The Point-in-Time count is a federally required snapshot of how many people are experiencing homelessness in a given area. Last week, the Council for the Homeless in Vancouver, WA went out on a cold Thursday morning to start the count. It was conducted by outreach staff, volunteers and other social service providers. OPB’s “Think Out Loud” joined surveyors Daniel Rivera, Gemma Somol and Brian Starbuck as they conducted their work. We were also joined by Charlene Welch, chief advancement officer for Council for the Homeless. They all shared the importance of the count, what homelessness looks like in Vancouver and why they go out and do this work.

WESLACO, Texas - Three Weslaco leaders have spoken about their first time visit to the International Council of Shopping Centers conference in Dallas.Mayor Adrian Gonzalez, City Manager Martin Garza, and Weslaco Economic Development Corporation Vice President Sandra Charlton gave remarks at a press conference hosted by the Rio Grande Valley Partnership. ICSC holds conferences around the country to bring cities and communities closer to potential retail store developers.ICSC, according to the group's website, “promotes and elevates the marketplaces and spaces where people shop, dine, work, play, and gather as foundational and vital ingredients of communities and economies.” It also “produces experiences that create connections and catalyze deals; aggressively advocates to shape public policy; develops high impact marketing and public relations that influence opinions; provides an enduring platform for professional success; and creates forward-thinking content with actionable insights — all of which drive industry innovation and growth.”ICSC's annual national conference occurs in Las Vegas in May. An annual regional event for Texas and nearby states takes place in Dallas. It is called ICSC@Red River.This year's Red River event was held at the Kay Bailey Hutchison Convention Center in Dallas, and ran from Jan. 31 to Feb. 2.For the first time the RGV Partnership, the Valley's regional chamber of commerce, had a booth at ICSC@Red River. The idea of the booth was for the Valley to promote itself as a region. After all, the Partnership's new motto is One Region, One Voice.On Feb. 12, the RGVP held a press conference to tell Valley media outlets how well the RGV did at the Dallas conference.The emcee was Daniel Silva, CEO of the RGV Partnership. The panelists were Rene Alcala, of Killam Development, Steve Valdez of Weslaco EDC, Daniel Rivera of Elsa EDC, and Victor Perez of Pharr EDC.ICSC.Valdez asked Weslaco leaders to speak from the podium about their experience of ICSC. ELSA, Texas - It may be hard to believe when Elsa's population is 5,680, but the city's biggest store, Walmart, pulls in two million visits a year. This is the point Elsa Economic Development Corporation Executive Director Daniel Rivera wants potential investors to know.Rivera gave a powerpoint presentation on current and future plans for Elsa at a Rio Grande Valley Partnership Commercialization and Investment Tour. One of the projects that has been resurrected, Rivera said, is development of a new industrial park.“The first question I get from someone who hasn't been to Elsa, who does not know Elsa is, what's the population? That's the wrong question. The question is not what is the population. The population of Elsa, if you Google it, is 5,680,” Rivera said.“The real question is, what is your retail impact? What is the what's going on in Elsa. So this is a heat map of Walmart. This is where people travel to come to our Walmart. We have two million visits every 12 months. That doesn't happen with a population of 5,600.”Rivera said the Walmart heat map “paints a better picture” of what's happening in Elsa right now. Elsa is based in Hidalgo County but Rivera said the city's catchment area spreads into the counties of Cameron and Willacy also.Rivera acknowledged that in comparison to McAllen, Edinburg or Mission, Elsa is a small town. “But this small town for the past few years has annexed over 100 acres of property. I think that's a testament to our growth. I think that's a testament to the amazing team here and everyone's working really hard to make the city a great city and a better place.”The Rio Grande Guardian International News Service interviewed Rivera after his presentation. He was asked what was the key message he wanted to get across to the realtors, bankers and land developers that were in the audience.“First, look in this direction. I know that a lot of people don't normally travel through here unless they have family but there's a lot of stuff happening and unless you kind of turn your attention towards what's happening over here you probably won't be aware of it,” Rivera said. “And so, I am hoping that this message and the message of the growth that is happening here spreads across the Valley as these people go into their networks and their offices. This is not the Elsa people remember from 30 years ago.”Rivera was also asked about a project that would be a real game changer for not only Elsa but the entire Delta area: TxDOT's plans to build another east-west corridor in the north of the Valley. Its project title is the I-69 Connector because it will connect I-69 Central with I-69 East.“We're already seeing some expansion out that way. Without these announcements, subdivisions are kind of popping up around that area. En varias ocasiones les dije a ustedes que lo único que no se oculta es un muerto porque los cadáveres se descomponen rápidamente y si hay algo insoportable es el hedor de la muerte. Para entonces las especulación en torno a las posibles muertes por covid cundían en las redes sociales y el voluminoso espectro de canales de televisión del país con más medios de comunicación de América Latina, con la irresponsabilidad que caracteriza a los opinadores que no necesitan fundamentar lo que dicen. Ayer el ministro de salud, Daniel Rivera, tuvo que salir a aclarar que el gobierno no tiene porqué ocultar un posible brote de cólera en el país que según la diputada Sonia Agüero de Dajabón cunde en su provincia disfrazado de Diarrea. La única manera de diferenciar el cólera de la diarrea común es con un análisis de las heces que supongo la diputada hizo en cada caso. Los efectos de las enfermedad según explica la clínica mayo pueden causar la muerte en horas. Pero la Diputada afectada por el síndrome del micrófono delante ya dictaminó un brote de colera, que puede ser verdad si es demostrado, pero que ella diagnostico sin necesidad de ninguna prueba.
