One of our guests on Episode 3 of Midrats was Bryan McGrath, CDR, USN (Ret.). Over the years he's returned often, and has even graced us with the pleasure of a few guest posts here.As he's let people know for years, he was going to retire for good at 60. True to his word, he hung it up a few weeks ago.Earlier this year before he got too focused on his figs and vines, I asked Bryan to come on for a broad-ranging conversation.What a great hour.A retired Naval Officer, Bryan spent 21 years on active duty including a tour in command of USS BULKELEY (DDG 84), a guided-missile destroyer homeported in Norfolk, Virginia. In command, he received the “Admiral Elmo Zumwalt Award for Inspirational Leadership” from the Surface Navy Association and his ship earned the USS ARIZONA Memorial Trophy signifying its selection as the Fleet's most combat-ready warship. His final duties ashore included serving as Team Lead and Primary Author of the US Navy's 2007 Maritime Strategy “A Cooperative Strategy for 21st Century Seapower”.Bryan was formerly the Deputy Director of the Hudson Institute Center for American Seapower. In this capacity, he helped develop the Surface Navy's “Distributed Lethality” concept and the Center for Strategic and Budgetary Assessments' 2017 Navy Alternate Fleet Architecture Study.Bryan earned a BA in History from the University of Virginia in 1987, and an MA in Political Science (Congressional Studies) from The Catholic University of America. Over 75 years after the Japanese attack on Pearl Harbor that launched America's entry into the Second World War, one persistent question remains unanswered: "Did President Franklin D. Roosevelt have foreknowledge of the attack---and did he (and his senior military leadership) then withhold that knowledge from his overseas commanders in Hawaii?" Douglas P. Horne, a former Naval Officer who recently completed 40 years of combined military-and-civilian service to the Federal Government, deals directly with this most difficult of all questions about World War II, in the first major "Revisionist" work about Pearl Harbor written in the last decade. Contrary to recent assertions by mainstream historians that the Revisionist hypothesis is now dead, Horne finds it to be more robust than ever. In the first known work that studies FDR's foreign policy "on the road to Pearl Harbor" as a timeline, or chronology (which assesses numerous factors---including codebreaking, diplomacy, military strategy, the unfolding events in Europe, and the personality and words of FDR himself), the author compellingly presents his own unique findings regarding the longstanding allegation by Revisionists that FDR used the impending Japanese attack on Pearl Harbor as a "back door to war." Horne concludes there is, indeed, persuasive evidence that once FDR's undeclared naval war against Hitler in the north Atlantic failed to provide the desired casus belli (which would have allowed him to request a declaration of war against Nazi Germany), then consequently, permitting the Imperial Japanese Navy to attack Pearl Harbor---without providing any specific advance warning to the Hawaiian field commanders (i.e., allowing the Japanese to "fire the first shot" and commit "an overt act of war")---became the last, best chance for FDR to get a united America into the Second World War. FDR's overriding goal throughout 1940-41 was the imperative to get America involved, as a belligerent, in the war against Hitler's Germany, and the Japanese attack accomplished that goal, as Roosevelt knew it would. Both the timing of when FDR apparently received his foreknowledge of the impending attack, and the mechanism by which it was likely delivered, are thoroughly considered in this work. The phrase, “float like a butterfly….sting like a bee”, is touted as the second most recognized saying in the modern world, courtesy of Drew Bundini Brown and espoused publicly by his protégé, Muhammad Ali. Naval Aviation Officer Candidate School in Pensacola, Florida was touted as the Cradle of Naval Aviation to legions of Navy pilots for almost seventy years. This indoctrination into this specialized branch of the U.S. military is unique to the piloting world, and perhaps best illustrated in the blockbuster movie, “An Officer and a Gentlemen”. Even though the filmmakers took great literary license in making a compelling video by skewing reality, they managed to capture some of the essential elements of the experience faced by Dr. Paul and Commander Drew. What is a Poopie? The short answer is, “the lowest form of life known to man”, that is according to our U.S. Marine Corps drill instructors. As a Poopie, long before he became Commander Drew, this somewhat carefree native New Yorker was molded into a Naval Officer who stood ramrod straight and learned to pay particular attention to detail in all aspects of life. One of the most interesting aspects of water survival training is the ability to extricate oneself from a submerged aircraft. The Dilbert Dunker for fixed wing airplanes and its close cousin, the helo-Dunker for helicopters, are the contraptions used for this lifesaving training, a maneuver which no one ever wants to do in real life. At the completion of Navy Aviation Officer Candidate School and official commissioning as a Navy Ensign, it was common practice to present one's Marine Corps Drill Instructor with a single silver dollar as an expression of gratitude for the life-changing training provided by this unrelenting task master. Commander Drew's transformation was so dramatic he, give his Drill Instructor not one, but two silver dollars; one for himself and another in the memory of his father, long before Drew-senior came up with his famous quote. After becoming a Naval Officer, actual flight school became another type of initial training, that could be as tough as what had been done on the ground. This “boot camp in the air” was significantly tougher than the indoctrination from the drill instructors on dry land. This was particularly true for those who had no prior flying experience. The intensity of the flight training required combinations of intellect, toughness and perseverance, all of which would be rigorously tested before flying solo….and most especially in preparation for the ultimate test of a new Navy Pilot…..landing on a floating ship at sea, which was the culmination of everything that had been done leading up to this seminal event.

Horne, a 1974 Cum Laude graduate of The Ohio State University who majored in history, and author of the five-volume work "Inside the Assassination Records Review Board" (about the U.S. Government's medical cover-up of the JFK assassination), has put his 40 years of combined military-and-civilian service to the Federal Government to good use in studying the 1945-46 Congressional Investigation into the Pearl Harbor attack; a little-known 1946 U.S. Government report containing key evidence about the attack; and the most recent Revisionist works about Pearl Harbor, to produce a grand "new synthesis" which answers the persistent question: "Did FDR know about the Pearl Harbor attack before it took place?" A former U.S. Naval Officer who spent 14 years working in four different Navy jobs at Pearl Harbor, and a Japanophile who has always been fascinated by the Imperial Japanese Navy, Horne has applied his own Navy job experience, and his understanding of how the government operates, to a plethora of data about the Pearl Harbor attack, to produce a work of high tension and drama that attempts to deal honestly with the most significant foreign policy event in America's 20th century history.
