présidente de l'AfD, Alice Weidel, est resté dans les mémoires : « Des burkas, des filles qui portent le voile islamique, des hommes armés de couteaux que nous finançons et d'autres bons à rien ne sauverons pas notre croissance et notre système social. »  Fin 2015, quelques mois après l'arrivée de milliers de migrants, des agressions sexuelles contre plusieurs femmes lors de la Saint-Sylvestre à Cologne étaient venues ébranler l'image « peace and love » du « summer of migration », même si les auteurs de ces violences n'étaient pas, en majorité, des étrangers fraîchement arrivés en Allemagne.   À lire aussiLe nouveau gouvernement en Allemagne ordonne de refouler les demandeurs d'asile à la frontière   Certes, le nombre des délits rapportés à la population recule depuis les années 1990, mais les personnes étrangères ou d'origine étrangère sont sur-représentées dans les statistiques. Les experts expliquent que les migrants, souvent des hommes jeunes et citadins, sont issus des groupes où la criminalité en général est la plus forte. Il n'empêche que ces attaques meurtrières marquent l'opinion publique. Le sentiment d'insécurité des Allemands, comme on peut le voir dans les résultats des sondages réguliers, augmente.  L'extrême-droite dénonce également régulièrement le pourcentage élevé de migrants percevant l'aide sociale et qui n'ont parfois jamais travaillé. Cependant, l'intégration des arrivants de 2015 sur le marché du travail fonctionne mieux que lors de précédentes vagues migratoires et mieux que dans d'autres pays européens. Leur taux d'activité est similaire à celui de la population globale. Fin 2024, les deux tiers des personnes arrivées en 2015 disposaient d'un emploi, contre une moyenne de 70% en Allemagne. Des différences sensibles subsistent notamment entre le taux d'activité des hommes et des femmes (respectivement de 86% et 33%). Pour ces dernières, ce faible taux s'explique par des raisons culturelles, mais aussi par les difficultés pour la prise en charge des enfants en bas âge en Allemagne. Un problème qui concerne aussi la vague migratoire massive venue d'Ukraine en 2022, au sein de laquelle on trouve majoritairement des femmes avec des enfants.  À lire aussiLes projets anti-migrants de la droite allemande « Avec la montée de l'extrême droite, je suis inquiet pour l'avenir » Certains migrants arrivés en 2015 disposent d'emplois qualifiés, on estime ainsi à 5 000 le nombre de médecins syriens en Allemagne. Mais beaucoup occupent des emplois peu qualifiés dans la logistique, les transports, le nettoyage, le bâtiment ou la gastronomie. « Quand on regarde quels métiers ces exilés exercent, il ne s'agit pas de ceux dont on rêve, et souvent, ils ne correspondent pas à leurs qualifications. Ces emplois sont généralement mal payés », analyse le sociologue Jonas Wiedner.  Anas Modamani est un exemple d'intégration réussie. Pour le jeune Syrien de 28 ans, qui a obtenu la nationalité allemande et travaille comme vidéaste, Angela Merkel reste une idole. Le jeune homme ne savait pourtant pas qui était cette dame quand elle a débarqué il y a dix ans dans son foyer de réfugiés. Le selfie iconique qu'il fait alors avec la chancelière est entré dans l'histoire. Dans ses mémoires, Angela Merkel écrit sur ce cliché qui a suscité des commentaires haineux sur internet, y compris contre Anas Modamani : « Je n'arrive toujours pas à comprendre qu'on ait pu supposer qu'un visage aimable sur une photo suffirait à inciter des légions entières à fuir leur patrie ». Ce printemps, Anas Modamani a rencontré à nouveau Angela Merkel. Il reste reconnaissant, mais avec des bémols : « L'Allemagne m'a soutenu. J'aime ce pays où je suis chez moi aujourd'hui. Ici, j'ai eu toutes les options possibles pour mon développement personnel. Mais, avec la montée de l'extrême droite, je suis inquiet pour l'avenir. »  L'AfD, l'augmentation des actes xénophobes, l'absence de famille, la bureaucratie allemande, une langue difficile ou encore un sentiment d'exclusion suscitent aussi des déceptions et des désillusions. Si quatre réfugiés sur cinq s'estimaient bien accueillis en Allemagne en 2016, les deux tiers seulement tiraient le même bilan il y a deux ans.   Après la chute du régime de Bachar el-Assad, le nombre de Syriens prêts à rentrer dans leur pays reste limité. Anas Modamani s'y est rendu et a rencontré ses parents, il veut à l'avenir faire des allers et retours réguliers. Mais Berlin est sa nouvelle « Heimat » : « La majeure partie des Syriens que je connais ici ont un job, un appartement, gagnent en moyenne 2 000 euros par mois. S'ils retournent en Syrie, ils n'auront pas de toit sur la tête, ils auront peur en permanence et gagneront 200 euros par mois, sans électricité ni internet. En comparaison, la vie en Allemagne reste un paradis ».   Malgré le recul sensible de la culture de bienvenue, la célèbre « Willkommenskultur », un récent sondage montrait que 98% des réfugiés arrivés entre 2013 et 2019 veulent obtenir la nationalité allemande.    ► À lire aussi : Allemagne : à Berlin, les agressions contre les migrants ont doublé en un an

C dans l'air du 16 août 2025 - Rencontre Trump/Poutine : après la rencontre, la guerre se poursuitTous les yeux étaient hier soir rivés sur l'Alaska, théâtre du sommet tant attendu entre Donad Trump et Vladimir Poutine. Mais au lendemain d'une rencontre de plus de trois heures, c'est un sentiment de déception qui domine. Et un goût d'échec personnel pour le président américain. Les deux dirigeants n'ont en effet conclu aucun accord de cessez-le-feu et les observateurs peinent à comprendre ce qu'il s'est vraiment passé à Anchorage. A l'issue de la rencontre, les deux hommes ont affiché une certaine cordialité devant les médias, et ont jugé leur rencontre "productive" et "constructive". Aucun des deux n'a cependant livré de détail sur leurs échanges. Ils se sont serré la main après avoir fini leurs discours et sont partis sans répondre aux journalistes qui les assaillaient de questions.Le maître du Kremlin était tout sourire. Il a évité les conséquences du coup de pression américain. Le locataire de la Maison-Blanche était, en revanche, assez embêté. Il a expliqué que les deux pays avaient fait des progrès et a renvoyé la balle aux Européens et à Volodymyr Zelensky. Le président ukrainien s'est depuis entretenu au téléphone avec son homologue américain. Il se rendra à Washington lundi pour parler en tête-à-tête avec Donald Trump des détails des échanges avec le maître du Kremlin. Le principal enseignement de ce sommet en Alaska restera que Vladimir Poutine, jusqu'alors paria sur la scène internationale, a été reçu avec tous les honneurs. Le tsar est de retour au centre du jeu.Au lendemain de ce sommet, les réactions européennes sont partagées. Si certains dirigeants voient dans cette rencontre un geste prometteur, d'autres soulignent l'absence de résultats concrets et la persistance de la violence russe en Ukraine. La Russie a en effet poursuivi sa campagne de bombardements cette nuit.Le Premier ministre hongrois Viktor Orban, l'un des rares dirigeants européens proches du Kremlin, a salué la rencontre sans ambiguïté. Emmanuel Macron, également prudent, a appelé à maintenir "la pression" sur Moscou. Les dirigeants du Vieux continent ont par par ailleurs insisté dans un communiqué commun sur le fait que "la Russie ne peut avoir" de droit de veto sur le chemin de l'Ukraine vers l'Union européenne et l'Otan, et que c'est à l'Ukraine de décider de son avenir territorial.Alors que le conflit ukrainien continue de faire rage, sur les plages de Bretagne, l'Otan a simulé en juin dernier un débarquement. Plus de 3 000 militaires français et étrangers ont participé à cet exercice militaire de grande ampleur dans l'Atlantique et dans la Manche. Les forces françaises étaient à la manoeuvre. Une vingtaine de bâtiments de surface, une quarantaine d'avions et d'hélicoptères et même un sous-marin ont pris part à cet exercice de préparation opérationnelle à la haute intensité baptisé Polaris 25.
