Radical right parties are no longer political challengers on the fringes of party systems; they have become part of the political mainstream across the Western world. How the Radical Right Has Changed Capitalism and Welfare in Europe and the USA (Oxford UP, 2024) shows how they have used their political power to reform economic and social policies in Continental Europe, Northern Europe, Eastern Europe, and the USA. In doing so, it argues that the radical right's core ideology of nativism and authoritarianism informs their socio-economic policy preferences. However, diverse welfare state contexts mediate their socio-economic policy impacts along regime-specific lines, leading to variations of trade protectionism, economic nationalism, traditional familialism, labour market dualism, and welfare chauvinism. The radical right has used the diverse policy instruments available within their political-economic arrangements to protect threatened labour market insiders and male breadwinners from decline, while creating a racialized and gendered precariat at the same time. This socio-economic agenda of selective status protection restores horizontal inequalities in terms of gender and ethnicity, without addressing vertical inequalities between the rich and the poor. Combining insights from comparative politics, party politics, comparative political economy, and welfare state research, the book provides novel insights into how the radical right manufactures consent for authoritarian rule by taming the socially corrosive effects of globalised capitalism for key electoral groups, while aiming to exclude the rest from democratic participation. This latest RevDem Rule of Law podcast discusses the doctoral research of Dr. Maciej Krogel following the defence of his thesis “The intellectual sources of the European Union's response to the rule of law crisis in the Member States”. Maciej is a lecturer at the University of Amsterdam and he completed a re:constitution fellowship in 2022/23. Oliver Garner: Your Ph.D. traces the intellectual sources of the EU's response to the Rule of Law crisis in certain Member States.  This is a topic that we have covered since the inception of RevDem.  Could you summarise your key findings for our listeners and readers? Maciej Krogel: Thanks a lot for asking me about it.  It is still brand new to me to be graduated from the EUI and I think you are the first person to ask me about my research in an interview.  So, indeed, I have written my thesis about the background conditions for the response of the European Union institutions to the Rule of Law crisis in the Member States.  A lot has been written about the Rule of Law crisis, about institutions, about judiciaries, and about the problems in the Member States in the recent years.  However, I think what was lacking, and what is lacking still, is the critical theory of the origins of what the European Union institutions are doing. We have some very specific critical accounts of, for example, the overly legalistic response or the democratic credentials of the response.  But I have decided to trace the origins of the Rule of Law response of the European Union to its earlier constitutional heritage, as I call it. What has been lacking most of all, I think, has been situating the Rule of Law reactions, and also scholarship, within the broader constitutional heritage, concepts, ideas, and discussions of the European Union from the past decades.   For instance, on topics such as constitutional pluralism, constitutional change, and membership in the European Union. These were the three main strands that I selected for tracing the origins in my thesis.

Il conflitto fra lupi e umani ha una delle motivazioni più antiche, forti e persistenti nella predazione sul bestiame domestico. È uno degli ostacoli principali alla convivenza: molti pastori ritengono che la presenza del lupo comporti un insopportabile aggravio di costi, di lavoro e di stress e che vada attivamente contenuta in molte zone, in alcuni casi eliminata del tutto.Nei territori dove il lupo è scomparso da decenni, gli allevatori hanno perso l'abitudine alla coesistenza con i grandi predatori e, con il loro ritorno, sono costretti ad adattarsi bruscamente impiegando strumenti di prevenzione degli attacchi e modificando la gestione dell'allevamento. Gli animali non possono più essere lasciati incustoditi e devono essere difesi con l'utilizzo di recinzioni elettrificate e di cani da protezione del bestiame. Questo significa spese maggiori da sostenere, più stress, più fatica e un aumento delle ore di lavoro spesso in condizioni già difficili.Laura Scillitani si occupa di conservazione della fauna e divulgazione naturalistica. Biologa, nel 2011 ha conseguito il dottorato di ricerca presso l'Università di Padova. A Statistical Comparison of EUV Brightenings Observed by SO EUI with Simulated Brightenings in Non-potential Simulations by Krzysztof Barczynski et al. on Tuesday 18 October The High Resolution Imager (HRI_EUV) telescope of the Extreme Ultraviolet Imager (EUI) instrument onboard Solar Orbiter has observed EUV brightenings, so-called campfires, as fine-scale structures at coronal temperatures. The goal of this paper is to compare the basic geometrical (size, orientation) and physical (intensity, lifetime) properties of the EUV brightenings with regions of energy dissipation in a non-potential coronal magnetic field simulation. In the simulation, HMI line-of-sight magnetograms are used as input to drive the evolution of solar coronal magnetic fields and energy dissipation. We applied an automatic EUV brightening detection method to EUV images obtained on 30 May 2020 by the HRI_EUV telescope. We applied the same detection method to the simulated energy dissipation maps from the non-potential simulation to detect simulated brightenings. We detected EUV brightenings with density of 1.41x10^{-3} brightenings/Mm^2 in the EUI observations and simulated brightenings between 2.76x10^{-2} - 4.14x10^{-2} brightenings/Mm^2 in the simulation, for the same time range. Although significantly more brightenings were produced in the simulations, the results show similar distributions of the key geometrical and physical properties of the observed and simulated brightenings. We conclude that the non-potential simulation can successfully reproduce statistically the characteristic properties of the EUV brightenings (typically with more than 85% similarity); only the duration of the events is significantly different between observations and simulation. What drives decayless kink oscillations in active region coronal loops on the Sun? by Sudip Mandal et al. on Sunday 11 September We study here the phenomena of decayless kink oscillations in a system of active region (AR) coronal loops. Using high resolution observations from two different instruments, namely the Extreme Ultraviolet Imager (EUI) on board Solar Orbiter and the Atmospheric Imaging Assembly (AIA) on board the Solar Dynamics Observatory, we follow these AR loops for an hour each on three consecutive days. Our results show significantly more resolved decayless waves in the higher-resolution EUI data compared with the AIA data. Furthermore, the same system of loops exhibits many of these decayless oscillations on Day-2, while on Day-3, we detect very few oscillations and on Day-1, we find none at all. Analysis of photospheric magnetic field data reveals that at most times, these loops were rooted in sunspots, where supergranular flows are generally absent. This suggests that supergranular flows, which are often invoked as drivers of decayless waves, are not necessarily driving such oscillations in our observations. Similarly, our findings also cast doubt on other possible drivers of these waves, such as a transient driver or mode conversion of longitudinal waves near the loop footpoints. In conclusion, through our analysis we find that none of the commonly suspected sources proposed to drive decayless oscillations in active region loops seems to be operating in this event and hence, the search for that elusive wave driver needs to continue. arXiv: http://arxiv.org/abs/http://arxiv.org/abs/2209.04251v1

A factor in measuring EUI is through the ENERGY STAR score, a one to 100 score that annually ranks just how much energy a building is consuming, per the official website. “The best way to analyze it is to put it into the ENERGY STAR's portfolio manager, and that will give you an ENERGY STAR score that rates you anywhere from one, which is very low, to 100, which is high. That tells you how you rate relative to other buildings of the same usage type,” said Gilg. Gilg added that this is comparatively done only between buildings that house the same facilities, such as office buildings or hospitals. So, a building that has an energy star score of 50 simply means that its energy usage is 50% better than other buildings in a similar category. Naturally, many buildings and companies aim to have the highest score, but that can't always be the case. Luckily, there are solutions that come in levels to help them get there. Most solutions involve actions such as reducing energy use at all hours of the day (unless the building is operating 24 hours), thermostat controlling, and overall proper management of energy-efficient mechanisms. However, building owners must reach various tiers in numerical order before they can obtain a better score. These tiers are: 1. Occupant health and safety 2. Space requirements 3. Occupant comfort 4. Energy efficiency

In the late 1980s, when Antonio Cassese (‘Nino') was a professor of International Law at the European University Institute (‘EUI'), the European Community — as the now European Union was named at the time — asked him to lead a research group on the state of the protection of human rights in the Community. The group produced a three-volume study, edited by Nino himself, Joseph Weiler and Andrew Clapham, which was published in 1992 under the title ‘European Union: the Human Rights Challenge'. This pioneering study paved the way for the further development of human rights law in the European legal space.In this episode, the co-hosts — Paola Gaeta and Antonio Coco — discuss that work with guest Andrew Clapham (Graduate Institute of International and Development Studies, Geneva), one of the researchers working with Nino on the project. Professor Clapham describes the state of legal protection of human rights in Europe at the beginning of the 1990s and the role they played in the process of European integration. Nino Cassese was also a member of the ‘Comité des Sages' (namely, Committee of the Wise People), who were tasked by the European Union to devise and propose a Human Rights Agenda for the European Union for the Year 2000. The episode features a testimony about that endeavour by Philip Alston, who led that study at the EUI. The study eventually contributed to the adoption of the Charter of Fundamental Rights of the European Union in 2000, showcasing the EUI as a vibrant intellectual and political hub that ultimately facilitated the adoption of the Charter — as the EUI President, Professor Renaud Dehousse, recently put it.  Links- A. This event is part of the Environmental Resilience lecture series, co-organised by the IIEA and the Environmental Protection Agency (EPA). On this occasion, Professor Delbeke argues that sustainable finance has a crucial role to play in delivering on the policy objectives of the European Green Deal, as well as the EU's international commitments to its climate and sustainability objectives. The European Commission has adopted a package of sustainable finance measures, such as the EU Taxonomy Climate Delegated Act, with the aim of making the Union a global leader in setting standards for sustainable finance. Professor Delbeke reflects on these initiatives and considers how the U.S. may follow suit. He also highlights that the delivery of climate finance to support developing countries will be a key determinant of success at the upcoming UN Climate Summit in Glasgow. Professor Delbeke concludes that the transition to a climate resilient future will depend on the development of a resource-efficient economy with a financial system that supports sustainable growth. About the Speaker: Jos Delbeke is a Professor at the European University Institute's School of Transnational Governance, where he serves as the EUI's European Investment Bank Chair on Climate Change Policy and International Carbon Markets. He is also Professor at KU Leuven in Belgium. From 2010 until 2018, Professor Delbeke was Director-General of the European Commission's DG Climate Action. In this role, he was heavily involved in setting the EU's climate and energy targets for 2020 and 2030 and was a key player in developing EU legislation on the Emissions Trading System (ETS). Professor Delbeke was previously European Commission's chief negotiator at the UNFCCC Conference of the Parties, where he was responsible for the EU's implementation of the Kyoto Protocol and pivotal in the negotiations of the Paris Agreement. As an economist, he underlined the role of market-based instruments and of cost-benefit analysis in the field of the environment.

Professor Rebecca Adler-Nissen joins the Hayseed Scholar podcast. Professor Adler-Nissen is a proflic scholar known for her work on diplomacy, integration, practice theory, and her deep knowledge and use of social theory. She talks to Brent about growing up in Denmark, but also Israel and the United States. Before going to uni, Rebecca spent some time working on boats, sailing at one point to the Canary Islands where she looked for more work at the age of 18. She eventually returned to Europe, attending both the University of Copenhagen and Sciences Po. Rebecca went to Copenhagen as well for her Master's and PhD, at a time when the 'Copenhagen school' was gaining momentum and the lectures and conversations in her program were filled with excitement. She talks to Brent about writing her PhD at Copenhagen, how she got into the topic of European integration to 'update' her grandmother who had fought in the resistance against the Germans, on the possibilities of Germans being the ones after the Berlin Wall fell who were building a peaceful order.  Rebecca reflects on her visiting position at the EUI in Florence, before defending her thesis and going on the market in 2009-2010. It was in the 2010s when Rebecca burst onto the scene with a flurry of now iconic publications, and she talks about what went into that. In her address to the IIEA, Susana Malcorra discusses the crisis facing the multilateral order. She argues that the crisis threatens to undermine international peace and security, the liberal basis of the post-Cold War multilateral system, and efforts to address serious issues like globalisation and the provision of global public goods. About the Speaker Susana Malcorra became the Dean of the IE School of Public and Global Affairs in March 2020. She was Minister of Foreign Affairs and Worship of Argentina from December 2015 to July 2017. She previously served as the Chairperson of the WTO Ministerial Conference, Chief Operating Officer of the World Food Programme (WFP) and Under-Secretary-General for the Department of Field Support. In April 2012, Ms. Malcorra was appointed Chief of Staff to the UN Secretary General, Ban Ki-Moon. She is a member of the Democracy Cluster at the School of Transnational Governance in the EUI in Florence. She graduated with a degree in electrical engineering from the University of Rosario and has 25 years of professional experience in the private sector (IBM and Telecom Argentina) in addition to her distinguished career in the national and multilateral arenas.

Philip Alston's deep worries about the institutionalization of the tactic of targeting killing, the ensuing extension of warfare and its corrosive consequences for any meaningful possibility of scrutinizing the legality of such strikes, proved far-sighted. The chapter focuses on the accompanying re-articulation of the right of self-defense by states active in the war on terror and demonstrate that it has fashioned a set of interconnected legal propositions that we call “revisionist.” This revisionist framework, we show, cumulatively engenders a highly permissive framework for the preventive, extraterritorial, use of lethal force against individuals and non-state groups, with a geographically and temporally expansive scope. We do not argue that this permissive version of self-defence is now lex lata or even de lege ferenda. We also distinguish ourselves from the view that the revisionist framework departs from “the ‘old days' when the law was allegedly certain” – that is, when the law required a high threshold of effective control by the territorial state over the non-state armed group. Instead, building on Robert Brandom's Hegelian account of the determinateness of legal concepts, we frame the revisionist framework as a historically-embedded process of determination of the new content of the concept of self-defense. The chapter shows that these conceptual revisions bring with them a reconfiguration of the structure of legal relationships presupposed by the jus ad bellum's concept of proportionality, and a new (in)determinacy which renders the concept more permissive than constraining. Lecture summary: Grotius is not generally considered a state theorist, but a theorist and jurist of natural law. But his accounts of natural right, sociability and sovereign power – all building blocks of his carapace of a natural legal order – generate also an exoskeleton of political order that leans upon but is not reducible to the legal order of natural law. As such, Grotius's juristic sensibility and his Roman legal methods, generate not so much a political theory of the state as a set of generative parameters for the conceptualization of the state in which the concrete constitution of state authority is historical and plural, even as it is integrated into a universal legal order. State authority is made possible and accountable under a system of natural legal right, even as its constitution is a historical achievement that should not readily be disturbed and in which a large range of freedom and unfreedom is lawful and should be accepted. The European Universities Initiative, a new EU funding programme for university networks, supports experimental models of collaboration across borders. We have François Taddei, in Paris, on the line. Monsieur Taddei is an educator, a teacher, he has co-founded a research and learning centre in Paris called CRI, which holds an UNESCO chair for “learning science”. He is also a counselor for one of the new European university networks. Our questions are: • What is this EUI about? • Is this initiative a continuation of the Bologna Process? The construction industry will never reach carbon zero. And while we have made great strides in the way of operational emissions, we have only begun to think about reducing the embodied carbon emissions associated with the manufacturing, transport and construction of the necessary building materials. In most cases, it takes 250 years of operation to match the emissions related to the building process itself. So how do we reduce embodied carbon emissions as much as possible—and responsibly offset the rest? Stacy Smedley is the Director of Sustainability at Skanska USA. Skanska is one of the world’s leading project development and construction groups, working to provide innovative and sustainable building solutions and create a sustainable future for its people, customers and communities. Stacy has a degree in Architecture from the University of Washington, and she enjoyed a ten-year career in the field before joining Skanska. She is the architect behind the extension of the Bertschi School Science Wing, the world’s fourth Living Building. Stacy also serves on the advisory board for the Carbon Leadership Forum, and she is the Construction Chair of the Embodied Carbon Network. This goal was reaffirmed in the conclusions of the meeting on 22 May 2013. Significant progress has been achieved towards meeting this objective, both in terms of the development of the required market and network operation rules and on the ground. In fact, in terms of rulemaking, two network codes have already been adopted, a third one should be adopted soon and ten more have already been recommended for adoption to the European Commission and they could soon enter into the Comitology process. Moreover, a number of the main provisions in these network codes have already been implemented in practice, through the voluntary cooperation of national regulatory authorities (NRAs), transmission system operators (TSOs) and other stakeholders. This early implementation approach has been supported by the Agency for Cooperation of Energy Regulators (ACER), which has coordinated the definition of a number of Roadmaps for the rapid and effective integration of the electricity and gas markets, to deliver tangible benefits to EU energy consumers as soon as possible. In the electricity day-ahead timeframe, a single market-coupling platform operates, since May 2014, to determine prices and cross-border flows on a large part of the EU, from the Straits of Gibraltar to the Barents Sea. Similarly, a single platform is already used for allocating capacity on the majority of internal EU gas interconnection points. However much still remains to be done. The first coordinated auction for long-term electricity cross-border transmission rights is expected to take place in the second half of 2015, on the basis of harmonised auction rules currently being developed. In the intra-day timeframe of the internal electricity market, the development of a single continuous-trading, market-coupling platform has been repeatedly delayed and the go-live is now expected by the end of 2015 at the earliest, more than two years later than originally planned. Liquidity of many gas hubs still needs to be enhanced so that they could provide robust price signals to determine the efficient flow of gas across the EU. A well-functioning internal energy market is also increasingly recognised as an important contributor to the security of energy supply of the EU, as well as a pre-requisite for any additional measure to promote such security. This Workshop aims at reviewing progress in the creation of a single market in electricity and gas across the EU and at identifying what is still missing so that EU consumers can reap the full benefits. The Workshop will be structured in three sessions. Session I will be devoted to assess energy consumers’ expectations from the internal energy market and the benefits already accrued to them. Sessions II and III will aim at reviewing progress towards the creation of a single market in electricity and natural gas, respectively.

Which regulation to finance transmission investment ? Live Debate with Vincent Rious and Arthur Henriot FSR.EUI.eu 10th December 2014 Which regulation to finance transmission investment in the power sector ? The development of the European electricity transmission grid plays a key role in the European Union’s strategy to address challenges such as decarbonisation of the generation mix, security of supply and market integration. European objectives of network development in the coming years are ambitious: the projects listed in the ENTSO-E TYNDP 2014, that account for only a part of the total investment needs, amount up to 150 billion euros by 2030. In a business-as-usual scenarios, regulated Transmission System Operators (TSOs) might not be able to cope with this substantial amount of investment. A new regulatory regime, taking into account the ability of TSOs to finance the investments required for projects of pan-European significance, will be needed.
