Bernadette Del Chiaro on the Benefits of Distributed Solar

Bernadette Del Chiaro has a new job. She has left her longstanding and most effective role as the Executive Director of the California Solar and Storage Association, and joined the Environmental Working Group (EWG) as a senior vice president. She makes clear that she is not leaving the fight for distributed solar and storage. The attack on net energy metering, and the downturn in the California Solar industry are alarming. Bernadette is just supporting the fight from a different position. EWG is focused on health... the food we eat, the air we breathe, the power we rely on.Bernadette makes clear the benefits of local, distributed solar and storage. It saves everyone money, not just those that have panels on their roofs. It creates local jobs. It helps the State meet our climate protection goals. And all ratepayers save money as our utilities do not have to build new power plants. They also do not need to spend billions of dollars on new transmission and distribution lines. She points out that while generating solar in the desert is very inexpensive, it's the cost of the transmission to bring it to us that jacks up power bills. This has been quite out of sight of California's ratepayers but  the resulting rate increases are severe. She discusses how there are now two million California homes, businesses, schools, organizations, and public facilities of all kinds that now have solar. And as a result, she explains, the State did not need to build 16,000 MW of new generating capacity. Again, distributed resources -- paid by individual home and business owners and others -- are saving us all money. But despite this, our utilities continue to attack distributed generation.Ted and Bernadette talk about future models" Will utilities embrace networked distributed resources, or will they resist, potentially amplifying grid defection? Already utilities have imposed fees on solar system owners... disincentivizing solar and storage and the benefits that they provide. So the fight goes on. Bernadette is clear that there is stronger need than ever for advocacy of the benefits of distributed generation, warning that the force of utility profit-making is daunting, and needs a strategic and more-diligent-than-ever approach.

10 years in the solar and storage industry qualifies most industry veterans as a solar old timer. But there is one person who stands out as a beacon of leadership, longevity and success. Ed Murray has been heating water molecules (solar thermal), converting photons to electrons (solar PV) and saving customers money since 1978. That's 322 dog years! Ed Murray, CEO of Aztec Solar in Sacramento, knows solar thermal, PV and storage technology like the back of his hand. He's managed to run his successful solar business in spite of the “solar coaster” craziness. But what impresses me the most about Ed is his industry leadership. Ed has been on the Board of Directors of the California Solar and Storage Association for 40 years, has been serving as its president since 2016, has been on the Board of the North American Board of Certified Energy Practitioners for 14 years, and served on the Board of the Solar Energy Industries Association for 14 years. In this episode, Executive Director of the California Storage and Solar Association Bernadette Del Chiaro talks with students from the UC Riverside School of Public Policy about the importance of solar energy and storage, as well as how they are essential to a sustainable future.   About Bernadette Del Chiaro: After completing her Bachelor of Science in Conservation and Resource Studies from the University of California, Berkeley, Bernadette Del Chiaro went on to work as an organizer for Green Corps. She later worked at the Toxics Action Center and Environment California and Environment America as a director, before joining the California Solar and Storage Association in 2013. Since joining, Bernadette has built the organization into the largest clean energy business group in the state. She's authored several clean energy reports and has been quoted widely in the media including MSNBC, NPR, BBC, New York Times, Los Angeles Times, and dozens of local and trade outlets.   Learn more about Bernadette Del Chiaro via https://www.linkedin.com/in/bernadette-del-chiaro-7598706/  Podcast Highlights:   “There's really nothing as abundant as solar energy and the sun's energy. It is just the single most abundant natural carbon free resource on the planet... So we've already figured it out. The question is just how do we deploy it as quickly as possible and get it in the hands of everybody so that we can solve climate change sooner than later. So to really put it more bluntly, we can't solve climate change without solar energy. It is that important and it's that foundational to our clean energy future.” -       Bernadette Del Chiaro on the importance and abundance of solar energy, and how we have the resources we need to create a sustainable future.  “And if you boil down climate change, which sometimes can seem like a pretty complex issue, it really comes down to one simple thing, which won't be easy, but is moving off of fossil fuels and to do that as quickly and with as little disruption to our society as possible.” -       Bernadette Del Chiaro on the simplicity of the approach we need to take on climate change.  “There's a lot of things that local governments can do to make [the change to solar] faster. There's a software that the Department of Energy has developed where every single building  in America can tap into that software for free and provide instantaneous permitting. So, you don't have to literally drive down to the permitting office with a piece of paper anymore. You can just use your computer, you enter in some information and out spits the permit, the permission to go build your solar system. That kind of thing is really groundbreaking, but we need all of our California cities and counties to actually adopt it” -       Bernadette Del Chiaro on the statewide developments that increase accessibility to solar panel permitting.  Guest: Bernadette Del Chiaro (Executive Director, California Solar and Storage Association)  Interviewers: Rachel Strausman (UCR Public Policy Major, Dean's Vice Chief Ambassador)  Watch to the video version here: https://youtu.be/zDUQdgemXPk Music by: C Codainehttps://freemusicarchive.org/music/Xylo-Ziko/Minimal_1625https://freemusicarchive.org/music/Xylo-Ziko/PhaseCommercial Links: Considering a Career in International Public Service with Mayor General Barrye Price Wednesday, November 29th, 2023 - 2:30 p.m. to 3:30 p.m. In-Person Watch Party at HUB 355 (free pizza, boba, and a book for in-person attendees) or via Zoom Webinar To attend the in-person watch party, please RSVP via: spp-price.eventbrite.com  To attend the online webinar, please RSVP via:bit.ly/spp-pricehttps://spp.ucr.edu/ba-mpphttps://spp.ucr.edu/mpp  This is a production of the UCR School of Public Policy: https://spp.ucr.edu/  Subscribe to this podcast so you don't miss an episode. She describes the CPUC's pending proposal as part of a concerted, nationwide campaign to limit rooftop solar net metering, which the Edison Electric Institute described 10 years ago as an existential threat to the utility industry. The industry has employed an army of lobbyists and consultants using "bogus PR and bogus math" to convince state lawmakers to limit net-metering compensation for small consumers, she says.Support the show

As you'll hear in today's #TacticalTuesday (TT), Carter Lavin and the folks at the California Solar & Storage Association need our help not just to get the word out, but to GET out and be present at this Thursday's upcoming rallies in California. Carter is one of the folks I find most knowledgeable and compelling in his ability to explain what's at stake for the industry. So, in today's TT, we go into what is the premise of Net Energy Metering (NEM), why it's so important, and how, exactly, it's under fire in the CA market.  In January, we put out the call-to-arms for our solar community to get to the rallies in LA and SF, and thousands of you show up. We hope that you'll rally once more, as the fate of the CA solar industry still hangs very much in the balance. January's solar rally was the largest solar rally in history, and it led to Commissioners getting fired & updates to the commission's directive. Copyright 2021 The Energy Show, Barry Cinnamon 6/30/21 News Story: “PG&E just asked regulators for a $3.6b rate hike to reduce fires from their own power lines” Another “in your face” profit grab from a utility that blames rooftop solar for high electric rates. This rate increase works out to $36 per month for every homeowner in California! Do they think we're stupid? The biggest threat to rooftop solar and storage is not political. It's not tariffs. Or product shortages. The biggest threat is from aggressive lobbying (which we pay via our electric bills) and outright lies from monopoly utilities. It's pretty simple: utilities are trying to prevent businesses and homeowners from installing their own solar and battery systems so they maximize their profits. They lie about rooftop solar and storage. Adding insult to injury, they are also trying to increase fees for customers who already have these systems. It's an outright, blatant, anti-competitive profit grab that will harm all current and future solar + storage customers — while at the same time increasing monopoly utility profits. And our regulators have historically gone along with these profit grabs. Utilities invented their Big Lie to convince the public that they are the good guys, only trying to protect ratepayers. BS. Did your electric rates go up because of rooftop solar? No — they went up because of high transmission costs and ridiculous utility executive salaries. Are our wildfires caused by rooftop solar? No — the deadliest fires have been caused by inadequate transmission line maintenance. Will paying utilities more money solve your home and business blackout problems any time soon? No — the fastest and cheapest way for you to get reliable power is with your own backup system. Check out this short video for a more realistic perspective: We Can't Trust Them - https://www.youtube.com/watch?v=a9TVsgUvtlI It is inconceivable to me that the California Public Utilities commission is considering another economic shift from homeowners, schools and businesses to a twice-bankrupt and criminal utility (PG&E) who already has a guaranteed 10% rate of return, who just raised electric rates by 11% this year — and is now asking for another $3.6 billion rate increase. Specifically, California's three monopoly utilities want to: * Add monthly fixed charges to solar customer bills, * Reduce solar reimbursement rates, * Eliminate annual net metering, and * Change net metering grandfathering for existing solar customers. The only way to stop this utility profit grab is for homeowners and businesses to call out this Big LieL * Tell Governor Newsom that increasing solar costs is absolutely the wrong way to solving our electricity problems. * Tell the California Public Utilities Commission that paying PG&E even more money is unfair to all ratepayers. * Tell them both that we need more local solar and storage, not more expensive long-distance transmission lines that cause wildfires and perpetually high maintenance costs. Take action now: * Contact the Solar Rights Alliance at https://solarrights.org * Contact the California Solar and Storage Association at https://calssa.org For more about this Utility Lie, please listen up to this week's Energy Show https://cinnamon.energy/the-energy-show/. We'll go through the specific changes monopoly utilities want, the falsehoods behind their Big Lie, and steps we all need to take before the utility profit grab goes into effect.

Utilities and Consumers in California are in a pitched battle over the value of residential solar generated electricity fed back to the grid. It’s important because the money consumers are paid for their excess solar directly affects how quickly their panels pay for themselves. If the state’s utilities have their way in the upcoming “Net Metering 3.0” debates, California’s local energy market could get shut down overnight. Answer: these are all examples of successful public policies that help the solar industry thrive. These policies did not organically spring from the minds of our wise legislators. Instead, they all originated from solar industry policy experts. These policies were implemented by legislators and regulators because the economic benefits to consumers (both business and residential) were compelling. To help us understand how good solar policies are created, my special guest on this week's Energy Show is Anne Hoskins, Chief Policy Officer for SunRun. If you don't know SunRun, they are the largest residential solar and storage provider in the US. I was happy to be one of SunRun's earliest partners when they started about a dozen years ago.
