How do we prevent or catch mismanagement, corruption, and waste of taxpayers' dollars in federal agencies? On January 24, 2025, days into his second administration, President Trump fired Inspectors General from 17 different federal agencies, including the Department of Labor. If no one is watching, does that mean there's nothing to see?In this episode Pam Karlan is joined by Glenn Fine, a former Inspector General of both the Department of Justice and the Department of Defense. Glenn highlights the extensive work involved in detecting and deterring waste, fraud, and abuse within these massive agencies. He discusses the differences between the DOJ and DOD, emphasizing the unique challenges and the importance of understanding each agency's culture and operations. Through detailed examples, including politicized hiring at the DOJ and a tragic incident at the Bureau of Prisons, he illustrates the breadth and impact of the investigations conducted by Inspectors General—and the essential function of these watchdogs in maintaining integrity and accountability within federal agencies. Earlier in his career, Glenn served as an Assistant United States Attorney in Washington D.C., where he handled criminal cases, including more than 35 jury trials. He also worked in private practice in two law firms.  He is the author of the book Watchdogs: Inspectors General and the Battle for Honest and Accountable Government, with a foreword by General Jim Mattis. The chief of the watchdog agency that protects federal workers and whistleblowers, Hampton Dellinger, was one of the first to be fired by President Trump. So were eighteen inspectors general and the chief of the board that protects federal workers. What is happening to independent watchdogs and why are they being dismantled? The re-election of Donald Trump as President of the United States has significant implications for the cryptocurrency market. Trump made it a key campaign promise to transform the U.S. into the "crypto capital of the world," ending the previous administration's crackdown on the industry. This sparked optimism among crypto enthusiasts who expected pro-crypto policies like tax cuts, deregulation, and even a potential national digital asset reserve. Initial Crypto Market Surge In the immediate aftermath of Trump's victory in November 2024, major cryptocurrencies saw significant surges. Bitcoin broke through the psychological barrier of $100,000 for the first time, and subsequently reached over $109,000 on inauguration day. The overall crypto market cap also topped $3 trillion for the first time last November as the market reacted to a possible Trump presidency. Stocks also rallied, with the Dow, S&P 500 and Nasdaq indices hitting record highs. Investors anticipated corporate tax cuts and tariffs from Trump's administration that would benefit these markets. The dollar also strengthened against other global currencies. This short-term market euphoria was based on speculation around Trump's campaign promises of tax cuts, deregulation and other crypto-friendly policies. Investors rushed to buy crypto assets in anticipation of major gains. Loss of Momentum However, the initial surge was not sustained in the long run. In the weeks after Trump's inauguration, the crypto market lost momentum. Lack of substantial policy announcements or concrete steps by the new administration led to growing uncertainty. By Trump's first policy move in early February, a month after inauguration, Bitcoin had already fallen below $80,000. Ethereum was down to $80,000 from highs above $7,500. Memecoins like Dogecoin which had risen on hype also suffered crashes. Limited Regulatory Clarity A key expectation from Trump was clear regulations providing legitimacy to the crypto industry. However, the administration did not provide detailed frameworks. The long-awaited crypto executive order signed in January was vague, only setting up a working group to evaluate digital asset policies. It left out specifics around taxation, stablecoin regulation, investor protection and other issues, although it did establish federal policy supporting digital assets. Further Clarity Needed to Support Sectors Like Gaming and Retail Many industries are hoping for further clarity, as crypto usage continues to climb in sectors like gaming, where sites like NetBet Sport routinely offer crypto as a payment option. Greater legitimacy will allow businesses to further invest in crypto, which in turn will help it become a mainstream currency option. Conflicts of Interest Trump's personal involvement in crypto projects like the memecoins TRUMP and MELANIA also harmed market confidence. Watchdogs and industry experts accused Trump of shameless conflicts of interest and corruption for promoting assets that benefited his business empire. Controversies also emerged around the World Liberty Financial crypto project launched by Trump's family. Its ties to major crypto players like Tron raised eyebrows. All this damaged faith in Trump's motives around crypto among investors. Market Manipulation Risks With Trump himself invested heavily in crypto through various ventures, policies could be dictated by personal interests rather than public benefit. There are concerns that crypto regulation could be weakened to allow market manipulation that favours Trump's holdings. Any such policy moves would also diminish international faith in the U.S. crypto market's ethics and transparency. This would undermine its ambitions to be the global crypto leader. Geopolitical Headwinds Broader geopolitical factors could negatively impact U.S. crypto markets. If tariffs are imposed on other major economies, their retaliation could hurt American crypto firms. Glenn Fine's career-long crusade against corruption might have its roots in his college days. As a point guard for the Harvard basketball team, Fine had his personal best game on Dec. 16, 1978, the same day he interviewed for–and received–a Rhodes scholarship. He put up 19 points against Boston College, including eight steals, and the team nearly eeked out a win against the favored Boston players. A remarkable day.   What Fine would later discover was that mobsters had bribed Boston College players to play worse to keep the game tight and not cover the point spread. Henry Hill and Jimmy Burke–later portrayed by Ray Liotta and Robert De Niro in the movie Goodfellas were part of the point-shaving scheme.   Fine would later be drafted in the 10th round of the NBA draft by the San Antonio Spurs, but it was the anti-corruption law that stuck, not basketball.   Fine took a job out of law school as a prosecutor in Washington, D.C., and joined the Office of the Inspector General at the Department of Justice in 1995. He would go on to serve as Inspector General at the DOJ from 2000 to 2011, then at the Department of Defense from 2015 until 2020. He was one of the five inspectors general fired by then-President Donald Trump in what the Washington Post referred to as the "slow-motion Friday night massacre of inspectors general."   But what do inspectors general do? It's a question Fine wants to answer with his book, Watchdogs: Inspectors General and the Battle for Honest and Accountable Government. In this episode of the Modern Law Library, Fine and the ABA Journal's Lee Rawles discuss the function, history and importance of the position, along with ways Fine believes government oversight can be improved.   As of the book's publication in 2024, there are 74 inspector general offices at the federal level, with more than 14,000 employees. As the IG for the Department of Defense, Fine oversaw the largest office, with some 1,700 employees. Inspectors general conduct independent, non-partisan oversight investigations into waste, fraud, misconduct and best practices, and deliver their reports and recommendations to Congress and the agencies involved. The IGs cannot enforce the adoption of recommendations, but their work acts as the "sunshine" for disinfection, Fine says.   One major recommendation Fine makes in Watchdogs is that an inspector general be established for the U.S. Supreme Court and the federal judiciary, who could perhaps file their reports to the chief justice or the head of the Administrative Office of the U.S. Courts. Fine points to judicial ethics concerns and polls finding public trust in the Supreme Court at historic lows, and argues one way to increase public trust is through the transparency provided by an inspector general.   Also in this episode, Fine offers advice for anyone considering a career in public service. Rawles and Fine discuss stories of his own investigations, including evaluating the claims of a whistleblowing scientist at the FBI laboratory and looking into how the infamous double-agent spy Robert Hanssen was able to fool his FBI superiors and pass intel to Soviets and Russians.

France's largest video games maker has long been seen as a takeover target and has lost half of its stock market value over the last twelve months. It has been plagued by delays and the underperformance of some of its key titles. Ubisoft said in a statement that it would inform the market if and when appropriate. A spokesperson for the company declined to comment further when asked by Reuters whether the company had received any approach from potential bidders. Monday's statement followed a report last week by Bloomberg News that Ubisoft's founding family, the Guillemots, and Chinese tech giant Tencent (0700.HK), opens new tab, were considering a buyout. Shares in Ubisoft initially rose by up to 6% on Monday after the statement, topping the SBF 120 index (.SBF120), opens new tab, but reversed course and were down 1.8% at 0905 GMT. But they're also vulnerable to removal at the whim of the president. Glenn Fine was the inspector general of the Department of Justice in the Clinton, Bush and Obama Administrations. He was also the acting inspector general of the Department of Defense from 2016 until 2020, when he was replaced by former President Trump as part of a series of firings that the Washington Post called a “slow-motion Friday night massacre.” We talk to Fine about the role inspectors general play in holding the federal government to account and why he thinks they need more protection.
