Most governments around the world – whether democracies or autocracies – face at least some pressure to respond to citizen concerns on some social problems. But the issues that capture public attention — the ones on which states have incentives to be responsive – aren't always the issues on which bureaucracies, agents of the state, have the ability to solve problems. What do these public agencies do when citizens' demands don't line up with either the supply of state capacity or the incentives of the central state?Our guest, Dr. Iza Ding, an Associate Professor of Political Science at Northwestern University, examines one way in which bureaucrats try to square this circle. In her recent book The Performative State: Public Scrutiny and Environmental Governance in China, Iza argues that state actors who need to respond but lack substantive capacity can instead choose to perform governance for public audiences. Iza explores the puzzling case of China's Environmental Protection Bureau or the EPB, a bureaucratic agency set up to regulate polluting companies. This issue of polluted air became a national crisis during the 2008 Beijing Summer Olympics when athletes were struggling to breathe let alone compete. Since then, Chinese citizens have been directing their pollution-related complaints to the EPB, which Iza found, has been given little power by the state to impose fines or shut down polluting factories. But that doesn't mean the civil servants working in this agency do nothing. Instead, Iza documents how and why they routinely deploy symbols, language, and theatrical gestures of good governance to give the appearance of dynamic action – all while leaving many environmental problems utterly unaddressed. We talk with Iza about how she uncovered these performative dynamics through months of ethnographic research in which she was embedded within a Chinese environmental protection agency. She also tells us about how she tested her claims using original media and public opinion data. The masked man, Josh Okogie, shows out in 4th straight game for the Suns. The Phoenix Suns and Devin Booker fall to the LA Clippers and Terance Mann 116-107. In their final game before the All-Star break Chris Paul and D Book had an off night shooting, but Josh Okogie did his best to carry the load. In his third straight start for the Suns, Okogie finished with 24 points on 6-of-12 from deep, 5 rebounds and 3 steals. We got our first look at Terrance Ross in a Suns jersey. He played 20 minutes and contributed 16 points on 7-of-17 from the field. Ross and T.J. Warren should prove to be solid additions to the bench and provide needed offense. Last week, the Columbia Journalism Review published a four-part investigation into the media's fraught relationship with Donald Trump. In this episode of the Kicker, Jeff Gerth, who authored the report, talks to Kyle Pope, CJR's editor and publisher, about the origin of the investigation and the intense responses to it, with which Gerth admits he is still “grappling.” On the podcast, Gerth says he considers his 24,000-word story an “anatomy,” reconstructing how the media covered Trump and Russia. In reporting the piece, Gerth interviewed Trump at – predictably – a golf course, and reached out to dozens of journalists who covered Trump-Russia, albeit with limited success. “Many of them are loath to want to discuss or/and engage with what they do,” Gerth says in the episode. “I find it perplexing.” For additional news on this story and on the media, subscribe to CJR's daily newsletter at cjr.org/email

Jeff Gerth has been working as a reporter for decades and published, in the very mainstream Columbia Journalism Review, a 20,000-word report on his findings, only to be called a liar and misdirecting magician in the most self-important article by Mother Jones' David Corn (“The true media failure is that Trump got away with it and that articles like this one that you are now reading are still necessary.”) And possibly worse than that is the near complete silence from the rest of mainstream media who, as Gerth reported, refused to follow Bob Woodward's pleas for introspection. They're not silent, however, about Matt Taibbi. These corporate stenographers, either angry that Taibbi called them out for lying or jealous that they didn't get the Twitter Files story themselves, haven't made any substantive arguments against his findings both because they can't, but also because they know they don't need to. Their audiences are trained to believe them. There are, however, two people who suggested one substantive criticism of the Twitter Files. Funny enough, they're two of the real journalists who have been defending Taibbi's work: Briahna Joy Gray and Glenn Greenwald. Their question: if Musk and Twitter are the guardians of this information, how can you be sure you aren't being manipulated by the possibility that they are handpicking what they want you to see?
