In Kansas, state law requires that all water supply systems and wastewater treatment facilities are supervised by a certified water operator. Kansas Department of Health and Environment is responsible for administering Water Supply and Wastewater Treatment Operator certifications, which include certifying examinations. Within both certification programs, operators can be certified at five different classes: Small Systems (“base level”), Class 1, Class 2, Class 3, and Class 4. Kansas regulations require that KDHE administers certification exams at least twice annually, which it does. Between calendar years 2022 and 2024, only about half of individuals passed their Water Supply or Wastewater Treatment Operator examinations. Those taking the Small Systems exams in either program had higher pass rates. KDHE officials think low pass rates are largely due to examinees not adequately preparing for the exam, but don't indicate poor exam quality. Although the contents of the exams have not changed much over time, KDHE does look for ways to improve them.

The management of water supplies, flooding and water pollution in the UK is currently the subject of great controversy, and public interest has never been higher. Following a short introduction by Professor Carolyn Roberts, this focused day will include three debates in which experts will discuss contrasting views on the nature of a specific problem, and how it might be solved. Audience involvement will be encouraged through questions. The First Panel Discussion will explore water supply in the context of climate change; The Second Panel Discussion will question the threat and response to threat of flooding in the UK; The Third Panel Discussion will discuss water pollution responsibility in the UK. A Drier Future? Climate Change and the UK's water supplySummers are likely to become increasingly drier, as a result of Climate Change. This, in combination with a growing population, creates a greater risk of water shortages unless demand can be reduced significantly, more storage capacity constructed, or transfers around the country can be brokered. Despite this, no major reservoirs have been built in England since the 90s. The margins for avoiding catastrophe are decreasingly small, so what should be done to address this challenge?Speakers:• Professor David Butler, Director of the Centre for Water Systems, University of Exeter.• James Curtis, Head of Leakage, Asset Strategy and Capital Delivery, Affinity Water.Is the UK doing enough to respond to the threat of flooding?Water flooding in some parts of the UK has been increasing, with various causes being blamed. Many solutions are proposed, including dredging rivers, permanent or temporary barriers, or accepting the flooding and paying out through insurance. Walter Byrd remembers the first time sewage came bubbling out of his toilet like it was yesterday.“It was just pumping up through there,” Byrd says. “One of the bathrooms was so full of waste, at least 4 inches high in there. It smelled just like a hog pen.”He sopped up the murky, foul-smelling water and doused the floor with bleach. But the sewage kept coming. On rainy days, it overflowed from drainage ditches into his yard, carrying wads of toilet paper and human waste.The eight-bedroom home in Cahokia Heights, Illinois, had been a source of pride for Byrd when he first built it in 1996. He spent a lot of time outside, caring for his vegetable garden and watching wildlife wander through the backyard. Dr. Sharma explains that advanced processes like electrooxidation and electrocoagulation offer more precise control over treating specific types of wastewaters. Electrooxidation, for instance, can target and break down organic pollutants more effectively than conventional methods, making it a game-changer for sunflower oil wastewater. “Wastewater is like math, it's like a game. You have to understand it and enjoy doing it. It's a puzzle, you need to connect the dots to make a beautiful picture.” – Dr. Swati Sharma What advice does Dr. Sharma have for aspiring researchers? More than 70% of surveyed water systems failed to meet EPA cyber standards, highlighting the lack of cybersecurity measures in place. These water treatment facilities are not following basic cyber hygiene practices, such as updating outdated systems and conducting regular reviews of their processes. The Safe Water Drinking Act requires these facilities to review their safety assessments and revise plans every five years, which is too long of a timeframe considering the rapidly evolving cyber threats. The high percentage of non-compliant systems is concerning, as it puts the water supply and public health at risk. Quagga mussels will be catastrophic for wildlife and water systems, says invasive species coordinator

You may have heard that various kinds of invasive plants and animals create problems for the species that are native to an area. In the case of the quagga mussel, which only grows to the size of a thumbnail, its effects extend beyond the natural ecology and into the built environment. Not only can it take food away from juvenile salmon and other fish, but the mussels can clog all sorts of water systems, from municipal water to irrigation and hydropower. The quagga and the related zebra mussel came from Eastern Europe to the Great Lakes in the 1980s. In the last dozen years or so, quagga been found in California, Nevada and Utah. They also appeared in Idaho last year along the Snake River. Rick Boatner, the invasive species coordinator at the Oregon Department of Fish and Wildlife, says inspections and monitoring could keep the quagga out of the Columbia River Basin, but probably not for more than a few years. He says once they get in, quagga mussels will forever change how we use water in Oregon. He joins to tell us more about what’s needed to slow their spread and to highlight a few of the other invasive species on the agency’s radar.

When the 2024 legislative session kicks off a week from Monday in St. Paul, one big focus will be funding infrastructure and building projects around Minnesota. This comes as the state and federal government are spending more money than ever to help communities build up against the effects of extreme weather. That includes $35 million the Minnesota Pollution Control Agency recently announced for cities to update their stormwater systems for a changing climate. It's the first phase of $100 million in grants approved by the legislature last year. Moorhead engineer Bob Zimmerman is one of the city officials around the state who are thinking about how to use those funds. And Heidi Roop leads this kind of planning as the Director of the University of Minnesota's Climate Adaptation Partnership. They joined MPR News host Nina Moini to talk about how to prepare Minnesota communities for a warmer, wetter, more unpredictable climate.
