I have appeared before Judge Carol Ricciardello many times over the years for security clearance revocation hearings. She served for the last twenty years as an Administrative Judge with the Department of Defense (DOD)  Defense Office of Hearings and Appeals (DOHA) where she heard and decided over 1,700 security clearance cases during her tenure. This was really the second job in her career, as she first served for over 20 years on active-duty with the United States Navy, rising to ultimately serve as the Chief Judge of the Navy-Marine Corps Trial Judiciary covering and supervising all Navy and Marine Corps Trial Judges around the world. Carol retired from the U.S. Navy as a highly decorated 0-6 Captain.  I have always liked her spirit, and I found her to be very smart, thoughtful, and straight forward.  I have been waiting for her retirement in order to do this podcast with her to learn her story.  I hope you enjoy it!   PS. Justice Patricia M. DiMango serves as one of three judges on Amazon Freevee's Tribunal Justice, created by Judge Judy Sheindlin. Most recently, Justice DiMango was a judge on the Emmy-nominated series, "Hot Bench." Justice DiMango was first appointed to serve as a Judge of the Criminal Courts for the City of New York by Mayor Rudolph Giuliani. She became the first Italian-American woman ever appointed to that position. Thereafter, she was elected to the New York State Supreme Court bench in the 2nd and 11th Judicial Districts, and again was the first Italian-American woman elected to that position. Justice DiMango's reputation was that of a stern but fair judge combined with a balance of street smarts and legal knowledge. In the course of her judicial career she gained public recognition for handling high-profile trials, particularly those involving murders of young children, other crimes against children and hate-crime murders. She was also recognized for handling large volumes of serious felony cases from their arraignment through trial. Justice DiMango became further known for her efficiency in closing a vast number of cases in a fair and timely fashion. Her judicial acumens came to the attention of the Chief Judge of the State of New York and selected her to spearhead his initiative to reduce the backlog of felony matters in the Bronx. This initiative garnered front-page coverage in The New York Times. These assignments resulted in her appointment to the position of Administrative Judge of the New York State Supreme Court, Criminal Term, Brooklyn, Kings County. Upon her graduation from college, Justice DiMango was an elementary school teacher in the New York City Public Schools, focusing on special education of children with emotional and cognitive needs. During her teaching years and before law school, she received her Master's Degree. In addition to her Juris Doctorate, Justice DiMango holds a Master's Degree from Columbia University in Developmental Psychology and a Bachelor's Degree cum laude from Brooklyn College in both Psychology and Education.  Thereafter, she went on to receive her law degree from St. John's University where she graduated in the top of her class, and received awards and scholarships in recognition for her other academic achievements. In 2012, she received the Alumna of the Year Award from Brooklyn College and was also the recipient of the prestigious Rapallo Award. In 2013, she was the recipient of the Distinguished Judiciary Award from the Catholic Lawyers Guild and was named "Woman of the Year" by the New York State Supreme Court Officers Association. In 2014, she was named "Woman of the Year" by The New York State Court Officers Association. Additionally, she served as Master of Ceremonies for the NY State Broadcasters Association Awards. In 2015, Justice DiMango was the Grand Marshal of the Brooklyn Columbus Day Parade. She was also recognized as being the "Woman Of The Year" for the Home Reporter and Brooklyn Spectator's "Kings of Kings" event. Justice DiMango was also the honored celebrity speaker at The Greater New York Dental Association National Convention.  In 2016, she was named "Woman of The Year" by the Italian Charities of America. In 2019, Justice DiMango was selected to be the keynote speaker by the Brooklyn Daily Eagle for its "Champions of Justice" event honoring outstanding women in the court system. Justice DiMango has appeared on numerous television programs, including "The View," "Wendy Williams," "Rachael Ray" and "Steve Harvey" and can be heard on many talk radio shows and podcasts. She has also been featured giving legal insight on stories on "Entertainment Tonight," Fox News, "VH1," "Banfield" and "Inside Edition" among others. Upon her graduation from law school, she served five-and-a-half years as an Assistant District Attorney in the Kings County District Attorney's Office. During her tenure there, she was given the extra responsibility of being cross-designated as a Special Assistant United States Attorney for the Eastern District of New York. She later worked as a law clerk in both Kings and Queens Counties to Supreme Court Justices Steven Fisher, Reinaldo Rivera and Luigi Marano. During this time, Justice DiMango volunteered as a Small Claims Court Arbitrator. Justice DiMango returned to her passion for education and became an Adjunct Associate Professor of Criminal Law, Criminal Procedure, Legal Research and Writing and Forensic Psychology at St. John's University for approximately 10 years. Thereafter, she was an Adjunct Associate Professor at New York City Technical College teaching Criminal Law and Procedure. More than a dozen of Justice DiMango's court decisions have been published along with her contributions to numerous bar association journals. After a long and distinguished career serving our country, DOD Administrative Judge Michael (Mike) Leonard recently retired.  Mike served for the last twenty years as an Administrative Judge with the Department of Defense (DOD)  Defense Office of Hearings and Appeals (DOHA) where he heard and decided hundreds of security clearance cases over his tenure.  On one hand, I am glad that he retired so that I could do this podcast with him. On the other hand, security clearance applicants who have to go to a hearing regarding their clearance have lost a wise, tempered, smart and reflective judge to possibly hear their administrative case.  Of course, there are still  many fair and  highly respected judges at DOD DOHA, but the loss of Mike will definitely be felt.  I was glad to learn his history on this episode of the podcast to include his U.S Army JAG Corps experience and DOHA Department Counsel work before he became a DOHA judge.  I hope you enjoy hearing his professional story followed by his bold retirement move to Germany!

Individuals with intellectual and/or developmental disabilities (I/DD) and their families often find themselves dealing with complexity and even intentional obfuscation as they navigate the path of Medicaid eligibility and benefits That is why we find it exhilarating when along that path we find individuals with expertise and empathy. I have discovered both those qualities in Marianne Huff. Although Marianne's highest level of expertise is in the mental health arena...the rules governing Medicaid are, with just a few exceptions, the same we deal with in the I/DD world. I have known Marianne for several years. About 5 years ago she provided invaluable information when we found ourselves in a benefit eligibility dispute with our local Community Mental Health organization and were anxiously facing an appeal before an Administrative Judge. Marianne's advice and guidance resulted in a positive outcome for our son Lliam. Randy Lee teaches constitutional law, professional responsibility, torts and various writing and advocacy courses. Professor Lee has taught previously at the Villanova and University of Pittsburgh Law Schools and in the Harvard University Summer Program. The moot court teams Professor Lee has co-coached with Professor Kearney have advanced to the National Appellate Advocacy Championship three times, and their 1993 team was recognized for the third best brief in the nation. We hope you are enjoying our Child Welfare series and can learn something new. Judge Frank Rynd and Judge Michael Schneider. With an accumulative 26 years of servicing as judges in Harris County. We are privileged to an engaging and insightful conversation from the perspective of family law and juvenile law judges. Judge Rynd served as the Administrative Judge of the 309th Family District Court in Harris County (2008-2010), Associate Judge from 2001-2010, and 257th Family District Court from 1998-2001. The Honorable Frank Rynd is the general counsel for the Archdiocese of Galveston/Houston. Admitted to the Texas Bar in 1979, Judge Rynd is a graduate of the University of Texas at Austin, and University of Texas School of Law. State District Judge in the 315th District Court of Harris County and over seven years with the Harris County Attorney's Office. He became the Deputy Division Chief of the Children's Protective Division of the Harris County Attorney's Office. We are privileged to an engaging and insightful conversation from the perspective of family law and juvenile law judges. Judge Rynd served as the Administrative Judge of the 309th Family District Court in Harris County (2008-2010), Associate Judge from 2001-2010, and 257th Family District Court from 1998-2001. The Honorable Frank Rynd is the general counsel for the Archdiocese of Galveston/Houston. Admitted to the Texas Bar in 1979, Judge Rynd is a graduate of the University of Texas at Austin, and University of Texas School of Law. State District Judge in the 315th District Court of Harris County and over seven years with the Harris County Attorney's Office. September 20th Court Leader's Advantage Podcast Episode Obtaining customer feedback, obtaining usable feedback, obtaining enough of it to be able to rationally modify court programs, all of these are major hurdles. And yet getting good customer feedback is so important. It is important to complete the loop: to plan, to act, to check results, and then to refine. And this effort has been made even more complicated by COVID. LaGratta Consulting, with the backing of the State Justice Institute, has developed the Court Voices Project piloting 12 courts from around the country. These courts are collecting real-time, feedback from staff and court users about their pandemic experiences and their ideas. Some of the questions the Court Voices Project is trying to answer include, what percentage of court users prefer virtual hearings and why; have court users found new communication channels like phone banks and online chat features to be more convenient and more accessible; and what ideas do line-staff have for improving court practices? This month we're looking at court customers and how we collect feedback from them. Some topics we will explore include: · How do we obtain more and better customer feedback? · Why should court leaders focus on better ways to obtain feedback? · What have courts been able to do with more enhanced feedback? and · What advice do these panelists have for the rest of us? Today's Panel The Honorable Clemens Landau, Judge with the Justice Court in Salt Lake City, Utah. Judge Landau was appointed to the Salt Lake City Justice Court in 2017. He received his law degree from the University of Utah in 2008. The Honorable Timothy Kuhlman, Judge with the Municipal Court in Toledo, Ohio. In February 2005 he joined the Toledo Municipal Court and served as Presiding and Administrative Judge from 2007 through 2010, and again in 2019-2021. Judge Kuhlman graduated from Hillsdale College in Michigan in 1988 and graduated from the University of Toledo Law School and joined the Ohio Bar in 1991. James Cho, Court Administrator for the Municipal Court in Boulder, Colorado. James was first named Court Administrator in June 2015. Before that he served as Deputy Administrator since 2006. De'Von Kissick-Kelly, Deputy Court Administrator for the Municipal Court, in Boulder. De'Von has devoted her career to empowering women through activism, advocacy and education. She holds a B.S in Criminal Justice and Criminology and a M.A. in Adult and Community Education from Ball State University Emily LaGratta is with La Gratta Consulting. Emily is a national subject matter expert on the topics of procedural justice and user voice. In leading LaGratta Consulting, she works with local and national organizations to design and implement innovative programming, engage end-users and utilize their feedback, and develop practitioner resources and training tools that help enhance public trust and confidence in legal institutions.

Klint McKay has tremendous life experience as well. He left home when he was 15 years old and lived on the streets of Detroit and was still able to complete undergraduate, law and business degrees without family financial help. Justice Patricia M. DiMango serves as one of three judges on CBS Television Distribution’s syndicated court show HOT BENCH, created by Judge Judy Sheindlin. Justice DiMango was first appointed to serve as a judge in the criminal courts for the city of New York by Mayor Rudolph Giuliani. She became the first Italian-American woman ever appointed to that position. Thereafter, she was elected to the New York State Supreme Court bench in the 2nd and 11th Judicial Districts, and again was the first Italian-American woman elected to that position. Soon after, she was elevated to the position of First Deputy Administrative Judge for criminal matters, 2nd Judicial District. Justice DiMango’s reputation was that of a stern but fair judge combined with a balance of street smarts and legal knowledge. These qualities assisted her in handling a large volume of serious felony cases from their arraignment through trial. She was also known for her efficiency in closing a vast numbers of cases in a fair and timely fashion. Her judicial acumens came to the attention of the Chief Judge of the State of New York and he selected her to spearhead his initiative to reduce the backlog of felony matters in the Bronx. Hence, Justice Di Mango was named Supervising Justice of the Bronx Felony Project from January 2013-Januarary 2014. In the course of her judicial career she also gained public recognition for handling high-profile trials, particularly those involving murders of young children, other crimes against children and hate crime murders. Ultimately, these assignments resulted in Justice DiMango’s appointment as the Administrative Judge of the New York State Supreme Court Criminal Term in Brooklyn, Kings County. After a special assignment in the Bronx, she was brought back to Brooklyn where she was elevated to the position of Administrative Judge for Criminal Matters Kings County Supreme Court. Justice DiMango received her law degree from St. John’s University where she graduated in the top 10 percent of her class, and received awards and scholarships in recognition for her other academic achievements. In addition to her Juris Doctorate, Justice DiMango holds a Master’s Degree from Columbia University in Developmental Psychology and a Bachelor’s Degree cum laude from Brooklyn College in both Psychology and Education. Justice DiMango has appeared on numerous television programs including “Wendy Williams,” “Rachael Ray” and “Steve Harvey” and can be heard on many talk radio shows. She has also been featured giving legal insight on stories on “Entertainment Tonight,” Fox News, “Inside Edition” and “The Insider,” among others. As the City of St Louis' website explains, "Judge Edwards earned an undergraduate degree in 1978 and a law degree in 1982 from St. Louis University. He rose through private and public legal positions to the legal staff of Southwestern Bell Telephone Company in 1990. From there he was appointed to the St. Louis Circuit Court. He was the Administrative Judge of the Family Court and Chief Juvenile Court Judge from 2007 to 2012." Edwards was appointed as Public Safety Director by Mayor Krewson in the fall of 2017. Here's a glance at how the conversation went: Chapter 1. "It's what you do for others that matters most." How Edwards came to be a judge appointed to the distinguished role of Public Safety Director. (0:00-8:15) Chapter 2.  Judge Edwards says he has "High expectations... for all of the 3600 people that work for [him]..." and they're not the only ones; Judge Edwards has earned respect from police and "crooks" alike. (8:15-11:30) Chapter 3. "Our City is basically safe." While this may be the case, Judge Edwards understands that we "have to be smarter about how we utilize our [police] officers," if we want citizens to feel safe. Circuit Court Chief Judge Frederick Lauten and Appellate Court Chief Judge Jay P. Cohen have long and distinguished legal careers. Both Chicago natives, the two friends spend this week’s podcast discussing Judge Cohen’s career as an appellate and trial judge and his instrumental hand in creating the Orange County mediation program. Launched in 1992, the program has helped thousands of litigants quickly resolve their disputes while lightening the load off bloated trial dockets and saving countless tax dollars. Judge Cohen was born on the Southside of Chicago (Go White Sox!). He earned a degree in English before receiving his juris doctor, both from the University of Florida. In 1990, Judge Cohen was appointed to the Orange County Bench and was later appointed to the Circuit Bench in 1993. Throughout his career at the Ninth Judicial Circuit, he served as Administrative Judge in the criminal, appellate, and civil divisions. In January 2008, he was appointed to the Fifth District Court of Appeal, becoming Chief Judge this January. Let us know what you think about the podcast.

Since the downtown Orlando courthouse is a few blocks from the Lion’s Den - - home of Orlando City Soccer - - it is appropriate that we speak to a Judge who played college soccer and who is also an avid Orlando City soccer fan. Listen to Circuit Judge Don Myers talk about playing Soccer for Winter Park High School as a striker and for Emory University playing in the defensive position of a sweeper. He talks about the global, and now a local, phenomenon of soccer. Listen as Judge Lauten discusses with Judge Myers how Orlando City Soccer has changed the face of sports in Orlando, the competitive spirit necessary to play, injuries, teamwork, the nuances of the game, and the passion he has for what was once considered a secondary sport. A committee was established by the Conference of Chief Justices with the goal of finding ways to improve the cost and efficiency of the civil justice system. In this report from On the Road, host Laurence Colletti interviews members of that committee including Judge Bailey, Dean Lieberman, Chief Justice Balmer, and Chief Justice Jefferson. Together, they discuss their report which details 13 ways state court systems can improve civil cases. These recommendations range from curbing excessive discovery to simply using time effectively. Judge Jennifer D. Bailey has been a circuit court judge in Miami-Dade, Florida, for twenty-four years. She is the Administrative Judge for the 25-judge Circuit Civil Division, and handles a docket of complex business litigation cases. Hannah Lieberman joined the David A. Clarke School of Law as associate dean of Experiential and Clinical Programs in September, 2016, bringing to the position broad experience as a leader and litigator in the public interest sector. In her new position, Ms. Lieberman will lead the clinical faculty team to further develop the Law School’s exemplary clinical and experiential programs. Thomas A. Balmer was elected by his colleagues as Oregon’s 43rd Chief Justice and began service on May 1, 2012.  He was first appointed to the Supreme Court by Governor John Kitzhaber in 2001; he was elected in 2002 and re-elected in 2008 and 2014. Wallace Bernard Jefferson is the former chief justice of the Supreme Court of Texas, who served from 2004 until October 1, 2013. In October 2013, he joined the law firm of Alexander Dubose Jefferson Townsend LLP, as a name partner.
