Place and personal circumstance can play a decisive role in how one perceives the purpose and effectiveness of government. According to a 2021 study, in 2010 an estimated 37% of the U.S. population lived in an unincorporated area—places without municipal government and the services it might provide.     Central Alabama's Lowndes County, for instance, has a population of just under 10,000 people. Sixty-two percent of homes here are in unincorporated areas. A 2023 door-to-door survey led by the Center for Rural Enterprise and Environmental Justice found 90% of homes in the county dealing with poor or failing sanitation infrastructure.  Catherine Coleman Flowers grew up in Lowndes County. In Holy Ground: On Activism, Environmental Justice, and Finding Hope, she writes about her experience growing up in rural America without the amenities and public services many take for granted in a developed country. Catherine combines personal memoir with historical analysis to trace her ancestral community ties and her own journey from public school teacher and daughter of two civil rights activists to her role today as a highly respected leader of the environmental justice movement and recipient of a MacArthur Foundation “genius” grant.  Listen in as Ten Across founder Duke Reiter and Catherine Coleman Flowers discuss the pursuit of equitable sanitation infrastructure in the U.S., perspectives on democracy, and what causes the extremely divergent qualities of life found in the Ten Across geography.  Related articles and resources:   Holy Ground: On Activism, Environmental Justice, and Finding Hope (Catherine Coleman Flowers, 2025)  Waste: One Woman's Fight Against America's Dirty Secret (Catherine Coleman Flowers, 2020)  “Researchers fear grants for studies on health disparities may be cut in anti-DEI push” (NPR, March 2025)  “'Canary in a Coal Mine': Data Scientists Restore a Climate Justice Tool Taken Down by Trump” (Inside Climate News, Feb. 2025)  “A landmark investigation brings environmental justice to rural Alabama” (Grist, May 2023)  “Filthy Water: A Basic Sanitation Problem Persists in Rural America” (Yale Environment 360, Dec. 2020)  “Hookworm, a disease of extreme poverty, is thriving in the US south. Olivarez discusses minimum housing standards in unincorporated areas at AltaCair event

MCALLEN, Texas - Public health official Eduardo 'Eddie' Olivarez says the biggest impediment to a healthy population in Hidalgo County is substandard housing in unincorporated areas. Hidalgo County's chief administrative officer for health and human services made an impassioned plea for tougher minimum housing standards at a recent AltaCair Foundation event. The “cluster meeting,” featuring dozens of healthcare professionals and academics, focused on ways to improve the quality of life of colonia residents. Olivarez said two environmental issues would help - public transportation and better housing. “We need a public transit system that's functional, we are desperate for that,” Olivarez said. But he spoke at much greater length about housing. “We need a minimum housing standard. You're saying what does that have to do with health care? If you don't have a minimal housing standard, the county does not have building codes. We have no building codes. And the State of Texas Constitution does not allow that,” Olivarez said. Inside city limits, stricter rules are in place, Olivarez said. “You got to have a frame house… elevated off the ground. In the county, there are no rules,” Olivarez said. “So, how are we going to improve the quote, unquote, colonias in our community? By developing a minimum housing standard. We cannot get healthcare any better without that, and I'm not talking about a big, fancy, subdivision, or a big house. Just four walls, composition roof, adequate sewer, either septic system or main sewer line, adequate water supply. But the main thing is the composition of the home, four walls, a roof.” Olivarez said when there are severe storms, his team has to go and rescue families living in a house made of pallets and a tarp. Poor quality walls allow mosquitos to enter a home, leading to Dengue Fever, he said. “If we get the rules in place for a minimum housing standard, our health care, our health future, will be astronomically increased because you're not living in those sub-poverty conditions,” Olivarez said. Olivarez said the Legislature should allow counties above a certain population, say 500,000, to set minimum housing standards. He said he has tried for years to get such legislation passed but to no avail. Former state Rep. Veronica Gonzales, now a senior vice president at UT-Rio Grande Valley, agreed with Olivarez that developers have always been able to thwart legislation aimed at setting tougher minimum housing standards. Here is an audio recording of Olivarez's remarks about minimum housing standards at the AltaCair event. To read the new stories and watch the news videos of the Rio Grande Guardian International News Service go to www.riograndeguardian.com.

This project will affect 0.5 miles of the highway, replacing the existing two-way left turn lane with a raised median. Left turns will only be possible at specific intersections, aiming to reduce crash frequency and severity. While it's unclear when construction will start or when the project will be completed, this change will impact drivers' ability to make left turns in the affected area, necessitating U-turns or alternative routes for access to businesses. Sidewalks and curb/gutter improvements are also planned.   STORY 3: Gwinnett police looking for suspect in theft at Peachtree Corners Targe Gwinnett County police are searching for a woman accused of stealing three Epson computer printers and children's clothing from a Target store in Peachtree Corners on August 31. I should say, not the fishing from the land of fishing. We'll look behind me. There's so much fishing going on here and I never knew what smelt was. Isn't that funny? Steven Jack Butala: Oh yeah. Jill K DeWit: Until come here I didn't. Yeah. I'm like, I thought smelt was well, something smelt. I didn't know that was a fish. Steven Jack Butala: People think that's how you use the word. Jill K DeWit: I know that's not how. Steven Jack Butala: It's okay. Jill K DeWit: No. Yeah. Like what the heck is smelt? How do you eat that? I'm like, oh, it's a fish. So anyway. Yeah. And you're loving it. I'm loving it. Steven Jack Butala: I've been fishing since I got here. This is Silver Lake right behind us in Northern Michigan, just outside of Traverse City. And we are in our RV in arguably one of the best spots in this RV park that we're in. And I many, many times just walked out there and through the line in. I went to a simple store, got a old Shakespeare, not old, but a new Shakespeare rod, whole thing cost 25, $30. Got some pretty good lures. And I've been pulling fish out ever since to the point where I was about to start cleaning them and eating them and I'm like, why? This is just too much work. This is more fun. Jill K DeWit: When I can go somewhere else and they'll serve it up for me all beautifully. And I love that. I'm probably going to have white fish tacos again for dinner tonight. Steven Jack Butala: Yeah. Jill K DeWit: Because I love them. Steven Jack Butala: Totally. I'm right there with you. Jill K DeWit: Yep. Steven Jack Butala: I plan on eating white fish till it's like, Jill K DeWit: Till I'm sick of it. Till we leave. Steven Jack Butala: Yeah. Exactly. Jill K DeWit: And then it'll work out perfect. Then we're going to eat it until we can't get it anymore. And then it's going to be fine. Cool. Steven Jack Butala: Today, Jill and I talk about the difference between county unincorporated land and township land. Everywhere we go Jill and I, especially here because my sister's a very successful almost local celebrity, like real estate agent. So we find property that's for sale. Whether it's a sign on the road, maybe it's on the MLS. We go look at it. We start asking questions. Sometimes you can answer them, sometimes you can't and this is a result of one of those conversations. And I'll talk all about it. Before we get into it though let's take a question posted by one of our members on the landinvestors.com online community. It's free. Last year, a ton of Land Academy members came to Jill and I needing extra help to getting their blind offer campaigns underway. Hey, it's sometimes it's complicated. It is for most people. It's complicated if your brand new. And so we created a product called concierge data, where we take instruction for you about where you want to send out offers. We put together the entire mailer, get the retail pricing component complete for you. And then we ask you at the very end to price it. It's a very, very, very popular service that we created. And it's helping a lot of people who I think otherwise would not have gotten their mail campaign off the ground. And get their career started. So check it out at offers to owners and just type in concierge data. Jill K DeWit: I just was reading this question ahead a little bit. It's good. Eric wrote, so I signed up yesterday and I just binge watched, oh my goodness, Land Academy 3.0 and 2.0. This might seem like a dumb question, but how important is naming and niching your land business? I'm in Charleston and I want to niche in the surrounding counties and all along the coast.
