Allen is the Department of the Air Force (DAF) Regional School Liaison Specialist for the East Region at the HQ Air Force Services Center (AFSVC), HQ Air Force Installation and Mission Support Center (AFIMSC), Joint Base San Antonio-Lackland, Texas. She oversees operations in the following states AL, CT, DE, FL, GA, KY, MA, MD, ME, NC, NH, NJ, NY, PA, RI, SC, TN, VA, VT, and WV. As the headquarters program specialist for the School Liaison Program, she supports personnel at installations within multiple Major Commands which encompasses PreK-12 Education, Public Schools on Military Installations (PSMI), and the Military & Family Life Counseling Program (MFLC). In addition, she serves as the liaison between education community stakeholders, families, state, federal, or host nation education leadership, Installation Commanders, and MAJCOM Commanders to build a platform for enhanced educational opportunities and navigate the direct link between PreK-12 Education and mission readiness. As the subject matter expert, Mrs. Allen serves as the advisor to the Installation Commanders regarding PreK- 12 education to ensure military-connected students are provided opportunities to thrive academically, socially, and emotionally as they face global educational challenges and transitions.     Horace Franklin Jr. is the CNIC Child and Youth Education Services (CYES) School Liaison Program (SLP) Manager.  He spent four years in the classroom before returning to school to complete an additional Master's degree in Educational Leadership from Trinity University. Upon completion, he served nine years as an Elementary and Middle School Principal in the San Antonio Independent School District. He relocated to Maryland and spent four years as the School Liaison at Naval Support Activity Bethesda and Joint Base Anacostia-Bolling. He served as the Naval District Washington Regional School Liaison from 2017-2023. Horace is a servant leader committed to fostering collaboration, ensuring program effectiveness, and continuously advancing the mission and goals of Child and Youth Education Services.      He resides in Clinton, Maryland, with his wife Theda (20-year Air Force retiree) and his three children (Devante, Felicia, and Horace III). The family moved to San Antonio, Texas when Mary was 15. Mary, also known as “Little Mary” is the daughter of Mary Wyatt, the former owner of “Flowers by Mary”.She is a Sam Houston High School graduate, a paraprofessional with the San Antonio Independent School District and completed a Mortuary Science Associate Degree at San Antonio College. Mary is passionate about the education and safety of our children. Mary is also a licensed Funeral Director having worked for both Sutton & Sutton Mortuary and Lewis Funeral Home. She helps wonderful people make difficult decisions and provide assistance during one of the most difficult times in their lives. Mary has found both of these professions to be very rewarding.Mary has received numerous awards, but her most noteworthy accomplishment is being chosen to serve as Mayor for the City of Live Oak in the June 12, 2010 run-off election. She is the First African American to serve the City of Live Oak in this capacity. Prior to her Mayoral election, she ran twice for council seats in Live Oak and was defeated each time by a few votes. As destiny would have it, Mary was given the opportunity to complete the council place terms both times as the elected council person resigned. St. Mary's University law professor Albert Kauffman discusses how the U.S. Supreme Court case San Antonio Independent School District v. Rodriguez continues to affect school funding. Kauffman, who delivered the keynote address for the 2023 Virginia Law Review Online symposium, was introduced by Angela Ciolfi '03, executive director of the Legal Aid Justice Center. Kauffman represented the plaintiff in Rodriguez, Demetrio Rodriguez, and others in a number of influential state court cases on the same issue following the Supreme Court decision. When students return to campus within the San Antonio Independent School District, they'll do so only when data from Metro Health gives the green light. That's the word from this week's guest, SAISD superintendent Pedro Martinez. Martinez chats with our Randy Beamer about what the return to campus will look like and which students will be the first to arrive. He also discusses the high rate of poverty in SAISD and the programs designed to help these students. Plus, Martinez goes into detail about the $1.3 billion bond election that would makeover campuses, if approved in November. Martinez became SAISD superintendent in June 2015. Prior, Martinez was Superintendent-in-Residence for the Nevada Department of Education and the superintendent for Washoe County School District in Nevada. Mary M. Dennis was born in Newton, Mississippi. Mary’s father served in the United States Army and the family traveled throughout Europe and the United States. The family moved to San Antonio, Texas when Mary was 15.Mary, also known as "Little Mary" is the daughter of Mary Wyatt, the former owner of "Flowers by Mary". She is a Sam Houston High School graduate, a paraprofessional with the San Antonio Independent School District and completed a Mortuary Science Associate Degree at San Antonio College. Mary is passionate about the education and safety of our children. Welcome to episode twelve of Activist #MMT. Today is part one of my two part conversation with historian, author, and Harvard Law graduate Camille Walsh (Twitter/@redheadmenace) about her 2018 book Racial Taxation. Racial Taxation thoroughly documents how the idea of a taxpayer and taxpayer money is actually coded language for whiteness. It promotes the false belief that only wealthy white people pay substantial amounts in taxes and are the only real source of government funding; funding that is necessary to provide basic services for all citizens, particularly education. Conversely, less wealthy minorities are therefore “taxeaters,“ who only consume services as provided and funded by wealthy whites, who are the only true and "legitimate" taxpayers. The truth, however, is that the levers of power have historically been dominated by wealthy white landowners, who systemically sabotage, undermine, and brazenly steal from minorities, making it impossible for them to ever accumulate enough in assets, income, or station – exactly those things upon which tax rates are based. All of this is used as further justification to withhold education, and preventing the disadvantaged from getting anywhere near the levers of power. Modern Monetary Theory undermines the concept of taxpayers and taxeaters by demonstrating that the federal government could easily fund all education, from preschool through postgraduate school, for the entire country. They can do this without the financial need of funding via taxation or borrowing. In other words, the fact that public education is not funded by the federal government (it currently funds only about 8%) is revealed to an arbitrary and convenient political choice, not a financial necessity. Wealthy whites therefore have a strong interest in preventing the federal government from funding education and other services, in order to prevent their legitimacy as taxpayers from instantly disappearing. Finally, I want to mention how before the music you heard a portion of President Lyndon B. Johnson‘s 1964 speech to Congress, introducing the Civil Rights Act. Johnson’s statement about taxpayers and taxeaters is in direct contradiction to the spirit of the act he is introducing. It is also another example of how our government once again declares racial discrimination to be illegal, but will do little to nothing to cure its underlying causes. It also alludes to the additional discrimination minorities can expect to revive for the very fact of needing services from the government at all. This, despite the massive systemic disadvantages they have endured for centuries. Background information on Rodriguez versus the San Antonio Independent School District As background, I’m going to read a few paragraphs from the book in order to summarize the case Rodriguez versus the San Antonio Independent School District. You will find this on page 142, in the section called “Intersectionality, Property Taxes, and the Constitution": Demetrio Rodriguez was a 42-year-old veteran who would work for more than 15 years at Kelly Air Force Base outside San Antonio before he signed on as the lead plaintiff in the 1968 complaint against San Antonio and Texas officials. Three of his four sons attended Edgewood Elementary school in San Antonio, where the “building was crumbling, classrooms lacked basic supplies, and almost half the teachers were not certified and worked on emergency permits." Over 90% of Edgewood students were Hispanic and 6% were African-American. Students in Edgewood district had 1/3 as many library books, 1/4 as many guidance counselors, and classes that were 50% more crowded than those in neighboring districts. ...the central legal issue was the state financing system which enforced local caps on taxation. If property values in an area were low, as they were in Edgewood, voters were simply barred from taxing themselves at a higher rate. So they cannot even choose to fund the schools at the same level as Alamo Heights, a wealthy, overwhelmingly white school district only 6 miles away that frequently serves as a counterpoint to Edgewood in the litigation. Consequently, despite their comparatively high tax rate, Edgewood schools raised only $26 per child, while Alamo Heights raised $333. [...] The financing differences were repeatedly framed by opponents and, later, justices as a matter of private choice in marketplace decision making. Even without the taxation caps the choice of the local Edgewood community was largely illusory. As one of the co-counsels who worked with [the lawyer] on the case later said, poor districts do not choose to spend less for education. It’s like telling a man who makes $50 a week that he has the same right as a millionaire to send his son to [an extraordinarily expensive private school such as] Exeter.” Other Resources Audio of Camille's full presentation and Q&A at the 2019 MMT conference. She helps wonderful people make difficult decisions and provide assistance during one of the most difficult times in their lives. This week in Just This, Rick and I discuss the San Antonio Independent School District board's controversial vote to turn over operations of a chronically failing Southeast side school, Stewart Elementary, to Democracy Prep, a New York-based charter school operator. SAISD trustees said the charter company's record at rehabilitating beleaguered, low-performing schools provided the last, best hope before they shut Stewart's doors for good. But not everyone was happy with the move, especially teachers – who have to reapply for their positions if they want to stay at Stewart – and their union, the San Antonio Alliance for Teachers and Support Personnel. We look at the history of this troubled school, the teachers' association's complaints about the board's process to address Stewart's problems, and what Democracy Prep faces as it begins its arduous work next fall. We also examine an "emergency press conference" called by Bexar County Probate Judge Tom Rickhoff, a Republican running on to unseat Bexar County Judge Nelson Wolff, and offer a couple other must-reads by our journalists.

Trustees of the Edgewood Independent School District are launching an investigation into allegations by a district employee that Superintendent Emilio Castro harassed her on three separate occasions. They're considering putting him on leave during the probe. It's yet another challenge for an already beleaguered school system. And the San Antonio Independent School District votes to sell five acres of prime real estate near Hemisfair for $14.5 million to the developer of the Pearl Brewery. This isn't only about the development itself, but about the strong signals it sends about the future of Southtown.
