Cheap motorcycles in Uganda are both a blessing and a curse for the capital Kampala—they provide employment for the country's young population but are also seen as an urban menace in the congested streets. It can look like a game of Russian roulette on these roads in the Ugandan capital Kampala. Motorcycles weave between traffic, jump red lights, and carry precariously balanced loads they were never designed to haul. Locally, the bikes are known as boda bodas, a derivation from “Border Border,” the familiar cry of bike couriers selling goods between the Ugandan and Kenyan border. For the boda boda riders in Kampala, their bikes are a vital tool to earn their living, be it transporting goods or passengers. But for others, including shopkeepers and pedestrians, the boda bodas are a menace that they would like to see controlled and regulated. About half of the estimated 700,000 boda-bodas operate in Kampala, mostly driven by men who say there are no other jobs for them. The riders come from all parts of Uganda and have given Kampala's streets a chaotic character to the onlooker. The boda boda riders, who operate mostly unregulated, have resisted recent attempts to dislodge them from the narrow streets of Kampala's central business district. This is frustrating city authorities who want to clean up the area and are underscoring the government's fears over the consequences of angering a horde of jobless men. Road safety regulations for motorcycles, first approved in 2004, are difficult to enforce because of the overwhelming numbers of boda bodas. Traffic police can only look on as boda boda riders run traffic lights and overtake dangerously. The officers are often unable to make arrests because of the risk to public order. The price of a new boda-boda is about 1,500 USD. On Kampala's congested streets, the boda boda is seen by many as a symbol of freedom and the ability to earn a living. If constructed, the Midwest Carbon Express, a carbon pipeline project pursued by Summit Carbon Solutions, would gather carbon emissions from ethanol plants across the upper midwest and bring it to North Dakota for storage. Controversy around the pipeline, particularly from some landowners and farmers who say their land will be stolen through eminent domain, or that the pipeline itself is dangerous, has made headlines. But two North Dakota lawmakers with deep ties to agriculture in the state are pushing back. Sen. Terry Wanzek and Rep. Mike Brandenburg, both Republican members of the North Dakota legislature, recently wrote a letter to the editor arguing that "the future is here, and it demands that we incorporate innovative solutions like carbon capture and storage to ensure the continued prosperity of our leading industries." Rep. Brandenburg joined this episode of Plain Talk to explain his argument. "It's time we start talking about the positive things with this pipeline," he said. Brandenburg says 100 miles of Summit's pipeline run through his legislative district, where he also farms. He initially didn't like the way Summit approached landowners. He said they hired contractors who bullied landowners. "We had a meeting with them and told them they have a bunch of crooks out here," Brandenburg said. Summit has since fired those contractors and fixed the problems, he continued. Meanwhile, he argued, new economic realities are setting in. Canada, a major importer of American ethanol, has implemented new emissions standards, and without carbon capture, American farmers and ethanol producers will be at a disadvantage. "A year ago this time, corn was $2 higher," he said, attributing to fall to competition from farmers in places like Brazil which he says are ahead of the curb on capturing carbon. Brandenburg also said that North Dakota farmers are being misled by people such as Darryl Lies, the president of the North Dakota Farm Bureau who uses his Bismarck-based talk radio show to inveigh against carbon capture and Summit's pipeline. “Many people just begrudgingly pay their insurance. I think fleet owners, especially on the larger size, want to understand what is driving the rate and how they can reduce it”, says Kevin. He shares his career journey – moving from Underwriting roles with Gen Re and Swiss Re to Reinsurance with Willis Re before moving to Tiger Risk (now Howden Tiger) where he led the Specialty Casualty division and insurtech segment. He joined New York-based Cover Whale in 2021. Kevin describes Cover Whale as an MGA focused on the commercial auto space with a core vision of making the world safer. Emphasizing how loss ratios drive everything the business does, Kevin says,“By bringing a proprietary tech enabled platform, we leverage and digest massive amounts of real time data to more accurately price risk and equally as important monitor that risk through a continuous underwriting loop.” He outlines the benefits on offer to agency partners and commercial fleet owners.“The value proposition is you're going to get an instantaneous quote or a declination from us. We do like to avoid the long maybe. Speed sells.”Countering the industry norm of using aggregated data to price for the average driver, Kevin says, “We really want to drive that home to an individual risk basis. The hope is to identify those 10% of the riskiest drivers and either coach them to be better drivers or eliminate them from our portfolio because they are driving the overall cost of insurance in the end.”Kevin shares the value that insurance expertise and technologists bring to the team and gives his thoughts on the road ahead for the insurance industry and Cover Whale. “We're on the offensive. We are searching for A-player talent. This is an organization where you have an opportunity to really grab whatever you can handle. We are moving fast and will push everyone outside their comfort zone.” Kevin concludes by saying, “We're inspired by where the insurance industry is overall. Five years ago, it was disrupt, disrupt, disrupt.
