On this episode I chatted with Bob Ricks. Bob is an American law enforcement agent and politician from Texas and Oklahoma. He has worked for the Federal Bureau of Investigation, the Governor of Oklahoma and in local law enforcement. He is best known as the FBI Assistant Special Agent in Charge during the 1993 Waco Siege and as FBI Special Agent in Charge during the 1995 Oklahoma City bombing investigation. Bob played golf at Baylor before starting his career in the FBI. Following his retirement from federal service, Ricks served as the Oklahoma Secretary of Safety and Security under Governor of Oklahoma Frank Keating. He was Secretary during the Keating's entire term as governor, from 1995 to 2003. Concurrent with his service as Secretary, he was also appointed by Keating as Commissioner of the Oklahoma Department of Public Safety. Ricks served as Chief of Police in Edmond, Oklahoma 2003–2017. What does it take to reinvent a community, revive a local economy, and reinvigorate a workforce? In this five-part Work in Progress podcast series – Destination Tulsa: Tech Hub in the Heartland – we look at how Tulsa, Oklahoma, is embracing in-demand tech industries to do just that. At the heart of the effort is a strong foundation of education, entrepreneurship, health care tech, energy tech, and cybersecurity. Known as the "Oil Capital of the World" for much of the last century, Tulsa, Oklahoma, is on a mission to redefine itself as a tech hub in the heartland of America. And it is well on its way. First a little history. Tulsa became a boom town in 1905 with the discovery of a vast underground pool of oil, attracting entrepreneurs by the tens of thousands to capitalize on the energy opportunities. In later decades, after the initial well was exhausted, the city reinvented itself as a supplier of pumps, drilling rigs, and oil storage. It also created a thriving aerospace manufacturing industry. Now, the economic focus is moving to tech. Over the past five years, tech employment in the city of 400,000 has grown 25%, adding more than 12,000 jobs to the economy. A coalition of public and private partners – led by the George Kaiser Family Foundation, academics, business leaders, and innovators are working together on a plan to have Tulsa join the likes of Silicon Valley, Austin, and Seattle as a nationally-recognized center for technology innovation and a leader in several tech fields. The foundation is in place and expanding, built on a world-class education system, an entrepreneurial spirit, and established inroads into some of the most in-demand industries in today's economy. Destination Tulsa: Tech Hub in the Heartland In part one of our special five-part series, we talk to some of the key players in the tech hub movement to learn more about what it takes to make Tulsa the next economic growth hot spot. Nicholas Lalla, Tulsa Innovation Labs co-founder & managing director (Photo: TIL) Nicholas Lalla is the co-founder and managing director on the Tulsa Innovation Labs (TIL),  the architect of the economic and workforce development plan that is designed to attract and keep tech business and talent in the city. "We started with a scan of Tulsa's economy, looked at all the biggest industries in town – certainly oil and gas, aerospace, manufacturing, looked at the local and regional universities and the talent and patents that they were producing, looked at emerging tech trends, and figured out what's going to be the high growth opportunities in five, 10, 15 years," explains Lalla.  "We spoke to 120 local community leaders to understand what the aspirations were of the city and get insight from local Tulsans about the jobs and employers and conditions in town and basically scanned the universe for opportunities that we thought Tulsa could win in," he adds. That research showed that Tulsa already had the building blocks in place and – with a focused effort – the city could be a tech leader in five key areas identified by TIL – virtual health care, energy tech, advanced aerial mobility (drones), data analytics, and cybersecurity. In 2020, former McAlester Public Schools teacher Ryan Walters was appointed as the youngest Secretary of Education in Oklahoma's history. Earlier this month, with schools ravaged by the COVID-19 pandemic and the highly infectious omicron variant, Gov, Kevin Stitt announced the Guest Educator Program. It simplified the ability for schools facing COVID-19 related teacher shortages to bring in substitute teachers from the outside, either from state agencies or from private businesses. The plan was met with mixed reactions. While many parents are thankful their kids are able to stay in the classroom, some are worried about the quality of education these “guest educators” can provide on such short notice. And many teachers, already dealing with the effects of risking COVID-19 exposure in the classroom, have said the “guest educator” program made them feel devalued and that it makes it seem like anyone can just step into a classroom and teach. On today's Listen Frontier podcast, I talk with Walters about the program, about how it will be judged as a success or failure, his relationship with teachers across the state, and how he weighs his responsibility to both teachers and students.

Brent Henley, the founder of The Pyramid Group, joined us to discuss his life mission to build leaders and improve human performance. We post this interview with great sadness, as shortly after our interview, Brent passed away suddenly on August 8, 2021. We devote this show to Brent's memory and his life's legacy of encouraging all of us to be the best possible version of ourselves. Brent worked with clients to increase performance in sales, customer service, supervision, and leadership. People would clamor to attend his executive retreats on strategic planning, product launches, and organizational growth. Many listeners know Brent Henley for his leadership in running a simulated society, known as SIMSOC, for Leadership Lafayette and many other organizations. Participants are forever changed as they experience real-life societal challenges they've never encountered. Brent Henley grew up in Oklahoma in a family that was highly active: his mom, B. Glorine Henley, served as Oklahoma Secretary of State (and also worked for the DNC when Bill Clinton was President), and his father, Thomas H. Henley, was chief of surgery at a large hospital. All of his family members were educated at Oklahoma institutions of higher learning. However, with an early calling to be a United Methodist Minister, Brent moved to Louisiana to attend Centenary College where he got a full scholarship. He fell in love with the people of Louisiana. He also eventually met a beautiful woman (his future wife, Tammy) who was a “half Spanish/half redhead from New Iberia” who turned his head and eventually brought him to Lafayette. We dedicate this show to the memory of our dear friend, Brent Henley. (November 9, 1957 - August 8, 2021) Henley discovered through an internship at Broadmoor UMC that full-time pulpit ministry really wasn't his calling. He changed course and got double degrees in sociology and business. He credits his many mentors at the Centenary's School of Church Careers for encouraging him to follow his God-given path. They didn't want to force him to be “another miserable minister.” While this was unfolding, Brent waited tables at a steakhouse in Shreveport, at Mississippi River Company owned by Dobbs House, at a time when Louisiana Downs first got started and Downtown Square was hopping. Brent became headwaiter and hired all the serving staff and trained them while he was a senior in college. They wanted him to become a management trainee and to get into the restaurant world, but Brent didn't want to work in restaurants for the rest of his life. Brent had a particular client at the restaurant who always requested him as a waiter on Saturday nights and talked to him about coming to work in the Human Resources Department for his organization which owned a variety of companies and employed 110 employees. Brent was hired! He joined the local SHRM (Society of Human Resource Management) chapter in Shreveport as he jumped into his new job feet first. In his first two months on the job, when he found out that his company was paying three people who were no longer employed, he stopped that abuse. At that point, he made up his annual salary in three days! After a year, the owner of the company asked Brent to become president of the company, when he was 24 years old! He helped grow the company from $14 million to $40 million per year in eight years. At the end of that eight years, he quit the company at 32 years of age on Christmas Eve when the partners declined to give him a bonus in lieu of using those funds to buy another business. Brent felt this was unfair, so he handed them the keys as he walked out and went home to tell his wife he had started a consulting business to help other businesses run their concerns. The day after Christmas, he started “dialing for dollars,” getting many people to buy into his new endeavor, including Larry Wilson (owner of Wilson Learning, the world's largest sales and leadership training...

Episode 8 – Defining Success in Education Oklahoma Secretary of Education, Ryan Walters Achieving successful system outcomes carries a deep and complex set of requirements. There are a variety of examples of successes built by leaders with a certain level of risk tolerance that allows for real innovation, as is the case for Cottonwood Schools, a very small rural district in Eastern Oklahoma. Cottonwood's superintendent, John Daniel, has taken innovative steps to dramatically improve reading outcomes in his district and his peers across the state and country are taking note. I am a ‘sold out' believer on the idea that real success in systems, including the education system, requires us to recognize and address that none of these systems exist in a vacuum, and real and sustainable outcomes requires huge organizations to communicate and coordinate services as interconnected systems designed around the person that they are jointly serving. Kids can't be reasonably expected to achieve long-term academic success when they show up to school hungry, tired from sleeping on the floor or in a home in which domestic violence is a nightly occurrence. All of these systems must be thoughtfully and humbly designed to address the social determinants of poor outcomes we see in our communities. On this episode I sat with Sec Blayne Arthur to talk all things Oklahoma Ag! Growing up in an agricultural family, studying in Stillwater and being the first women to hold the position. Awesome time with Sec Arthur and one you'll enjoy hearing. BIOOn January 14, 2019, Blayne Arthur was sworn in by Governor Kevin Stitt as the Oklahoma Secretary of Agriculture—the state’s first female to hold the position. She acts as Governor Stitt’s chief advisor on policy development and implementation related to agriculture, food and forestry, and holds the titles of Oklahoma Commissioner of Agriculture and the President of the Oklahoma State Board of Agriculture.Secretary Arthur grew up in Chickasha, Oklahoma, where her family raised horses, shorthorn cattle, wheat, alfalfa and soybeans. Upon graduating from Oklahoma State University in 2004, with a bachelor’s degree in agricultural economics, Sec. Arthur took a role in small-business financing for Rural Enterprises, Inc. In 2009, the then-Secretary of Agriculture, Terry Peach hired her as the department’s social media coordinator. When Secretary Jim Reese was elected in 2011, he offered her the position as the Deputy Commissioner of Agriculture, where she stayed from 2011 to 2016. In 2016, she served as the Executive Director for the Oklahoma 4-H Foundation until her appointment by Governor Stitt.She is the 2016 Oklahoma Cattlemen’s Association Distinguished Service Award Recipient; remains active in Oklahoma Farm Bureau, Diamond Hats, American Quarter Horse Association, Oklahoma Beef Council, and Ponies of the Americas; and selected for multiple honors including Oklahoma Agricultural Leadership Program Class XV, a Journal Record 2011 Achievers Under 40 honoree, and the 2014 Oklahoma Agricultural Woman of the Year.Secretary Arthur married Jerrod Arthur in 2006 and they have two children, Kelton and Kennedy, who both enjoy showing cattle and horses. The Arthur family lives east of Stillwater and raise show cattle for 4-H and FFA members. This podcast is presented by the Oklahoma Hall of Fame.
