In yet another excellent episode, Nancy and Jose are joined in studio by Dr. William Tseng, the Assistant Area Medical Director for Kaiser Permanente. Dr. Tseng currently serves as a practicing board certified internal medicine physician, President of Professional Staff, and is a physician ambassador to the corporate community. Dr. Tseng is a member of the American Board of Internal Medicine, American College of Physicians, and the American Medical Association. Dr. Tseng serves as a Trustee for the California Medical Association and on the executive board of the San Diego Medical Society. Dr. Tseng enjoys balancing his time between patient care, hospital accreditation and patient safety, while continuing to Oversee physician education and Kaiser Permanente's Diversity Council. What we learn from this devout Padres fan (he won't watch games so as to not jinx them!), is a must-listen master class for those serving on the front lines for closing gaps of any kind. Not just health care, mind you, but closing gaps across the board. And what is it that Dr. Tseng offers up for all gap minders? Let's start with his platform view that every population has gaps, whether it is flu vaccination in the African-American community, colon cancer screening in the Latino community, or hepatitis in the Asian community. Every community has gaps and the key to changing gaps isn't presenting facts, it isn't about data, but it is about listening and understanding the cultural reasons behind the gap or a reluctance behind a recommended course of action. His advice to all interested in closing gaps is to first work on changing the culture. And the best way to do that is to listen well, build a relationship based on trust, and never be judgmental. To this point, he believes that physicians are getting much better at understanding culture in order to get the impact from their intent. We also learn how he found his way to medicine and public health - and his struggle during medical school with the eternal question...."am I making a difference." Here are a few other key takeaways from this conversation with Dr. Tseng: - The magical power of listening for gap minders! - His passion for advocacy, including his involvement with seat belt laws- Understanding that when physicians propose advice such as "exercise and eat well" we might be making recommendations not attainable to the person for environmental reasons- The answers to the Rapid Fire questions! Thank you, Dr. William Tseng, for your passion for healthcare advocacy, your sound advice on being closing gaps, and for joining us on The Gap Minders.Enjoy this episode and be sure to subscribe to the show. Seventy Years of Chinese Strategic Intelligence Threats

This event is sponsored by the Asia Initiative Lecture Series at The Institute of World Politics. About the lecture: In 1949, to the surprise of Americans who had hoped that WWII had marked the end of world conflicts, the Soviet Union exploded a nuclear weapon Identical to the bomb the US had dropped on Nagasaki. It was identical because the bomb's nuclear technology had been stolen through massive espionage by America's Russian communist wartime ally. Thus the calculus of power that overshadowed the new conflict—nuclear weapons and strategic intelligence operations– set the strategic framework of the fifty-year Cold War conflict. Also in 1949, the People's Republic of China began pursuing a similar hegemonic course, also relying on stolen nuclear weapons designs and strategic intelligence activities. Just as an aggressive Soviet Union was unwilling to accept either the American position as the world power or even peaceful standards of international behavior, so too does the PRC appear intent on replacing America as the sole remaining superpower in the twenty-first century. The presentation will review key developments in these Chinese efforts and where US policy stands today at the current crossroads in US policy towards the PRC. About the speaker: Kenneth E. deGraffenreid has over 40 years of leadership responsibility as a senior national level expert, practitioner, writer, and teacher in the areas of strategic defense and intelligence policy, and operations; counterintelligence and protective security; continuity of operations; and infrastructure, cyber, telecommunications and information protection. He has served as Deputy Undersecretary of Defense for Policy; Deputy National Counterintelligence Executive and Special Assistant to the President for National Security Affairs as White House Senior Director of Intelligence and Security Programs on the Ronald Reagan National Security Council. A retired Navy Captain, he also served on the Professional Staff of the Senate Select Committee on Intelligence. He has been a Senior Group VP of an R&D and systems engineering firm and VP of a high level policy analysis firm supporting sensitive USG programs in counterintelligence, telecommunications, and security. He is Professor Emeritus at IWP, a graduate school in Washington, D.C. where he developed and directed the first MA degree in Intelligence and security studies to be offered in the United States. Listen NowLate last year Gilead Sciences received FDA approval for its Hepatitis C drug Solvaldi.   Hepatitis C (Hep C) affects three to four million Americans and can have serious health consequences.  Gilead priced the drug at $1,000 a pill or between $84,000 and $168,000 for the full, curative treatment (effective in approximately 90% of patients).   However as priced if every Hep C patient received Solvaldi the cost would equal the combined annual spending amount for all drugs sold in the US.During this 21 minute podcast Chris discusses how and why this drug's pricing effects all of health care financing and delivery, the work the DC-based Campaign for Sustainable Rx Pricing is doing to try to mitigate Solvaldi's cost, when and if similar Hep C drugs entering the market will force Gilead to lower its price and why past efforts to moderate pharmaceutical drug pricing, e.g., authoring Medicare to negotiate drug prices it pays, have proved unsuccessful.   Through this past April Chris Dawe was the Health Care Policy Adviser for the White House National Economic Council.  Previously, Chris served as Director of Delivery System Reform at the US Department of Health and Human Services.  Before joining the administration in 2011 Chris served as a Professional Staff member for the US Senate Finance Committee under Chairman Max Baucus. From 2007 to 2008, Chris served as Health Policy Adviser to Senator John Kerry. Prior still Chris was a Legislative Analyst at Jennings Policy Strategies in DC, while there he served in 2006 as the Deputy Director for Global Health at the Clinton Global Initiative.   Before coming to Washington, DC, Chris was a Market Analyst at Partners Healthcare, Massachusetts' largest hospital system.  Chris is a Massachusetts native and a magna cum laude gratudate of Bowdoin College.   This is a public episode.
