If Próspera were a normal town, Jorge Colindres, a freshly cologned and shaven lawyer, would be considered its mayor. His title here is “technical secretary.” Looking out over a clearing in the trees in February, he pointed to the small office complex where he works collecting taxes and managing public finances for the city's 2,000 or so physical residents and e-residents, many of whom have paid a fee for the option of living in Próspera, on the Honduran island of Roatán, or remotely incorporating a business there.Nearby is a manufacturing plant that is slated to build modular houses along the coast. About a mile in the other direction are some of the city's businesses: a Bitcoin cafe and education center, a genetics clinic, a scuba shop. A delivery service for food and medical supplies will deploy its drones from this rooftop.Próspera was built in a semiautonomous jurisdiction known as a ZEDE (a Spanish acronym for Zone for Employment and Economic Development). It is a private, for-profit city, with its own government that courts foreign investors through low taxes and light regulation. Now, the Honduran government wants it gone.

It's a legal autonomous zone with its own fiscal, regulatory, and administrative architecture - which is the key to its success and challenges. Not bound by the overburdened regulatory system of Honduras nor its complicated tax system, Prospera provides incentives for start-up companies and investors to thrive. More importantly it provides the legal framework for a stronger Rule of Law in a country whose current government is destroying the Rule of Law. Cal is the co-founder and CTO of an energy and governance company, Signal Power and Light, with coal mining operations in Northern Alabama and a special governmental zone, ZEDE, in Honduras, ZEDE Orquídea. Cal's work in governance and energy as a means of addressing global poverty stemmed from his early economic work connecting statistical physics to economics, which has been completed with The Quantum Foundations of Utility and Value. Cal is an accidental engineer, choosing nuclear engineering on a whim because it was hard and seemed interesting. He served 10-years in the nuclear Navy driving submarines, finishing his last tour as the Engineer Officer on the USS Florida (SSGN-728).   Before leaving the Navy, Cal became interested in climate change after watching An Inconvenient Truth. Confused as to why nuclear was not featured prominently, he modeled a nuclear buildout using Small Modular Reactors to repower existing coal stations and then using the nuclear heat to drive Coal to Liquid synthetic fuels. He presented this to the American Nuclear Society in 2010, The Impact of Small Modular Reactors in a Carbon Constrained Economy, and attempted to patent the technology, but later found that there were already many similar patents from the 1970's. He even tried to pitch the idea to the coal industry in 2012, but it fell on deaf ears.   Thinking that he was on to something and seeing policy as a major hurdle in preventing a nuclear buildout, he went to Georgia Tech to learn more about public policy and to see if he could find a solution, which he managed to do. His doctoral work created the conceptual design of a sodium fast reactor with thermal energy storage replacing the intermediate loop. He showed that by marrying the two technologies, we separate the kinetics of the energy demand from the reactor kinetics (reactor safety) and can confine the regulator's warrant to just the nuclear island. 7-months after defending his dissertation, TerraPower took the concept and in October 2018 began detailed engineering of what was to become Natrium. While at Georgia Tech, and in response to Fukushima, Cal suggested to the world that we use concrete pump trucks to refill the spent fuel pools instead of helicopters.   Cal's current work is revitalizing and adapting the Karrick Process to the swelling coals of the Eastern United States, his company has finished the conceptual design of the pilot facility and will start construction in the near future and hopes that one day he will be able to marry this technology with a nuclear reactor. He has also extended his theoretical economic work and shown the relationship of energy and value with Bitcoin (soon to be published) and for the entire US economy (unpublished). Three groups took them up on the offer and designed various interesting projects. In January, Honduras kicked out the right-wing government that passed the ZEDE law and replaced it with a socialist party led by Xiomara Castro, which had made opposition to the ZEDEs part of its platform. In April, the new government repealed the ZEDE law, with uncertain consequences.

The recent move by the Honduran Congress to repeal the 2013 law authorizing the Zones for Employment and Economic Development (Zonas de Empleo y Desarollo Económico, or ZEDEs) has wide-ranging consequences for the country's economic future. While the Zones have been heavily criticized by the Castro administration, eliminating them risks a complicated legal and political battle in no party's best interest. In this episode, Ryan C. Berg sits down with Matthew Rooney, Director of Outreach and Strategic Partnerships at the George W. Bush Center. Together, they discuss expectations for the ZEDE model and its impact on economic growth, as well as some of the obstacles the zones confront when it comes to political stability and change. They also discuss the implications of the vote by Congress for the ZEDEs, and investment in Honduras more broadly.

Our guest on the Mobility Standard podcast this week is Mr. Titus Gebel, a German-born lawyer and entrepreneur who is now dedicating his life to the development of Free Private Cities, jurisdictions embedded within conventional states but operated by private companies for profit; a peaceful and voluntary alternative to the coercion-based systems of government we have today. "The defining feature of a Free Private City is that it's run by a for-profit company that acts as a government service provider, so to speak," says Gebel. In this capacity, he explains, the private company - the "operator" - offers citizens "the protection of life, liberty, and property, services that include both internal and external security, a pre-defined legal and regulatory framework, and independent dispute resolution."Interested individuals and companies enter into a citizen's contract with the operator and pay a fixed annual fee for the operator's services, instead of paying taxes."Within that framework, which is relatively limited," continues Gebel, "a spontaneous order can develop, which emerges from the voluntary activities of the citizens."Crucially, the operator cannot later unilaterally make any changes to the citizen's contract but would need the permission of the individual citizen concerned.A citizen's contract, he explains, gives the individual far better legal protections than, say, a constitution, because "there is no third-party like a majority or a parliament or a government that could infringe upon your contract."In the podcast, we also went into detail about:The latest developments in the field, with an emphasis on the ZEDE projects in Honduras;The historical precedents for Free Private Cities;The long-term ramifications of successful Free Private Cities;Technology's role in the decentralization of political power and the rise of sovereign individuals; andWhy the European Union, which is totally opposed to special economic zones, is unlikely to survive the next three decades.Listen to this illuminating and heartening episode in its entirety by clicking the player below, or find the Mobility Standard on Spotify or Apple Podcasts.
