Most discussions of AI and nuclear deterrence miss a critical question: does AI reinforce human decision‑making—or risk replacing it? In this episode, security expert Tom Summers outlines a practical framework for responsible AI use in the nuclear enterprise and explains why it matters for strategic stability. The conversation explores how AI can strengthen deterrence through enhanced intelligence analysis, predictive maintenance, cyber defense, and early‑warning anomaly detection—capabilities that can reduce uncertainty and prevent accidents. At the same time, it examines the dangers of unrestrained automation, from autonomous targeting and AI‑enabled hypersonics to disinformation and compressed decision timelines.Drawing on historical nuclear near‑misses and emerging technologies, Tom emphasizes the importance of trustworthy data, ethical guardrails, and meaningful human control. This episode is essential listening for policymakers and defense professionals navigating the future intersection of AI, deterrence, and nuclear security. The Honorable Thomas A. Summers retired from the Defense Nuclear Facilities Safety Board in October 2025 after serving over 5 years. Mr. Summers previously served as Senior DOE Advisor and Deputy for Research, Development, Test, & Evaluation in Defense Programs at the National Nuclear Security Administration. Is the U.S. military weak? Breaking down the 2023 Index of U.S. Military Strength

Is the United States Military weak? The Heritage Foundation has fired a shot across the bow with its “2023 Index of U.S. Military Strength.” The Index concludes that the U.S. military in its current posture is “weak.” The Pentagon might not like the report. But, my guest, Dakota Wood, is calling things as they are rather than the way people would like them to be.  “Nobody likes their baby being called ugly. But the facts are what they are.” -Dakota Wood The 2023 Index starts with an assessment of the operating environment from Europe to the Indo-Pacific. Dakota explains that the Index is looking at American military power within a two major-regional conflict (MRC) framework. The Index analyses enemy threats through the lens of “intent and capability.” The focus is on Russia, China, North Korea, Iran, and terrorist groups like ISIS. The Index then shifts to a detailed overview of each U.S. military branch in terms of capacity, capability, and readiness. After grading each branch individually, the Index comes up with an aggregate grade of “weak.” This is not an indictment on any individual service member or unit. Dakota explains that this is a combination of years of underfunding, misuse of resources, and a “profound lack of seriousness.”  Topics of discussion: The purpose behind the Index and its target audience How two major-regional conflicts (MRCs) was developed as the framework for the Index Why the Index assesses the overall operating environment as “favorable” We dive into two specific “competitors”: Russia and China Breaking down U.S. service branches: The Army is “marginal”; the U.S. Navy is “weak”; the Air Force is “very weak”; the Marine Corps is “strong”; the Space Force is “weak”; and nuclear capabilities are “strong” but trending toward “marginal” Find the “2023 Index of U.S. Military Strength” at www.Heritage.org/military  Connect with Dakota on LinkedIn and follow him at The Heritage Foundation About the guest: Dakota Wood is a Senior Research Fellow, Defense Programs, Center for National Defense at The Heritage Foundation. He served America for two decades in the U.S. Marine Corps. His research and writing focuses on programs, capabilities, operational concepts, and strategies of the U.S. Department of Defense and military services to assess their utility in ensuring the United States has the ability to protect and promote its critical national security interests. Did you miss any of The Rich Zeoli Show this week? It's ok. We forgive you. But now is your chance to catch-up on all of the action: On Friday, Attorney General Merrick Garland announced the appointment of a Special Counsel to oversee an investigation into former President Donald Trump. Jack Smith will lead a probe into Trump's handling of classified documents found at his Mar-a-Lago home in Florida and other federal crimes stemming from his conduct following his 2020 election defeat. Garland explained that his decision to appoint a Special Counsel was driven by Trump's recent announcement to run for the President in 2024 and the Justice Department's subsequent fear of appearing politicized. Will this irreparably damage Trump's presidential hopes or only serve to rally his base?  During a recent earnings call, Target CFO Michael Fiddelke estimated that the big-box store has lost over $400 million in profits due to retail theft over the past year. Last year, Congresswoman Alexandria Ocasio Cortez referred to rising thefts in progressive cities a “myth.” While speaking with Congressman Chip Roy (R-TX) at a Congressional hearing, Stanford Professor Dr. Jay Bhattacharya described medical censorship during the COVID-19 pandemic as a “disaster” and suggested that it may have led to people being killed. Dr. Bhattacharya also noted that one of the primary sources of “misinformation” has been the federal government. Dakota Wood—Senior Research Fellow for Defense Programs at The Heritage Foundation—joins the show to discuss President Joe Biden's meeting with Chinese leader Xi Jinping. Wood explains that, despite the 3-hour meeting, Biden ignored topics like the origins of COVID-19, the enslavement of Uyghur Muslims in the Xinjiang region of northwest China, and intellectual property theft. Meanwhile, President Xi reiterated that Taiwanese independence is a red line for Beijing. What will it take to deter China from seizing Taiwan?

3:05pm- On Sunday, Pennsylvania State Senator and Republican candidate for Governor conceded to Governor-elect Josh Shapiro. Shapiro won 56.3% of the total vote, while Mastriano won 41.9% of the total vote. 3:10pm- According to reports, Philadelphia is preparing for the arrival of dozens of undocumented migrants—city officials expect the migrants will be bused from Del Rio, Texas in the coming days. 3:35pm- On Monday, President Joe Biden met with Chinese leader Xi Jinping in Bali, Indonesia ahead of a G20 intergovernmental summit to discuss global economics. While addressing members of the press following the meeting, Biden affirmed that America's “One China Policy” has not changed and said, he believes, there is no “imminent” Chinese invasion of Taiwan. President Xi did not speak with any foreign journalists. 3:45pm- Rich hates his producers: Matt didn't like “Yellowstone” and Daniel, despite earning a bartending license, does not know the difference between seltzer and hard seltzer. 4:05pm- With over 93% of the vote counted, Democrat Katie Hobbs leads Republican Kari Lake—50.5% of the total to 49.5%. But the election was nearly one-week ago, why is Arizona still counting? How has chaos become an acceptable routine every election cycle? To suggest there needs to be alterations in the way votes are tabulated is not synonymous with claims of election fraud despite what many Democrats claim. While on CNN, Ana Navarro claimed that Governor Ron DeSantis “gamed the system” in Florida—why isn't she being accused of embracing election fraud? 4:35pm- Assuming projections are correct, and Republicans take control of the House of Representatives, will there be investigations into Hunter Biden and the Biden family's business interactions with foreign corporations in China and Ukraine? Democrats are already condemning any Congressional investigation—aren't they being inconsistent considering how frequently they investigated Donald Trump and his administration? 4:50pm- Will Kevin McCarthy be the next Speaker of the House? According to ABC's John Karl, McCarthy is no longer a “lock” to win speakership. Meanwhile, Congressman Jamie Raskin (D-MD) warned that Republicans may select former President Donald Trump to serve as Speaker of the House—pointing out that the speaker does not necessarily need to be a member of Congress. 5:00pm- Ryan Manion—Author of the book, “The Knock at the Door: Three Gold Star Families Bonded by Grief and Purpose”— joins The Rich Zeoli Show to discuss her work serving as President of the Travis Manion Foundation. According to The Wall Street Journal, FTX founder Sam Bankman-Fried was the 2nd largest Democrat political donor after George Soros. 5:40pm- Justin Hart—Executive Consultant & Chief Data Analyst of RationalGround.com—joins The Rich Zeoli Show to discuss his new book, “Gone Viral: How COVID Drove the World Insane.” During the height of the COVID-19 pandemic Hart worked alongside Florida Governor Ron DeSantis and health care policy experts at Stanford University's Hoover Institution attempting to develop data-driven decisions. In the book, Hart uses data to demonstrate how children were “irreversibly damaged” educationally via over-the-top lockdown policies that resulted in remote learning for prolonged periods of time. 6:05pm- In his opening remarks from Indonesia, following his meeting with Chinese leader Xi Jinping, President Joe Biden discussed cooperation to meet climate goals—despite China's continued, rapid expansion of coal mines. 6:25pm- An internal Republican battle between Florida Governor Ron DeSantis and former President Donald Trump seems to already be in high-gear.
