Anthony Morgan, Chief of Public Safety, Bucknell University Department of Public Safety, on his new role as campus police chief, the changes made in public safety, and how campus policing is changing. We talk about the work he's doing to make policing an integral part of, an help for, and aid to students and the Bucknell community. For our seventh episode of “Advancing justice,” we’re discussing the issue of anti-Black racism in the criminal justice system in Canada and the role of municipalities in confronting anti-Black racism. Joining Maytree president Elizabeth McIsaac for this discussion is Anthony Morgan. Anthony is a human-rights lawyer and the manager of the City of Toronto’s Confronting Anti-Black Racism unit. Anthony has appeared at various levels of court, including the Supreme Court of Canada. He has also appeared before two United Nations human rights committees in Geneva, Switzerland. Anthony graduated from McGill University’s Faculty of Law, where he earned degrees in both civil law and common law. He’s also a graduate from the University of Toronto and is currently completing a Masters of Studies in International Human Rights Law at the University of Oxford. Teun van Ruitenburg - Raising Barriers to Outlaw Motorcycle Gangs in The Netherlands In this empirical study, the author shows that the Dutch approach to outlaw motorcycle gangs (OMCGs) has made a 180-degree shift from inclusion in the 1970s to exclusion in present times. Based on interviews with 76 respondents working for different law enforcement agencies and an analysis of (internal) policy documentation, this presentation will focus on how the Dutch government since 2012 is raising barriers to OMCGs using Administrative, Civil, Fiscal and Criminal Law. In doing so, it is demonstrated that today's efforts to fight OMCGs must not be solely explained by the attempt to reduce crime. Christian Klement & Arjan Blokland - Preventing outlaw biker crime in the Netherlands or just changing the dark figure of crime? In the presented study, we estimate effects of the Dutch whole-of-government approach to outlaw biker crime. We do so by applying interrupted time series analysis to crime records on 1617 OMCG members and 473 support club members. Although caveats remain, results indicate that the approach has an effect on criminal involvement, but that it depends on crime type and subsample in question. Overall crime seems unaffected, whereas organized crime is shown to decrease. We discuss whether the effects are due to behavioural changes in outlaw bikers, or whether they result from changes in police practices. Timothy Cubitt & Anthony Morgan - Predicting high-harm offending using machine learning: An application to Australian outlaw motorcycle gangs Despite growing recognition that certain OMCG members and their clubs are more likely to be involved in serious crime, this is not an area where risk assessment tools have been developed and validated. This study uses machine learning methods to develop a risk assessment to predict recorded high-harm offending among 2,246 OMCG members in New South Wales. Results showed the model predicted high-harm offending with a high degree of accuracy. Importantly, the tool appeared able to accurately identify offenders prior to the point of escalation, and can be used to help inform law enforcement responses. As the Black Lives Matter movement gains worldwide attention, it is important to take an honest look at the history of Black discrimination in our own country. While perhaps less known, Canada had its own dark history of slavery for 200 years. The social, economic and political inequalities have persisted in modern times. What are the main issues affecting racial inequality in Canada? What do White people just "not get" when it comes to racism? And how do we challenge some of the deeply embedded stereotypes regarding race that so many of us hold? Anthony Morgan, a lawyer and the manager of Confronting Anti-Black Racism Unit in Toronto, joins the podcast.

Today’s episode is dedicated to the personal experiences of two good friends of NSRLP who speak to what it meant for them to grow up as Black people in predominantly white communities in Canada. Moya McAlister is NSRLP’s Communication Manager, and she grew up between Toronto (for the most part) and Trinidad, where she spent vacations with family. Moya describes how this brought special challenges for her, and the ways that she has tried to manage these first as a child, and now as an adult community activist and professional. Anthony Morgan also talks about his experiences as a young person, and now as an adult raising a young child, and the impact that centuries of Black slavery in Canada still has on Canadian culture. Anthony currently heads the Confronting Anti-Black Racism Unit for the City of Toronto, but he has had a long history as a racial justice educator, commentator on racism and race issues, and as a lawyer on anti-Black racism issues, including a spell at the African Canadian Legal Clinic (now the Black Legal Action Centre, see below). What Can You Do? We turned to three other guests to give us some ideas on things you can do to contribute to the Black Lives Matter movement: Hussein Aly is a widely-respected criminal defence lawyer in Toronto with Rusonik and Partners, and he is offering free online seminars (hosted by the Black Muslim Initiative and the Canadian Muslim Lawyers Association) on how to interact with police at peaceful protests. Anna Sallah is a research assistant with the NSRLP and a masters student at the Faculty of Law, University of Windsor. Anna has studied and worked in Ghana and in South Africa, and her family live in Minneapolis. She has suggestions for using social media to create awareness, show support for Black friends and colleagues, and ask for action. Anna also describes why it is important to support local Black businesses. Hope Moon grew up in a small white Ontario community where she came as a baby from China. She is now a student at the University of King’s College Halifax, where she is the VP External of the Students’ Union. Hope describes her project to set up a Facebook group to facilitate more open and honest talking among her friends and peers about anti-Black racism. She points out that while this may create some (necessary?) discomfort, it is important we don't get stuck in a place of shame and ignorance, but go on learning together. Today we’re talking about Raptors president Masai Ujiri and why so many people are calling what happened to him an incidence of racial profiling. While the team and fans celebrate, Ujiri may be charged with battery against a peace officer for an incident that took place right after the game at Oracle Arena in Oakland on Thursday. Over the weekend, the Alameda County Sheriff’s Department told the Associated Press it was recommending that Ujiri be charged for allegedly shoving a sheriff’s deputy while trying to get on the court to celebrate the win with the team on Thursday. There are competing versions of the event and it’s still unclear what happened. We speak with Greg Weiner, a season ticket holder who saw the incident go down, and with Toronto-based human rights lawyer Anthony Morgan. The incident has triggered an intense reaction from fans, and many see this as a clear example of the way black men are mistreated by police.
Anthony Morgan is a lawyer and the Training & Development Consultant in the City of Toronto's Confronting Anti-Black Racism Unit. Through coordination and delivery of strategic learning and education sessions to City of Toronto staff, he is responsible for the implementation of the anti-Black racism training and development curriculum based on the Toronto Action Plan to Confront Anti-Black Racism. Prior to joining the City of Toronto, Anthony was an Associate at Falconers LLP, specializing in the areas of civil, constitutional and criminal state accountability litigation. He has a special interest in anti-racist human rights advocacy, particularly in the area of anti-Black racism. He has appeared at various levels of court, including the Supreme Court of Canada, and has also represented the interests of African Canadians before United Nations human rights treaty bodies. In both 2016 and 2017, Anthony was nominated as one of Canada's Top 25 Most Influential Lawyers by Canadian Lawyer Magazine. Anthony is a frequent legal, social and public affairs commentator on issues concerning race and racism, critical multiculturalism and critical race theory in Canada. His comments on these issues have been featured in the Globe and Mail, National Post, Toronto Star, Ricochet, Huffington Post Canada, and other major newspapers and broadcast outlets, including CNN. As a member of Legal Aid Ontario (LAO)'s Test Case Committee since 2017, Anthony provides LAO with expert, independent advice on applications for legal aid assistance for public interest matters. In addition to holding an LL.B. and B.C.L. from McGill University, Faculty of Law, he holds an Hons. B.A. from the University of Toronto in Ethics, Society & Law. Recently, Mr. Morgan was on our show talking about The International Decade For People Of African Descent As An Opportunity For Pan-African Renewal. From Reparations to solidarity to imagining what comes after. We talk with writer and human rights lawyer Anthony Morgan about the case for reparations being paid to the descendants of African slaves. Black Canadians and the justice system, a Policy Options podcast. Black people are dramatically over-represented in Canada’s prison system, making up 8.6 of the federal prison population, despite the fact they make up only 3 percent of the population. What is more, between 2003 and 2013, the incarceration rate among Black people increased by nearly 90 percent. Anthony Morgan says the targeted policing of Black people in Canada isn’t only happening through the justice system. It’s also taking place in our education, child welfare and health care systems. Morgan is a lawyer at Falconers LLP. His practice focuses on state accountability litigation. He is also an advocate and commentator on Canadian multiculturalism, racism and critical race theory.
