Finding a role for hydrogen in a low-carbon energy economy. Hydrogen has been called the Swiss Army knife of energy, because it has so many potential applications, from home heating to heavy industry. But so far, deployment around the world has been slow. And in recent months there has been a series of setbacks for plans to use clean hydrogen to decarbonise energy systems. So what's the problem? Is it unsuitable infrastructure, policy uncertainty, or fundamental challenges of physics and economics? Does hydrogen really have a role to play in the low-carbon energy system of the future? And if it does, what does the industry need to get there?To find out, host Ed Crooks is joined by Dr Melissa Lott, Partner General Manager in Energy Technologies at Microsoft, and Austin Knight, Vice President for hydrogen at Chevron New Energies. Hydrogen is not a one-size-fits-all solution, but it could help us tackle some of the toughest challenges in decarbonisation. It may be expensive, but in some sectors it looks like a more cost-effective solution for achieving net zero than any other option.For some proposed applications, it looks pretty clear that hydrogen is going to be a non-starter. But Austin says there are some sectors where it still has a viable future. Chevron is investing in hydrogen fuel suppliers and fuelling stations for heavy trucks across California, for example. The 5th Hydrogen Energy Ministerial in Tokyo announced that by 2030, the world would produce and use 90 million tonnes of renewable and low-carbon hydrogen. Then, last year, the 6th Hydrogen Energy Ministerial not only reiterated the 90 million tonne target, but went further, promising that the overall market for hydrogen would grow to 150 million tonnes by 2030. All very exciting, and it helped to ensure that hydrogen was one of the hot topics at COP 28 in Dubai a few months later. But these targets are unachievable. The issue is simple: it's money. The biggest challenge facing low emission hydrogen is that it is expensive to produce, expensive to transport, expensive to store, expensive to distribute, and expensive to use. Whether you're switching existing users to clean hydrogen or pushing hydrogen into sectors where it's not currently used, it takes money - and lots of it. In this week's episode of Cleaning Up, we find how much and how much more governments would have to spend for hydrogen to live up to its hype. This audio blog is adapted from a piece Michael wrote at the end of last year for BloombergNEF, entitled "Clean Hydrogen's Missing Trillions", which estimated that hitting the Hydrogen Energy Ministerial target of 90 million tonnes of clean energy by 2030 would require subsidies of at least $2.3 trillion to be on the table right now, while the actual figure at the end of last year was 1/10th of that. Although the figures have changed a bit since then, the message remains the same: the subsidy gap remains in the multiple trillions of dollars. Peter and Jackie start this week's podcast by discussing the latest developments at COP28 in Dubai, including whether the wording “phase-out” or “phase-down” of fossil fuels will be included in the final text.Next, they talk about the Canadian energy policy announced by the Canadian federal government at COP28, including draft legislation to reduce methane from oil and gas by 75% from 2012 levels by 2030.  The government also issued a document on the proposed cap on oil and gas emissions, with a deadline to submit feedback by February 5, 2024, draft legislation by 2024, and final regulations in 2025.Lastly, Kim Sturgess, CEO of WaterSMART Solutions, joins the podcast. WaterSMART Solutions is a leading consultancy for water management solutions.  With funding and support from Alberta Innovates, ATCO, Capital Power, Hydrogen Naturally, Kiwetinohk Energy Corporation, and the Municipal District of Greenview, the consultancy published a study titled “Water Impacts from Hydrogen Development in Alberta in 2023.”  Kim explains that water is consumed to make clean, blue, and green hydrogen and that the water source must be considered early in project planning. In the last couple years, many teams made the decision to pare down the amount of paint used on the cars, exposing the natural black color of the carbon fiber below it. Open enrollment for Medicare begins on Oct. 15 and runs through Dec. 7. A state Medicare assistance program is hosting a series of events to help people in Indiana navigate the open enrollment period.  The Indiana Department of Insurance's State Health Insurance Assistance Program, or SHIP, is hosting presentations and other events to prepare eligible Hoosiers to select coverage for 2024. Rep. Donna Schaibley (R-Carmel) is the third lawmaker this year to announce they won't run for reelection.  Schaibley will have served 10 years in the state House when her term ends in 2024. The Midwest Alliance for Clean Hydrogen — also known as Mach H2 — is one of seven hydrogen hubs to receive funding from the federal government. These regional hubs are multistate groups made up of industries and researchers that will pool resources to make hydrogen energy on a large scale — including some projects in Indiana.  Damien Center will use a new $2.5 million federal grant to create an intensive outpatient program to provide treatment for substance use disorders and people with coexisting substance and mental health disorders. The United Auto Workers strike strategy has been mostly predictable over the last four weeks. On Fridays, the union would announce which plants would go on strike based on how well the week's negotiations went. National union leadership announced Friday that the pattern is ending — and local UAW officials say they'll have to calm members' nerves about it. Volts subscribers understand that a decarbonized energy system will require lots and lots of hydrogen, to store energy and to serve as a fuel in applications that are otherwise difficult to decarbonize. They also understand that while 95 percent of the world's hydrogen is currently produced using fossil fuels, there is a carbon-free way to produce hydrogen.It involves running electrical current through an electrolyzer, which splits hydrogen out of water. (Volts listeners heard all about electrolyzers a few episodes ago.) But the resulting hydrogen is clean only if the electricity that is run through the electrolyzer is clean. That's the recipe for clean hydrogen: clean electricity plus electrolyzers.Democrats also understand the need for clean hydrogen to scale up quickly, and they included tax credits for clean hydrogen production in the Inflation Reduction Act. And therein lies the rub. The IRS is currently in the process of determining exactly how those tax credits will be structured and to whom they will be available. At issue is a question that sounds simple but turns out to be devilishly complex: what exactly counts as clean hydrogen? More specifically, what exactly counts as clean electricity?The details matter enormously — up to $100 billion worth of subsidies are on the line. Big companies from BP to NextEra are lining up to try to make the standards as lax as possible, to maximize their short-term profits. But lax standards could perversely end up increasing greenhouse gas emissions, as electrolyzers come online, gobble up the available clean energy, and push grid managers to start up fossil fuel plants.
