Victoria's elite police unit ‘acted inconsistently with human rights charter': IBAC Victoria Police's elite tactical unit has been running high-risk operations that have resulted in serious injuries and alleged human rights abuses without proper planning, obtaining authorisation to intervene and properly documenting its use of force, according to the state's peak integrity body. The latest damning assessment of the Critical Incident Response Team (CIRT) – which was heavily involved in responding to the 2017 Bourke Street killings by James Gargasoulas – has been released by the Independent Broad-based Anti-corruption Commission (IBAC). In the nightclub shooting incident, IBAC said CIRT officers did not revise their plan to storm the venue and confront the patron despite confirming that the suspect was carrying a plastic imitation gun at the dress-up swingers' party. IBAC also said Victoria Police command had rejected the findings of its own internal review into the incident that “demonstrated that there were safer, reasonable and less forceful options available than the tactical response deployed by CIRT”. At Hares & Hyenas, the report found that CIRT intervened in the hunt for the suspect that was mistakenly believed to have fled into the bookshop without informing police already involved in the operation. The arresting officer failed to explain to the man, who was later determined to be innocent, why he had been arrested or advise him of his rights. Police Services around the country are in decline, standards for new recruits are continually lowered to entice new recruits while suspect ethical behaviour is constantly overlooked. Morals, integrity and ethical standards are overlooked, and excuses are constantly proffered for police officers poor behaviour. If police services around the nation continue to lower standards in order to gain recruitment numbers, then Australians can look forward to deteriorating service. But my concern is (and I believe I have started to see it happen) we will see more outcomes where innocent people are mistakenly targeted and then pay the ultimate price for a substandard police officer who is not fit to hold a gun. This is just my opinion. In this week's episode of The People's Project: DAN HAS A PROBLEM #CookversusCrook Daniel Andrews, Brett Sutton and Dandenong council have created a monster! A slug that threatens the Premier's own seat: Mulgrave. Ian Cook founded iCook Foods where a slug was planted by a corrupt Melbourne council with backing from the Labor Party. With a team of retired detectives Ian has defeated all charges and now openly labels the players involved as 'corrupt' with not a single defamation action or threat levied in response. Ian is running in Mulgrave to stand against corruption in Victoria. CORRUPT COUNCILS Casey council was dismissed by Labor MP Adem Somyurek in 2020 for some of 'the most corrupt conduct ever seen in a Victorian council' with property developers paying bribes to councillors and Labor MPs. IBAC investigations have since revealed via covert telephone recordings that Premier Daniel Andrews has not only dined with such property developers, but has indeed discussed planning decisions at those dinners. The CEO of Dandenong Council also goes under the microscope as Ian lays out hundreds of thousands of dollars that have gone missing, bombshell board minutes, implications with Chief Health Officer Brett Sutton, and millions of dollars 'disappeared' by the Labor government in the winding up of Community Chef. CORRUPT POLICE? A senior Victoria Police officer made a submission to IBAC with detailed allegations about a cover-up inside the highest levels of Victoria Police. That submission alleges and implicates Shane Patton and lays out evidence of the 'Red Shirts Rort' investigations (into Victorian Labor stealing $400,000) being covered up. The submission was leaked to multiple media outlets, including Discernable. Former Victoria Police PORT/CIRT officer Chris Burson joins us on the panel to give us a peak into the culture inside Victoria Police.  First up on the show, David Glanz from Refugee Action Collective (Vic) joins Marisa to discuss the new Albanese Government's approach to refugees and asylum seekers during its first 10 weeks in Parliament. He analyses their tendency to celebrate few high-profile positive announcements (such as permanent residency for the Nadesalingam 'Biloela' family) while downplaying cruel business-as-usual policies in the background, attributing lack of systemic change or plans to Labor's fear of being seen as 'soft' on immigration. Check their Facebook page for more details and options for online attendance. Later, Marisa invites Andreea Lachsz, Head of Policy, Communications & Strategy at the Victorian Aboriginal Legal Service (VALS), to give us an in-depth look at the Ombudsman's report on investigations into the use of force at the Metropolitan Remand Centre and the Melbourne Assessment Prison. She notes the Ombudsman's reporting of "concerning behaviour or poor decisionmaking" by officers in all 8 incidents in his report, and discusses increasing prison and remand populations in Victoria, particularly of Aboriginal women and children. Andreea also draws links with the 2021 IBAC report on corruption and abuse in the prison system and how both of these reports look at difficulties in surveillance such as failures to utilise body cameras, and expands on why reform is necessary in the area of police and prison staff surveillance from a legal aid perspective.  We encourage listeners to read and sign the VALS petition to fix Victoria's broken bail laws here.
