Cattle Industry News Florida Restricts Animal Imports From Texas A dangerous livestock pest that hasn't been seen in the United States for years is raising new concerns—this time along the southern border. The New World screwworm is a parasitic fly whose larvae feed on the living flesh of animals, most often cattle. While infections in humans are rare, they can be serious—and in extreme cases, even fatal. Right now, there are no confirmed cases in the U.S. But Texas Agriculture Commissioner Sid Miller says a case has been detected just across the border about 60 miles south of Texas. That proximity is enough to trigger action more than a thousand miles away. Florida officials are now tightening restrictions on livestock coming from six counties in South Texas: Zapata, Jim Hogg, Starr, Hidalgo, Webb, and Brooks counties. Any animals brought in from those areas must undergo additional veterinary inspections and, if needed, treatment before entering the state. Florida Agriculture Commissioner Wilton Simpson says the state is taking no chances. He warned that if the screwworm takes hold, it could have serious economic and animal health consequences. He's also urging ranchers, veterinarians, and animal health workers to stay alert and report anything unusual right away. Here's how the pest works: adult flies lay eggs in open wounds or natural openings on an animal's body. When those eggs hatch, the larvae—commonly known as maggots—burrow into the tissue and begin feeding. According to the CDC, the infestation can worsen quickly if not treated. Texas officials say Florida's response makes sense. The state dealt with a screwworm outbreak in the past, and the memory of that damage still lingers. Meanwhile, as a precaution, the U.S. has shut down livestock trade through ports of entry along the southern border. There are also long-term plans in motion to stop the pest before it spreads. The U.S. Department of Agriculture is building a sterile fly production facility at Moore Air Base in Edinburg, Texas. The idea is to release sterilized male flies into the wild. Since female screwworms mate only once, this strategy helps prevent reproduction and gradually reduces the population. That facility is expected to be up and running by November of 2027. For now, officials say vigilance is key. Even without confirmed cases in the U.S., the threat is close enough to be taken seriously.  REFERENCE: https://www.ktep.org/2026-04-27/florida-is-restricting-animal-imports-from-texas-amid-screwworm-threat FAIR Labels Act Ensures Transparent Alt Protein Labeling Representatives from Missouri, Texas, Nebraska, Idaho and Wisconsin, reintroduced the Fair and Accurate Ingredient Representation on Labels (FAIR Labels) Act in the House to add transparency in food labeling for alternative protein products.  The legislation will provide consumers with clear and accurate information about plant-based and cell-cultivated protein products when making purchasing decisions. Sens. Pete Ricketts (R-Neb.) and John Fetterman (D-Pa.) sponsored the Senate version of the bill. The FAIR Labels Act: Defines "cell-cultivated" and "plant-based alternative" protein products to help consumers easily identify these products. Provides a clear definition of cell-cultivated protein products to ensure labels accurately reflect lab-grown food sources. Requires product labels to use terms like "cell cultivated" or "plant based" and to bear a clear disclaimer if the product does not contain meat or poultry or was not derived from a live animal. Directs the U.S. Department of Agriculture to oversee the labeling of these products, working alongside the Food & Drug Administration to maintain product inspection standards. Confirms the shared jurisdiction of FDA and USDA in overseeing cell-cultivated protein products, and requires the secretaries of agriculture and health and human services to jointly revise their 2019 current memorandum of understanding. NCBA President and Virginia cattle producer Gene Copenhaver said that currently, there is no federal statute for labeling cell-cultivated protein products in the marketplace. For far too long, lab-grown protein companies have exploited the use of terms like ‘meat' and ‘beef' to describe their products, creating the potential for consumer confusion through misleading marketing.  He went on to say that “The FAIR Labels Act will establish a federal guideline for labeling cell-cultivated and plant-based alternative protein products, ensuring consumers can easily differentiate these products from real beef products produced by U.S. cattlemen and cattlewomen.”  REFERENCE: https://www.feedstuffs.com/policy/fair-labels-act-ensures-transparent-alt-protein-labeling Pseudorabies In Iowa & Texas For the first time since being eradicated in the U.S. Commercial swine herds in 2004, pseudorabies (PRV) have been confirmed in herds in Iowa and Texas (Shike, 2026). A small commercial swine facility in Iowa was confirmed to have positive cases of PRV by the USDA's Animal and Plant Health Inspection Service (APHIS) and the National Veterinary Services Laboratories during routine testing. Officials at APHIS, in collaboration with the Iowa Department of Agriculture and Land Stewardship and the Texas Animal Health Commission, revealed that five affected boars in the Iowa facility originated from an outdoor production site in Texas (Shike, 2026). It is believed that the initial infection on the outdoor production site in Texas may have been a result of unintentional contact with feral swine. Pseudorabies virus was eradicated from the U.S. commercial swine herd in 2004. Cattle Industry News Cattle Herd Rebuilding & Drought These are the best of times for cow-calf producers, at least on paper. The CME feeder cattle index, which tracks the price of feeder cattle at various auctions, is currently 28% higher than a year ago. Even when adjusting for inflation, current feeder cattle prices are almost 20% higher than the previous cyclical peak in 2014.  However, the dramatic increase in cow-calf returns has not caused producers to retain more heifers for cow herd replacement. The sharp jump in returns in 2014 resulted in a 7% increase in beef cow replacement heifers to start the new year.  Last year may have been the best on record for producer returns, but replacement heifers increased just 0.4%, with the beef cow replacements up less than 1%. The Livestock Market Information Center or LMIC expects cow-calf producer returns to be even better in 2026 and 2027. The surge in futures has caused LMIC to raise calculated returns for 2026 by 32% vs. October, while returns for 2027 are now 54% higher than estimated six months ago, at nearly $1,100/cow. There is certainly interest on the part of producers to invest in their operations, but there are several critical hurdles. The main one is drought. We do not yet have a full reading of pasture conditions, but expectations are that conditions are far worse than last year.  According to USDA, about 45% of US cattle are now in areas experiencing severe or more intense drought. Producers with hay stocks are working through them as they wait for spring weather to green up pastures, but that is not guaranteed. Producers may have the best intentions to breed more heifers, but if feed is not there, they may opt to replace older cows rather than expand the herd. The other challenge is uncertainty about beef demand, not today or tomorrow, but in 2027, 2028, and beyond. The economy is on solid footing, and combined with a growing consumer appetite for protein, this has helped push beef demand to the highest point in 30+ years. Consumers are fickle and tastes change. After many years of battling drought, packers, and changing consumer diets, for some producers this is a golden opportunity to cash out.  REFERENCE: https://meatingplace.com/dlr-monthly-exclusive-herd-rebuilding-collides-with-drought-uncertainty/ Canada's Beef Traceability Rules On Hold Changes to Canada's beef traceability regulations were set to take effect in spring 2026 under Part 15 of the Health of Animals Regulations, but the Canadian Food Inspection Agency has paused publication of the proposed amendments after significant pushback from cattle producers. The complexity of the regulatory package has fuelled misunderstanding across the industry, and opposition has been vocal — including a petition launched Jan. 8 that has drawn nearly 30,000 signatures. Traceability efforts began before the 2003 BSE crisis, as the disease spread across Europe and Canada prepared for its arrival. The system was built to identify where infected animals came from and where they went, so the Canadian market could reopen as quickly as possible.  Rick Wright of the Livestock Markets Association of Canada said   without  industry being at the table from day one, we may have been slapped with something that's closer to what Europe is than what we've got today. Producers have raised concerns about several elements of the proposed changes: the requirement to use premises identification numbers to purchase identification tags, the seven-day movement reporting window and the expanded role of the Canadian Livestock Tracking system. —  particularly for those without reliable internet access. Other concerns include government overreach, the administrative burden on producers who move and sell cattle frequently, and what many see as insufficient communication from both the CFIA and producer organizations. Some producers have said publicly they do not intend to comply. REFERENCE: https://www.canadiancattlemen.ca/news/beef-traceability-rules-paused-producer-backlash/ Vet Shortage Challenges Livestock Producers Access to large animal veterinary care continues to be a growing concern, as livestock producers in Wyoming, Nebraska and Colorado face ongoing shortages in rural veterinary services. Much of the region has been identified as underserved through the U.S. Department of Agriculture's Veterinary Medicine Loan Repayment Program, which designates areas lacking sufficient veterinary coverage and offers incentives to attract practitioners. These designations underscore a widespread challenge in maintaining adequate care for livestock-heavy states. In these states, livestock operations are often spread across large geographic areas, meaning  veterinarians cover extensive territories. Even a small decline in available practitioners can have significant impacts, leading to longer response times, increased travel distances and limited availability during critical periods. For producers, access to timely veterinary care is essential for herd health, productivity and regulatory compliance, especially during high-demand seasons such as calving. Federal and state programs across the Northern Plains show a growing recognition of the issue, but also highlight the scale of the challenge. Incentive-based programs in states like Nebraska aim to recruit veterinarians into rural practice, while proposed federal legislation seeks to strengthen those efforts. Wyoming's investments, meanwhile, support the broader animal health systems that depend on veterinary capacity. Even with these efforts, the shortage of large animal veterinarians remains a long-term concern. Sustained focus on education, recruitment and retention will be critical to ensuring livestock producers across Wyoming, Nebraska and Colorado have access to the veterinary care they depend on. REFERENCE:  https://www.thefencepost.com/news/veterinary-shortage-challenges-livestock-producers-across-the-northern-plains/ McDonald's Big Arch McDonald's efforts to balance prices and value in the face of more expensive inputs and inflation-stressed consumers is leading the chain to upgrade burgers even as chicken takes up more menu space, according to CEO Chris Kempczinski. He went viral recently in a video promoting McDonald's newly introduced Big Arch, drawing social media ridicule for taking a dainty bite. Bosses from competing chains made videos chowing down on their own sandwiches, but the hoopla ultimately dramatically raised awareness of the new burger. Kempczinski said in a recent video interview with the Wall Street Journal that there's a group of consumers out there who want a really big burger that's a half pound of beef in the Big Arch. He went on to say as you look at what consumers were buying, and perhaps other places; fast casual restaurants or or even fine dining or full dining, there's a desire to have sort of an elevated burger experience. And I think what we've done with the Big Arch, the bun, sauces that we have with it, the crispy onions, all those things. Female skunks usually only have one litter each year, but male skunks can reproduce with more than one female during the breeding season, according to the University of Michigan. Skunks have a gestation period of 63 days. The young are born in April or May and the average litter contains about six young with litters ranging from two to ten. Young skunks remain in the nest from six to seven weeks before they start accompanying their parents. Check your property for potential den sites. Baby skunks, known as kits, are protected by their Mother who seeks out safe, sheltered spaces to raise their young, often choosing burrows beneath porches, crawlspaces, or other structures. Den openings are usually four to six inches wide and may have a faint skunk odor. Now is a great time to inspect your property and take steps to humanely discourage skunks from settling in. Warning: a skunk can spray multiple times, reaching up to 15 feet! If your dog has sprayed, the recommendation is to: Wash out their eyes and mouth with clean water Bath them with a skunk shampoo. Commercial products are available but you can make your own with 3 parts 3% hydrogen peroxide, 1 part baking soda, and a teaspoon of dish soap. Entomologists with the National Pest Management Association say unusual winter weather has created the perfect conditions for bugs to survive and multiply. As a result, Americans can expect pests to show up earlier than normal—and in larger numbers. The science behind it is fairly straightforward. A mix of mild winter temperatures, insulating snow, and early spring warmth allowed more insects to make it through the season. Now, rising heat and moisture are helping those populations grow quickly. Jim Fredericks, a senior official with the group, says this kind of extreme and inconsistent winter can have a ripple effect, boosting pest activity well into the warmer months. Experts warn that mosquitoes, ticks, flies, ants, and even cockroaches could all be more active than usual in 2026. That includes popular travel spots like beaches, parks, and other outdoor destinations. The takeaway: be prepared. Stocking up on bug spray, staying alert outdoors, and taking simple prevention steps could help reduce the impact of what's shaping up to be a very buggy season. How Lyme Disease Spreads Lyme disease bacteria causing human infection in the United States are spread to people by blacklegged (Deer Tick) ticks. In general, infected ticks must be attached for more than 24 hours to transmit infection; prompt tick removal can prevent transmission. Infected ticks are found most commonly in forested areas in the northeastern, north-central, and mid-Atlantic states, and in smaller areas within Pacific Coast states. Welcome to today's podcast! With the celebration of today's episode, number 300, we are reviewing the top episodes of Lifting the Lifter's!  First, Managing Weakness with Jason Hunt.  In this episode, we talk about our weaknesses and how we typically handle them, with coping strategies and mechanisms. All in an effort to avoid uncomfortable emotion. We use the ACE acronym, acknowledge, connect, and engage, to help us when we are in that unhealthy place to move forward and upward. We also discuss avoiding idle time and using deliberate actions to help us maintain a path of growth and progression.  The second-highest podcast is an interview I did way back in the beginning with Jeff Brabant. I did this interview and then also did a replay because it is so good. Jeff was my son Dylan's baseball coach at Miles Community College in Miles City, Montana.  Besides being an amazing coach, he was again, like Jason, a good human with so much wisdom and perspective.   One of the main things I loved about Jeff and his coaching style with the BOAC he had with each player. BOAC stands for a "bit of a chat." This episode was full of nuggets of wisdom for us all! Third top episode: Interview with my brother-in-law and sister about his battle with cancer.  It was raw and real.  Luke was diagnosed with lung cancer that shocked us all.  He has never smoked and has been a healthy, rough-and-tough hunter and dad his whole life.  The interview with him and my sister was full of tenderness, love, miracles, and hope.  If you or a loved one is struggling right now with a diagnosis, this one is good.  Henry Ford said: "Anyone who stops learning is old, whether at twenty or eighty. Anyone who keeps learning stays young. The greatest thing in life is to keep your mind young."  Aging is a journey of accumulating wisdom and new experiences, not just years, allowing us to become more authentic versions of ourselves. Welcome to the Bonus Replay of my Interview with Jeff Brabant! Jeff was my son Dylan's baseball coach at Miles Community College in Miles City, Montana.  Besides being an amazing coach, he was again, like Jason, a good human with so much wisdom and perspective.   One of the main things I loved about Jeff and his coaching style with the BOAC he had with each player. BOAC stands for a "bit of a chat." He'd have a one-on-one chat with each player discussing not just baseball, but ALL things.  Jeff knew that his players had a whole lot of other stuff in life, like school, family, and work. It wasn't just baseball.  He treated the players like humans, like family, and he loved them like his own.  I felt that when I met him, and I saw that when Dylan played for him.   We dive into acknowledging others' contributions to your life and your success. That announcement comes as North Dakota announced no cases so far and U.S. senators called for better communication among regulators to help stem the tide of new outbreaks.  The Michigan Department of Agriculture and Rural Development (MDARD) announced positive tests for HPAI in dairy cows in Clinton, Gratiot and Ionia counties, with additional testing expected soon. MDARD stated that the best tool available to combat the spread of HPAI, regardless of species, is using enhanced biosecurity efforts that include isolating new or returning animals on farms, monitoring the health of animals daily, and cleaning and disinfecting trailers used to haul animals. Meanwhile, officials in North Dakota reported there have been no cases of HPAI in cattle as of May 10, although the infections of dairy cows in nine other states this spring continues to be monitored, according to State Veterinarian Dr. Ethan Andress. USDA recently announced plans to provide a total of $98 million to help states and ranchers stem the spread of HPAI beyond birds as state and federal officials continue to monitor cases in 42 herds so far, including South Dakota. Enhanced biosecurity efforts are expected to remain in place as new information about HPAI in cows is gathered, officials added.   PROPER COOKING KILLS H5N1 IN GROUND BEEF With the continued spread of H5N1, some have questioned the proper way to prepare beef to ensure its safety.  The USDA said in its latest update that ongoing research shows that standard recommended procedures for cooking ground beef eliminates the H5N1 virus. Beef, pork, poultry, dairy and fish are all available.   Cattle Industry News   ALABAMA BECOMES SECOND STATE TO OUTLAW CULTIVATED MEAT Alabama is now the second state in America where cultivated meat cannot be manufactured or commercialized as Gov. Kay Ivey on Tuesday signed a bill (SB 23) that includes the cultivated meat ban. Violating the law will be a class C misdemeanor, which carries the possibility of up to a three-month jail sentence and a fine of $500. The new law takes effect October 1, 2024. Florida became the first state to pass such a ban earlier this month, with Gov. Ron DeSantis signed the bill (SB 1084) into law on May 1, 2024.   PROPOSALS FINALLY SEEN ON FARM BILL After months of waiting, there is movement on farm bill legislation in Congress. On May 2, 2024, both the House and Senate provided farm bill proposals. The USDA has been operating on a 1-year extension of the 2018 farm bill. That is set to expire on Sept. 30. Areas taking top priority in the two bills are conservation, nutrition programs, and energy alternatives and incentives. Deeper in the proposals, emphasis is placed on beginning farmers and ranchers. Lending is of concern with such high-interest rates and lack of credit options. Under the credit title in the House's farm bill proposal, finance options are enhanced for new, young, beginning or veteran farmers. It also gives focus to commercial lenders' ability to be a reliable source of credit and capital.    YET ANOTHER NEGATIVE QUARTER FOR BEYOND MEAT Beyond Meat reported another sharp decline in revenues for its first fiscal quarter, and net losses that were slightly improved from the same period a year ago. The company reported top-line revenues down 18%.   STRONG FRESH MEAT SALES IN APRIL In an April study among 1,700 U.S. consumers, 210 Analytics found that 34% of consumers are worse off financially now than they were one year ago. However year to date, fresh meat sales continue to increase by 1 percent. EPISODE 184 DETAILS SCIENTISTS BELIEVE H5N1 JUMP FROM BIRDS INTO DAIRY COWS HAPPENED MONTHS AGO. Academic scientists analyzing the USDA's publicly accessible database of avian flu DNA, collected in and around dozens of dairy herds in nine states, shows that the H5N1 strain may have made a single jump from a bird into a cow. The transmission could have occurred up to four months ago, according to preliminary findings published online. Michael Worobey, an evolutionary biologist at the University of Arizona who is leading a group of researchers studying the outbreak from outside federal agencies, tweeted that genetic data shared by USDA “strongly suggests there was single origin, at least for these sequences. Possibly in late 2023/early 2024.” He said there were indications that birds have been reinfected by cattle carrying the viral strain. The outbreak in dairy cattle was first identified in late March. The USDA this week said that ground beef from cattle infected with H5N1 is safe to consume, after retail samples were collected, tested and found to be all negative for H5N1.   USDA LAUNCHES BEEF TESTING BLITZ AMID H5N1 OUTBREAKS IN DAIRY CATTLE. Three separate studies by government scientists are underway to monitor and test food supply safety in response to the widening outbreak of the H5N1 avian virus strain in dairy cattle, the USDA announced this week. The regulatory safety efforts follow news last week of confirmed infection in a herd in Colorado, the ninth state to be affected since March. USDA's Animal and Plant Health Inspection Service (APHIS) is conducting polymerase chain reaction (PCR) tests of ground beef from retailers in the nine states to detect if any viral particles are present. Meanwhile, the Food Safety Inspection Service (FSIS) is taking muscle samples from culled dairy cows that have been condemned for systemic pathologies, which are also being tested for viral particles. Any positive tests in the two studies are to be followed up with checks for live virus by the Agricultural Research Service (ARS). Meanwhile, ARS is carrying out a study using a virus “surrogate” in a study of ground beef to determine what temperature would be required for safe cooking if live virus were present. “Results from these studies are forthcoming, and we will share information as it becomes available,” the USDA said. The agency urged consumers to maintain proper handling of raw meat and cooking to a safe internal temperature. “USDA is confident that the meat supply is safe. USDA has a rigorous meat inspection process, where USDA's Food Safety and Inspection Service (FSIS) veterinarians are present at all federal livestock slaughter facilities. FSIS inspects each animal before slaughter, and all cattle carcasses must pass inspection after slaughter and be determined to be fit to enter the human food supply.” GROUND BEEF PASSES USDA'S H5N1 SAFETY TESTS. Ground beef from cattle infected with H5N1 is safe to consume, according to testing conducted by the USDA. The agency announced the findings Wednesday after its Food Safety and Inspection Service (FSIS) collected 30 ground beef samples from retail outlets in states where dairy cattle herds had tested positive for the influenza virus. The samples underwent PCR testing at APHIS' National Veterinary Services Laboratories (NVSL). The results revealed that all samples tested negative for H5N1, reaffirming the safety of the meat supply. The findings come days after Colombia issued restrictions on U.S. beef imports due to concerns over dairy cows testing positive for avian influenza. The move was the first and only instance, as of Thursday, of a country limiting beef trade due to avian influenza in cows.    FINAL RULE: ELECTRONIC IDENTIFICATION TAGS.   The U.S. Department of Agriculture is getting set to publish the agency's final rule, “Use of Electronic Identification Ear Tags as Official Identification in Cattle and Bison,” in the Federal Register.  The rule would require official ear tags sold for or applied to cattle and bison to be readable both visually and electronically (EID). Cattle organization R-CALF has strongly opposed the rule stating, “The USDA has slapped independent cattle producers, who have worked closely with the USDA in the past to very successfully control, contain, and eradicate foreign animal diseases, in the face. “We will fight against the implementation of this disastrous rule that infringes on the freedoms and liberties of our nation's independent cattle farmers and ranchers. This is government overreach at its worst.” National Cattlemen's Beef Association (NCBA) President Mark Eisele, a Wyoming rancher, issued the following statement in response to the U.S. Department of Agriculture's (USDA) final traceability rule:    “USDA's final traceability rule updates the existing requirement for animal identification that has been in place since 2013, switching from solely visual tags to tags that are both electronically and visually readable for certain classes of cattle moving interstate. Many producers are already familiar with using these visual tags and under the new rule, they will instead use electronic tags. NCBA has worked hard to secure $15 million in funding for producers to reduce the cost of implementing this change. We also remain committed to safeguarding producers' private data and continuing to reduce the cost of ear tags for farmers and ranchers. Our industry faces a tremendous threat from the risk of a future foreign animal disease on American soil. To avoid devastating financial losses during a potential outbreak and to help producers quickly return to commerce, we need an efficient animal disease traceability system.”  The USDA final traceability rule amends a previous 2013 rule that requires sexually intact cattle 18 months of age or older, rodeo and exhibition cattle, and dairy cattle moving interstate to have an official form of animal identification. The 2013 rule, which cattle producers already comply with, instituted visual ID tags for interstate movement. The new final rule switches producers to electronic ID tags. The rule will not take effect for six months to provide time for producers to prepare. COLUMBIA RESTRICTS U.S. BEEF IMPORTS DUE TO AVIAN FLU According to MeatingPlace.com, Colombia issued restrictions on U.S. beef imports due to concerns over dairy cows testing positive for avian influenza, according to a notice from the USDA. The move marks the first instance of a country limiting beef trade due to bird flu in cows. While Colombia's beef imports from the U.S. are relatively small annually, the decision underscores growing concerns over the virus's potential impact. The USDA's Food Safety and Inspection Service (FSIS) updated its website this week, confirming the ban on beef products originating from cattle slaughtered in states including Idaho, Kansas, Michigan, New Mexico, North Carolina, Ohio, South Dakota and Texas (all states that reported cows testing positive. Colombia has temporarily restricted raw bovine meat products, although shipments with valid import permits may still be subject to port delays, the notice said. The news follows the USDA's Federal Order required testing for interstate movement of dairy cattle and mandatory reporting of positive test results.
