What will a new administration in Washington mean for American children, particularly the most vulnerable? This week, Naomi and Ian are joined by Lynn Johnson, founder of All In Fostering Futures and former Assistant Secretary of the Administration for Children and Families (ACF) during the first Trump administration. Lynn explores the federal government's role in influencing child welfare at the state level and highlights how reducing regulations and compliance burdens can enable child welfare workers to focus more on serving children and families directly. She reflects on ACF's focus during the first Trump administration, particularly its efforts to prioritize permanency in order to improve long-term outcomes for children in foster care. Lynn also discusses the need to revisit certain policies around kinship care introduced during the Biden administration. She also argues that some of the Biden administration's rules limited state governments' ability to collaborate with faith-based organizations to support foster children. Finally, she underscores the importance of interagency efforts to promote stable families and prevent children from entering the foster system altogether.Resources • How Churches Can Make a Difference in the Lives of Children Who Need Foster Care | Naomi Schaefer Riley• New White House Proposal to Further Alienate Religious Foster Parents | Naomi Schaefer Riley• The Privilege Hiding in Plain Sight | Ian RoweShow Notes• 00:47 | What were the child welfare priorities of the first Trump administration, and how much influence does the federal government have over policies regarding children and families? • 02:20 | Is there a parallel between the Administration for Children and Families and the Department of Education, in terms of their ability to influence state and local policy?• 04:40 | What steps did you take in your role during the first Trump administration, and what steps should be taken now that will get us closer to positive impact? • 10:00 | What can the federal government do that states cannot do to support a child who has experienced extreme instability and a high number of placements in the foster system?• 11:59 | What have the last four years looked like for child welfare under the Biden administration?• 19:31 | The Biden administration worked to implement certain requirements for foster care organizations regarding LGBTQ+ children, which could have negative impact on faith-based agencies. To make a positive impact on the foster care community, we need action on both a personal and systemic level. We need community members who are willing to step up and support individuals directly, but we also need leaders capable of creating policies that address real challenges. My guest for this episode, Lynn Johnson, is someone who has stepped into both of these roles. Lynn served as Assistant Secretary for the Administration for Children and Families in the US Department of Health and Human Services, which is a Senate-confirmed appointment where she led over 60 programs designed to make a real impact on lives all across the country. It was in this position that she created the ALL IN Foster Care and Adoption Challenge as a national call for people at all levels of government, as well as community members, to commit to being ALL IN for America's children. Today, she continues this work as the President of ALL IN Empowering Futures, a non-profit agency combating the crises of children aging out of the foster care system, adoption, poverty, and human trafficking. In this episode, Lynn shares the lessons she's learned from serving the foster care community on both a broad and personal scale, what she feels is the true measure of a successful program, how we can best serve adults who were formerly in foster care, and much more. We've got another great episode for you, TA PODience! We're back with Act 1 of a fascinating three-act series titled “Looking Back to Look Forward.” Episode 63, Act 1: “Collective Field Building,” features an exciting panel of inspiring multi-hyphenate artists and arts administrators who were instrumental in the formation of what would eventually become the Teaching Artists Guild (TAG). This episode is a fascinating reunion of sorts that is made up of Jean Johnstone, Kai Fierle-Hedrick, Lynn Johnson, Miko Lee, Jessica Mele, Eric Booth and of course Courtney J. Boddie. In Act 1, we learn about the “who” and “how” this confluence of creative minds intersected to found Teaching Artists Organized (TAO), and how that turned into Teaching Artists Guild. We also learn about the creation of two different tools developed in part by this group, one of which is the Teaching Artist Manifesto and how to create such a hold statement representative of every facet of teaching artistry as a field. The other is a larger, deeper conversation piece is the aspirational thinking behind the development of the teaching artist pay rate calculator, which can be used, in part, as a negotiating and advocacy tool, and a means to devising better hiring practices and roads to more equitable compensation for the teaching artist community as a whole. And all of this is discussed in the first half of this episode. So what else does this fascinating panel discuss? You'll have to listen to find out!

In this interview, Scott discusses how he came to his work focusing on Feedback Informed Treatment and deliberate practice. He discussed how when working with the Solution Focused Therapy founders, independent research found that the approach was effective, but not so significantly more effective than other approaches. He explained how this was surprising to him, and when he looked into it more, he found this finding was true when applied to all theories and techniques. He discussed his drive to improve as a clinician himself and his work with Michael Lambert and Lynn Johnson in looking at the common factors related to outcome and using client feedback to improve alliance and thus outcome. We discussed how continuing education is often focus on theory and technique, and how if a clinician would like to improve their effectiveness with clients, they need to focus on improving their relationships with clients. He discussed learning about Anders Ericsson's research related to deliberate practice, and how clinicians can use this to improve their work with clients. We discussed how research is often focused on symptoms, but it is actually the individual's functioning that is more important as functioning is often what brings clients into treatment, rather than symptoms. He explained that when working in drug and alcohol treatment, he often wondered why the clients had not sought treatment earlier, and it was often an effect on their functioning (e.g., losing their partner, losing their job) that propelled them into treatment. Scott discusses how often when people consult with him, he always returns to why the client is in therapy and what they want out of it, which many therapists forget about as they turn their attention towards the symptoms. Scott D. Miller, Ph.D. is the founder of the International Center for Clinical Excellence, an international consortium of clinicians, researchers, and educators dedicated to promoting excellence in behavioral health services. Scott conducts workshops and training in the United States and abroad, helping hundreds of agencies and organizations, both public and private, to achieve superior results. He is one of a handful of "invited faculty" whose work, thinking, and research is featured at the prestigious "Evolution of Psychotherapy Conference." His humorous and engaging presentation style and command of the research literature consistently inspires practitioners, administrators, and policy makers to make effective changes in service delivery. He is the author of numerous articles and co-author of Better Results: Using Deliberate Practice to Improve Therapeutic Effectiveness, The Heroic Client: A Revolutionary Way to Improve Effectiveness through Client-Directed, Outcome-Informed Therapy, and Feedback Informed Treatment in Clinical Practice: Reaching for Excellence.

Back in 1994, an 18 year old woman walked into a medical clinic in McHenry, Illinois seeking help. Her mother had just died, leaving her all on her own, with no other family to turn to. This young woman was cognitively impaired and vulnerable, living on the streets, alone. At the clinic, she met a 54 year old registered nurse named Linda LaRoche. LaRoche recognized right away that this young woman was impaired and took her into her own home in McHenry, a suburb of Chicago. LaRoche told her that she would help her get her high school diploma and provide her with room and board, what she asked for in exchange, was for her to be a housekeeper and a nanny to her children. This young woman has a name, Peggy Lynn Johnson. She had no way of knowing that she was about to lose her dignity and freedom in life and her identity in death. We all love a good success story – about people who've achieved something that we or others like us never have. Is it luck? Timing? Roots? Tune in to this new podcast, “Avant-Grad,” and get insight straight from achievers who've become leaders among Bobcats – and also nationally. This episode features renowned photojournalist Lynn Johnson, who earned her master's degree in visual communication in 2004 as a Knight Fellow. In this week's Podcast from Washington, Ian Goldstein speaks with Adriane Casalotti, NACCHO's Chief of Government and Public Affairs. They discuss ways in which NACCHO is serving local health departments during the COVID-19 outbreak, as well as the new legislation championed by NACCHO and introduced by Reps. Jason Crow (D-CO) and Michael Burgess (R-TX): the Public Health Workforce Loan Repayment Program. They also discuss NACCHO's contact tracing position paper. Later in the program, Ian talks with Lynn Johnson, Assistant Secretary at HHS' Administration for Children and Families (ACF), and Natalie Grant, Director of the Office of Human Services, Emergency Preparedness and Response. They discuss how local health departments that provide health services can work with ACF, and the importance of emergency preparedness and a coordinated national response to COVID-19.
Lynn Johnson joins Dave and his co-host Todd Lamphere, Chief of Staff to Paula White, Senior Advisor to the President for Faith and Opportunity Initiatives, to discuss some of the biggest challenges facing American communities. She addresses the important role faith-based agencies play in providing hope, shares her passion to strengthen families, and for children in the foster care system to find forever families. You will learn that it is possible as a person of faith to walk out our actions without pushing the separation of church and state to appoint where we are completely shut down, and how we can become part of the solution to the foster care and adoption crisis.
