Infectious diseases like malaria, tuberculosis, and HIV remain major causes of death and disability in Africa accounting for about 1.2 million deaths every year in Africa. By 2050, it is estimated that up to 4 million deaths could occur on the continent due to emergent infectious pathogens and increasing antimicrobial resistance. The covid-19 pandemic has revealed uncomfortable realities about the state of public health institutions in Africa. This reality led Dr. John Nkengasong, the then Director of the Africa CDC to declare that “in order to secure its future and guarantee its development, Africa will need a new public health order to address infectious disease threats and the overall syndemic in the 21st century”. In this episode, we talk about this New Public Health Order for Africa with two global health experts who have written extensively on this topic, Dr. Ebere Okereke and Sheila Mburu from the Tony Blair Institute.We hope you enjoy this episode. On Tuesday 26 October 2021, officers from Coffs/Clarence Police District attended a licensed premises on Beach Street, Woolgoolga, following reports of breaches of the Public Health Order. Police spoke with the two owners – a 45-year-old man and a 43-year-old woman – along with several other employees, who some were unable to provide proof of COVID-19 vaccination or a valid medical exemption. Following further inquiries, police returned to the premises on Thursday (28 October 2021) and spoke with the two owners. A total of $6000 in Penalty Infringement Notices (PINs) were issued to five individuals for failing to comply with noticed direction re s 7/8/9 – COVID-19. This week on Legally Speaking with Michael Mulligan:The MV Zim Kingston lost 109 containers, near Vancouver Island, containing everything from yoga mats to car parts and chemicals. Some of the containers, and their contents, have been washing up on Vancouver Island beaches. One of the legal issues raised by this is the legal right to salvage material.With thanks to Darren Williams, an expert in marine law, the legal status of the shipping containers is discussed on the show. The starting point is that the shipping containers are personal property. This does not change because they fell off the ship as the owners haven't abandoned the property.   In addition to the potential hazard, opening or entering a container could amount to a tort referred to as “trespass to chattels”. There are circumstances where a shipping container could be “salvaged” by someone who located it. Before attempting to salvage a wreck, however, the salvor must contact the owner before touching the property or, if the owner is unknown or can't be contacted, the Receiver of Wreck must be contacted. The Receiver of Wreck has authority pursuant to the Canadian Wrecked, Abandoned or Hazardous Vessels Act.The concept of salvage involves saving a vessel or cargo from loss, rather than just taking something that is on the breach. Where a person engages in the salvage of a vessel or cargo, they may be entitled to reasonable costs and expenses for the salvage. If the Receiver of Wreck is unable to find an owner of the vessel or cargo, the person who salvages it may be awarded the wreck or the money from its sale. Returning to the containers that fell off the MV Zim Kingston, someone who locates one should call the Canadian Coast Guard at 1-800-889-8852. Also on the show, October 27 was the first National Duty Counsel Day recognizing the important work performed by Duty Counsel.In BC, Duty Counsel are private lawyers who are retained, for a modest fee, by the Legal Services Society, to provide summary advice and assistance to people with criminal, family, or immigration law issues, who cannot afford a lawyer and who would otherwise be in court on their own. They can be found at Provincial Court locations around BC on days when recently arrested people or those with family or child protection matters are first attending court. Duty Counsel can't conduct trials but can help with bail hearings, guilty pleas, efforts to negotiate family law issues, or the provision of summary advice. Information concerning the availability of Duty Counsel is available by calling 1-866-577-2525.Finally, on the show, a Supreme Court Judge granted a statutory injunction ordering a restaurant to close because of repeated failures to check the COVID-19 vaccination status of customers, as is required by a Public Health Order.The restaurant had been fined, on multiple occasions, and had its business licence revolved, for failing to comply with the Public Health Order.As a result of the injection, the police will ensure that the restaurant remains closed. Follow this link for a transcript of the show and links to the cases discussed.

Latest from NSW Police regarding both a passenger on the XPT train and a separate COVID-positive case in the Kempsey region: Investigations into any alleged breaches of the Public Health Order are being conducted by Mid North Coast Police District. Statement in relation to two Penalty Infringement Notices issued to two close contacts who failed to follow self-isolation directions in the area – they were detected by police in Port Macquarie: About 8.45pm on Monday (20 September 2021), officers from Traffic & Highway Patrol stopped a vehicle on Hastings River Drive, Port Macquarie, for the purpose of a random drug test. The 29-year-old female driver allegedly returned a positive roadside result. The woman, a 31-year-old male passenger and an eight-year-old girl were taken to Port Macquarie Police Station. Further inquiries revealed all three persons were identified as close contacts of a positive COVID-19 case and had been directed by NSW Health to self-isolate at a residence in South Kempsey. Both the man and woman were issued with $1000 PINS for fail to comply with noticed direction re s 7/8/9 – COVID-19. Police will await the results on secondary testing prior to taking any action in relation to the alleged positive drug test. We had a new PHO out last week – that's a Public Health Order, not a Vietnamese noodle soup – and as we discuss in the pod, it's more of a dog's breakfast from NSW Health. Are we supposed to allow renovations in apartments when people are being told to stay inside and even work from home? Are cleaners essential workers? How about building managers? Does anybody in NSW Health realise that apartments and townhouses are significantly different from each other and, certainly, from free-standing bungalows? When they tell us to pass by-laws to fill the gaps in their legislation, do they even know that that means and how hard it can be. LISTEN HERE Do they know that some blocks – maybe even the majority – don't have building managers, strata managers or even active committees? Or that half the strata population are tenants with zero effective say in the way their blocks are run? Is anyone in Fair Trading trying to explain the facts of strata life to the Health Department policymakers … and are they listening? We ask former OCN board member and active advocate for strata residents Jane Hearn what NSW Health is thinking, if anything.   Also in the pod, we discuss this story about a new star ratings system for new apartment blocks in NSW and try desperately not to be too cynical. Jimmy  0:08  Well, I started to suspect this, when the figures came out last week for the new number of infections in Sydney. There were 96 and my immediate response was to go "come on, Australia! Come on, Sydney; you can do it!" Which is probably an inappropriate response. Sue  0:28  Absolutely, yes, but the Olympics have been amazing. Jimmy  0:32  Terrific relief from all this doom and gloom, of which there is much. Sue  0:37  It's been fantastic for keeping us occupied during lockdown. Jimmy  0:40  Yes and keeping us thinking about going to the gym, or having a swim or whatever. Today, we will not be talking about the Olympics; we'll be talking about a new scheme that the government's bringing in to have a star rating for new developments. And, we'll be talking about the latest public health orders and how confusing (and confused), they are, when it comes to apartments. And, finally, a tiny little bit of good news for the people in Mascot Towers. I'm Jimmy Thomson. I write the Flat Chat column for the Australian Financial Review. Sue  1:20  And I'm Sue Williams and I write about property for Domain. Jimmy  1:23  And this is the Flat Chat Wrap. [MUSIC] Jimmy This weekend, we had yet another public health order from New South Wales Health. Once again, apartments seemed to be totally beyond their capacity for thought or concern, because in their bureaucratic gobbledygook (because of pressure from the construction industry), they have now removed all restraints on building work, apart from in the eight local government areas that are in southwest Sydney, that are currently the worst affected by the pandemic. What this means is, on one hand, you've got the Premier, Gladys and the Health Minister, Brad, saying you've got to stay home; just stay home. Just don't go out. Don't leave; if you can work from home, work from home and people, generally, seem to be doing that. Sue  2:31  On the other hand, you've got construction workers allowed back into apartment buildings to redo bathrooms and redo kitchens and carry on with the renovation frenzy, that we're all in. Jimmy  2:43  And one suspects, it's all done on that basis of 'well, if you wanted to have a nice life, you should never have bought an apartment.' A changing world does, however, require a new map. It is my hope that this nine-week series will provide us with a set of foundational and formational concepts, ideas, and terminology that will help us find our way to creating an atmosphere, an environment, a culture or a current that makes following Jesus natural and normal.The core concept of this series comes from a book written by Bobby Harrington and Alex Absalom entitled, Discipleship That Fits in which the authors outline five relational contexts that God uses to help us as we apprentice to Jesus. Matt Willis and Marc Rader released a series trailer a couple of weeks ago that you can listen to to get an overview of these - though we hope you'll pick it up in the messages.In this first message we look at the Divine Context; our time alone with God - and focus on the "why". If they chase you or grab you, go with them calmly so they cannot lie and say you assaulted them or were abusive. If they take your bag and let you walk away (they'll shit themselves if you do this as they have taken your bag illegally) then go to the nearest station and inform them of the theft, harassment and abuse. ii, 4 STEPS - DETAINED If they likely don't let you walk away; ENSURE you reiterate on your recording: 1, they are acting illegally and have inflicted unwarranted physical and emotional assault and abuse 2, they are causing you physical and emotional distress and damages 3, you have now advised them numerous times that you are exempt and following the Public Health Order but they are not following it 4, you will be pressing charges and suing them for breaching the Public Health Order, wrongful detainment, assault and abuse so to please CEASE AND DESIST their unlawful actions against you Sure you can quote the privacy act and disability act etc but this is the Order that they are clear they must follow so best keep it SIMPLE and above 3 POINTS - REGULATED and 4 STEPS - DETAINED Do NOT argue/converse Do NOT add any further info as baited to. Repeat script, doesn't matter how many times. AT THE STATION: Duty Manager will release you as you are exempt. If they previously confiscated your phone, immediately privately upload your video online or save it somewhere immediately so they cannot delete it (do this earlier if phone wasn't confiscated). 4 STAGES - LEAVE THE STATION: 1, contact 1800 622 571 customer assistant unit for complaints about police officers and provide details of the officer 2, they will phone transfer you to relevant stations duty manager, you did not make the complaint in person as you were traumatised 3, lodge official complaint with duty manager. Their response will likely be a formal apology. You are not satisfied with this outcome, you would like the officer charged, terminated and compensated for damages. The duty manager will likely inform you this is not happening. Do NOT tip them off that you are taking it further, you have merely followed procedure. 4, call back 1800 622 571 they will escalate to written complaint. BOOK LEGAL AID: Receive guidance on commencing lawsuit for payout Learn the 3 POINTS and 4 STEPS - simple!!! Screenshot or save this post so it's on hand if you need it. Shar with friends and family. During Sydney's lockdown churches have reverted to livestream services. The current (26.6.2021) Public Health Order under point 14, allows performance singing in NSW, which we have taken to include band leaders in churches (especially those singing in livestream ‘performances' in a room without congregation present). https://j.mp/3qKFmWMBut what to do with a Multicultural NSW email (https://j.mp/3dtg1v6) sent around yesterday 30.6.2021, which says ‘singing is not permitted in indoor places of public worship.  This includes during a livestream and in regional New South Wales.'? But what authority does that email have?  Should we follow the Public Health Order or the more stringent Multicultural NSW email? Archbishop Raffel says ‘I think the wisest course is to accept the advice for this coming weekend' (https://j.mp/3h7yL5p). This weekend in Sydney we entered another period of lockdown due to a resurgence of COVID 19. This lockdown is the first city-wide lockdown since March 2020 and I think it's fair to say that we're all a bit rattled. This sermon was pre-recorded before the lockdown was announced and doesn't directly address this situation, but I hope that wherever you are, this message will speak to you and your situation.In NSW it also happens to be the school holidays and we have returned to a series that we started in the last term break entitled "On This Rock" in which the sermon is a reflection on a particularly foundational text for the preacher. This week is one of mine: the call of Jeremiah.When God invites us to participate with him in his grand plan to renew and restore all things we can, like Jeremiah, all too easily identify reasons we are not suitable for the task. However, at the end of the day, we are called - not to be perfectly suitable, but to be faithful. Update 1: When I first interviewed Joe Turtur it was just before he was to go into hospital to have part of his colon removed. Joe had T3 Colon Cancer, and was not given a guarantee that he would wake up from the surgery. Thankfully Joe did wake up, he spent 17 days in hospital, and has been living with a Ileostomy Bag while his colon recovers from the surgery. Joe is looking forward to having the bag removed on June 24th, he has had 2 pathology reports back advising that he no longer has cancer which is fantastic news. Update 2: Joe had recovered enough to work at this years BLUESFEST in April, unfortunately due to one local case of transmission, which happened less than 24 hours before the gates were due to open, the festival was shutdown by Public Health Order, this sent shockwaves through our Music industry and traumatised everyone who had been working on presenting BLUESFEST. Six weeks later, BLUESFEST was re-scheduled, the festival will be held in October with a full lineup of the absolute best Australian artists, and Joe will be back feeling fitter and healthier. This October, BLUESFEST will be the first major festival to return, since COVID-19 struck, with a multi-day, multi-stage, camping event and almost all the artists due to play at Easter will return to play, with the addition of MIDNIGHT OIL, who will be headlining the opening Friday night. Among several changes for this year, Sam Parks said guest experience and crowd control will be included. “Concerning the onsite guest experience, we are looking at designing approaches to space out concessionaires around the field,” says Sam Parks, director of operations for the Albuquerque International Balloon Fiesta. “We are also looking at spreading out the popular special shape balloons around the 70-acre launch field, so not to have them all inflate on the same part of the park.” The next update will be posted on BalloonFiesta.com on Tuesday, June 1, 2021.

Give them a call for more information at 844-386-8744 or visit them at elevateinternet.com.   Now, our feature story.   Last Monday, the board of commissioners formally rescinded a county-level public health order pertaining to the COVID-19 pandemic.   The order doesn't address issues like mask-use and gathering sizes, or the state's risk dial.   Instead, the local public health order authorized county management staff to adjust schedules and closures for county business. They can do this without approval from commissioners.   Deputy County Manager Jon Waschbusch said that at this time, COVID metrics in the county are good, low and stable and the state has actually moved past the dial public health order.   He noted that even before the dial was superseded, Montrose had achieved the least restrictive status. And given changes to the state orders and the quality state of local conditions, the health director was comfortable recommending that the public health order be rescinded.   According to county numbers, there have been 26 new COVID-19 cases since April 16 and a two-week positivity percentage rate of 1.7.    Dr. Joe Adragna, the Medical Advisor to Montrose County Public Health discussed the progress during the most recent Montrose County COVID-19 Community Update.   Commissioner Keith Caddy praised county public health staff, county communications staff, Waschbusch and Adragna for their work over the past year.   He and Hansen then formally approved rescinding the public health order.   To read more about this story visit us at montrosepress.com   And before we go we'd like to highlight  local 11-year-old Ollie Graves. Nothing, not even ice and snow, stops Ollie from getting on his skateboard.   And his commitment and determination has led him to the 2021 USA Skateboarding National Championships. This is a competition that features some of the best skaters in the country.    Any skater in the U.S. can participate, with no age limit. The competition, traditionally in-person, is virtual due to the pandemic. After submitting an open qualifying video submission, Ollie advanced in the competition and reached the quarterfinals, securing a top 30 spot.   And on Saturday, he found out that he reached the semifinals, climbing into the top 20.   Now, Ollie will submit a semifinal video submission, hopeful to reach the top eight.    And there's gravity to being named one of the eight finalists that will compete in the finals in May.  Finalists will get points toward the World Skateboard Rankings and Olympic qualifying.    At the 2021 Tokyo Games in Japan, men's and women's skateboard park and street events will finally make their Olympic debut.   No matter where Graves finishes, though, he understands already placing in the top 30 before semifinals, at such a young age, is a feat he wasn't sure was possible.f   Graves first started skateboarding around 3 years old, and started to push himself as a skater at 7. There wasn't any magic wand or stroke of luck that enabled him to learn the craft so quickly. The more he skated, the more he got used to it.    Graves eventually entered his first competition, the Hot Wheels Junior Series in Orange, California, when he was 7. He was nervous at first, but those nerves quickly took a step back as the competition started.   He's now participated in about 10 competitions within the Hot Wheels circuit, and twice in the GrindForLife series, where he was crowned first place both times. He's competed locally, too, in Telluride, Gunnison and Grand Junction.   One of the more exciting moments, he said, was when he won $250 at a contest in Grand Junction.   That taste of initial victory, though, merely scratched the surface of where Graves wants to take his journey with the sport.   You can check out some of Ollie's skateboarding by visiting his Instagram page @olliegraves_.    That's all for today, thank you for listening! He never called on Peter Ducey because those would be hard questions.  They continue trying to blame the border crisis on Trump. Kayleigh called out Bideo non his bullshit.  Even Mark Meadows showed a spine to defend Trump. Liv Cheney makes a tasteless joke about how all of the kids are running here because Biden is such a nice man. No, He likes to sniff them! Lauren Boebert calls the media fake.   Remember when Biden came to the Senate 120 years ago? He continues to decline right in front of our eyes. How long before the 25th Amendment comes into play.  The public didn't want Kamala; she received less than 1% during the Presidential run. YouTube Events are 3-1 adverse in the digital world. Youtube keeps holding these videos and trying to scrub the negative comments. You want us to believe this potato received 80 million votes? This will eventually come to light.  Mike Lindell has come out publically stating he has the goods and will be releasing another series on election fraud.  He has the evidence, or he claims to have the proof.  He also has his hands on the new social media platform. This will be Trump's platform that he attaches himself. I presented a platform, but this is the platform that my team lost. Another attempt at Race fueled Click Bait by the media.  Democratic Rep Park Cannon is a black democratic house member. She was arrested outside of Governor Kemp's office. You can find a video where she is asked several times to leave and not knock on the door; she continued and was arrested.  Vaccine Passports:  Once you do this, you have no choice and no control over your data. They can merge it with your digital currency.  The Border Crisis:  Recently, we have seen G.O.P. senators go down to the border. They were denied access to taking pictures of what is happening at the border. We reported on this the other day about people looking like baked potatoes in all of the photos.  Biden admin keeps saying they will allow access, but they don't know when.  This is the least transparent admin. They are now being called out on it.  Think Mirror - I have said from the beginning think Mirror, everything they have been pointing fingers at Trump. Trump's policies worked - Title 42 Public Health Order. This protected the children in the immigration process. Biden Admin is dumping kids into the U.S.  Fentanyl seizures up 300% as 42 million people are trying to gain access to the U.S. via the Texas border. HR1:  Tom Cotton calls out HR1. "HR1 states that a state cannot enforce voter I.D. laws. The person can sign a piece of paper "Attesting to the individual's identity. This is what they wanted for the D.C. statehood. They refused to talk about it before the campaign, but now it is a real possibility. You will never see another Republican President again if they convert D.C. to a state and add in Puerto Rico.  Censorship and moving forward digitally! It is ever more clear now about censorship. People have been dropping from F.B., Twitter, and LinkedIn. Labeling them as "toxic." The amount of lobbying happening from major social media companies has been consuming the D.C. circuits. Ask Christie Tiegen, deleted her Twitter account because she can't take the hate anymore. Funny, they can dish it out, but they fold like a baby carriage when it happens back to them.  Ex-CDC Director, claiming the Covid virus was released in Wuhan, China. Dr. Scott Atlas made the claims. Claims Fauci was using China's terms and methods. The W.H.O. continues trying to spin the narrative around the world about the vaccines and the virus.  It's incredible every time the talks happen, another major event occurs. Ask a few questions about the Colorado shooting; why was everyone in the store so calm? I'm not saying it isn't authentic or valid. I'm just saying watch the video and let me know your thoughts on the matter.  Parler identified and notified the F.B.I. about 50 different occasions about possible violence on Jan 6.  Bill Gates claims the world will not return to normal until 2022. So much for 15 days to flatten the curve. North Korea fired off a few missiles. Russia talks about how gold is more valuable than the U.S dollar.  EverGreen Cargo Ship is still stuck with some false reports claiming it was free.  It was not and needed significant work done for it to be running operationally again.  Schools: There is none and has been no objective evidence that schools should not be fully open. Every report has come to light stating that schools can be available to students without any issues. Florida has set the bar on restaurants, schools, and quality of life. Where are all of the dead bodies? There are dead bodies in Chicago from lousy leadership.  Ghislaine Maxwell has another development in her case. The court is adding charges of sex trafficking conspiracy and sex trafficking a minor.  Judicial Watch releases a statement on the ruling from the Supreme Court protecting Hillary Clinton. Roy L Hales/ Cortes Currents - On Friday, Health Minister Adrian Dix and Chief Provincial Health Officer Dr. Bonnie Henry announced there were 16 new COVID cases in Island Health. This is our region's highest daily total since the pandemic began. Over the course of the last five days, the number of active cases on Vancouver Island has increased from 39 to 67. Two people were admitted to Intensive Care Units, which hasn't happened for months. While a series of media reports are coming out of two schools and the hospital in Nanaimo, the number of active cases in North Vancouver Island quietly increased from 8, on Monday, to 15 by Friday. After five days, the number of cases is close to double. Yesterday, November 13th, Island Health issued a press release stating they had been contacting patrons of Browns Socialhouse, in Courtenay, about a possible exposure to COVID-19 on November 3rd and 5th. “Contact tracing has been completed and anyone identified as a close contact has been instructed to self-isolate.” “ … If you have not been contacted by public health, then please be assured you did not have a high-risk exposure related to this case. No ongoing COVID-19 risk from this exposure has been identified.”  Island Health's Chief Medical Health Officer, Dr. Richard Stanwick, has also issued a Public Health Order stating “Effective November 13, all owners and operators of campgrounds and RV parks must collect information from each patron that would enable contact tracing, including names and phone numbers. This information must be kept for a period of 30 days.”   North Vancouver Island is divided into four Health areas: Comox Valley Campbell River, which includes Cortes, Quadra and the other Discovery Islands. Vancouver Island North and Vancouver island West. The most recent statistical breakdown of cases within those areas shows the cumulative total of cases up until the end of October. Comparing those numbers with those of the previous monthly summary, there were 8 new cases in the Comox Valley, 6 in Campbell River and 1 in Vancouver Island North during October. Most of those people have recovered and there more active cases, A monthly update of the cumulative cases in each health area, up until the end of November, should be released about this time in December.

On Thursday, Boulder County Public Health issued a new Public Health Order ordering people between 18 and 22 to stop all gatherings in Boulder.
