The 19 agency inspectors general fired by President Donald Trump had a collective impact of saving the government more than $50 billion in fiscal 2024. New data from Senator Gary Peters (D-Mich.), Ranking member of the Homeland Security and Governmental Affairs Committee, shows the IGs played a key role in investigations and audits that uncovered significant fraud and abuse. Peters highlighted two examples: The Energy Department's IG who halted an illegal semiconductor export scheme, which led to the cancellation of $100 million in grants and the DoD IG who uncovered fraudulent financial practices targeting Gold Star families, leading to a 12-year prison sentence and a $1.4 million penalty. The Department of State is continuing to expand its artificial intelligence chatbot known as StateChat, including working toward a mobile version and the ability to query internal messages called cables. That's what John Silson, director of analytics in the State Department's Center for Analytics, recently told FedScoop reporter Madison Alder during an SNG Live event on AI and Automation. During the conversation, they touched on how State is continuing to iterate on StateChat, how the department is working to maxmize adoption, the importance of context in prompting and what comes next. Defense Secretary Pete Hegseth is reopening the deferred resignation program and also offering early retirement to eligible civilian workers as he seeks to “maximize participation.” Hegseth signed a memo on Friday, “Initiating the Workforce Acceleration and Recapitalization Initiative,” that was directed to senior Pentagon leadership, combatant commands, and defense agency and field activity directors. The move comes as department leaders are looking to shed civilian employees and reinvest the savings elsewhere as part of the Trump administration's Department of Government Efficiency efforts. Hegseth said DOD is offering the deferred resignation opportunity, as well as Voluntary Early Retirement Authority, to all eligible civilian employees, noting that exemptions wil be rare. He wrote in a March 28 memo: “My intent is to maximize participation so that we can minimize the number of involuntary actions that may be required to achieve the strategic objectives.” Karen Evans, a longtime government IT official who previously held the role that preceded the creation of the federal chief information officer, was nominated last week to serve as undersecretary for management at the Department of Homeland Security. Evans, whose nomination has been referred to the Senate Homeland Security and Governmental Affairs Committee, joined the Trump administration earlier this year as executive assistant director for cybersecurity at the Cybersecurity and Infrastructure Security Agency. Evans' role at CISA was one of the most prominent cyber jobs in the federal government, leading the agency's “mission to protect and strengthen federal civilian agencies and the nation's critical infrastructure against cyber threats,” per an official description of the position. Before joining CISA, Evans spent the previous three-plus years working as the managing director of the Cyber Readiness Institute, a nonprofit geared toward educating and creating free cyber tools for small- and medium-sized businesses. For much of George W. Bush's administration, Evans served as administrator of the Office of Electronic Government and Information Technology. Lindsey created a job shadowing program that became the current student athletic training aide program. She attended a small college in Missouri to double major in theater and AT. Lindsey Moved back to Chicago to study for the BOC.  then she got a lot of experience at Northwestern University in Chicago Blessed to receive a GA position at Northern Arizona University she moved down to Arizona She worked with a high school for 7-8 years in Illinois, but when job changes were occurring she looked to get back to Arizona. The incoming Arizona AT Association president was mentored by a NATA HOF member who told me to get involved. Garland and determined that the federal government can ban a social media application owned by a foreign country designated as a foreign adversary. The ban could occur as soon as Sunday, January 19th—though the Biden Administration has stated they will not enforce the ban and will leave the decision up to the incoming Trump Administration. According to reports, Donald Trump—who will be sworn in on the 20th—is looking to save the app, potentially via an executive order or a partial sale of the company. Trump, according to The Washington Post, is also considering adopting “Project Texas” which would provide the U.S. government with a “kill switch” for TikTok should the app violate norms. 3:30pm- On Friday, Donald Trump's Homeland Security Secretary nominee Kristi Noem testified before the Senate Homeland Security and Governmental Affairs Committee. During the hearing, Noem emphasized that the U.S. Southern border is not secure and that, under her leadership, she would work to find the 300,000 undocumented migrant children that have gone missing during the Biden Administration. 3:40pm- Matt argues that, if confirmed, Pete Hegseth would become the most handsome Secretary of Defense in U.S. history! Two new bills from Senator James Lankford are aimed to recovering improper payments from two large programs. The first bill, the Fraudulent COVID Funds Recovery Act, would extend the statute of limitations for all pandemic-era programs for five extra years. The new statute of limitations would let law enforcement officials go after fraudsters through 2030. The second bill, the Eliminate Fraudulent Unemployment Insurance Benefits Act, would require states to withhold payments from any claimant it deems ineligible and fraudulent. It also creates new definitions to help states appropriately classify fraudulent activity. COVID era programs and the Unemployment Insurance benefits faced higher than normal levels of fraud, federal auditors found. The 94-page report on the shooting, released Wednesday by the Senate Homeland Security and Governmental Affairs Committee and Permanent Subcommittee on Investigations, determined that the Secret Service's lead advance agent for the Trump rally wrote in a security planning document that there was ‘no adverse intelligence' concerning the 45th president's visit to Butler—despite being notified of an unspecified threat. The annual Congressional Hackathon is Thursday, and ahead of it, FedScoop is reporting that two of the five top recommendations from last year's event have been implemented and others are on their way to being realized. Steve Dwyer, senior director for innovation at the House Office of the Chief Administrative Officer, told FedScoop that the two completed and now implemented projects are an internal unified House calendar that was launched in July and an internal social media tracking tool that was announced in recent weeks by the CAO to compare lawmakers' social media statistics. A bipartisan House bill aimed at improving customer service interactions with government technology breezed through a key Senate panel Wednesday, putting it one step closer to becoming law. The Government Service Delivery Improvement Act passed the Senate Homeland Security and Governmental Affairs Committee by an 11-0 tally, setting it up for a vote before the full chamber. The bill, first introduced by Reps. Ro Khanna, D-Calif., Byron Donalds, R-Fla., Barry Loudermilk, R-Ga., and William Timmons, R-S.C. in the House last October, passed that chamber in May. The legislation tasks agency heads with designating a senior official to oversee service delivery improvements and charges the Office of Management and Budget with choosing a senior official to coordinate governmentwide efforts on the issue.

105. John Knepper, To the White House and Back to Wyoming

John Knepper thought he would pursue a career in theater after graduating and performing at the Harvard Radcliffe summer theater. However, after  moving to Memphis, Tennessee, he took a left turn and started working in the marketing department of the nation's fifth largest security guard company. After nine months there, John quit his job and traveled around the country for six months. Working in Washington on Immigration Laws On the last leg of his travels, he was in Washington where, by chance, he met the assistant to the Chief of Staff for Senator Al Simpson of Wyoming. Six months later they called him for an interview and subsequently he started working on Capitol Hill. He talks about his work as a personal assistant for a senator before moving on to work for the Senate Judiciary Committee.  In 1995 and 1996, he worked on the 1996 immigration law, which was the last major piece of immigration legislation passed by Congress. John also worked for Senator Fred Thompson of Tennessee on the Governmental Affairs Committee and Homeland Security Committee for two years, where he worked on investigations into foreign influence in the 1996 Presidential election. John worked on campaign fundraising and regulatory reform, becoming one of the most knowledgeable staffers for the Senate Judiciary Committee without a law degree. From Washington to Law School In 1998, he decided to change careers and went to law school. He attended the University of Michigan School of Law, which was considered the best law school at the time. Upon graduating from law school in 2001, he worked for a federal judge for a year and later held a position with the US Department of Justice in the Federal Programs Branch. He was part of the team that defended the McCain Feingold campaign finance law, and John talks about  how the law faced constitutional challenges and the mistrust among the Republican and Democratic National Committees. John discusses his role in document review at the Republican and Democratic National Committees, and his decision to build an effective record of campaign finance regulations. He also talks about working on national security issues for President Bush, such as the freezing of assets of the Iraqi government and the question of how to give Iraq billions of dollars back to the government. Working as the Associate General Counsel of the OMB John was called to work as the Associate General Counsel of the Office of Management and Budget (OMB) in 2004. OMB is an agency within the White House responsible for ensuring that federal government actions are consistent with the President's priorities. Originating under President Franklin Delano Roosevelt, OMB is responsible for reviewing all testimony, legislation, and major regulations issued by the executive branch to Congress.  He talks about working under President Bush and eventually becoming the deputy general counsel of the Office of Management and Budget. The office was responsible for supporting the President's views and clearing executive orders. The general counsel's office was also responsible for reaching out to other federal agencies to discuss concerns and ensure they understood the consequences of their actions. Fannie Mae,  Freddie Mac, and Financial Bailouts In summer 2008, a friend of John's, who had been in the White House Counsel's office, called him to discuss the economic concerns with Fannie Mae and Freddie Mac. John moved over to become the Deputy General Counsel of the Treasury. The conversation turns to the bailout of Fannie Mae and Freddie Mac, the potential bankruptcy of AIG, and the impact of money market funds on the economy. He talks about the Troubled Asset Relief Program (TARP) which was developed to provide an asset against which companies could borrow from the Federal Reserve. This allowed the government to keep the velocity of money in the system, and AIG was a prime example of how the US government managed to keep these businesses operating. He also discusses an unsung moment during the financial bailout and the collaboration between Merrill Lynch and Wachtell Lipton, Rosen and Katz, and one reason for the bailout. From Washington to Wyoming In 2009, John was unemployed due to elections having consequences. He moved to Wyoming, where the economy was buffered by long-term commodities contracts, and he started working for the city of Cheyenne Wyoming as an attorney, working on $50 million government programs. John talks about Wyoming's unique tax system, with no state income tax, so revenue is largely mineral taxation. He worked with people in Wyoming suing companies over tax burdens. John worked there for two years before falling into another position as the Attorney General of Wyoming. He was appointed as the Chief Deputy Attorney General of Wyoming, and for five years, from 2013 to 2019, he was the number two lawyer for the state where he worked on environmental, law enforcement, and gun rights issues. Establishing a Solo Practice  From March 2019 onwards, John moved on to solo private practice in Wyoming. He chose this path because he wanted to take on more controversial litigation and avoid moving their family to a different location. He discusses his experience as a political appointee of George W. Bush and involvement in pro life cases, including pre and post Dobbs litigation on pro life issues. John has also been involved in controversial cases, such as defending coverage of gender transition services and determining equal protection. Large law firms often avoid this area due to financial constraints. His practice is paid law, with clients ranging from wills for small to large corporations, and he works on multi-district litigation. Influential Professors and Courses at Harvard John mentions a class on the Holocaust and genocide by Professor Eric Goldhagen, which he found to be incredibly profound. This course changed his interest in understanding the reasons behind people's resistance to horrible decisions, such as murder and atrocities. He also took courses on resistance to authority from social psychologist Herb Kelman and his senior thesis on the concept of the witch at the Salem witch trials. He mentions Professor Orlando Patterson of the Sociology department at Harvard had a class on freedom, focusing on the origins of the western and American concepts of freedom and liberty. Sen. Ted Cruz, R-Texas, has introduced a series of amendments aimed at scaling back the Biden administration's efforts to regulate artificial intelligence (AI). His proposals, discussed at a recent Senate Commerce Committee markup, include repealing the AI executive order and preventing environmental impact assessments on AI systems. While some of Cruz's proposals failed to pass, an amendment to reduce federal actions preventing bias and discrimination in AI advanced. This amendment, part of a bipartisan bill to codify the AI Safety Institute, has sparked controversy and debate, with committee Democrats indicating plans to address its concerns in future legislative fixes. In other news, legislation to reform the Technology Modernization Fund (TMF) is making headway in the Senate after passing the House earlier this year. The Modernizing Government Technology Reform Act recently advanced out of the Homeland Security and Governmental Affairs Committee with strong support. This bill aims to address funding challenges and ensure the TMF can continue supporting essential IT projects across the government. Rodriguez was reported missing on July 1 by his wife, and his body was discovered in his truck on July 3. The study, led by Isain Zapata from Rocky Vista University, highlights that the combined effects of multiple pesticides significantly increase cancer risk. Ossoff argues this reform is crucial to prevent conflicts of interest and ensure fairness, given Congress members' access to non-public information.
