After the summer break, Congress has a lengthy, hefty to-do list this fall. And without getting a couple of key items across the finish line, there will be some serious implications for federal employees.The House and Senate Appropriations committees are far from an agreement on agency spending levels for fiscal 2024. The Senate has advanced all 12 of its appropriations bills out of committee with bipartisan support and plans to move at least three spending bills to a floor vote next week. Did the FDA destroy what could have been a non-addictive pain killer that might have staved off the opioid crisis before it ever stood a chance? Several decades ago, the agency approved the drug Toradol, the first non-addictive pain killer that had pain killing effects of morphine without the addictive potential. However, the FDA set the desired peak dosage, known as the loading dose, far higher than manufacturer Syntex desired. The company reluctantly complied. 97 people prescribed Toradol dies within the first few years as a result.  With their drug no longer used in it's original form, pharmaceutical company Syntex tried to introduce the drug in an oral form. However, the FDA overcompensated for their initial error, restricting dosage to levels not useful for medicinal applications  Today's guest, Charles L. Hooper worked at Syntex when Toradol was coming onto the market as a nonsteroidal anti-inflammatory drug. This was a time of excitement for the company says Hooper. They were eager to cooperate with the FDA for a successful launch. What went wrong? Hooper discusses how a decision on something like the “loading dose” can come down to a single person, and people are fallible. The FDA's position of final the final say had disastrous consequences, leading credence to the position that they should act as a “guiding agency. Even with all the FDA's power and authority, nothing is a certainty. On April 19, 2023, when asked about the opioid crisis, FDA Commissioner Robert Califf told the Senate Appropriations subcommittee it would help if pharma could develop a “non-addictive” pain medicine. “It is a tough job, but we are not successful in having nonaddictive pain medicines coming through the pipeline. Resources AARP’s LGBT Pride Portal Maintaining Dignity: A Survey of LGBT Adults Age 45 and Older   Uber stops requiring arbitration from sexual assault victims, employees and drivers just days before the Supreme Court ruled that such agreements are enforceable The Supreme Court ruled on Monday of this week, in a 5-4 decision, that employers can force employees to sign arbitration agreements to prevent them from joining class-action lawsuits. Uber announced that it will stop implementing its long-time policy of forcing passengers who allege sexual assault at the hands of drivers into arbitration. All Uber passengers, drivers and employees will now be able to choose the venue in which they wish to bring their claims. CNN reported two weeks ago that passengers have accused 103 Uber drivers of sexual assault over the past 4 years. Sara Ashley O’brien reports in CNN. House takes up Net Neutrality CRA The House is now reviewing the Senate’s Congressional Review Act resolution to nullify the Trump administration FCC’s repeal of the net neutrality rules the FCC adopted back in 2015. The House needs to vote on the resolution by June 12th. Representative Mike Doyle—a Democrat from Pennsylvania—introduced a companion resolution, but that can’t come to a floor vote until the House votes on the Senate’s resolution, which needs 218 votes to pass a House in which Republicans hold a 52-member majority. John Eggerton reports in Broadcasting and Cable. House Committee rejects Trump’s efforts to water down ZTE sanctions The House Appropriations Committee agreed by voice vote last week to disabuse the Trump administration of any notion that it would be watering down sanctions against Chinese phone manufacturer ZTE. The Trump administration has been at odds with law enforcement over sanctions the administration announced it would be taking against China-based phone manufacturer ZTE, but then backtracked on. A couple of weeks ago, U.S.  Commerce Department Secretary Wilbur Ross imposed a seven-year ban on the sale and purchase of ZTE products. China then requested that the U.S. ease up on the sanctions because they’d likely devastate the company. President Trump and Ross had begun reconsidering the sanctions and the president says they’re working more closely with Chinese President Xi a “way to get back into business, fast”.   But law enforcement officials, including FBI Director Christopher Wray, told a Senate Appropriations subcommittee that he was “deeply concerned” about the threat ZTE poses to the U.S. telecommunications network. And Republicans and Democrats alike have for years warned about ZTE’s spying capability. Eli Okun reports for Politico. FCC puts Sinclair-Tribune merger back on the table The FCC has opened a new comment cycle for the Sinclair-Tribune merger. But the U.S. Court of Appeals for the D.C. Circuit is still reviewing how many TV stations Sinclair should own. Democratic FCC Commissioner Jessica Rosenworcel says the FCC should wait to reopen the Sinclair docket until after the court makes decision. Reply comments in the new proceeding are due on July 11th. Amazon will adopt board diversity rule Amazon announced, after first resisting a shareholder proposal for Amazon to implement best practices to improve diversity, that it will now support it. The company announced on Monday of last week that it would now adopt a policy to include women and people of color in the applicant pool of candidates for its board seats. The company’s initial resistance sparked outrage from its employees. Justice Department and F.B.I. Investigate Cambridge Analytica Cambridge Analytica, the political data firm that filed for bankruptcy last week after a whistleblower revealed the company misused millions of Facebook users’ data to impact the 2016 presidential election, is now under criminal investigation in the U.S. The Justice Department and F.B.I. are apparently in the early stages of the investigation as they have questioned several witnesses. Cambridge Analytica is principally owned by Robert Mercer—a wealthy political donor. Nicholas Confessore and Matthew Rosenberg report in the New York Times. Trump issues Executive Order on CIO Authority President Trump issued an Executive Order last week that strengthens federal agency Chief Information Officers’ ability to set hiring, budget and agenda goals for their departments’ IT enterprises.  Aaron Boyd reports in NextGov.

Wednesday, April 13, 2011 Supervisor Mark Ridley-Thomas Mark Ridley-Thomas has represented the nearly 2.3 million people of the Second District on the Los Angeles County  Board of Supervisors since December 2008. During his first year in office, he shepherded through an agreement with the University of California to provide medical services at the new Martin Luther King Jr. Hospital, scheduled to open in late 2012. He also persuaded the Metropolitan Transportation Authority to fund a light rail system from Crenshaw Boulevard to Los Angeles International Airport and move up the opening from 2029 to as early as 2016. Together, the hospital and rail projects will generate more than $2 billion in spending and create over 16,000 jobs. Ridley-Thomas is the first African American man ever to serve on the Los Angeles Board of Supervisors. His district  includes Carson, Compton, Culver City, Gardena, Hawthorne, Inglewood and Lynwood, portions or all of 10 Los Angeles City Council Districts and the unincorporated communities of Alondra Park, Athens, Del Aire, Dominguez, East Compton, El Camino Village, Florence, Ladera Heights, Lennox, View Park, West Athens, West Carson, West Compton, Willowbrook and Wiseburn. Prior to his election to the Board, Supervisor Ridley-Thomas served the 26th District in the California State Senate where he chaired the Committee on Business, Professions and Economic Development and its two subcommittees on Professional Sports and Entertainment, and The Economy, Workforce Preparation and Development. In addition to his chairmanship duties, Ridley-Thomas served on the Senate Appropriations, Energy, Utilities and  Communications; and Health and Public Safety committees. In January 2008, he became Chair of the California Legislative Black Caucus and led the Caucus in unprecedented levels of cooperation and collaboration with counterparts in the Latino, and Asian-Pacific Islander Legislative Caucuses. His legislative work addressed a broad range of issues with implications for economic and workforce development, health care, public safety, education, budget accountability, consumer protection and civic participation. Mark Ridley-Thomas was first elected to public office in 1991 and served with distinction on the Los Angeles City Council for nearly a dozen years and  departed as Council President pro Tempore. He later served two terms in the California State Assembly, where he chaired the Assembly Democratic Caucus. He is widely regarded as the foremost advocate of neighborhood participation in government decision-making. By virtue of his founding the Empowerment Congress, arguably the region’s most successful experiment in neighborhood-based civic engagement, he is considered the founder of the Neighborhood Council movement. Ridley-Thomas’ political career was preceded by a decade of service as executive director of the Southern Christian Leadership Conference of Greater Los Angeles, which followed a brief but successful five-year stint as a high school teacher. He is a graduate of Manual Arts High School in Los Angeles and earned a baccalaureate degree in Social Relations (minor in Government) and a master’s degree in Religious Studies (concentration in Christian  Ethics) from Immaculate Heart College. Mr. Ridley-Thomas went on to receive his Ph.D. in Social Ethics and Policy Analysis from the University of Southern California. He is married to Avis Ridley-Thomas, director of the Los Angeles City Attorney’s Office Dispute Resolution Center.
